(GS) The strategy comes into actual play here. Blame it all on the English
language. Our Indian Constitution is writtenin English too. And it has stood
the test of time.  Manohar Parrikar has proved to be  a shrewd politician.
And I endorse it. Any one who is a shrewd politician knows how to play the
game of  "divide and rule"

(GS) Development of Languages  is not the issue here. The issue is the State
Language. The state language must not be diluted. It must be one Language.

Wrong again. This guy is diluting the issue.

(GS) The State is under the obligation and duty to support its  Official
Language  at all times.

(GS) As the Chief Minister, he cannot  pander away the meagre resources of
the State to further his re-election prospects and to consolidate the
prospects of his party. There is better use for the money which is in short
supply. Dishing 40 to 50 lacs to promote one or the other languages is
definately not  "GOOD GOVERNANCE"  The chief minister should know what is.

their tally. If the coalition partners withdraw their support , he goes. The
UGDP, today, must do just that in revolt for his pro Marathi stance or else
it will be known that Manohar Parrikar has purchased the UGDP.

COMMENTS:
Two Executive members of the Goa Su-Raj party  met with the  Chief
Electrical Engineer Mr. Ghali at his Vidyut Bhavan office in Panjim this
morning at 12 a.m.

When asked to explain the above advertisement, Mr. Ghali apologized for the
mistake in the text of the advertisement and attributed it to the staff
member concerned for wrongly adding the  relaxation clause over the
requirement of his own accord.

When asked if the person concerned will be penalized, he stated that the
advertisement will be re-issued in the corrected form. He stressed that
there was no mal intention intended  at all and that only Goans will be
recruited in full. He also said that since this is only an apprenticeship, a
requirement of the Director of training based in Mumbai, the department is
hard pressed to fill in the required number of vacancies for Jr. Elec
Engineers as there are usually no sufficient takers. On completion of the
apprenticeship, the candidates cannot be assured a permanent job in the
Electricity Department, and therefore very few candidates come forward, he
added.

When told that these type of wrongly inserted advertisement raise serious
doubts on the seriousness of the Goa government  in the employment of
qualified Goans,  specially when Goans have been willfully sidelined in the
past, Mr. Galli assured the members that the interest of the Goans will be
protected at all times.

When asked if the above advertisement has been issued in any other State, he
answered in the negative.

Mr. Ghali was told that the reason for asking the above question was because
in the past, government advertisements have appeared in the Southern States
before appearing in Goans newspapers. Mr. Ghali said that it might have
happened in the past before his term and that his department does not issue
any advertisements in other States.

When asked if the Employment Exchange is consulted for listings in the
concerned categories before issuing advertisements, he replied in the
positive.

The meeting ended on a cordial note.

Jan 25: The Goa Pradesh Congress Committee (GPCC) president, Ms. Nirmala
Sawant has expressed shock and surprise over the state government's action
of relaxing the domicile period for the candidates seeking jobs in
government service from neighbouring states.

Addressing  a press conference at the Congress House, here this evening, Ms.
Sawant  said the government has released an advertisement in local dailies
inviting applications for filling in vacancies for the posts of junior
engineers and stenographers in Electricity  Department. She said the
department has asked the candidates to furnish 15 years residence
certificate from the taluka mamlatdars.

Ms. Sawant  said that the department seeks 15-year domicile certificate from
Goan youth, but the period is relaxed for the candidates from neighbouring
states. "This is gross injustice being meted out to the Goan unemployed
youth." Ms. Sawant said, and added that the government should clarify the
recruitment criteria.

The department has released an advertisement in local dailies inviting
applications to fill 37 junior engineer (electrical apprentice) posts by the
chief electrical engineer and asking the Goan youth to produce 15 years
residence certificate. However, the period has been relaxed for candidates
applying from neighbouring states.

Ms. Sawant said there are a number of unemployed engineers available in Goa
and suspected some 'hidden motive' in relaxing the domicile period for the
candidates from neighbouring states. Ms. Nirmala Sawant demanded immediate
withdrawal of the said advertisement and seeks amendment to the rules for
the benefit of the Goan youth. She stated that if the advertisement is not
withdrawn within the stipulated time than Congress will be forced to follow
the path of agitation.

COMMENTS:

There is nothing shocking about this, as Ms. Sawant, president of the GPCC
makes out to be. This is the old ruse whereby, this route has been followed,
 perhaps invented by the Congress during its long rule of Goa,  to make
money and promote nepotism in the electricity/Public Works Departments.  If
Ms. Sawant is not aware, for far too long advertisements have appeared in
Madras and Karnataka and Kerala etc. in local dailies there for jobs in the
Electricity and PWD in Goa.   Candidates have been selected before
advertisements have been released in Goa, interviews conducted and posts
assigned. In many cases, none of the candidates who appeared for the
interviews in Goa have been selected for obvious reasons, as this was only
an eye-wash to fool the Goan job seekers.

In this particular case, the candidates from neighbouring states must be
already selected  Therefore the relaxation of the residency requirement.  If
no hue and cry is made, it goes through and  everyone concerned is happy.
Otherwise, the plan is discarded with a polite "I am sorry"

If this advertisement is infact what it is, then  Goa Su-Raj Party is going
to demand from the CM the  the resignation of the Chief Engineer of the
Electricity
Department or whoever is responsible for its release. This is the height  of
effrontery which does not require the support of mass agitation. If the
recruitment rules are faulty, the blame must go to the marauding people's
representatives  who have not catered to the interests of qualified Goans
for far too long and probably capitalizing on this oversight  for their own
selfish ends.

GOA SU-RAJ Party wishes the people of GOA and the people of our beloved
nation
India, " Happy 54th. Republic Day Celebrations."

Today, the people of India will be witnessing, through the Republic Day
Parade in our capital city New Delhi,  the display of the might of our
nation to defend itself against its external enemies. We shall also witness
our country's  cultural, linguistic and ethnic bonds that make this nation
one of the greatest nations in the world. We shall also see the display of
the bonds of friendship that our nation has with other comity of nations,
who wish our nation  well.

