Goa is one of the most literates states in India, and the two-wheeler users are very aware of the pros and cons of wearing crash helmets. It is obvious that the doctors and the police who are making a hu-ha about this are generally not two-wheeler drivers themselves. In passing, it may be said that abroad there is civic sense, traffic discipline, and helmets when left unattended are seldom stolen which is not the case in India. Let me make it clear. I myself always wear a helmet while driving a two-wheeler. However, helmets do not prevent accidents! I have been futilely trying for the last six years to get the traffic authorities to prevent accidents by maintaining proper roads, and lighting, No Parking/traffic sign-boards and implementing it, relocating dangerous bus stops, hoardings; making public transport buses stop at designated stops; enforcing rules regarding blind headlights at night etc. Towards this end I have personally handed to the IGP for the umpteenth time on 16 October, 2002, a letter on traffic hazards/safety with a copy to the Chief Minister, with Xerox copies of their own traffic cells' recommendations and notifications. Sorry to state, I have seen no improvement or any action initiated towards the basics for reducing accidents, which should be accorded far more priority than helmets! Local MLA Victoria Fernandes and Adv. Aires Rodrigues accompanied the delegation which urged the Chief Minister to take immediate steps to set up a Ribandar Village Panchayat. Ribandar, Manas-wado and a part of Sao Pedro is currently Ward 18 of The Panjim Municipal Council. The Chief Minister was told that Ribandar has been neglected and has not seen any infrastructure development and that the residents were only being burdened with high taxes but no civic amenities. The delegation told the Chief Minister that if Taleigao was being reverted back as a Panchayat in view of the public demand, there was no reason why the Government should not accede to the demand of the people of Ribandar for a Village Panchayat. However, we have not really been able to enjoy this Christmas season -- Hazel has been very ill since August and could not sleep or turn or move and was in great pain since October -- She was at Tata Memorial for a week end October and went back for some radiation early December -- we shifted her to the CIPLA FOUNDATION for palliative care of cancer patients at Warje, Pune on December 17th and with their care and attention they were able to relieve the pain she was enduring -- initially with morphine and gradually reduced the dosage of morphine as the other medicines took effect --since December 30th she was in no pain, but the cancer had spread to her lungs and she had difficulty breathing -- she breathed her last yesterday -- January 2nd at 10:00 -- After a Mass at the hospice this morning her body was cremated at Pune today -- We will have the seventh day Mass here at St Stephen's Church and then take her ashes down to Goa where they will be interred in the niche at Porvorim after Mass, probably on January 26th Please join us in our prayers for the repose of her soul Deepika and I have just got back home and will catch up on all correspondence Once again thank you one and all Lots of love, Deepika and Aloysius WANT TO check out which mailing lists you could subscribe to? We never met Hazel, but seeing the care and concern in this father-daughter duo it's more than obvious that she was a great wife and mother. Burma-returned Aloysius has been active on GoaNet, SaligaoNet and a number of other Goa-related fora. Deepika, for the few who might not know them, is a Mumbai-based social activist who has taken up a wide range of concerns dealing with the environment, the law and the rights of the marginalised. She represents the younger generation of Goan women, who fought in a patriarchial society to get their voices heard and contribute in equal measure as (and often, in greater measure than) their menfolk. Militants of the outlawed National Liberation Front of Tripura (NLFT) have served extortion notices to hundreds of Hindu tribal villagers and threatened to kill them if they don't pay up soon. "The notes were served only to Hindu villagers with warnings of capital punishment to those who violated the diktat," Aswathama Jamatia, head priest of Jamatia Hoda, an influential tribal Hindu group, told IANS by telephone. The NLFT, fighting for an independent tribal homeland, is a predominantly Christian group. Police have confirmed the extortion demands to Hindu villagers in Tripura. "We have received some complaints in this regard," said a police official in Tripura's state capital Agartala. Community leaders say the NLFT was demanding three percent of the annual earnings of all government employees as tax, besides charging between Rs. 2,000 and Rs 5,000 from farmers and other