On two occasions I had a chance to interact with Chief Secretary Kiran 
Dhingra. On both these occasions I found that she has an erect spine and 
that she is right lady in right place. She was in Goa in 1980 as Excise 
Commissioner for the union territory of Goa, Daman  Div. Right during that 
time excise department seized a huge stock of illegal liquor worth over 2 
crores of rupees belonging to politician cum businessman. And since she was 
not ready to release the seized liquor and drop the charges she was shunted 
to Daman. It was only during president's rule in 2005 a dazzling lady 
appeared back in Goa after 25 years as Chief Secretary of Goa. Right from 
the day one she took over as Chief Secretary she started controlling public 
exchequer, loot and plundering by ministers and politicians, and 
streamlining the administration prevailing in Goa. With her going back to 
Delhi Goa lost a pearl in Kiran Dhingra and Goans are left as spectators to 
keep watching aging hero in CM!

TOI Jan 16 had this prominently featured article titled The hills are alive
.. which continues with the tag line ... with the sound of construction.
Despite the prohibitive costs, more and more Delhiites are buying homes in
the hills. But this practice has upset some locals.

Sound familiar? Well check it out some time.

Here are some points worth pondering:

1. Many metrozens are earning 6 figure salaries and when they are DINKs they
have a lot of money to throw around. More and more are opting for homes in
dream destinations such as those in hill schools where they once studied.
[And beaches they spent their honeymoons on?]

2. The high cost of land along with maintenance charges does not seem to be
a deterrent. Unattended land has to be secured against encroachment and
squatters. [Building on them costs a bomb]

3. Purchase of hill land by outsiders is a violation of state laws which
allows only locals to do so. Uttaranchal recently changed its law but it
hasnt changed in Himachal Pradesh. [What's the story in Goa?]

4. Local landlords are more interested in  selling land to outsiders because
that fetches more money. This causes people to opt for illegal means such as
benami transactions. [Maybe those who invest in property in Goa are just
hoping to make a killing in the property market in future! Forget cultural
and ecological values!]

5. The rising number of outsiders buying prime property in recent years has
become a source of concern here. ... Most of the buyers are said to be from
Delhi and Punjab. [Does this ring a bell in Goa? No foreigners?]

Goa tops enrollment in rural schools

New Delhi, Jan 17: Goa has beaten the 100 per cent literate Kerala to
record the lowest number of children out of school in villages.  Only
0.3 per cent of all children in the tiny coastal state do not go to
school compared to 1.6 per cent of Kerala's, says a new national survey.

Karnataka comes third with 1.9 per cent followed by Uttaranchal (2 per
cent), Tamil Nadu (2.7 per cent) and Maharashtra (2.8) in the Annual
Status of Education Report for villages released by Planning Commission
Deputy Chairman Montek Singh Ahluwalia this evening.

Of the 18 states covered by the report, the result of an independent
survey by non-governmental organisations, Gujarat was placed seventh
with 3.6 per cent of all children in villages out of school.

Madhya Pradesh comes eight with 4 per cent followed by Punjab (4.3 per
cent), West Bengal (4.4 per cent), Chhattisgarh (4.7 per cent), Haryana
(5.3 per cent) and Uttar Pradesh (7.3 per cent).  Andhra Pradesh (7.4
per cent), Orissa (8.9 per cent) and Jharkhand (9.8 per cent) come close
to the end of the table.

The end of the table, however, is occupied by Bihar with 13.5 per cent
of its children in villages out of school. Rajasthan is marginally
better at 10.4 per cent, but comes penultimate in the table of 18
states.

According to the report, 93.4 per cent children between 6 and 14 years
are today enrolled in school. Government schools account for 75.1 per
cent of enrollment in this age group and 16.4 per cent in private
schools, but madrassas and other forms of education account for a low
one per cent.
The report says 12.5 million children are not attending schools, which
it says is an alarming figure. Bihar, Uttar Pradesh, Rajasthan, Andhra
Pradesh and Orissa account for 71.2 per cent of all out-of-school
children in rural India.  It is absolutely vital that children in urban
and rural areas have a reasonable opportunity to benefit from the
economic growth of the country, said Mr Ahluwalia.

The Sarva Shiksha Abhiyan, the flagship programme of the central
government to increase elementary school enrollment in villages, is
given top priority in the Planning Commission for allocation of funds,
he added.

International Guitar Festival from February 19 in Goa

Panaji: Goa, where every second household boasts of having a guitar that
initiated people into music, is hosting a 5-day International Guitar
Festival for the first time, combining national level western classical
competitions in music from February 19.

More than 20 participants from Goa, Delhi, Mumbai, Bangalore, Chennai,
Pune and other places are expected to participate in the fiesta in which
top rated maestros Piero Bonaguri from Italy, Roger Zimmermann and young
Florian Moritz from Germany would render their concerts to enthrall the
audience.

Briefing reporters here yesterday, Guitar Guild of Goa's (GGG) founder
Schubert Cotta said the festival features, apart from concerts, master
classes, workshops, exhibitions showcasing various styles of guitar
playing.
The selected competitors would be judged in musical sense, technique,
stage presence and programme notes during the competitions by a jury
consisting of at least two outstanding musicians, including one or more
guitarists of international repute.

India's first EDUSAT terminal launched

Panaji, Jan 17: The country's first Edusat Interactive Talk Back
Satellite Terminal Facility, established in the premises of the
Department of Science, Technology and Environment at North Goa's Saligao
town, was today launched by Deputy Chief Minister Wilfred de Souza.

Stating that Goa had attained yet another milestone through this launch,
Dr De' Souza said terminal would facilitate the students access relevant
data that could go a long way in promoting science and technology among
the student community, in particular, and general public at large.