In his long and eloquent Republic day  address to the nation, our beloved
President, Dr. A.P.J. Abdul Kalam has put before us a vision that our dear
national and state leaders have for us in the year 2020. And it warms our
hearts to know that good things and good tidings are in store for us just 17
years ahead.

In recent times, we have been witness to the unprecedented encroachments on
the Secular fabric of our Constitution, which is the formula devised and
adopted by our peers and the drafters of the same that will keep this nation
together in all it diversity, multiplicity and ethnicity with linguistic
panorama and allow it to forge ahead to be the un-paralleled leader of the
world. And it is sad for the nation to see that on this day of the show of
 solidarity of the nation' from within, the very forces that are acting as
the catalyst in destroying our national unity in diversity are  hogging the
limelight and taking the credit for our nation's progress for the last 54
years.

>From the outside, our nation is a figure of a giant tree displaying an aura
of health and stability, dwarfing others in the immediate vicinity. But it
does not auger well for this giant if its roots be allowed to be attacked
and be steadily eaten away by  deadly termites in the name of religion and
majority percentages. This giant tree must eventually succumb to these
divisive forces and  fall to the ground and disintegrate.

Let the display of our missiles and guns, warships and warplanes, men and
resources along with the power of the people of this great nation be
channelised, first,  to flush out the enemy from within before we train them
outwards to defend ourselves from our external enemies. Secured, to grow in
wisdom , health and unity, the external enemy will realize the futility of
engaging with a vibrant and strong India and will want to extend its
co-operation to live in peace. And,   the vision that has been spelled out
for us  by our dear President  will but be realized and fulfilled.
Otherwise, it will remain on the paper that it has been written on, the only
beneficiary being the waste paper basket.

PRESS STATEMENT


1. On Cancellation of Public Holidays:


The  Goa Su-Raj Party calls upon the Government to rescind its recent
Notification on Holidays for the coming Calendar Year 2003 as the
Notification has the grave potential of being in breach of the principle of
FRATERNITY enshrined in the Constitution of our Country.


The BJP led Coalition Government instead of working systematically smarter
has decided to cosmetically work longer, by papering over the real issues of
cavalier  attitude, corruption, tentativeness, and ad-hocism afflicting it.


Examples abound but the admission by the Government of its inadequacies and
shortcomings to the High Court in the Writ Petition filed against it by a
concerned citizen and advocate, against the appointment and untrammelled
fees paid out of Public Funds to the Additional Advocate General is one
notable and illustrative example. The current Notification on Holidays is
another resounding sample.

The Goa Su-Raj Party shall  oppose, by democratic means, any attempts by the
government
to divide citizens along communal lines.

2. On Party's Organisational Expansion:


GOA SU-RAJ PARTY has expanded its Supreme Executive with the induction of
five more members  namely Mr. Sajjan Bhatcar, Mr. Mathais Vaz, Mr. John
Pereira, Col. Albin Fernandes and Mr. Gerald Fernandes.

Mr. Gerald Fernandes has also been appointed the Spokesperson for the Party
and
shall officiate as the Press Liaison Officer. He takes over from Mr. Bernard
D'Souza.


Out of the forty Constituencies in Goa, it has been decided to begin with
setting up Constituency Working Committees (CWCs) in Aldona, Siolim and
Santa Cruz.

Gerald Fernandes, Col. Albin Fernandes and Mathias Vaz who were the
candidates of Goa Su-Raj Party for the respective Constituencies in the last
Assembly Elections have been appointed as Constituency Presidents. They will
be responsible for building and consolidating the grass-root set-up in the

I fully support Shiv Khera on his views and applaud him for going to Court
on this count "NONE OF THE ABOVE" on the ballot paper, with the PIL.

As a matter of fact , one of the suggestions made by Goa Su-Raj Party to the
"Constitutional Review Committee" is that  a BLANK SLOT be introduced in the
Ballot Paper (none of the above, see www.goasu-raj.org). This suggestion has
originated from the late Vice Presidente of India, Shri. Khrisna Kant. This
is the only way to force political parties to field good candidates lest
they be  rejected in toto by the electorate registering  its negative vote.

For things not to happen henceforth,
The head of the architect who has lent his name to the New Market Plans
along with that of  the Civil Engineer,
must roll. And that is the responsibility of the government, no matter what.
Precedents must be set to severely penalise incompetency in governmental
planning.
There is the case of the Panjim Market not having a staircase to the first
floor.
And all our Montris and MLAs for the last couple of decades have gotten fat

The whole tragedy of undermining of the Constitution and the secular fabric
of the nation took place when the Congress government of Narashima Rao in
Delhi allowed the demolition of the Babri-Masjid. The nation is paying the
price since then. This singular action has let loose the dormant  monster of
intolerance and communal politics, the rise of the BJP,  flanked by its
arms, the RSS, the Bajrang Dal, the Shiv Sena and the VHP. The inability to
bring to books the prime culprit in the demolition of the Babri Masjid saga,
Mr. Lal Krishna Advani and his accomplices have further emboldened the
Parivar in its fanatical persuits. I had said, in my unpublished article
written soon after the demolition of the Babri Masjid that  Lal Krishna
Advani should be shut in a darkest of dark dungeons for the rest of his
miserable life. But this was not to be. Instead he has managed to come close
to the highest office of the Democratic Union of India as its Number Two,
the Deputy Prime Minister. God only forbid, it will be the end of this
nation, if ever this  communal viper is allowed to usurp the office of the
Prime Minister of India. With all its learning, its cultural kaleidoscope,
its un-imaginable resources and the potential power that this nation
musters, it will be a pity to let it all  be wasted, only because its people
failed to see the red in the designs of the very conception of the BJP.

The recent call by Advani for the  Global  Community to ostracize Pakistan
and declare it a 'terrorist state' will have given a  bad taste in the
mouths of world leaders  to hear such noble urgings coming from a person who
is helping to destroy his own country through internal communal terrorism.