businessmen. Villagers in remote areas have formed vigilante groups to foil the NLFT's extortion drive. "People armed with sticks and other crude weapons, including bows and arrows, patrol vulnerable villages to scare militants who come for extorting money," said Rampada Jamatia, secretary of Jamatia Hoda. "At no cost are we going to pay the militants." Tribal Hindus account for 22 percent of Tripura's 3.2 million people. Christians are just about eight percent of the state's total population. Tribal Hindu groups say the NLFT has been converting people to Christianity at gunpoint. "We believe up to 5,000 tribal villagers were coerced into converting to Christianity by the NLFT during the past couple of years," the head priest said. Community chiefs and religious heads of 19 tribes, who met recently, formed a platform called the Tribal Culture Protection Committee to counter the perceived militant threat. The Communist Party of India-Marxist (CPI-M) ruled government in Tripura has accused the church of boosting secessionist campaigns in the state. Police in Tripura in 2002 arrested 10 church leaders on charges of colluding with separatists in the killing of some CPI-M members. Tripura Chief Minister Manik Sarkar, however, said his government does not have "hard evidence" of the Christian missionaries' nexus with rebel groups. "The fact remains that militant groups have been targeting government schools and non-Christian people, while institutions run by missionaries are never touched," he said. "We want the Christian missionaries to make their stand clear and help us fight militancy for the greater interest of the state." Church leaders have denied the allegations. "In fact, a number of our priests and missionaries have been the target of attacks by unidentified miscreants over the past couple of years," said Jong Bahadur Debbarma, a church leader. "Instead of just accusing the church of having nexus with militants, the Indian government should initiate a probe and punish the guilty." The genesis of insurgency in Tripura can be traced back to the massive influx of Bengali-speaking refugees when East Pakistan, now Bangladesh, was created during India's partition in 1947. The indigenous tribal people, who accounted for 95 percent of the Tripura population in the 1931 census, are now just 30 percent. However, we have not really been able to enjoy this Christmas season -- Hazel has been very ill since August and could not sleep or turn or move and was in great pain since October -- She was at Tata Memorial for a week end October and went back for some radiation early December -- we shifted her to the CIPLA FOUNDATION for palliative care of cancer patients at Warje, Pune on December 17th and with their care and attention they were able to relieve the pain she was enduring -- initially with morphine and gradually reduced the dosage of morphine as the other medicines took effect --since December 30th she was in no pain, but the cancer had spread to her lungs and she had difficulty breathing -- she breathed her last yesterday -- January 2nd at 10:00 -- After a Mass at the hospice this morning her body was cremated at Pune today -- We will have the seventh day Mass here at St Stephen's Church and then take her ashes down to Goa where they will be interred in the niche at Porvorim after Mass, probably on January 26th Please join us in our prayers for the repose of her soul Deepika and I have just got back home and will catch up on all correspondence Once again thank you one and all Lots of love, Deepika and Aloysius WANT TO check out which mailing lists you could subscribe to? On New Year's Resolutions: And as is customary, every new year comes with a new resolutions. I too have made a resolution, which I believe is an unique one. For, this one has a central theme "CHARITY STARTS AT HOME". But then, as we have often seen, new year's resolutions are made to be broken. I remember one particular resolution of a long time ago, when we, the two chain smoking brothers decided to quit smoking come new year's ringing in. Folks at home saw us lighting up as many cigarettes as the ten fingers could handle at one time and puffing away to glory even as the seconds hand on the wall clock ticked away to the zero hour. Come next morning it was a tough time trying to salvage some of the cigarettes that were flung on the loft never to be lit again. That was the shortest lived resolution in my life. To come to the 2003 resolution, it is such that it cannot be broken. A flexible one indeed, I must say. When I say the theme is "Charity Starts at Home", I had in mind a thought that OUR GOA is a survivor. It has survived four and a half centuries of military 'PORTUGUESE' rule. It can very well survive another couple centuries of 'HINDUTVA's HINDU RASHTRA rule. After all, whether it is the PORTUGUESE rule or the HINDUTVA rule, we