To all Bike Riders

I thought I should contribute to this issue as a Bikie myself.  Safety is
utmost when riding a motorbike.  Wear your helmet and if its law - it is
good - just do it.  Stop complaining for f.sake.  If you want to
live you have to wear a helmet.  This goes for the pilion passenger too not
just the rider.

 Here we go again with the helmet issue... It was all of a sudden
 implemented last year. Then after the helmet manufacturers, dealers  the
 politicians made their money, the rule was scrapped as suddenly as it was
 imposed. Definitely looks like they didn't make enough, so here they go
 once again this year.

 Everyone knows that it is safe to wear a helmet while riding because you
 never know when it's going to be your bad day. You could be riding
 carefully, but someone else could knock you down, or you could skid due to
 a puncture or oil on the road there could be a lot of silly excuses
for
 an accident. So it would definitely be safe to wear a helmet.

 But then besides accidents caused by carelessness, there are those which
 are caused due to pure negligence of the government.

 Before enforcing the helmet rule, there are a whole lot of other hazardous
 excuses for accidents which the government should give priority to first.
 To mention just a few: stray cattle, stray dogs, improper road lighting,
 proper levelling of roads dug up for laying of pipelines / cables / water
 connections, full headlights blinding other drivers on the road, ban on
 using blaring air horns which startle other drivers, proper traffic sign
 boards, direction boards,  there are still some more to add, but
 let the government work on these for starters.

 Once all the above have been looked into  then the helmet rule is
imposed,
 then only riders will be convinced that the government is really concerned
 about our safety. Right now everyone knows the obvious reasons for the
 sudden enforcing of the rule.

 And to all other riders  drivers, each one knows that it is a privilege
 for us drive  each of us has a right on the road, and just as our lives
 are precious of us, think of the rest on the road too. Drive carefully,
 don't over-take without horning, don't over-take from the left side, use
 indicators when turning I'm not teaching you. You know how to drive.
 You simply didn't get a license without knowing how to. or did you pay
 a bribe to get one?

How to Configure Outlook Express
to send Plain Text only
(for the Goanet mailing list)

To use the Goanet mailing list, your mail program must be configured to send plain 
text only. Some users of Microsoft Outlook Express have had difficulty with this. Here 
are some tips on how to set up Outlook properly.

Note that these tips are based on one particular version of Outlook Express (version 
5.00). Details may vary from version to version.
These are reasonable settings to use all the time for most people, but you may prefer 
others. Feel free to use other settings for your other
email, but please use the settings suggested here when you send mail to the Goanet 
system.

1.Start Outlook Express 
2.Pull down the Tools menu and select Options 
3.Click on the Send tab. 
4.Click on the International Settings... button. For Default Encoding select 
Western European (ISO). Depending on your language, this may not be the best setting 
for general use. But it's the setting you want for using Goanet and sending messages 
to the mailing lists. 
5.Make sure When replying to message always use English headers is checked. 
6.Click OK to finish with the International Send Settings dialog. 
7.Back on the Sending page, under Mail Sending Format, make sure Plain Text is 
selected. 
8.Click on the Plain Text Settings... button. 
9.Under Message format, make sure the MIME option is selected. 
10.Make sure Encode text using is set to None. 
11.Click OK to finish with the Plain Text Settings dialog. 
12.While you're here, it would be a good idea to make sure that Plain Text is also 
selected under News Sending Format. It is considered bad form to send HTML messages 
on most news groups. 
13.Click on the Compose tab. 
14.Under Stationery, make sure Mail is not checked.

The following scheme approved by the Government
is published for general information:-

Control of Stray Cattle Scheme

Introduction:-
The Government of Goa is enthusiastic in improving the facilities
for its citizens and to improve the image of Goa. In this direction
a Scheme had to be formulated to control road accidents due to
stray animals. The traffic on Goa's roads are ever increasing and
with it the that several of the road accidents are caused due to
direct vehicular hits to the animals or because the driver of the vehicle
had to turn to avoid hitting the animals on the road. Animals on the road
are accident prone and pose much problems during the night
when vision becomes difficult and movement of traffic is faster.

The animals not only get injured or killed but invariable involve human beings
getting injured or even killed in the accidents. It is desirable that animals
are not found on the roads and near wayside garbage bins.

Goa is also a tourist destination, the stray animals on the beaches
and wayside give an ugly picture of Goa. These animals should be
shifted to a place where they can be looked after rather than being left
to go about as scavengers and be a nuisance to tourists.

Agriculture today is on the decline. The few enthusiastic farmers who still
would like to pursue agricultural work have to spend large amount of money
to fence their agricultural crop so as to prevent stray animals destroying
their standing crop.

An attempt is made in this scheme to catch the stray animals and transport
them to the Government Cattle Pound, where Government will make
arrangements to look after the animals.

Objectives:-

1. To make all roads and footpaths, highways free from stray cattle.

2. To free beaches from stray cattle menace.

3. To make farmers responsible for their own animals grazing
on other's fields/gardens.

Definitions:-

(a) 'Stray Cattle' includes all animals found sitting on motorable roads
or pavements, animals walking on the road and found in fields without
a herdsman, animals found on beaches and other public places.