If the people of India have to go through the  misery of a civil war, just
like the people of America , theirs,  to purge the  menace of this growing
communal sycophancy which is slowly gaining in strength and determination,
it is a must,  rather than to see the entire nation torn and shamed beyond
recovery. The prelude to this option  will be the elections in Gujarat come
December, 2002. With the agenda of the Parivar an open book before the
people   of Gurajat, irrespective of their caste and creed,  to read,  and
to  understand the BJP of Narendra Modi, of Lal Krishna Advani, of Murli
Manohar Joshi and of Praveen Togadia and  Giriraj Kishore, it is a must that
it should bite the dust, just like in Jammu and Kashmir, dealing it the
deadliest stroke of the mighty sword of Indian Secularism, so that a clear
message is sent to the fanatics that their machinations to subvert democracy
of this country will not succeed and that they either join in the national
secular mainstream or  get exterminated.

Likewise, the people of Goa, should wake up from their complacent slumber to
say no to the growing influence of the RSS in Goa , the very thought of
which should give sleepless nights to peace loving  Goans of all walks of
life. It must be well understood that  Manohar Parrikar is a cadre RSS,
committed to the warped ideology which is against the secular constitution
of India. No matter how much  he may seduce the people of Goa to accept him
as the right person for Goa's development, he will always be the accomplice
of the  RSS  to drag  Goa,  loved by Goans,  into the mire of communal
hatred which is the raison d'etre of the RSS ideology. Goa will have to
sacrifice Manohar Parrikar  with all his good intensions, for a better,
safe, and strife free Goa of tomorrow. And the next most important thing to
do is for Goans to deny entry ever, on its sacred soil,  the communal vipers
in the persons of Praveen Togadia and  Giriraj Kishore to inflame the ranks
and file of the Goan RSS.

An ugly contest has broken out in the Sangh Parivar over who can reach the
lowest possible depths of abuse and vulgarity while pursuing the politics of
communal hatred.  While Mr. Praveen Togadia has instantly descended to the
gutter level by calling Ms. Sonia Gandhi an 'Italian dog' (more accurately,
'bitch', going by the original Gujarati word kutri). Mr. Narendra Milosevic
Modi during his gaurav yatra termed her "Italy ke beti". He then threatened
to "wipe Pakistan off the map of the world" through "Hindu militancy"

This comes on top of Mr. Ashok Singhal's grisly threats to repeat Gujarat's
"successful" ethnic-cleansing experiment all over India - to butcher Muslims

Sub: Damaged Sofas in Civil Registrars office.

Recently the undersigned happen to visit your office and had a horrible
experience while sitting on the sofa, meant for public, on account of the
following.

a)  The sofas have no support at the bottom seat, and one suddenly
sinks into the sofa-causing discomfort .
b)  There is one poky rod projecting from the back seat, which hurts
the spinal chord-- My back-bone was badly hurt.
c)  The sofas are torn very badly hurting the arms and giving a very
sorry picture of the office of the Registrars.

The undersigned, wishes to request you, in public interest, to
repair/replace the damage sofas. We shall greatly appreciate if you inform

REPORT:

The meeting was called to order by the Chief Electoral Officer Shri. Arvind
Ray, I.A.S. at ten past 4 p.m.

Shri. Ray apologized for the late calling to order of the meeting as he said
"We have been waiting for the BJP representative to arrive".

The representative of the CPI  Shri. Palienkar  curtly informed Shri. Ray
that  the time schedule of the meeting should be observed in the future
whether or not the representatives of the BJP arrive in time or not.

In his introductory evaluation, Shri. Ray disclosed the programme that the
EC will be following to update the inclusion/deletion of the voters' names
in the electoral rolls. He pointed out that in the future if there should be
a deviation of more than 4 to 5 per cent  names in the inclusion or deletion
in the electoral rolls, a strict exercise will be undertaken to scrutinize
these names and the NOC from New Delhi will have to be obtained prior to
publishing of the rolls. This is necessitated to cover up the irregularities
in the inclusion or deletion of names in the electoral rolls, he said.

He said that the women's wings of the political parties should see to it
that all the famale gender names of the eligible voters are  included in the
rolls, as these may be missed out due to casual indifference of the voters
or their families.

For more detailed instructions, he handed over to the Joint Chief Electoral
Officer, Shri. Jose Philip.

At this juncture, the President of Goa Su-Raj Party  Shri. Floriano Lobo
sought the permission of the chair to ask of a clarification which was duly
granted.

Shri. Lobo showed the Commissioners a letter along with the AD card that was
addressed to the Chief Electoral Officer, Altinho, Panjim , dated 8th.
October, 2002 and received by the Election Comission on the 10th. October,
2002, regarding the defacement of  Public Property by the Goa BJP in its
Gaon Chalo Abhiyan. He wanted to know what steps have been taken by the
Election Commission towards cleaning up this public defacement. When the
Joint Electoral Officer showed ignorance of the letter, Mr. Lobo got up from
his seat and gave the letter to the JEO. On scrutinizing the letter, the JEO
told Mr. Lobo that he would  inform the police to do the needful.

Scoffing off this statement of the JEO, Mr. Lobo went on the observe that
the BJP has been getting away with murder. That,   in the instance case, it
did not see the prudence of even attending the Election Commission's meet.
He said that during the last visit of the Prime Minister, Mr. Vajpayee to
Goa , the entire city of Panjim was decorated saffron with massive
defacement of public property where even trees grew BJP flags instead of
leaves. That, this defacement remained intact until the end of the Assembly
Elections in May 2002. That, the EC had done precious little in this regard
and had also failed to bring on record  other massive violations of the code
of conduct during the elections. And to believe that the JEO will take
suitable action through the instructions to the police will be hard to
believe.

Therefore, he  said that Goa Su-Raj Party being very sensitive to such
things, is walking out of this meeting as a protest,   and will boycott
other such meetings in the future until the EC takes cognizance of reported
violations.  He then walked out of the meeting along with the  Vice
President  Dr. N.S. Dumo.

