This volume, third in the series on Bombay, or Mumbai, brings 
together essays that treat the renaming of the city as a point of 
departure in visiting enduring themes in Bombay's life. As Bombay 
explodes into the megapolis of Mumbai, the volume examines whether 
transition is merely in the name or it has larger implications for 
the city's growth—in terms of an enormous expansion in size, 
diversity, population and function.

The essays collected here offer exhilarating and provocative insights 
on what Bombay has become, as it steps into the new millennium. Has 
living in Mumbai meant a better life for its inhabitants or are they 
still condemned to the continued struggle for existence, and 
consequently withdrawal? Among other themes, the volume inquires 
whether the city has managed to retain its identity or is it has lost 
it like any other large metropolis.

More specifically, the essays focus on diverse aspects of the city's 
social, political and economic life including housing rent control, 
the participation of Dalits and minorities in the city's life and 
activity, health-care and life in the shanties, the twin evils of 
crime and communalism, and the world of films.

This vivid but realistic volume on Mumbai will serve as an essential 
and contemporary urban social history of Mumbai and will be useful to 
sociologists, historians, urban theorists, political scientists, and 
culturalists. In addition, activists, scholars, journalists and 
academics concerned with everyday life, culture, history and urban 
spaces of cities and particularly Mumbai will also find the volume of 
interest.

"GOA CAN SHOW THE WAY": Mr PV Naramsimha Rao, the former prime minister of 
India, said on February 15 that Goa could play the model role for other 
states of the country and become a pioneer in the development and 
prosperity by adopting Gandhian concept of having environment-friendly 
small sized industries, which were employment oriented. Delivering the 
second Vasudeva V Sinai Dempo memorial lecture at Hotel Goa Marriott on 
"Balance between ecology and industry in Goa context" the former prime 
minister said that Goa could prosper with tourism and without industry but 
tourism cannot be depended upon at all times. (NT)

RODRIGUES IS MORMUGAO COUNCIL CHIEF: Ularico Rodrigues won the battle of 
ballots defeating former chairperson Milton Barreto by 11-9 votes, in a 
straight contest to become the fourth chairperson of Mormugao Municipal

MONTEIRO ELECTED RAIA SARPANCH: Flory Monteiro was unanimously elected Raia 
Sarpanch at the special panchayat meeting held on February 14. Flory's name 
was proposed by panch Antonetta Barbosa and panch Afra Gomes seconded it. 
The sarpanch's post fell vacant when Esmeralda Gomes resigned following a 
reported, verbal agreement between the ruling group to share the post after

HELMETS COMPULSORY FROM 1 MARCH: Use of helmets on highways for two-wheeler 
riders will be made compulsory from 1 March, while within the city limits 
the rule will be relaxed said Transport Minister Pandurang Madkaikar while 
addressing the member of Vishal Yellow Black Motorcycle Association at

YOUTH DIES: Kain Conceicao, 19, of Aquem, met with a tragic accident when 
he and friend Harison Rosario were returning from Valentine celebration 
from Kesarval at 2 am on February 15. Kain, who was riding the bike, 
collided into an electricity pole at Nuvem, expired on the spot. Rosario 
has suffered serious injuries. (WE-GT)

"RTO OFFICES IN MESSY CONDITION": "There is a mess at the RTO offices. 
Right from the peon to the RTO officer, no one has any concern for members 
of the public," Transport Minister Pandurang Madkaikar frankly admitted

WOMAN NABBED: Curtorim police have arrested Juliet Fernandes of Guirdolim 
in connection with the misappropriation and cheating case in which a gold

LATE BUS FROM VASCO: The Kadamba Transport Corporation has started a late 
evening bus for Vasco commuters from Vasco to Mapusa via Panaji. The bus 
will leave from Vasco at 6.35 hrs and same bus will depart from Mapusa to

POLEM, HAVEN FOR TIMBER SMUGGLERS: Makadshew is a small stretch of rocky 
coast on the Arabian sea and adjoining the Polem beach on the borders o 
Goa. The coast is isolated, remote and surrounded by lush green forest 
cover and is frequented by anglers from Loliem and its adjoining regions. 
In a startling discovery on February 15, it was found that this coast had 
visitors from another community, which obviously belongs to the timber 
smugglers from Karwar in neighbouring Karnataka. (H)

CHORLA GHAT ROAD: The decision of the Karnataka government to repair the 
bad patches on the Belgaum-Panaji road passing through Jamboti-Chorla would 
come as a blessing to those frequently traveling to Belgaum, as the 
distance between the two cities would be reduced by 50 kilometres. (WE-GT)

SHIVAJI'S BIRTH ANNIVERSARY: The state will pay homage to Chhatrapati 
Shivaji Maharaj on the occasion of his birth anniversary on February 19. An

Berna Cruz is indeed Goan. A photograph of her appeared in  the Toronto Star

It is of more than a little concern that she was picked upon by the US
Immigration Service for having a Latin name.