After the launch, Dr V B Kamble, Advisor, Department of Science and
Technology and Director Vigyan Prasar, Government of India had a live
interactive session with the Dr De Souza.  He expressed his appreciation
and compliments to the officials of Department of Science  Technology
for their outstanding achievements and their initiation in the
successful launching of the EDUSAT terminal.

Later briefing the gathering, Dr T V Venkateshwaran, Scientist, Vigyan
Prasar, said the Edusat (Education, Science and Technology Saetllite) is
the only satellite available in the world for imparting education
through communication and interactivity.

He said currently around 20 terminals were to be commissioned through
the Vigyan Prasar network and this facility would be further augmented
to around 100 terminals in the near future.  The augmentation and
operationalisation of these terminals would facilitate dissemination of
a wealth of science  Technological information, he added.

Barreto scored the third goal for Mahindra  

Margao: Mahindra United pipped defending champions Dempo SC 4-3 in a
National Football League match played at the Nehru Stadium Fatorda on
Tuesday.  While Barreto's goal made it 3-3 for Mahindra, Yusif Yakubu
scored the winner to seal the fate of the match.

Mahindra were held by Mohun Bagan in a barren draw in their opening
match of the 10th at the Salt Lake Stadium on Wednesday. That was a
sheer bad luck for Mahindra as Mohun Bagan goalie Subrata Pal put up
valiant show under the bar helping his side snatching a point from the
Mumbai outfit.
After this, Salgaocar SC of Goa are chart leaders with four points
followed by East Bengal also with four points.

Meanwhile, Federation Cup runners-up Sporting Clube-de-Goa hold an edge
over Air India when they face each other at the same venue on Wednesday.
Sporting, who have two points from as many matches, have dominated both
the encounters but have failed to score goals despite creating several
chances.
Striker Edeh Chidi, the man of the match against JCT, has combined well
upfront with Dudu Omagbemi.

But Chidi has failed to find the net regularly which has been the main
worry for Sporting, who will be trying to register their first victory
in their NFL campaign.  Their midfield has been functioning well as a
unit with Bebiano Fernandes playing a vital role in spearheading the
attacks. 'Keeper Luis Baretto too has played his role well under the bar
but it is the defence that looks fragile under pressure.

Sporting's vast experience and rich talent at their disposal make them
overwhelming favourites against Air India, who could pose problems for
the rival defence.  Sporting coach Clifford Chukuwama said: We have not
gained full points and on Wednesday we are determined to go all out for

JudeSunday Reflections: Third Sunday of the Year Repent and Believe…  22-Jan-06 Readings: Jonah 3: 1-5, 10; 1Corinthians 7: 29-31; Mark 1: 14-20; The first reading has the intriguing experience of Jonah the runaway prophet. He was commanded by God to go to the Ninevites and tell them that God was going to destroy
 them in forty days. Jonah believes that God is merciful and that the city was not going to be destroyed, so he was reluctant to preach the threatening message. He ran away from his task with disastrous consequences, as we are aware. A second time he is asked by the Lord to preach at Nineveh and Jonah is repentant and is ready to preach God’s message. He is ready to change course and follow orders even though he might look foolish because of his message. To his great surprise the Ninevites listen and are open to his message and everyone, from the king downwards, repents, and Nineveh is saved. Even God appears to ‘repent’ and change his mind because of their repentance. Do we have the courage to repent and change?Courage to ChangeIn November 1984 on one of his PBS Late Night America shows, Dennis Wholey confessed that he was an alcoholic. He went on to describe a book he had put together entitled The Courage to Change: Personal
 Conversations about Alcoholism with Dennis Wholey. The book contains frank and revealing conversations with a wide variety of celebrity alcoholics such as rock singer Grace Slick, baseball player Bob Welch, actor Jason Robards, comedian Shecky Green and Catholic priest Vaughan Quinn. Four years earlier, Dennis Wholey confronted his own problem with alcoholism and is now on a mission with his book to help other victims of what is sometimes called “the most treatable untreated disease of this country.” –Dennis Wholey’s message about The Courage to Change matches our Lord’s message in Mark’s gospel: “This is the time of fulfillment. The kingdom of God is at hand. Repent and believe the good news.”In the second reading Paul reminds the Corinthians of their attitudes about earthly realities and their spiritual duties towards God. Believing that the return of the Lord was eminent Paul counsels an attitude of detachment from the things of this world.
 Even though we do not share Paul’s belief in Christ’s eminent Second Coming, he still has an important message for us, namely that the world is not the be-all and end-all of life. Our priority has to be the spiritual and this should affect our every decision while we deal with mundane demands of daily life. To live the Christian life we are constantly called to repentance and change of heart.   The gospel of Mark begins the story of Jesus’ mission on earth. John had prepared for his coming and his mission was accomplished. It is now time for Jesus to begin and he does so not by a long explanation of what he is about to do, but rather by calling people to follow him. “The time has come and the Kingdom of God is close at hand. Repent and believe the good news”. All three aspects that he stresses are important to his mission. Firstly, the time is now! Now is the moment of grace, now is the moment of salvation. Salvation is very near. Our faith is not a past story, not
 a mere recalling of something that has happened, but an ever-present reality. Secondly, to accept and experience salvation we are challenged to change and repent. If there is no conversion there is no salvation. Thirdly, it is not enough to change, we have to believe; we have to accept Jesus and acceptance means living like him and for him.The gospel of Mark illustrates how Jesus goes about his mission by calling people to follow him and we also see how they respond to his calling. We cannot follow Jesus unless we experience his calling, and we can only respond to his call

Dear Editor,

I am hastening to send you my congratulations on your editorial Kiran's 
rays were too sharp for Rane's ministers in this morning's (Jan. 17th.) G.T.