Goa Su-Raj Party  has taken serious note of the statement made by the
Cortalim MLA,  Mr. Mathany Saldanha reported in Herald , dated. 23 October,
2002 captioned "META STRIP COMPANY FEARS SEEM VINDICATED: MATHANY"
>From the time that the processes of the Meta Strip Ltd. have been under
suspicion as highly polluting, Goa Su-Raj Party has steadfastly  maintained
that the "Dioxin" pollution associated with the stripping, washing and
melting of the scrap PVC cables, classified under the Geneva Convention as
toxic material,  will have devastating long term effects on the surrounding
population as the same would be diffused into the ground water table and
subsequently into the food chain.  Moreover, the Supreme Court of India has
banned the import of classified toxic materials into India.

The Chief Minister, Mr. Manohar Parrikar has gone on record of saying that
the stripping and washing of scrap PVC cables is a highly  polluting process
and should be carried out outside Goa.

Our recent information is that Meta Strips Ltd  may have started a new unit
on its premises to strip and wash the scrap PVC cables. And our fears are
that it may be releasing the thousands of gallons of this heavily dioxin
polluted wash water directly  into the surrounding area. This information
was given to Mr. Mathany Saldanha and we had wanted him to raise this
question in the last Assembly session.

However, in view of the above newspaper report, we do hope that the
government will conduct a thorough inspection of Meta Strips Ltd, in the
presence of  the Cortalim MLA and the representatives of the NGOs who have
deposed with the Dhar Committee. Goa Su-Raj Party is also concerned whether
the Dhar Committee recommendations are fully complied with by Meta Strips
Ltd.

The onus is on the Government of Goa, specially the Goa State Pollution
Control Board to verify if the classified toxic waste of scrap PVC cables is
being  landed in Goa at all and if this is  being used as the  raw material
for its processes by Meta Strips Ltd.

Goa Su-Raj Party appreciates and heartily welcomes the stand taken by the
Cortalim MLA, Mr. Mathany Saldanha.

Subject: DEFACEMENT OF PUBLIC PROPERTY- LETTER OF PROTEST.

This is to bring to your kind notice that the Bharatiya Janata Party
(BJP-Goa) has indulged in massive defacement of the public property in view
of its  "GAON CHALO ABHIYAN"  by  planting  its  party flags on each and
every street electricity poles. This is grossly apparent in the Tivim and
Aldona constituencies,  and we presume that the same is done and/or will be
done elsewhere, and  throughout Goa.

This is in violation of the Anti-Defacement Act. We  urge the Commission to
take cognizance of this gross violation and take appropriate measures to
clear the said defacement at the earliest.

The BJP, being the main ruling partner in the coalition government, is seen
to be irresponsible,  and must be penalized for acts of wantom defacement of
public property to derive undue advantage for electoral purposes specially
when Goa is not in the election mode.

The Goa Su-Raj Party, with this communication, voices its strong protest
towards the above mentioned defacement.

Dear Tony,

We could'nt agree with you more on the subject of shifting the Naval Base
from Dabolim to Sea Bird, Karwar.

Successive governments have been blind. There has never been a far-sighted
look at the entire thing when the Navy was considered to be the permanent
fixture for  Dabolim. Many argue that it is too late now to dismantle the
whole thing and go Sea Bird. There is nothing like "too late" The very
existence of a sensitive defence facility like this in the thick of
industrial and residency hug is a suicide. In times of war, this becomes the
number on target. With the frequency of the naval air crashes that we have
seen, the port town with its concentrated time-bomb facilities, is sure to
cause a major disaster, which, if not averted now, we all will live to
regret.

Goa Su-Raj has been actively supporting the transfer of the Naval facilities
from Dabolim, lock stock and barrel to Sea Bird, Karwar. It will always
support this issue and will actively work towards this goal. Call it the
raison d'
etre, but this is only sensible. The question of funds and effort do not
count. "Safety First" . Placement of such facilities, the world over, never
seem to be an eye opener for our defence planners. Neither the stop gap
governments that we have had in GOA  have the foresight in such matters of
importance for want of time to look above
petty needs of their own survival. Goa needs a good, thinking, stable
government
which will be driven by the need to improve the prospects of GOA and Goans
rather than the ruling party's own popularity prospects for survival and
expansionism. And, sad to say that
Goa has had nothing but such governments since 1961. In this context, 'WINDS
OF CHANGE NEEDED FOR GOA"

The other alternative: Dismantle the port town to make it conducive for
Naval operations keeping only the bare essential facilities.

Goa Su-Raj Party's founder and Executive member Mr. Cyril D'Souza  who
expired on 2nd. October early morning at the Belgaum hospital, after the
heart by-pass operation, was buried today at his home village of Siolim. He
seemed so peaceful as if in sleep.

To the church packed to its capacity with 1000 plus people, and among his
sons and others who eulogized,  the following was the delivery by the
President of the Goa Su-Raj Party.


Dear Cyril,
We were not expecting to be here in the church today to wish you Good-bye.
Two times that I met you in GMC, you were to return home fully recovered.
You were full of hope, understanding, and had a terrible wish to live.

We did'nt know each other two years ago, when we met at our mutual friend's
place. We talked about us. We talked about Goa. And we talked of what was
happening to our Goa. And we agreed that  we did'nt like any of it.

And you agreed with me, that SOMETHING MUST  BE DONE,  towards that end. You
and I, together we started the ball rolling.

>From the first meet at the International Centre, Dona Paula, you were very
much there,  until we two, with 14 others, helped give  birth to GOA SU-RAJ
PARTY.

You believed that,  if we were  to do something for our beloved GOA,  we,
the founders of the party must not be in the rat race of contesting
elections ourselves. That we should promote good people among us and guide
them to change the course of  things towards a better , beautiful ,
prosperous and peaceful Goa.

And towards the slogan that,   "WE MUST DO SOMETHING"
You never wavered. You moved on. You worked hard and  did your very best
during the last Assembly Elections.

You  failed to be  disappointed with the results,  always saying,  WE MUST
MOVE ON, no matter what,   if we are to succeed.  Because,  you believed
that " GOA SU-RAJ PARTY WILL CHANGE THE WAY OF LIFE IN GOA."

We who remain behind,  promise you,  that we shall work with all our
strength  towards meeting that goal.