(b) 'Government Cattle Pound' means a place run by the Government
 to rear stray cattle.

(c) 'Director' means the Director of the Animal Husbandry
  Veterinary Services.

Impounding (Catching  Transportation) of Stray Cattle:-
The Directorate of Animal Husbandry  Veterinary Services will be responsible
to catch the stray cattle from the roads, beaches and fields and transport
the same to the Government Cattle Pound.

Housing of Stray Cattle:-
The Stray Cattle will be reared at the Government Cattle Pound where feed, 
fodder,
water and shade will be provided to the animals. Also necessary medical care
and cross-breeding activities will be undertaken.

Procedure for release of impounded cattle:-
(a) The claimant will have to prove his ownership by making a representation
to the Director of Animal Husbandry  Veterinary Services through the
Panchayat/Municipality.

(b) The cattle taken to Government Cattle Pound could be released on
 payment of fine as follows:-
i) Fine levied within a period of 7 days  Rs. 700/- plus delivery charges

ii) Fine levied beyond  a period of 7 days but within 30 days Rs. 1000/- plus
   delivery  charges

iii) Fine levied after 30  days  above Rs. 5000/- plus delivery charges

Medical Care:-
There will be infrastructure for medical assistance. Artificial Insemination
treatment of sick or wounded animals and other activities.

Visiting Committee:-
The Visiting Committee shall consist of representatives from Directorate
of Animal Husbandry  Veterinary Services, Police, Directorate of Panchayat,
Directorate of Municipality, N.G.O's working in animal welfare.

The Visiting Committee shall visit the Government Cattle Pound and assist
the Directorate of Animal Husbandry  Veterinary Services.

Implementation:-
The Directorate of Animal Husbandry  Veterinary Services with the
assistance of Municipalities, Panchayats and Goa Police will be responsible
for implementation of the scheme.

[GOANET] Konkani lessons in the GTA

O.K. - we are almost set to rock-n-roll here.

Here is a heads-up.

We have a teacher and we will settle on a classroom early next week (most 
probably St. Valentine's School in Mississauga). Probable day date is Friday 
from 7 pm to 9 pm. Start date for the course will be determined by end of 
next week.

Six people have registered so far - on just my first set of phone calls for 
an expression of interest!

The curriculum will be something like this (to be confirmed)

1. The teaching of colloquial konkani - the main objective.

The course will also cover:
2. Some basic differences of the language in North Goa vs. South Goa,  
between Christians and Hindus, between Konkani and Marathi.
3. A basic overview of how Konkani is written in the Devnagari and Roman 
scripts

I anticipate these evenings to be more social/fun evenings with snacks  pop 
drinks served during the break.

There will be a cost associated with this course. The following will have to 
be paid for:

a. the room
b. the tutor and materials
c. snacks and pop

The fee will be determined by all participating at our first meeting. The 
individual costs will be tabled and we will collectively decide on an 
appropriate fee for the course.

Those of you interested in participating are invited to e-mail me privately 
in the first instance with your phone number. I will then call you back.

Confronting Empire
by Arundhati Roy, speaking at the Life After Capitalism at the World Social Forum,

I’ve been asked to speak about How to confront Empire? It’s a huge question, and I 
have no easy
answers. 

When we speak of confronting Empire, we need to identify what Empire means. Does 
it mean the
U.S. Government (and its European satellites), the World Bank, the International 
Monetary Fund,
the World Trade Organization, and multinational corporations? Or is it something more 
than that? 

In many countries, Empire has sprouted other subsidiary heads, some dangerous 
byproducts —
nationalism, religious bigotry, fascism and, of course terrorism. All these march arm 
in arm with
the project of corporate globalization. 

Let me illustrate what I mean. India — the world’s biggest democracy — is currently at 
the
forefront of the corporate globalization project. Its market of one billion people 
is being
prized open by the WTO. Corporatization and Privatization are being welcomed by the 
Government and
the Indian elite. 

It is not a coincidence that the Prime Minister, the Home Minister, the Disinvestment 
Minister —
the men who signed the deal with Enron in India, the men who are selling the country’s
infrastructure to corporate multinationals, the men who want to privatize water, 
electricity, oil,
coal, steel, health, education and telecommunication — are all members or admirers of 
the RSS. The
RSS is a right wing, ultra-nationalist Hindu guild which has openly admired Hitler and 
his
methods. 

The dismantling of democracy is proceeding with the speed and efficiency of a 
Structural
Adjustment Program. While the project of corporate globalization rips through people’s 
lives in
India, massive privatization, and labor reforms are pushing people off their land 
and out of
their jobs. Hundreds of impoverished farmers are committing suicide by consuming 
pesticide.
Reports of starvation deaths are coming in from all over the country. 

While the elite journeys to its imaginary destination somewhere near the top of the 
world, the
dispossessed are spiraling downwards into crime and chaos. This climate of frustration 
and
national disillusionment is the perfect breeding ground, history tells us, for 
fascism. 