ordinary folks have to scratch for our living anyway. Besides, who else better to follow in the footsteps than our very own Dr. Wilfred D'Souza who has shown us that " IF YOU CAN'T FIGHT THEM, JOIN THEM" And in keeping with my new year's resolution, I shall not shed a drop of my tear or of my blood for Goa more than what I can afford to shed knowing fully well that Goa will survive and outlive me. I might as well try to live a decent life, or whatever is left of it. I would like to repeat John F. Kennedy's words to suit my thoughts in that " I must think not what I can do for Goa but what Goa can do for me" Under the circumstances, most Goemkars will abundantly agree with me. And I had my first glimpse of a colourful chameleon pictured in the Navhind Times on the New Year's Day, sitting in a lounge chair, watching the setting sun over the horizon of the Arabian Sea. With the kind of headline Quote PM ATTACKS EXTREMIST PROJECTION OF HINDUTVA Unquote that went with the picture, it could'nt have been anything else but a chameleon. This chameleon had a totally different colour a few days before when he patted the back and installed as the Gujarat Chief Minister the same Hindutva extremist that he preferred to attack from Goa. The only sensible drift that we Goans can get out of the 'Hinduism is Secularism' crap that our PM tried to dish out to the world in his 'Goa Musings' is that perhaps he has tried out our Goan delicacy in the liquid form and found it exhilarating. "The Caju Feni". After all, we saw a number of clear liquid glasses on his table and any one of which could have been the inspiration behind the great thought. And of course, our PM could'nt have been holidaying in GOA without sampling the Goan spirit. On PM's New Year's Gift to Goa. Chameleon or not, Goans, especially the Mapxemkars, should be more than happy for the gift of 350 crores worth of a "Sky Bus" project for Goa, entirely at the Centre's cost. Whow! Well done Manohar Parrikar and thank you. Mapxemkars will never be able to forget you as a co-Mapxemkar who helped convince our dear PM that Goa was the place to relax and ring in the hectic HINDUTVA New Year and then go along and strip him of 350 huge crores. Only see that Nirmala Sawant does not steal the Mapxemkar's New Year's gift and hand it over to the Kashmiris of Calangute, Candolim, Baga and Vagator. It is not her fault anyway . It is the breeding of the Congressmen and Congresswomen. They never had their priorities right for the long 20 odd years of rule they had in hand in Goa. And the Goa Congress has always never believed that "Charity starts at Home" It has always but always been helping non Goans rather than Goans. Nevertheless, we trust you, Manohar Parrikar, to do your homework well as far as scheduling of the project is concerned, as it will lose the meaning of a costly " PRIME MINISTER'S GIFT" if it should take ten years or more to complete it, and, by that time, the Prime Minister be Prime Minister no more. Also, the Panjimkars and Mapxemkars and all Goemkars alike will heartily thank you for not choosing "Saffron" as the colour for the "Sky Bus" as it will not go well with the 'Green Goa'. Christopher Hitchens, one of her trenchant critics, had produced a TV documentary about her called Hells Angel (1994) and wrote the book The Missionary Position: Mother Teresa in Theory and Practice (Verso 1998) where he dismissed her as a religious fundamentalist. Interestingly, the Vatican invited Hitchens to act as the Devils Advocate and a few nights ago, he was debating with John Donahue of the Catholic Defence League in Washington. Hitchens summarised his objections yesterday (2 Jan 03) in the Mirror (London). - M Teresa received millions of pounds in charity, some of it from dubious sources like the Duvaliers of Haiti and swindler Charles Keating. She never built any hospitals but claimed to have built some 150 convents. Was this what the money was for? - She seems to have spent more time travelling and posing with the rich and famous than treating the sick & lepers. - To her, contraception and abortion were not just immoral but threats to world peace! - When she was sick, she made sure of being treated at top US clinics, not in Calcutta. Vijay Prashad, Associate Prof at Trinity College, Hartford, CT had written about M Teresa in the Goan Overseas Digest in Jan 1998. He noted with insight that to M Teresa (and to church leaders), poverty is 'beautiful', its causes not to be challenged. She was not averse to moving with the makers of poverty like Reagan or Thatcher. Like the popes she remained subservient to power. For example, how did she & Pope JPII view the Bhopal disaster (1984)? As a product of capitalist greed? Hardly. They called it a sad event that resulted from mans efforts to make progress.

[GOANET] Portuguese: Why some Goans still Love it?