One year ago, when you confided in me about your high blood  cholesterol
problem,  funny as it may sound, I had wanted you to take a dose of Aloe
Vera Gel. You promised me you'd do  that. But you never did. I reminded you
in the CCU of the GMC,  and you promised me you'd do just that when you got
home.

You got home , alright.

We were not expecting to be here today,  to wish you,   Good bye.

On  behalf of the  GOA SU-RAJ  team, I bid  you, farewell ,

And wish you, dear dear Cyril,

A tearful GOOD BYE.

 PRESS STATEMENT:
GOA SU-RAJ PARTY strongly condemns  the shameful attitute towards the Laws
of the land by the  keepers of  Laws themselves,  vis a vis the front page
report on Herald dated 19th. September, 2002 by Mayabushan Nagvenkar,
captioned "LAWMAKERS 'BREAK' SOUND CONTROL ACT".
It has been amply proved that the existing laws to control the ever
increasing Loud Music Noise Pollution in the State are not implemented by
the police on their own. One needs to make innumerable  complaints, and ,
one may or may not get the relief, but one certainly  gets the scorn  for
taking the trouble.
The Writ Petition No. 366/1999 filed by the 'GOA ENVIRONMENT FEDERATION' is
still pending with the High Court of Bombay at Goa, awaiting disposal,  in
which the Inspector General of Police is one of the respondents.
In the Order dated January 18, 2000,  w.r.t the above writ petition, the
point No. 5 of the Order reads as follows:
5(a): No permission shall be granted by the State Authorities, whether the
Sub-Divisional Magistrate, District Magistrate or the Police, for playing of
music on any amplifier in open areas during the times between 10.00 p.m. to
7 a.m. in any locality;
5(b): Any person who intends to use an amplification system for playing
music or otherwise, during the period 10.00 p.m. to 7.00 a.m., shall make a
special application for permission to the Home Secretary, Goa Government.
The Home Secretary shall strictly scrutinize the application and grant such
special permission for reasons to be recorded in writing as to why such
permission is being granted. The special permission shall  be limited, both
in terms of the day and the number of hours for which it shall be valid.
In view of the above High Court Order,  and,  also in keeping with the
Gazette of India Extraordinary 'MINISTRY OF ENVIRONMENT AND FORESTS'
Notification, New Delhi , 14  February, 2000,  requiring the State to
implement the restriction on the use of loud speakers/public address system,
at para 5 of the said Notification, the action of the Porvorim Police in
conducting the open air orchestra  is clearly violative of the  provisions
of law and indicts the POLICE for dereliction of duties, specially when the
programme itself was conducted at the premises of the  office of the
Superintendent of Police (North) , which is termed as the North District
Head Quarters of the Goa Police.
Hopefully, the HIGH COURT OF BOMBAY AT GOA, the Goa Environment Federation
and the other sensitive environmental organizations will take  due note,
since the above incident is a clear cut 'CONTEMPT OF COURT'

for dereliction of duties, specially when the programme itself was conducted at

Industrial Safety Experts Paint Scary Picture Of Vasco

PANAJI: Use of outdated technology for storage of gas and the lack of proper
on-site and off-site safety plans and the danger to residents within a 10-km
radius around Vasco in case of a disaster came to the fore at a programme in
the port town .

The interaction was organized by Goa Environmental Action Group and Goa
Su-Raj party in association with  Institute of Safety and Risk Management at
Hotel La Paz, Vasco on Saturday.
C.V. Dhume, Director, Institute of Safety & Risk Management and former Chief
Inspector, Factories & Boilers who gave a presentation with slides said
during the interactive session that the Hontonsphere ammonia storage tank at
Vasco was an outdated one.

Dhume said it will affect a radius of 10 kilometers around the port town
within 8.6 minutes, including far away places like Betalbatim to Bambolim,
including the Goa Medical College.

And as the quality of the on-site, off-site safety plans, if there are any,
and which, in all probability, must be locked-up in the District Collector's
cupboards, and the state of preparedness and awareness being suspect, the
situation can be perilous for citizens in these areas, Dhume said. During
the interactive session it was felt that the onus of Goa's deplorable
industrial safety and pollution control measures was heaped on the
government and not the industry, which is considered law abiding as it
purportedly gets all clearances under the law for setting up.

The location of the atmospheric ammonia tank within 50 meters of residential
and commercial areas at Vasco has the required clearance, although  a
distance of minimum one km is required as per the Bombay High Court at Goa
order. The presentation covered the major disasters of the past in France,
United Kingdom, Bhopal and other places with graphic details of plant
failures and man-made mistakes, leading to the disasters, their effects and
casualties.
The slide presentation was appreciated by the participants as being
informative. This was followed by a 10-munute video clip on do's and don'ts'
on various aspects of industrial safety, prepared by the Manali Fertilizer,
Tamil Nadu , for the general awareness of safety procedures for the public
in case of accidents.

In conclusion, R.P. Bhanushali, Technical Adviser, National Safety Council,
summed up the discussion and hoped conscious citizens would organize
themselves in their own interests and move the government to assert their
rights to a safe living. Earlier, Floriano C Lobo, president of Goa Su-Raj
Party gave a short introductory and welcome speech while U.R. Shenoy , Vice
President of Council of Occupational Safety, Health & Environment, Goa
proposed a vote of thanks.

The Institute of Safety & Risk management has come out with a booklet
"Emergency Procedures for Your Safety" with graphic illustrations and a
foreword by  the Chief Minister. According to the organizers, though 20
municipal councilors especially invited, thanks to former MLA Simon D'Souza,
none turned up. D'Souza's wife who is also a councilor and the Velsao and
Sancoale Sarpanchas, Hyat Regency, Cansaulim Chief Engineer S.K. Varma and
Mormugao Municipal Council engineer, Bandodkar were present.