Some excerpts from the reports.

She was asked how she could have a Latin name. The officers were not
convinced when Cruz, who was born in Thiruvananthapuram, told them that her
family is from Goa, where such names are common.

Cruz says an officer also asked here why her surname was not "Singh" and
commented that it was clever of her to use a Spanish name. Cruz, who is
separated from her husband, says she told the officers that her maiden name
is Fernandez. It's not uncommon for Indian-born people to have Portuguese
surnames, but the officers didn't seem to care, she says.

When Cruz didn't arrive home and missed work, her family in India and
Toronto became worried and, without knowing what had happened, a family
member told her boss that she was sick.  Two days later, the pilot who
helped Cruz had his daughter phone Cruz's employer to tell them what had
happened. But with two different stories, and no word from Cruz herself, her
employer took her off payroll and assigned her desk to someone else.  The
work problems have since been sorted out, although she did not want to name
the bank she works for.

"It's horrible. It was humiliating," said Cruz. "What I felt was that it was
total discrimination, racism."

BETTER DEAL FOR DOMESTICS: Passing of Domestic Workers Bill, framing of 
policies to provide jobs for women without discrimination and 
stereo-typing, and safeguards and living wages for traditional workers, 
specially in agricultural sector were some of the demands voiced at a 
workshop on "Women in Employment" organised by Bailancho Saad in Panjim. (GT)

OPPN HELP SOUGHT: Chief Minister Manohar Parrikar has called upon 
Opposition parties, particularly MLAs to join hands and cooperate with the 
government in efforts to deliver the best to the people of Goa. While 
speaking at Pilar, he said while his government is open to suggestions, 
constructive criticism is welcomed but it should not be just for the sake

ENVIRONMENT FRIENDLY INDUSTRIAL POLICY: Addressing reporters on February

ONE DROWNS IN DUDHSAGAR: A picnic ended in tragedy when a 33-year-old man,

for a picnic. Vishwanath went for a dip in the river, where he was dragged

NEGLIGENCE OF JAIL GUARD: A magisterial inquiry has held guilty a jail 
guard for the escape of an undertrial from Nepal, Bir Bahadur Dhani, from 
the judicial lock-up attached to the Margao court building, and has

QUEPEM DAM WATER: A 53-year-old dam once provided water for drinking and 
agricultural purposes to the Quepem town and five neighbouring villages,

the water has been declining at an alarming rate, largely due to the 
growing collection of silt. The presence of carcasses of dead animals and 
other rubbish in the water has also made the water unsafe for human use. (H)

BURN INJURIES: A 22-year-old married woman, Malu Hangudde, sustained 95 per 
cent burn injuries, when a stove burst at her residence in

RAO FOR AMENDMENT OF ANTI-DEFECTION LAW: Intellectuals, thinkers and 
prominent personalities in the country have initiated a debate on the issue 
of anti-defection laws and that they plan to suggest an amendment to the 
Tenth schedule of the Constitution to avoid defection in small states like 
Goa. According to the former MP, Mr Shantaram Naik, this was told to him by 
the former prime minister, Mr PV Narasimha Rao, when he called on the ex-Pm

HELP-AGE PROJECT: HelpAge India, a national-level charity working for the 
cause and care of the elderly, has financed one more project at St Joseph's

M.A.G. TO LAUNCH PEACEFUL PROTESTS: The motorcycle action group has decided 
to launch peaceful protests against the government's failure to notify two

OTTAWA (Reuters) - Canada said on Friday it would press Washington to probe the case 
of a Canadian citizen who said U.S. officials destroyed her passport at Chicago's 
O'Hare Airport and put her on a plane to India.

Berna Cruz -- who was born in India -- told the Toronto Star that Immigration and 
Naturalization Services (INS) officials accused her of using a fake passport, denied 
her consular assistance and threatened her with jail. The newspaper ran picture of 
Cruz holding up her mutilated passport.