I grew up speaking Portuguese in Panjim, so I decided to get into the habit of speaking, reading and writing Portuguese once again. My best friend here in New England is a former Portuguese literature lecturer at a University in Curitiba, Brazil. She has rehearsed and taught me an elegant way of speaking Portuguese as the Brazilians do, which is different from the Portuguese spoken in Portugal and elsewhere. Portuguese is a beautiful language. Here in New England I live in a Portuguese neighborhood of Boston filled with folks from Brazil and Portugal. Brazilian cuisine is similar to Goan gastronomy. In Goa we have "Sorpotel". There is a place in North Brazil that is called "Sarapatel" which is famous for its pork dishes. From all of my global travels right up to Buenos Aires, I must say that the Brazilians are the only ones who know how to "Party" every single day. I see that right on my face when I get back home from work, my Brazilian friends are all set to take me to the beach for another evening of "Churrassco" either at the beaches in Cape Cod or the North Shore. I guess this is where we Goans get our "sooosegaaad" habits. In my town of Somerville, I can boast of the best Portuguese "Pao" prepared in clay ovens by early Portuguese settlers from the Azores, and Sao Martin. Prescuito/ Presunto here is fine so also the various kinds of wines. Happy Reading, Edgar Para Goeses: Conversacão, Escrita e Leitura em Português. Eu cresci falando português em Panjim, então eu decidi adiquirir o hábito de falar, ler e escrever em português, novamente. Aqui em Novo Inglaterra meus melhor amigos elle é formada em literatura por uma Universidade de Curitiba. Desde que eu a conheci, ela tem me ensinado o falar português corretamente e elegantemente como os próprios brasileiros falam, cujo é diferente do português falado em Portugal. O Português é um idioma muito bonito de se falar e agradavel de ouvir aos não habituados. Atualmente moro em um bairro aonde vivem muitos brasileiros e portuguses. A cozinha Brasileira é muito parecida com a de Goa. Em Goa nós temos o " Sorpotel ". Na região Nordeste do Brasil, especificamente no Estado da Bahia, podemos encontrar e saborear o " Sarapatel " e que é muito famosa dentro e fora do país. Em todas as minhas viagens em varias partes do globo, fui até Buenos Aires eu sou obrigado a mencionar que não existe outro povo no mundo que saiba fazer festa como brasileiros, seja em qualquer país onde residam, seja quando for, seja com quem for. Quando volto do servico para casa, encontro alguns amigos brasileiros e eles logo me convidam ou para ir à praia, ou para um "churrasquinho", pode ser tanto em Cape Cod, ao sul de Boston, como em North Shore. Eu acho que sei de onde nós nascidos em Goa herdamos o nosso " Sossego ". Na cidade de Somerville posso desfrutar do melhor "Pão" Português, como nos velhos tempos em Goa. "The granting of dual citizenship has reached an advance stage of discussion and we have reached a final decision," J.C. Sharma, a secretary in the external affairs ministry, told reporters here Friday. He said Indian Prime Minister Atal Bihari Vajpayee had in "principal accepted this aspect". "The discussions are going on at the highest levels of the Indian government," Sharma said. He hinted that an announcement granting dual citizenship to some 20 million PIOs scattered across the world would be made at the Pravasi Bharatiya Divas or diaspora day, which will be held here January 9-1. Some 1,200 people from some 60 countries will attend the meet. The proposal for granting dual nationality was recommended by a high-level committee headed by L.M. Singhvi, a former Indian envoy to Britain. The panel had proposed a $400-fee for the dual citizenship. The proposal was made after an earlier government scheme to issue PIO cards for $1,000 to facilitate hassle-free visas found few takers. While the law ministry thinks that granting dual nationality would entail amending the constitution, the home ministry has voiced concerns about security implications of such a move. The diaspora day meet coincides with the anniversary of the return of Mahatma Gandhi to India on January 9, 1915, after almost two decades in South Africa. It is aimed at recognizing the contribution of the Indian diaspora in political, social, academic and cultural fields. Mauritius Prime Minister Anerood Jugnauth will deliver a special address at the opening ceremony. Former Fijian prime minister Mahendra Pal Chaudhury, Malaysian Works Minister S. Samy Vellu and a number of prominent NRIs and PIOs will attend the meeting. They include Nobel laureates Amartya Sen and V.S. There is more to Goa than sun, sand and natural beauty. The allurement is quite distinct from the rest of India. Go to Goa: for that relaxed lifestyle amongst its marvelous expanses of palm-fringed white beaches and azure blue seas, scenic splendours of wooded hills and green valleys hiding the rivers and the ponds dominated by rising steeples of white washed Churches and Temples across its expanse of land. All this tranquility is enlivened by the Goan love for music, song and dance. The people of Goa are by nature warm and hospitable. They are also richly endowed with musical and artistic talents. Over the centuries, they have evolved a culture which is a combination of Portuguese and Indian arts. Their songs in Konkani have an appeal that bring to mind the gentle murmur of the surf on the glistening white beaches of Goa. Yes, go to Goa, and you will be fascinated to see how much this tiny region, less than half of size of a normal district in India has contributed to music. Goan folk songs embrace all aspects of life. They are joyful or sad, lyrical or satirical, and at times rise to spiritual heights. Yet, the