The Saga of  'THE CITY OF PANAJI  CORPORATION BILL, 2002"

For me, the saga of the "Panjim City Corporation Bill" started on Sunday the
25th. August, 2002 evening, with an out of the blue telephone  call from
Mr. Juino L. D'Souza, whom I did not know, asking me if I could attend a
meeting of the Porvorim citizens, at the Angel's Resort, Porvorim that
evening. The agenda, he said, was mainly to discuss the  pros and cons of
the  Corporation Bill which is sought to be passed by Manohar Parrikar on
the 27th. August, 2002. I attended the meeting, only as an observer, since I
was not directly concerned with Porvorim, its citizens or the Bill. The next
day, Monday 26th, evening,   I found myself attending and also speaking at
the hurriedly organized meet of the prominent citizens of Panjim at the
Menezes Braganza hall, convened by Mr. Juino D'Souza. Those who addressed
this meet were Juino D'Souza as convenor, Adv.Aires Rodrigues, Mr. Pai,
president of PMCA, Averthanus D'Souza, president of GEF, Capt. Gerald
Fernandes, Mr. C.V. Dhume, Ms. C. Chowgule, Mr. Rainer D'Souza, Capt. Leo
Lobo, Mr. Agnelo Pinto and others. Every single person agreed that the Bill
was being unnecessarily hurried through the Assembly and that they did not
see the Chief Minister's reason for doing so. I, for one, was of the opinion
that it was premature to comment on the  Bill, and that, sufficient time
must be given for the people to know the bill, to react to the advantages
and disadvantages, thereof.

Wanting to know better,  all the aspects of the BILL, I managed to get the
copy of the Bill from the Legislative Assembly Complex on Tuesday morning.
After  having gone through the Bill, a press statement was released in the
name of the GOA SU-RAJ PARTY  in which the following  points were made very
clear. (1). That the Bill was being sought to be passed in a "TEARING"
hurry, therefore, suspicious . (2) It should be referred to a Select
Committee comprising of administrators, professionals and prominent
citizens. (3) That the entire Bill was tailor-made for a one man show with
the Commissioner playing the sole role. And (4) That the way territories
were added and excluded, it looked like the Bill was designed to settle
political scores.

As is customary, no one gives credence to the voice of an insignificant
political party like Goa Su-Raj,  and our press release went unpublished.
Yet, the points that we had made have been the topics of discussions ever
since,  and volumes have been written and said thus far, culminating in the
qualified write-up by Mr. Rajesh Singh, the media advisor of the Chief
Minister, in  today's Navhind times (10 Sep) which has prompted me to say my
bit on the issue of this Bill.

I respect Mr. Rajesh Singh for his balanced views. It was his industrious
series on "GOOD GOVERNANCE"  in the Navhind Times (2000) that was the
catalyst in the formation of the GOA SU-RAJ Party in the first place, and,
Mr. Rajesh Singh himself was one of the invited delegates for the  first in
the series  "Brain-Storming" sessions that was held at the International
Centre with Gen. (retd) Sunit Rodrigues as its chairman. To the lengthy
analysis that has been put forward by Mr. Rajesh Singh in his above article
on the Bill, where he does not find anything wrong in getting the Bill
passed , providing that all angles be straightened out  before its
implementation as promised by the Chief Minister, my question to Mr. Rajesh
Singh is:

(a) Was the CM's backside on fire, that he had to rush through the passing
of the Bill?

(b) Could'nt the Bill,  in its printed form, be circulated for information
and reaction, like the Goa Ground Water Bill, not to run into yet another
controversy ?

(c) Should'nt a Bill, when ultimately passed, be correct, proper, and as far
as possible, perfect,  in all respects?
(The comments made by experts on the Ground Water Bill  was that it had the
ingredients of a 7th. standard student drafting the Bill)

(d) Does the Chief Minister think that he is one, all knowing,
administrator,  constitutional expert, the All Mighty Father of Goa, that he
only know what is best for Goa and Goans?

(e) That he being the education Minister, will he next  bring out  the
education Bill , without taking into confidence the educationist and
acamedicians of Goa?

(f) With his past performance vis a vis Miramar Beach Privatisation, where
contracts were already dished out before the project ran into trouble
waters, the Campal Rain Trees, the Heritage buildings i.e  Old GMC &
Massano de Amorim, in Panjim city, could the citizens of Panjim trust him
with  making the right decisions on his own? Does this not give an
impression that our CM has fickle ears and tends to believe those who bask
in his company as his advisors?

(g) As I see it, the role of the CM is of  the administrator rather than the
policy maker. Let the policies be made in the Legislature, for which the
Legislature is there for, in the first place. And even so, when it comes t

For years you department has been issuing pink colour bills to electricity
consumers. The quality of this bill as well as other receipts, you will
agree, is very poor and needs to be imporved. While doing this, the followig
defects existing in the present bill must be considered.
1. The quality of paper is very poor for keeping this bill as records.
2. The details such as the period for which charges are levied as also the
last date for payment and othr essential details such as meter readings are
illegible making the scrutiny of the bills by the consu mer difficult.
3. The cyclostyling, which is outdated mode of printing , is done so badly
that it almost always misses the appropriate columns and printing is carried
out on already printed matter.
4. Information on the reverse of the bill must contain rates, applicable to
each slab of consumption. It must also indicate the load permitted and
minimum charges.

The other Government Departments such as telephone, PWD, PMC etc have
computerised billing and have substantially improved the quality of their
bills. WHY CAN'T THE ELECTRICITY DEPARTMENT FOLLOW SUIT?

Clearly, this is an urgent matter of public interest and it deserves your
immediate attention and appropriate action. If you need any furthr
clarification from us, please fix a date for the meeting and intimate us
well in advance.

Please make available a copy of citizen's charter for Electricity
Department.

CAG STRICTURES ON GOVERNMENT SPENDING AND FISCAL MISMANAGEMENT:

The Comptroller and Auditor General's (CAG) report for the year 2000-2001
makes  very sad reading. It becomes apparent that callous indifference
coupled with  wasteful spending of the public money has been the order of
the day. The classic example is the  Semi-Organic-Manure (SOM) Scam, where
Rs. 21.06 lakhs have been paid by the Director of Agriculture to the
supplier, inspite of the report from authentic test-laboratory that the
tested samples were  non-standard. Will the concerned officer be ever taken
to task for this frivolous decision? The involvement of the officer
concerned with the supplier must be thoroughly investigated and culprits
must be brought to books.