It is gratifying to note that you have considered this matter to be 
important enough to comment on it editorially.   Apart from the fact that Ms. 
Kiran Dhingra has demonstrated her efficiency and impeccable integrity by not 
succumbing to the 'illegal' and unwarranted pressures of her political 
bosses,  the issue here is a larger one, viz. that the Bureaucracy is meant to 
ensure not only continuity of administration, but also to ensure conformity 
with the Laws of the land and the maintenance of the integrity of the 
government.  Kiran Dhingra is an outstanding example of how a senior 
bureaucrat should perform her difficult task.   Instead of being commended for 
her courage and loyalty to the rule of Law, she is being victimized by the 
politicians, who found her unsupportive of their criminal attempts to bend 
the rules to suit their own purposes.

As a civil servant, Ms. Dhingra cannot appeal to the public conscience to 
prove her honesty.  That is why it is commendable that you have editorially 
taken up the issue and brought it to public attention.   

This is not just a matter of Ms. Kiran Dhingra's personal honesty and 
efficiency;  it is a larger issue of the utter contempt displayed by Rane and 
his corrupt ministers for the rule of Law.  They have systematically hacked 
away at the very foundations of good government and have brought the State of 
Goa to the brink of collapse.   The situation has become so desperate that the 
government of Goa is now being carried on by remote control by the AICC 
General Secretary from Delhi, who has shown clear signs of her lack of 
confidence in the ability of Chief Minister Rane to provide the leadership 
which a Cabinet form of government requires.  She has announced that she will 
visit Goa once a month to 'coordinate' the work of the different Ministers - a 
function which should normally have been performed by the Chief Minister.   
The implication of this is loud and clear - if the Chief Minister cannot lead 
his Cabinet, he should resign and hand over the responsibilities to someone 
who can.

From the way things are going in Goa, it will not come as a surprise to 
the citizens if we are in for another spell of President's ruile.  It is a 
pity that we cannot have a permanent President's rule in Goa.

One major problem I have noticed over the years, in
villages specially, is that public water tap, which is
left running even when not required. Sometimes it is
the worn-out standard-issue bibb-cock tap that is the
problem, but most often it is the user who leaves it
on for someone else to turn it off.  

Perhaps a good-quality spring-loaded push when
required sort of tap - something similar to the
drinking fountains that one sees in parks in the
western world - would be a solution to this perennial
problem.  This would have the added advantage of
having no issues with some heavy-heanded person
tightening the tap too tight!

Thanks for the response. I think you made my point.
There was only one or two journalists who wrote a couple of articles on the 
South Goan MP.
Compare that to the multitude of posts against Chief Minister Parrikar and his 
govt.!
And the many Ethel D'Costa's vitriolic posts against the North Goa MLA (doctor).
Are North Goan politicians easy targets for Goan journalists?
Is North Goa's economic interests subservient to South Goan conveniences and 
political egos?

There was more than one article by Aires Rod Castigating Churchill Alemao! 
Perhaps you missed it? There was another article 
posted on Goanet which had appeared in the Herald showing the true colours of 
another South Goa Politician; the man who boasted about being the biggest tax 
payer in Goa! 
 
I guess you missed that one as well; Churchill has instituted a case against 
the journos who apparently duped him. The matter is with the Police, that is 
why ostensibly, no action has been taken against him by the powers that be. I 
guess they are waiting for the law to take its course. There was also a 
satirical piece by Cecil Pinto on this issue, posted on Goanet and published in 
the Gomantak times - you missed that one too! There was also a report posted by 
Godfrey Gonsalves on this same issue, which has created waves in Goa!  
 
The other South Goa politico, Luizinho Faleiro, I guess was boasting about him 
being the highest tax payer in Goa. This back fired, as many people, rightly 
question, how an almost penniless person with little or no educational 
qualifications and no leg to stand on, ends up becoming crorepati ! To add fuel 
to the fire; the Godfather (Churchill) states at a public meeting that unlike 
the crorepati South Goa MLA, he still remains the same!!?? :-) The opposition 
Man, Parrikar, was quick on the draw, referring to what was stated by Churchill 
and pointedly stated that there were many Congress Politicians who became 
crorepatis,  through dubious means.

Hello Goanetters

King Abdullah, the new King of Saudi Arabia will visit India as the Chief
Guest for India's Republic Day on 26th January, 2006.

The only other time the King of Saudi visited India was in 1955. It was King
Saud. During those days Pandit Jawharlal Nehru was the Prime Minister of 
India, who paid visit to Saudi in 1956. King Fahd who became the King of Saudi 
Arabia after King Saud, never visited India. Even Indira Gandhi as Prime 
Minister visited Saudi Arabia.

Panaji, Jan 17: Goa government is working out modalities to tide over
the increasing water wastage in the state which burdens the state
exchequer to the tune of Rs 15 crores annually.

Worn out meters, leakages and illegal connections have baffled the
state public works department which puts the unbilled water to the
tune of 35 per cent in this coastal state which has 1.80 lac tap
connections.

We have formed a five-member committee to study the reasons behind
such a huge amount of unbilled water,'' stated public works department
minister Sudin Dhavlikar. This committee, according to the minister,
would locate the worn-out meters, non-functional meters, leakages and
other reasons.

The state government has also decided to crack down on largely misused
public taps in the state. The public taps have come down from 15,000
in the year 1994 to mere 8,000 in 2005,'' stated Dhavlikar.

The PWD has begun giving free tap connections to the people covered
with the public taps. Connections are free but water would be
billed,'' clarified Dhavlikar.

The department which has taken up a massive drive to check
non-functional meters have replaced 14,000 meters in the last six
months and the number is increasing every passing day.