The two arms of the Indian Government have evolved the perfect pincer action. While 
one arm is
busy selling India off in chunks, the other, to divert attention, is orchestrating a 
howling,
baying chorus of Hindu nationalism and religious fascism. It is conducting nuclear 
tests,
rewriting history books, burning churches, and demolishing mosques. Censorship, 
surveillance, the
suspension of civil liberties and human rights, the definition of who is an Indian 
citizen and who
is not, particularly with regard to religious minorities, is becoming common practice 
now. 

Last March, in the state of Gujarat, two thousand Muslims were butchered in a 
State-sponsored
pogrom. Muslim women were specially targeted. They were stripped, and gang-raped, 
before being
burned alive. Arsonists burned and looted shops, homes, textiles mills, and mosques. 

More than a hundred and fifty thousand Muslims have been driven from their homes. The 
economic
base of the Muslim community has been devastated. 

While Gujarat burned, the Indian Prime Minister was on MTV promoting his new poems. In 
January
this year, the Government that orchestrated the killing was voted back into office 
with a
comfortable majority. Nobody has been punished for the genocide. Narendra Modi, 
architect of the
pogrom, proud member of the RSS, has embarked on his second term as the Chief Minister 
of Gujarat.
If he were Saddam Hussein, of course each atrocity would have been on CNN. But since 
he’s not —
and since the Indian market is open to global investors — the massacre is not even an
embarrassing inconvenience. 

There are more than one hundred million Muslims in India. A time bomb is ticking in 
our ancient
land. 

All this to say that it is a myth that the free market breaks down national barriers. 
The free
market does not threaten national sovereignty, it undermines democracy. 

As the disparity between the rich and the poor grows, the fight to corner resources is
intensifying. To push through their sweetheart deals, to corporatize the crops we 
grow, the
water we drink, the air we breathe, and the dreams we dream, corporate globalization 
needs an
international confederation of loyal, corrupt, authoritarian governments in poorer 
countries to
push through unpopular reforms and quell the mutinies. 

Corporate Globalization — or shall we call it by its name? — Imperialism — needs a 
press that
pretends to be free. It needs courts that pretend to dispense justice. 


Re: [GOANET] Once again the helmet issue...

I myself am a bike rider  always use a helmet, but that doesn't mean that 
I'm safe on the road  that it will stop me from having an accident. Let me 
tell you of one of my bad experiences on the road (that too while riding  
wearing a helmet). It happened to me a second time just a few months back 
during the rainy season. First of all, the roads are wet  then there's 
traffic coming in the opposite direction, some of them with their lights 
full beam which reflects on the wet road, as well as on the visor of the 
helmet, making it very difficult to see anything ahead in the night. And to 
add to it, there were no street lights on at that particular sharp turn in 
Sangolda  there was a big black bull sitting right in the middle of the 
road which if I wasn't riding very slow, would have missed seeing it  rode 
straight into it.

I do agree with you that it is safe to wear a helmet while riding, but like 
Mr. Antonia D'Silva said in an earlier posting  I repeat it again, the 
government has to first provide us with a safe environment.

To all Bike Riders

I thought I should contribute to this issue as a Bikie myself.  Safety is
utmost when riding a motorbike.  Wear your helmet and if its law - it is
good - just do it.  Stop complaining for f.sake.  If you want to
live you have to wear a helmet.  This goes for the pilion passenger too not
just the rider.

CM PROMISES AID FOR MARATHI ND KONKANI: Chief Minister Manohar Parrikar on 
January 31 stated that it would require at least five years in a suitable 
political atmosphere to resolve the language imbroglio in the state and

controversy. He also assured the gathering, at the inaugural function of 
the 3-day Eight Konkan Marathi Sahitya Sammelan in Panaji, that the 
government would grant all possible financial assistance to promote both

FONTAINHAS FESTIVAL: As the week-long Fontainhas Festival draws to a close,

STUDENTS FALL SICK AFTER CONSUMING FOOD PACKETS: A large number of students 
from different primary schools in Sattari taluka fell ill after consuming 
the food packets supplied to them under the State government mid-day meal 
scheme. Nearly 10 students had to undergo treatment at a private hospital 
and were discharged later. The food packers are being supplied to 105 
primary schools in the taluka, having a strength of little over 3000

TENANT CAN'T CHANGE: The Supreme Court has ruled that a tenant of a 
residential or business premises can be evicted if he changes the nature of 
tenancy without the written consent of the landlord. Setting aside an 
Allahabad High Court order, a division bench comprising Chief Justice of 
India Justice VN Khare and Justice Ashok Bhan said: where the premises were 
put to a use for a purpose other than for which it was let out, then

CRUDE BOMB IN VASCO: A crude bomb, presumably of Portuguese era, about 1000 
pounds (250 kg) in weight and 1.3 metre long, was recovered by the police 
at Shantinagar, Vasco, on January 31. The bomb was found at the site of the

become highly risky and volatile to use the tunnel as the last monsoon saw 
several landslides following which the road had to be closed for vehicular