"We're going to bring her case to the attention of the State Department in Washington, 
request an explanation on the INS refusal to grant at least one phone call to Ms Cruz, 
and we'll see what the American response is going to be," Canadian Foreign Ministry 
spokeswoman Kimberly Phillips told Reuters.

Cruz said her nightmare began on Jan. 27 when her flight from India arrived in Chicago 
and an INS official accused her of having a fake passport.

She said another official suggested she had bought the passport in Sri Lanka and 
threatened to throw her in jail. Her requests to talk to Canadian officials were 
denied, she said.

An INS officer cut out the front page of the passport and filled each page with 
"expedited removal" stamps, she said, then she was photographed, fingerprinted, barred 
from reentering the U.S. for five years and put on a plane to India, via Kuwait.

"It was a total abuse," Cruz told the Star. "I want to see them punished for this and 
bring some justice."

Cruz said she managed to leave the plane in Kuwait and waited three days before 
Canadian officials issued her with an emergency passport.

No one at the U.S. embassy in Ottawa was immediately available to comment.

Last September U.S. agents at New York's John F. Kennedy airport arrested a Canadian 
they suspected of links to militant groups and expelled him to Syria. Mohamed Arar is 
still in detention while authorities are probing whether he has links to groups such 
as al Qaeda.

In the wake of the Arar affair Canada issued a rare travel advisory telling citizens 
born in countries such as Iran and Saudi Arabia to think carefully before entering the 
United States for any reason.

BENAULIM A TAX HAVEN? The Benaulim panchayat has not collected taxes 
amounting to Rs.17.58 lakh, according to the audit report for the financial 
year 2001-2002. The arrears as on 31 March 2002 was Rs.14.42 lakh as house 
tax, Rs.24,131 as light tax, Rs.27,700 as trade tax, Rs.18,147 as cycle 
tax, Rs.12,171 as board tax and Rs.2.27 lakh as rent tax. The report 
observed that the percentage of taxes collected works out to just 25.88 per 
cent. (GT)

SURPLUS POWER YIELDS RS.60 CR: Sale of surplus power will make the Power 
department richer by around Rs.60 crore, while the total revenue of the 
department is set to cross the Rs.500 crore figure this financial year, 
according to Power Minister Digambar Kamat. Every month, the State is 
disposing off excess power of around 50 mv thus earning a revenue between 
Rs.5 to 6 crore. The actual power needs of the State is put at around 300 
mega watt. The State receives power from the Nation Grid, Western Grid, 
Southern Grid, besides power from the Reliance-Salgaocar power project. (H)

RAMPONKARS COMPENSATED: For the first time during the last 2 years, five 
ramponkars (traditional fishermen) in Cavelossim received, on February 18, 
money from the State government as compensation of Rs.5,000 each for nets 
destroyed by trawlers during the fishing ban, last year. (NT)

COPS ON LOOKOUT FOR CRICKET BOOKIES: The Goa Police are scanning various 
hotels in Goa, trying to pin down a cricket-betting syndicate, which police 
claim is operating from Goa. Police sources informed that several teams had 
been fanning across the State on the eve of the India-Zimbabwe match, 
trying to nab the bookies, following the arrest of several bookies across 
the country during the last few days. (H)

BIO-DEGRADABLE GARBAGE BAGS: The Panjim Municipal Council is now planning 
to enter the third phase of its garbage collection and management by 
introducing bio-degradable garbage bags, manufactured by Pune-based Polymer 
Technologies, for a more convenient collection and disposal of city 
garbage. (H)

WASTE DUMPING: Excavation and transportation of waste from Sonsodo garbage 
yard has started again. This time, the waste is being dumped at the 
proposed wholesale fish market, opposite the KTC bus stand along the 
Margao-Seraulim road. (H)

CHANDOR-CAVORIM VP CHIEF: John Menino Dias has been elected unopposed as 
the new Sarpanch of Chandor Cavorim village panchayat at an election held 
on February 18. The election was necessitated following the resignation of 
incumbent Sarpanch, Savio Henriques, who quit office to go abroad. (H)

SALGAOCAR'S PLEA DISMISSED: Tourism Minister Miccky Pacheco yesterday 
dismissed the appeal filed by Ms Salgaocar Mining Industries Private 
Limited seeking possession of the grounded vessel "MV River Princess",