The state is worried over the possible water crisis, which they may
have to face in the years to come. According to the PWD figures, state
treats and supplies 394 MLD of water through its seven treatment
plants to 1.8 lac consumers which includes 26,000 industrial
connections.

The state government has also altered the water tariff in the recent
days which will make bigger consumers pay more without affecting the
domestic consumers who judiciously use water, informed the minister.

While I agree with George that there is corruption in
Goa, corruption has always been rampant in the public
sector in India, not just in Goa.  In fact, the public

and sycophants to help them.  This is precisely why
India dragged it's economic feet for 50 years until

Without having any facts to back up his claim, George
says he doubts that more than 15% goes to the
project.  He then wonders how Goa can compete with the
rest of the world when only 15%, a figure he had
created out of thin air, is ACTUALLY spent on the
project.

Competent engineers should be able to arrive at an
estimate of the cost of a project and compare it with
the government's budget to arrive at a closer and more
objective estimate of what has gone into the project
and what has disappeared.  These should be
publicized in the media and used by opposing
politicians.

Such expert estimates are routinely used in the
advanced democracies by political opponents of those
in power when similar corruption is alleged.  If no
one is willing to step up and enter the political
fray, using credible information instead of wild
claims, then the place gets the government it
deserves.

What is the alternative?  Armed revolution?  A
Chinese-style totalitarian form of government?  In
China, politicians caught in such corruption would be
executed.

Furthermore, raising alarms and wringing one's hands
from halfway around the world is unlikely to get the
problems addressed, much less solved.

Aloysius,
As an expatriate who has been encouraging Goans in the
diaspora to buy property in Goa for quite some time
now, I object to some of your insinuations:

a) The last time I checked, Goa was a province of
India, and any Punjabi or Gujarati or anyone else
could buy property there.  You seem to have a
preference for foreigners over Punjabis and
Gujaratis, which I find offensive.

b) Why was it OK for Goans to spread out around the
world, but dismaying for others to come to Goa?  You
say you went home on holiday, but Home is where the
heart is is only a platitude.  One's home is where
one lives most of the time.

c) The Goans who are selling their properties are no
more or less shortsighted that you are, who has left
Goa and goes there only when it suits him.  Everyone
makes decisions based on what they think is best for
themselves and their families.

My suggestion for Goans to buy property in Goa is
simply my belief that they will benefit considerably
from the investment.  The others obviously think they
will, or why would they buy property in Goa.

Mr Khalap observed that the civil aviation ministry has already sanctioned
an amount of Rs 500 crore for the upgradation of the Dabolim airport, thus
ensuring that the airport would continue to facilitate the civilian air
transport in the future, further pointing out that the Mopa airport would
also be needed in view of the future transport needs of the state.

The Mopa airport would be required for wide-bodied aircraft which need 5 to
6 kms long runway, besides fuel tanks for refill, parking strips and cargo
facilities, he said, mentioning that the Dabolim airport would not be able
to fulfill these requirements because of its geographical constraints.

Only Margaret Alva,  a political functionary, has announced that Rs 300-500
crores wll be spent on Dabolim.  Crucial confirmation from Civil Aviation
and Defense Ministries is awaited.

 In the meantime how about pushing for an increase in aircraft parking space
so that night flights can commence at the earliest at Dabolim. AAI has also
to be pushed to facilitate night flights urgently.

No reference is made by  MAFUC to the need for getting  the Union Cabinet
resolution of March 2000 revoked urgently. This is imperative for the
committee to establish its bonafides. In addition for the sake of political
correctness MAFUC must push for de-congestion of Dabolim  including via
dispersal of flight training activities to Kochi, Seabird etc.

The present plan for an A380 airport at Mopa needs to be scrapped and a
fresh one prepared keeping Dabolim firmly in the picture. Where is the need
for 16000-2 foot long runways at Mopa when 1-12000 (same as Dabolim)
would suffice?  A380s only need deeper and wider runways not longer ones.

There needs to be explicit discussion of the traffic sharing (domestic,
international and charter) between Mopa and Dabolim over the LONG TERM.
Dabolim need not be A380 ready either. B747s will do.

Efforts have to be directed to improving the surface transport connectivity
between Dabolim and Mopa urgently.

These are the kinds of things MAFUC should be deliberating and not merely
focusing on land acquisition and dishing Dabolim which only plays into
opponents hands.

for the
African-American vote.  However, in the relative civil-rights calm of 1979, 
freedom and
democracy loving REPUBLICAN Dick Cheney (now Vice-President) voted against the

There are times, in the life of a reporter, when he confronts
something so enormous, that he is tempted to just shrug and say, look,
sorry, but I don't have the words to adequately describe this.

Sometimes it is tragedy, so complete it beggars belief. At other
times, it is triumph so enormous, we didn't invent words for it
because we never thought we would need them.

On day two of the first Test, when words failed in their task of
summing up what happened, I had recourse to a slew of statistics to
make the points that needed making. Today, even statistics fail --
yet, what else is there?

Try some. On January 16, 1956, Vinoo Mankad and Pankaj Roy walked out
to open India's innings, at the Corporation Stadium ground in Chennai,
against New Zealand. That evening, they walked back, unconquered, with
the score reading 234. When they were finally separated, the board
read 413/1. Between them, they faced 997 deliveries, scored 404 runs
off the bat, hit 33 boundaries in all.

Virender Sehwag and Rahul Dravid -- the latter opening the innings by
default -- have thus far scored 374 runs off the bat (in a team total
of 403/0) off just 462 deliveries, with 65 fours and one six, at a run
rate of 5.37. And are now three boundary hits away from breaking a
record that has endured for 50 years and 10 days.

What can you say?