most popular song dance of the Goans is the Mando, sweetly sad in its melody. The oriental and occidental winds that swept over Goa are artistically blended in the Mando. Mando is nostalgically sung and danced and it has gone with Goans outside Goa too ! Cradle of inter-acted music in India What factors could be attributed to regard Goa rightly as the cradle of western music in India as also its storehouse? Why, among the world celebrities in the art of music, Goans have excelled in their musical talents, earned appreciation and secured international applause? Goans have shone in music not only in Goa, not only in the rest of India but in places around the world wherever they are. There are historical reasons for this. Everyone is not a good singer or gifted to appreciate music. It is a gift to have a great musical ear. But having a hidden talent is like a lighted lamp hidden under a bushel. The seed has to be given chance to grow, be nurtured until it becomes a fruit bearing tree. Quite a challenging and difficult task, and exactly why talented musicians and singers are well respected in the developed countries. Goans have taken personal interest and worked hard to improve this gift of nature. Well, across the important centres in 'Indostan', prominent Hindu temples encouraged and supported Bhajan Mandals. These Bhajan Mandals were teaching, free of cost, rudiments of Hindustani music and were resources for giving talented singers for temple pujas, the artists for 'nattaks' (dramas) and Bhajan singers. The historians who accompanied Alexander the Great have recorded admiration for what they observed in 'Indostan' in those centuries of yore, in support for music and, in appreciation, many good Hindustani singers were taken to Greece. Now, in this part of Indostan in Goa, after the advent of the Portuguese, the authorities watched the prevailing system for imparting of free knowledge of Hindustani music by the Bhajan Mandals in Goa as in the rest of India. On a similar pattern, the authorities decided to approve to give the newly converts to Christianity in their respective Churches and Chapels, the rudiments of western music. Consequently, in the 16th century onwards, 'escolas paroquiais' attached to the Churches were established, the responsibility for teaching of western music and playing of the violin having been given to the Choir Master or 'Mestre'. These resources helped to meet the choir services of the Churches. Sources indicate that it is wrong to conclude that the Portuguese had such a system for teaching music in general in other places under their flag, because such an arrangement did not exist neither in Portugal or Europe -- but was typical in Goa. Hence, this bye-product of Mandos and Dulpods, has instant appeal to musical ears of India and Europe. Mandos and Dulpods Go to Goa -- the cultural Goa -- and you will be entranced by the softly strumming of guitars, the suave playing of violins and drumming in well measured beats on the 'gumott'. Indian officials told IANS their embassy was yet to see a rush of Indian workers seeking emergency certificates (ECs), as this is a holiday period locally, and the mass migration is expected to begin next week. About 35,000 to 40,000 Indians residing illegally in the UAE are expected to exit the country during the four-month amnesty period. A similar amnesty in 1996 saw an exodus of 50,000 Indians. The UAE has announced the long-awaited amnesty for illegal immigrants, which will allow them to leave the country without facing punishment or fine. The amnesty began on January 1 and will conclude on April 30. The Indian consulate in Dubai has extended its working hours to expedite the process of issuing ECs and travel permits, facilitating the exodus. Indian Consul General George Joseph said the consulate had received over 3,000 applications for ECs -- a one-time, one-way passport for people who have no valid documents to authenticate their identity as Indians -- and travel permits. He said as it takes time to process applications, it was in the best interest of Indians who have no valid proof of their identity to apply as fast as possible. The consulate has teamed up with Indian welfare associations throughout the emirates to set up mini-missions or centres from where EC and travel permit applications can be forwarded to the consulate. The consulate as well as the Indian embassy will issue standard computer-generated ECs, cutting down on the time-consuming and cumbersome procedures that were involved earlier. Indian Airlines and Air-India have also set up their counters within the premises of the Indian consulate in Dubai to offer concessional airfares to those seeking amnesty. At least 300,000 illegal immigrants are expected to leave the UAE under the second amnesty to have been officially declared since 1996. In 1996, about 200,000 illegal immigrants left under the amnesty, which continued for six months. The amnesty seekers belong to three categories -- those who have overstayed, those absconding from sponsors and those who have entered the country illegally. The UAE will out phasing out a total of 240,000 private sector workers, who do not have proper educational qualifications, by focusing on labour and recruitment policies, reports said. Illiterate and under-qualified workers form 13.9 percent of the current expatriate workforce. Arab Gulf Cooperation Council (AGCC) states are working hard to cut their dependence on expatriates through jobs-for-nationals programmes but will have to continue relying on foreign workers for the next one or two decades. The AGCC states now have a combined population of around 27 million, of which expatriates account for 35 percent, with a high of around 75 percent in the UAE and Qatar.