As per the CAG report, crores of rupees have been washed away due to non
application of mind in conducting government business. This only goes to
show that the government administration is engaged in full-time politicking
rather than working.  The Manohar Parrikar government will , no doubt,
extend the excuse, that it has inherited the mismanagement from the previous
governments. If this is true, then how does the CM explain the proposed
giving away of expensive computers to every science stream student in the
hope of cultivating a handful of SILICON VALLEYERS?  When the power supply
distribution itself is erratic and inconsistent, where is the priority in
dishing out  this wasteful largesse? Are we only interested in populist
policies for  consolidating power?

The other pattern of wasteful expenditure is the hike in the salaries and
perks of the Ministers and MLAs, as also the proposed salaries for the
Panchayat members, when the government treasury is empty and loaded with
liabilities. Goans certainly would'nt mind treating their Ministers, MLAs,
Zilla/Panchayat members and the civil servants,   like KINGS, provided they
first work towards filling-up Goa 's bankrupted  treasury and be rid of the
choking loans and liabilities. Unfortunately,  "MAKE HAY WHILE THE SUN
SHINES" seems to have taken precedence over everything else specially with
the government being overly preoccupied in its self-maintenance and
popularity to think of anything else.

We  take the liberty of attaching  two attachments to this correspondence.

The first one  is the Newspaper cutting detailing  the enhanced salaries and
perquisits  of Ministers and MLAs of the government of Goa.

The second  is the "Order" issued by the Health Department, Government of
Goa regarding the settling of the arreas with respect to the retired  State
Nutrition Officer, Dr. N.S. Dumo.

The clarification sought from your good office is:

Whereas, the the lawmakers do not miss, in the slightest, the opportunities
to make laws to  enhancement their own  salaries and perquisites every now
and then, what is the criterion on which the below reproduced ORDER  of the
Cabinet, based, to arrive at the figure of Rs. 2 lakhs, payable to the above
named Government Officer who, because of the malafide inter-departmental
strife, has not been paid his well earned salary for the working lifetime of
past 29 long years? Pray, why such a large sum of Rs. 2 lakhs? Why not a
symbolic rupees 2 only,   in the name of your brand of "Good Governance?"
Or is your good  government just dishing out the well deserved "CHANDA"
that must be meekly accepted with a grateful " thank you?".

The Honourable Supreme Court has observed that the payment of salary to a
government employee is not a bounty which depends on the sweet will of the
government, but is the right earned by the employee through his/her services
to the state.

MINISTERS & MLAS TO GET HIGHER PAY
By: Herald Reporter.
Panjim- August 26- The  Goa Legislative Assembly on Monday passed an
amendement hiking the salaries and allowances of Ministers and MLAs, which
would cost the state exchequer a whopping Rs. 63 lakh annually.

The two amendment bills are:
The Goa Salaries and Allowances of Ministers (Amendment) Bill, 2002 and
The Goa Salaries and Allowances of Members of the Assembly (Amendment) Bill,
2002.

With the amendments passed, the consolidated pay packet of ministers has
increased by Rs. 6000- a Rs. 3000 hike in sumptous allowance and an increase
of Rs. 3000 in the compensatory allowance in liew of not availing govt.
accomodation.

The Legislature also hiked MLAs' salaries by Rs. 2000 per month.

Besides, several other facilities have also been extended to MLAs including
Rs. 3000 per month for rent to maintain offices in their constituencies , 3
personal staff - steno-typist, office boy & driver- payable at govt scale,
besides 200 ltrs of petrol per month

Sanction of Government is herey conveyed for the grant of pay scale of Rs.
575-1150 (pre-revised) to Dr. N.S. Dumo, (Retired) State Nutrition Officer
under the Directorate of Health Services, w.e.f. 15/7/68 and fix his pay
accordingly in the said scale, with all consequential benefits subject to
the condition that the financial liability on account of past dues, if any,
shall not exceed a gross ceiling of Rs. 2 lakhs and the benefits  are
restricted to pensionery benefits payable.

The amount payable to Dr. N.S. Dumo (Retired) State Nutrition Officer under
the Directorate of Health Services, on this account shall be debitable to
the head of account to which his salaries were debited immediately, prior to
his retirement.

This issues with the approval of Cabinet in its meeting held on 8/1/2001 and
conveyed vide letter No.17/23/99/GAD(IV) dated 16/1/2001.

Dear Sir,

Re:  Dictatorial governance by Manohar Parrikar.

The citizens of Goa are beginning to get a foretaste of the dictatorial
style of governance by  Mr. Manohar Parrikar.   The undue haste with which
the  Panaji Municipal Corporation  legislation was bulldozed through the
Legislative Assembly  in spite of  vociferous opposition to the idea by many
legislators and almost all the Panchayats which are sought to be brought
under the jurisdiction of the Panaji Municipal Corporation,  is a clear
indicator that Parrikar has no respect for public opinion.

In a sensitive issue such as this,  the Government should have consulted all
the parties which will be affected by the legislation.  It is  a glaring
omission that the Panjim Municipal Council, which is the most directly
affected Local Body, was not consulted about the move to upgrade it to the
status of a Municipal Corporation.   Such an imposition on a duly elected
Municipal Council is a  slap in the face of all the citizens of Panjim.
This is an arbitrary  and  totally unacceptable decision .

The Concerned Citizens for Democratic Governance demands that a transparent
and truly democratic procedure should  be  followed  in  introducing
legislation in the Assembly.   The draft of the proposed legislation should
be made available to the citizens at least two months before being
introduced in the Assembly.  The opinions of the citizens should receive the
attention of the drafters of the legislation.  Open meetings should be
encouraged so that  the opinions of  citizens  are taken into consideration
by the Government.

The Parrikar Government  wrongly assumes that  it represents the people of
the State of Goa and that it can introduce legislation without the consent
of the people.   The citizens of Goa will not tolerate this infringement on
their  democratic  rights.