For two days, we celebrated batsmanship of a high caliber: the
composed class of Younis Khan, the lazy elegance of Mohammad Yousuf,
the manic destructiveness of Shahid Afridi, the seemingly unhurried
but equally manic run-scoring of Kamran Akmal. And we thought that
between them, those four had paraded all there is to see in the art of
batsmanship. And then these two came out, and topped all that we had
seen thus far.

Statisticians will by now be going nuts trying to corral all the
records this partnership has broken, into one composite piece, so I
won't go there. Instead, I'll try to summarize the story of the day
with two, maybe three, vignettes.

This morning, day 4, Sehwag -- in a first session that lasted all of
two overs -- had taken all of four deliveries to get to his century
(in the process breaking a record for the fastest Test hundred by an
Indian). And in typical fashion, he had done it with a four. That was
in over number 30. Fast forward to over number 58. The first ball.
Sehwag let it come on to him. Then he let it go past him. And carved
it, late as you like, to third man for four. The bowler, Rana Naved,
went around the wicket -- and this time, to a ball angled across and
on off, Sehwag shimmied a little to make room and blasted it inside
out over cover. Next ball -- and this time Sehwag took a half step
towards the ball as it angled across him, and blasted it through cover
point for four. Ball four, fuller in length -- and Sehwag, perhaps
bored with being inventive, stepped forward into an immaculate cover
drive. Ball five -- short, lifting, the upper cut never mind the
fielder placed just for that shot, one run, and the second fastest
double century in Test history is his.

One of the first to run up and congratulate him was Younis Khan -- the
man who, two days earlier, had agonized his way through the 190s, and
been tragically run out one shy of the double hundred.

Another vignette, again from Sehwag, this time from over number 71.
Shahid Afridi -- like Danish Kaneria for most of his spell -- had
taken to going round the wicket, trying to angle into the rough,
hoping that from the changed angle, he could make something happen
during a phase where a dot ball, from the bowler's point of view, was
'making something happen'. Ball three, quicker delivery zipping across
the stumps -- and Sehwag just stood there watching, moving after the
ball was past him to tap the ball down to third man for four, beating
both the keeper and the waiting slip. Spectacular, said the
commentators, if a bit chancy.

Next ball, same angle, a touch wider and quicker – and Sehwag did it
again, this time beating the slip to the other side. As that second
four raced to the third man fence, Shahid Afridi stood at the end of
his bowling run, winced, shook his head, and walked slowly back to the
crease. From a man who had bludgeoned the Indian bowlers into
submission, it was an eloquent gesture.

And the final vignette, from Rahul Dravid. Shoaib Malik, bowling over

Mr. Valmiki Faleiro's above article on 14th of this month was just an 
excellent piece of his genius mind in depicting a rare historical incident 
towards the protection of the identity of Goa and Goans.  Even earlier 
articles of Valmiki Faleiro were very good and I am happy that such a great 
writer is existing amongst us in Goa.  I hope more of Valmiki Faleiros will 
appear in Goa and Goan scene to advise, to guide and to direct Goans to take 
more interest and more care in the promotion and protection of Goan 
interest.


I am not sad that Goa was conquered by Bharat with the strenght of its 
superior millitary power but I am sad that such a mighty military force was 
used to conquer Goa by the Bharati Government of Nehru.  I am sad and 
extremely sad that Goa thru its conquest became a part of the rotten system 
which is totally foreign to Goa.  Good that the Opinion Poll was held in Goa 
to decide its future otherwise Goa would be, as Goa, totally liquidated from 
the planet and all this would happen only because my half brothers showed 
their total allegiance to those who tried to liquidate Goa from beyond the 
boundaries of Goa. The margin of victory in the Opinion Poll was not very 
big but big enough to kick the Maharastrawadi sword hanging over our heads.  
I was at that time an student of St. Joseph's High School Arpora, during the 
first two days the counting showed mergerists gaining heavy lead coming 
mainly from the North side where greater part of zalach Pahije was 
residing.  Besides all the deputationists, many Malyalis and all the Marathi 
teachers and Government servants working in Goa with the blessings of 
Bahusaib Bandodkar voting for merger were applauding every count in favour 
of Fulwalas (Flower symbol was for mergerists and don Panam -  2 leaves 
for antimergerists).  In my village at Tinto mergerists were firing crackers 
and shouting at the top of their voices when they realised the lead that 
they were getting is going to sustain.  Mergerists from the surrounding 
villages were taking procession in Cars, Cycles and Motorcycles and when 
they reached Candolim Tinto they started showing their Dadagiri with big 
talks.  Some said you all Christians will have to go to Portugal and those 
who voted for Don Panam would be burnt alive.  On the third day of 
counting if I can remember very well, one classmate of mine Rego by name 
brought in the class his Radio Set and hid it in his Desk.  Prof. Rafael was 
taking the Maths Class, he was very strict and would not tolerate any 
indiscipline in Class.  While Rego and me were listening to the news 
bulletin of the counting, absent mindedly Rego increased the Radio volume 
which Prof. Rafael heard and angrily turned his back from the Blackboard 
where he was showing us one calculation.  That particular moment the radio 
gave details of the counting from Saligao where Prof. Rafael voted and