FLAT BURGLED: A flat, belonging to Carbin Diniz, in the busy residential

his wife were visiting a relative at Tilamol in Quepem. The culprits robbed

Congress Committee on February 18 gheraoed the Salcete Mamlatdar Prasad

TEXTBOOKS TO CHANGE: The State government has decided to change the 
syllabus for VIII, IX and XI standard by introducing textbooks prescribed 
by the Maharashtra State Board instead of NCERT textbooks from the next 
academic year starting from June 2003. Similarly, the syllabus for SSC and 
HSSC students would be changed from June 2004 in a phased manner. Goa Board 
of Secondary and Higher Secondary Education chairman, PR Nadkarni, said 
that the Board has decided to adopt textbooks prescribed by the Maharashtra 
Board with necessary changes wherever required from the ensuing academic 
year in a phased manner. (GT)

"30% GOAN HOUSES TO HAVE COMPUTERS": The Goa Chief Minister, Mr Manohar 
Parrikar, said in Bangalore on February 16 that 30 percent of all Goan 
households would have computer and Internet connection in the next five 
years. Participating in a session on "Role of IITs in nation building", 
organised as part of "IIT 50" celebrations, Mr Parrikar said his government 
had launched "cyberage" school scheme, which was providing free computers 
with educational CDs for all XI standard students in the State. (NT)

GOVT TO SUE "GOA 1000 GUTKHA": The state government is examining the 
possibility to take legal action against one of the tobacco producers for 
selling gutkha by name "Goa 1000 Gutkha", manufactured from Gulbarga,

SUPPORT PRICE FOR MILK: The Co-operative Minister, Vinay Tendulkar, has 
said that the government is considering the introduction of a support price 
of 50 paise per litre to milk producers in Goa. He was speaking at the 34 
th Annual Day Celebrations of Chidambar Milk Co-operative Society, Nanoda

GOA'S HIV-POSITIVE ORPHANS: In the next five years, Goa is likely to 
encounter yet another horrifying aspect of AIDS as it would then have to 
take care of a large number of HIV positive orphan children whose number is 
rising by leaps and bounds. Currently, 25 children are being treated for 
HIV at the Goa Medical College hospital itself. (Bindiya Chari in Herald)

AT CUTBONA TODAY: If anything, Monday will see the authorities cracking a 
whip at Cutbona, trying to set right the decade old wrongs and rampant 
illegalities carried out at the jetty. While the demolition squad will be 
on their feet to raze the last of the unauthorized and illegal structures 
along the kilometer-long jetty, another team of officials will station 
themselves at Cutbona to inspect fish transport vehicles involved in 
carrying fish from the jetty to the Betul plateau for drying. (H)

UPGRADATION OF WOMEN'S POLICE STATION: The Bailancho Saad on Sunday 
recommended that not only should the government health services have a 
tie-up with the police machinery to deal with cases of violence against 
women, but also that the present women's police station be upgraded to a

ONE COMMITS SUICIDE IN HOSPITAL: Bassappa Naik, aged 47, of Sanvordem died 
after consuming poison at Hospicio Hospital, Margao on Saturday where he

IN GOOD FAITH: Magdalene Fernandes of Guirdolim claims that she was duped 
of her gold ornaments and a cheque book by one Juliet Fernandes. Magdalene, 
who was renovating her house, handed them over to Juliet for safe-keeping 
last year. Last month when she recovered the possessions form Juliet, she 
found that one of the lockets worth Rs.one lakh was missing. Few days later 
when the complainant went to update her passbook, she realised that Rs.1.10 
lakh was withdrawn on two occasions. (GT)

20,000 DOGS STERILISED; Since the beginning of the year 2000, the animal 
welfare organisations have sterilized and euthanised a total of 20,000 dogs 
all over Goa. According to a report  submitted by the animal welfare groups

OFFENCE REGISTERED: The Maina Curtorim Police has registered an offence 
against Anthony Pereira and E Pereira from Cotta, Chandor, for assaulting

4-LANE ROADWAY FOR CAMPAL: The Panjim Municipal Council is actively 
reviewing plans to convert the stretch of road from Campal to Miramar into 
a four-lane roadway without interfering with the 'heritage trees' that now 
line the road. While PMC chief officer Sanjit Rodrigues was tightlipped 
about the project, sources said that the plan, worked out in consultation 
with citizens groups and NGOs, will involve reclaiming 'road-widening' area 
from private properties along the existing road. (GT)