"THE CITY OF PANAJI CORPORATION BILL 2002
( Bill No. 13 of 2002)

Having had sufficient interaction with the cross-section of the  citizens of
the affected areas such as the prominent citizens of Panjim City, citizens
of Porvorim  and  Santa Cruz,  and relying on the  news media reports as
well as the  Bill No. 13 of 2002, the GOA SU-RAJ PARTY  has based its stand
on the Bill as  under:

That the proposed Bill is sought to be introduced in a tearing hurry by the
government and as such people of the affected areas do harbour suspicions of
political manipulations.

That, like the previous "Goa Ground Water Bill - 2001,  where the Canal
Officer alone was bestowed with sweeping  draconian powers, this Bill too
provides for the post of a government appointed Municipal "Commissioner"
acting as the principal executive officer of the said Corporation  with such
widespread sweeping powers and duties that the entire Bill seems to have
been designed for the post of the "Commissioner" itself, and who is expected
to be a super-human being, making the post of the Mayor and the Dy. Mayor
insignificant. At a glance, this Bill looks like a "ONE MAN SHOW"  the 'MAN'
being there solely at the pleasure of the government.

That the NGPDA's  very existence is made redundant by removing its
jurisdiction from the area of the said Corporation.

That the delimitation by itself,  at this initial stage smacks of  political
maneuvering and of settling political scores,  in the absence of the
disclosure of the benefits and the advantages of such a move.

If, the  advantages of having the Corporation outweighs the advantages of
continuing with the existing  Municipal Council , these are lost by virtue
of the undue haste with which this Bill is  sought to be introduced without
even taking the Panjim Municipality  and the affected Panchayats into
confidence.

That the government should  refrain from getting this Bill passed in the
Legislature in undue hurry, for it certainly deserves a critical second
glance. Rather, this Bill should be referred to a Select Committee
constituted on a wider spectrum of intellectuals, professionals and  civic
administrators to iron out the many inherent  inconsistencies. The very fact
that the designations of the elected  members of the said Corporation have
been maintained as "Councilors" instead of "Corporators" indicates that the
proper application of mind has been absent during the drafting of  this Bill
in the same manner that the previous Goa Ground Water Bill was drafted.

ST. MATHAIS TRADITIONAL BONDERAM

On World Goa day the St. Mathais Sports club and villagers will celebrate, a
unique Family Bonderam on Sunday 18th. August 2002.

The origin of this festival dates back to the times even before Portuguese
landed in Goa, more than four hundred years ago. During the time when
Portuguese established their supremacy in Goa, this event took a colourful
turn and people started parading the borders with flags accompanied by brass
band. Men carried with them mock guns made out of hollow bamboos "Fottas"
and for bullets they would use small seeds called "Tefflam"

The villagers of St. Mathais has kept up this tradition till today. To cater
to the taste of modern generation they have added attractions of various
groups performing traditional folk songs and dances, konkani songs, fancy
dress, etc.

After the positive feed back the organizers received last year from the
large crowd and on the internet, this years Bonderam will again provide a
platform to SPORTS, acknowledge great players and teams, in MUSIC promote
talented young singers, musicians and bands and in TIATR to give an
opportunity to upcoming singers, comedians and applaud great performers of
past years.

At the time of going to press, Anthony San, the well-known konkani actor and
singer has confirmed his participation to perform this year, also the
minister for Town and Country Planning Mr. Atanasio Monserate, lovingly
called Babush will be the guest of honour along side the local MLA Mr.
Pandurang Madkaikar who will be the Chief Guest.

This festival is unique in that every family will participate, just for the
fun of it and not for any cash prizes but only healthy competition amongst
the groups, so everyone can enjoy and let their hair down and have a good
time. There will be strictly no floats, but instead groups, and troupes are
encouraged.

Organiser Justin Coutinho, disclosed that through Bonderam  it is hoped that
Goans globally will remember the past, the present and plan their future to
maintain its traditions and unique culture. Joe Vaz added "We need to bring
out the positiveness in us , shun the negatives  and march forward, no one
person is larger than the actual event, so lets all get-together to keep
this great festival alive for future years to come.

"VIVA BONDERAM" a song especially composed for the bonderan harvest festival
will be featured this year.

The setting up  of the  "House Panel", as mooted by you in the Goa
Lesgislative Assembly, and which has been  widely  reported in the news
media,  is welcomed,   provided this ' Panel'  is expanded to include the
representatives of the Comunidades of Goa  and compatible NGOs to bring in
an element of transparency.  All such deliberations must be inclusive of the
provisions of the Article 652 of the "Code of Comunidades" of Goa. In the
absence of the above , this exercise will be seen as one-sided and biased
against the interests of the Comunidades of Goa. Needless to say that this
indegenous institution of Comunidades is a centuries old institution of
India and has stood the test of time in Goa and needs to be preserved.

Programme:

At the  Convention the party will elect its "Shadow Cabinet" . The nominees
for this election shall be the ex-candidates fielded and/or supported by the
Party in the last Assembly Election. The Party's system of electing its
"Leader of the Legislative Wing" and the "Cabinet" (5 members) will be put
in practice for electing the shadow cabinet The voting will be by secret
ballot. The voting shall be open to all delegates attending the convention
and/or by nomination of the electoral college from amongst the attending
delegates.  The "Shadow Chief Minister" will then distribute the important
'portfolios' to the members of his shadow cabinet

(Note:  The members of the Party's General Body  will have the voting rights
in the real election, as per the provisions of the Party's Constitution).

The role of the 'shadow cabinet' shall be to  evaluate decisions taken by
the government, accept, suggest changes or oppose such decisions. A
provision is made for the conduct of  mock assembly sessions each month to
follow up on the above.

Also, the Party's Grass-Root Organisational system will be discussed , where
its nominees for the party tickets for the Assembly Elections will be
automatically  identified from within the respective constituencies, thereby
eliminating the last minute suspense, surprises  and/or horse trading.

Our invited guests will  address the convention, time permitting.

We sincerely hope that you will make it convenient to attend this convention
to witness as well as take part in this unique, transparent & democratic
system of electing the Leader of the Legislative Wing and the Cabinet,  the
crying need of the hour in modern day democratic polity.