On the day of the voting for Opinion Poll, my mother gave me two rupees to 
buy something. I was along with others helping the people to bring them and 
assist them in voting.  I was in all my totality an anti-mergerist.  From 
the roll I saw one sure supporter of ours was absent and he was our local 
Grave Digger popularly known in our Church and Village as Bengalo. A few 
days before the voting he went to substitute his relative in the similar 
work at Aldona Church.  I immediately in the afternoon pedalled my cycle to 
Aldona Church, spoke to Pe. Vigar, got his permission and brought Bengalo to 
Candolim by giving him 2 rupees that my mother gave me to buy something and 
in the bargain I cheated my mother of 2 rupees shopping.  The 2 ruipees 
Bengalo would spend like this: 50 paise travelling from Aldona to Mapusa and 
50 paise from Mapusa to Candolim and the remaining one rupee for his return. 
 Poor Bengalo did not even ask a single paisa more at least for a cup of 
tea.  If it is now, I am sure Bengalo would ask me special taxi and even 100 
rupees

3-day education conference

PANJIM, JAN 16 – After achieving great strides in elementary
education, Goa is on the brink of kick-starting the process to
globalise secondary education.
In the wake of this new process, a three-day conference is being
organised in Goa from Tuesday) by the Council of Boards for School
Education in India.
As many as 70 delegates which include heads and representatives of 41
boards of  education and educationists are expected to participate in
the conference.
Chief Advisor of the Council of Boards of School Education, Professor
R H Dave   said, The 21st century is the century dedicated to
universalisation of   secondary education and the process is being
started in Goa.
He said that Goa is leading not only in elementary education but in
secondary  education along with western region states and the thrust
of the conference   would be to further this and help central and
eastern States lagging behind to progress.
The suggestions and recommendations made at the three-day conference
will be   documented by the Goa Board and benefits from this will be
accrued not only by   Goa but the rest of the States in the country.
Professor Dave also said that the conference will help focus on how
best the  country could generate skilled work force, human resource
and accelerate growth for the purpose of equity and social justice.
It was also pointed out that the aspect of universalisation of
secondary education will focus on drop outs and highlight the
importance of a continuation   in education to higher levels.
He said, At the national level, one-third of those who join school
proceed   for secondary education. We are now trying to see how we can
cover the remaining  two-thirds.

Several projects to be taken up in Aldona, says Narvekar

PORVORIM, JAN 16 — Health Minister Dayanand Narvekar has announced a
slew of projects to the tune of Rs 20 crore for Aldona constituency,
in a bid to to make it one of the best constituencies in the State.
Besides promising Rs 5 crore for the augmentation of water supply,
Narvekar pledged Rs 10 crore for the construction and hot mixing of
roads and Rs 5 crore for electrification in his constituency during
the next one year.
He was speaking at a Congress workers meet organised by the Aldona
Block Congress committee in the Shatratej Hall at Porvorim on Sunday.
The minister said that the underground water tank of 3000 cubic meters
which has been constructed in PDA colony and the overhead water tank
of 650 cubic meter capacity in Housing Board Colony will be
commissioned on February 10.
The commissioning of these water tanks will ensure water supply for
at least three hours per day for residents of Porvorim Plateau, said
Mr Narvekar.
He informed that a survey of unemployed youth in Aldona constituency
would be conducted in May and that, all efforts will be made to
provide employment to these youth in the IT park, to be set up on the
Soccorro plateau.
Land measuring 10 lakh sq mtrs has been handed over to the government
by the Serula Communidade for development of infrastructure required
for the IT park, said Mr Narvekar.
Taking a dig at the BJP government, Mr Narvekar said that not a single
big project having massive potential employment has been set up in Goa
during the four-year tenure of BJP government, on account of which
unemployment in Goa has reached the staggering figure of 1.2 lakh.

No-trust motion against Merces Sarpanch

MERCES, JAN 16 — Five panchas from Merces panchayat have moved a
no-confidence motion against newly-elected Merces Sarpanch Vishwalata
Kalangutkar.
The panchas are Girish Uskaikar, Jyoti Palekar, Sadhya Hoble,
Kamalakant Fatarpekar and Lavu Hoble.
In the no-confidence motion -- to be taken up on January 19 - the
panchas have stated that the sarpanch was not taking them into
confidence, was interfering in other wards of the panchayat and not
executing the resolutions passed by the panchayat.
It may be recalled that Vishwalata Kalangutkar was elected as sarpanch
on December 27, 2005 after Jyoti Palekar stepped down as part of the
power-sharing agreement and it has been only 19 days since she has
taken over.
Vishwalata Kalangutkar, when contacted, said that the no-confidence
motion is a fallout of her decision to support the villagers' decision
to revoke the licence granted to a private telecommunications company
for installing a high-transmission tower in the village.
The no-confidence motion will be held on January 19, at Merces VP.

Murder suspect's bail plea rejected

MARGAO, JAN 16 - The Sessions Court on Monday rejected the bail
application of former Talaulim Sarpanch Jose Jacinto Coutinho, who was
arrested by Margao police in connection with the murder of 55-year-old
migrant labourer, Raju Armugo, and thereafter destroying evidence.
Earlier, the Sessions Court had rejected two of his bail applications.
While rejecting the present application, Sessions Judge Anand D Salkar
said that in the earlier application, he had occasion to observe that
the accused was admitted in Hospicio on November 8 merely for the
purpose of consultation, opinion and treatment on account of
hypertension.
After going through the records, wherein the accused got himself
admitted in Hospicio on three occasions, the judge said that the
alleged accused did not make himself available for custodial
interrogation during police custodial remand, remaining in Hospicio
claiming he was not well.
From medical reports, prima facie it appears that admission of
accused in hospital as indoor patient was not warranted and that he
did this exercise only to frustrate the police custody remand to avoid
custodial interrogation, Judge Salkar said.
The judge said the police had no opportunity to interrogate the
accused even though the offences for which he was charged are serious
in nature. There is prima facie evidence on record to show the
involvement of the accused of having committed offences of murder,
assault and destruction of evidence, he added.
Meanwhile, the same court has rejected the anticipatory bail
application of Jowett D'Souza of Sernabatim, who was charged by Colva
police for offences of abetment to suicide and alleged dowry death
case.