PANEL TO STUDY GARBAGE DISPOSAL: A House committee has been appointed to 
study the garbage disposal issue and to earmark an area in North and South 
Goa for setting up of garbage disposal plants. (H)

PUBLIC VIEWS SOUGHT ON CORPORATION ACT: The State government has invited 
public suggestions and views on the City of Panaji Corporation Act 2002 
with regards to giving effect to the provisions of the act to the areas 
mentioned in schedule I for exclusion. (H)

"STATE MUST HAVE OWN FAMILY LAW": "The State must have a Goa Family Code," 
Opposition leader Pratapsing Rane said during the Question Hour on February 
14 while expressing concern over various family-related issues which he 
opined are in dire need of attention. The issue was raised by Santa Cruz 
MLA Victoria Fernandes, who also raised serious concern over certain 
unrealistic and non-progressive gender-biased sections and clauses such as 
those referring to infertility and polygamy found in the Portuguese Civil 
Code applicable to Goa. Urban Development Minister said that the committee 
set up by the government to draft the bill on a Goa Family Code would look 
into all these aspects. (H)

"GROUND WATER ACT NOTIFIED": The conservation of Ground Water Resources Act 
2002 has been notified, informed Water Resources Minister Filipe Neri 
Rodrigues, in response to a private member's resolution moved by former 
chief minister Dr Wilfred de Souza. (H)

"MAPUSA" MAY SOON CHANGE TO "MHAPSA": A private member's resolution moved 
by Tivim MLA Sadanand Shet Tanavade may see the central township of Bardez, 
Mapusa/Mapuca, changed to Mhapsa. Saligao MLA Dr Wilfred de Souza, however, 
suggested that a move for change in name should come from the people of the 
region. (H)

WHY NOT THIVIM? Sadanand Tanavade's constituency has been generally written 
as T-I-V-I-M and pronounced as T-H-I-V-I-M. The Bardez legislator could 
probably look into the matter too. (GN)

GOVT OFFICES UNDER ONE ROOF: The state government has decided to bring all 
the government offices in Vasco under one roof and all department heads 
have been asked to submit their requirements to the Deputy Collector by 20 
February. (GT)

TRUCK CLEANER KILLED: Rudolf Vaz, a 30-year-old tuck cleaner from Raia 
Salcete, died in a road mishap at Suktali-Mollem on Thursday night. The 
truck driver, Franky Fernandes, also from Raia, has been detained by the 
police on charges of rash driving. (H)

RULING DISPENSATION CORNERS DESHPRABHU: It was like a sweet revenge on the 
last day of the session for the treasury benches, who cornered Pernem MLA 
Jitendra Deshprabhu for obtaining loans from two co-operative banks by 
mortgaging a property, which according to them has hardly any value. (H)

MISSING WOMAN FOUND DEAD: A 44-year-old woman from Gaunsavaddo-Mapusa, who 
was missing since January 19, was found dead in a rivulet at Bastora on 
February 13. Locals noticed the highly decomposed body of Isabel D'Souza 
floating in the river and informed the Mapusa police. (H)

WOMAN COMMITS SUICIDE: Mehbuba Bi, a 24-year-old maid servant from Borda, 
Margao, committed suicide. She died due to hanging, police said. (NT)

160 BRIDGES, CULVERTS: The Public Works Department will reconstruct 160 
small bridges and culverts over the next few years all over Goa. This was 
informed by the PWD minister Ramkrishna Dhavalikar while responding to a 
calling attention motion moved by Santa Cruz MLA Victoria Fernandes, who 
had earlier conveyed the fear and anxiety in the minds of the residents of 
Ribandar about the collapse of a part of the Ribandar Patto bridge inspite 
of recent repairs. (H)

CYBER-AGE STUDENT SCHEME: Chief Minister Manohar Parrikar launched the Goa 
Cyberage Student Scheme for Bicholim on February 15 by presenting sets to 
XI standard science students from the area. (GT)

MID-DAY MEAL SCHEME: Whether the mid-day meal scheme actually upset tummies 
of primary students in Bicholim is yet to be verified, media reports making 
the claims certainly upset Chief Minister Manohar Parrikar at Bicholim on 
Friday. Accusing a section of the press and the Opposition party of trying 
to sour the image of the mid-day meal scheme, Parrikar informed that the 
scheme would resume in Bicholim from March. (H)