Build bridges of love: Archbishop

OLD GOA, JAN 16 — Archbishop-Patriarch Felipe Neri Ferrao on Monday
exhorted catholic families to emulate the Holy Family of Nazareth and
follow in their footsteps, the way the family of Blessed Joseph Vaz
did a long time ago.
He was presiding over the annual feast mass of Blessed Joseph Vaz, the
patron of the archdiocese of Goa and Daman, at the Blessed Joseph Vaz
Sanctuary in Sancoale.
Others who concelebrated at the pontifical feast mass included the
Auxiliary Bishop of Delhi Anil Couto, Rector of Sancoale Sanctuary Fr
Eremito M Rebello, Fr Maximus — who represented the diocese of Colombo
— Fr Norbert Fernandes and several other priests.
In his homily, Archbishop Ferrao gave an insight on the life of
Blessed Joseph Vaz, who he said, lived a simple life and embraced
poverty.
His family was God-fearing and practiced Christian values, which
Blessed Joseph Vaz later imbibed. When he migrated to Sri Lanka, he
preached the Good News to the people and taught them family values,
such as the importance of marriage, said the archbishop.
Devoting the major thrust of his homily on families, Archbishop Ferrao
reminded the large feast-day congregation of the binding togetherness
between the Holy Eucharist and the families.
Let us, therefore, as the children of one God, shed all our
differences in the community and in the church, and try and build
bridges of love and friendship among ourselves that will lead us to
the Almighty, concluded Archbishop Ferrao.
Thousands of devotees from all over Goa thronged to Sancoale. Masses
were also celebrated at 5 am, 7 am, 8 am, 4 pm, and 5.30 pm. A mass
was also celebrated at 12 noon at the Oratory of Blessed Joseph Vaz.
Sancoale parish choir led the congregation in the hymns at the feast mass.
Verna police team, led by PI Nolasco Raposo, made elaborate traffic
arrangements during the day.
To mark the occasion, entertainment programmes in the form of tiatrs
have been scheduled for Monday, Tuesday and Wednesday.

Veteran tiatrist Socorro dead

OLD GOA, JAN 16 — Veteran tiatrist Socorro Piedade Fremioth Fernandes
(85), better known as Socorro de Verna, of Nagoa, Verna, passed away
at his residence on Sunday.
Socorro Piedade was a big name between the 60's and 80's in
Khell-tiatrs, zagors and on All India Radio, Panjim.
His Khell-tiatrs were popular on AIR and were enjoyed by a large
number of his fans. He had dedicated most of his life to Konkani art
and culture.
The late artiste was felicitated by the Dalgado Konkani Academy in
December 2005 for his contribution to Konkani folklore and theatre.
The Dalgado Konkani Academy has condoled the death of its member,
states a press note issued by Wilmix Wilson Mazarello, president of
Dalgado Konkani Academy.

Neighbouring State trying to divide Goa, warns Rane

MORMUGAO, JAN 16 — Chief Minister Pratapsing Rane on Monday voiced
concern over attempts by a neighbouring State to divide Goa on
religious and language issues.
One has to be very careful about this and we have to work towards the
development of the State and we should try to make Goa a beautiful
place,  Rane said, while addressing Opinion Poll celebrations at
Tourist Hostel, Vasco, organised by the Goa Pradesh Congress
Committee.
Others present at the function included Mormugao MLA Karl Vaz, GPCC
President Ravi Naik, MMC Chairperson Sharad Chopdekar, GPCC Vice
Presidents M K Sheikh, former minister Luis Alex Cardozo and Uday
Bhembre.
Rane advised the youth to support the efforts by leaders to save Goa
from merging with Maharashtra.
In his address, M K Shaikh highlighted efforts by leaders such as
United Goan Party Leader late Jack Sequeira. Goa is the only state to
go in for an opinion poll to decide whether to merge with Maharashtra
or remain as a separate identity. The people decided that Goa should
have its own separate identity, instead of merging with Maharashtra,
said Shaikh.
He recalled that around 34,000 voters were in favour of Goa
maintaining a separate identity on January 16, 1967.
If Goa had to merge with Maharashtra, then the Maharashtra government
would have treated Goa as a tourist destination and there would not
have been any other development, as is the case of neighbouring
districts in Maharashtra like Malwan and Sawantwadi, added Mr Shaikh.
GPCC president Ravi Naik also recalled the efforts of late Rajiv
Gandhi in granting Goa its statehood. Other speakers included freedom
fighter and former speaker Floriano Machado.

HC grants time to restore land to original form

PANJIM, JAN 16 — The Bombay High Court at Goa on Monday granted three
weeks time to the Forest Department to submit a plan of action for
restoration of land to its original form located on the Assagao
plateau.
It may be recalled that two  months ago some trees on the Assagao
plateau had been cut to facilitate other activities following which a
PIL was filed by  Adv Shanti Fonseca, praying that illegal felling of
trees be stopped, and  land be  restored to its original form.
While the Court in it's interim order directed the State to stop
felling trees, and take necessary action, the petitioner today pointed
out that restoration of the land is yet to be taken up.
The land in question belongs to the Assagao Communidade. Adv Norma
Alvares appearing on behalf of the Communidade told the Court that
they did not have necessary facilities to restore the land, but will
nevertheless co-operate with  the Forest Department.
The Court asked the Forest Department to prepare a plan of action, and
submit it by February 7.

Accused in Saleli riots denied bail

VALPOI, JAN 16 — Attempts to secure the release of the 109 villagers
accused in the Saleli riots suffered a major setback, when their bail
applications were rejected by the Additional Sessions Court in Mapusa
on Monday afternoon.
In a separate case, the Bicholim Judicial Magistrate First Class also
remanded 103 of them to an additional 14-day custody. Earlier, on
January 10, the six others accused of murdering Prithviraj Rane were
also remanded to 14 days custody.
Rejecting the bail applications, Additional Sessions Judge Nutan
Sardessai said the crime was serious in nature and that, the accused
had taken law into their hands and had assaulted the police, guardians
of the law.
Many relatives of the arrested villagers, besides Priol MLA Vishwas
Satarkar and local leader Putu Gaonkar, were seen outside the Mapusa
court, anticipating the release of the arrested villagers.
Later speaking to reporters, Mr Satarkar said they would challenge the
dismissal of the bail applications in the High Court and added that
they would seek the opinion of senior advocates in the matter.
The State is being represented by PP S Monteiro, while Bhikaji Gawas
is arguing on behalf of the accused.
Meanwhile, the women in Saleli have continued their agitation outside
the Saleli temple, demanding the immediate release of the 109 arrested
villagers.

Fishing jetty at Betul sinking...

MARGAO, JAN 16 — This was the jetty used by small fishing vessels and
visitors alike before the emergence of Cutbona jetty as a major
fishing hub down South, so to say.
Today, while Cutbona is bestowed with a whole lot of facilities, the
fishing jetty at neighbouring Betul — overlooking the mouth of the
picturesque River Sal — is crumbling, thanks to utter neglect by the
authorities.
A visit to the Betul jetty revealed that a good portion of the jetty
has collapsed. For small boat owners and visitors, however, the jetty,
still remains the place to anchor vessels or take a breathtaking view
of the River Sal, notwithstanding the pitiable condition of the jetty.
It was five months ago on July 26 last that a portion of the structure
caved in during the monsoons, but there are no restrictions imposed on
the visitors to the jetty despite the lurking danger of the structure
caving in. Nor, is a warning sign board erected on the jetty to
caution people about the weak structure.
Incidentally, the Fisheries Department claims the Betul fishing jetty
is being manned by the Captain of Ports. And inquiries from the
Captain of Ports only revealed that estimates have been drawn up to
the tune of Rs 69.90 lakh to re-construct this fishing jetty. We have
accorded administrative approval for the re-construction of a new
jetty. It's for the PWD to state when work will be taken up and
completed, an official added.
Says a small boat owner, Betul has been a fishing jetty and a tourist
spot before Cutbona acquired the status of a fishing hub. The
government should immediately re-construct the Betul jetty which would
help small boat owners.
On the other hand, the Cutbona fishing jetty appears to be enjoying
all attention from the government. A visit to fishing hub reveals that
a new jetty spanning 50 mts is ready to be commissioned by the
Fisheries Minister, Joaquim Alemao two days from now.
And, Cutbona will soon see the existing jetty expanded further at a
cost of Rs 2.5 crore and get the status of a major fishing harbour.

Margao Jan 16: Opposing the government decision making fare meters
mandatory to tourist vehicles in the state, the Goa Tourist Taxi
Association has questioned the rationale behind the decision.

The GOTTA vice-president, Mr Jose Afonso informed that all taxi
drivers were united in opposing the fare meters. �The all-India permit
vehicles do not need meters. This is only to harass us, and the public
at large, Mr Afonso alleged.

He observed that the fare meters would demean the value of vehicles
once they are fitted on luxury tourist cars.

This is an exercise undertaken by the government to create problems
for us. If meters are needed for taxis then they should be made
compulsory for tourist buses as well, he stated.

Mr Afonso informed that the matter between taxi drivers and tour
operators, who have been at loggerheads for quite some time now, had
been in the court of law.

We cannot be compared with the black and yellow-coloured taxis as we
are attached to hotels and do not operate from designated taxi stands,
he said.

A group of taxi drivers at a Benaulim starred resort was skeptical
about implementation of the government decision on fare meters. Some
drivers asked this reporter, Are you sure that this fare meter
decision will be implemented from next month.?� They alleged that the
state government had failed in looking after their welfare.

The government is not interested in increasing the rate of Rs 8 per
kilometer that had been fixed by the transport department in 2000  one
taxi driver said.

Varca taxi drivers saw red vis-a-vis fare meters. They informed that
they had purchased vehicles like Hyundai Accent, Honda City and Toyota
Corolla on installment.

Now with this meter problem it is going to be tough, they remarked.
The taxi drivers alleged that the government before making the
announcement had never consulted them.

The present government is doing nothing for us. At least the previous
one was better, they observed.

Panaji Jan 16: The former union minister, Mr Ramakant Khalap will lead
the newly formed Mopa Airport Follow-up Committee, which would
function towards expediting the work of the proposed Mopa
international airport, at the state as well as central government
level.

The committee was constituted during the recent meeting of the North
Goa District Congress Committee. Mr Gurudas Gawas and Mr Shirish Naik
are the vice-presidents while Mr Laxmikant Govekar is the general
secretary. The committee also includes Mr Dnyaneshwar Kambli, Dr
Dominic Menezes, Dr Pramod Salgaocar, Mr Naresh Sawal, Mr Francis
Fernandes and Mr Prakash Gaonkar.

Addressing a press conference in the city today, Mr Khalap said the
committee would meet on January 18 at Mapusa wherein representatives
of the district as well as block committees of Congress party, besides
Seva Dal members will attend.

�The meeting will decide upon formation of a delegation for
approaching the Congress Working Committee members as well as the
representatives of the government in New Delhi to get the work of the
Mopa airport expedited,� he added.

Mr Khalap observed that the civil aviation ministry has already
sanctioned an amount of Rs 500 crore for the upgradation of the
Dabolim airport, thus ensuring that the airport would continue to
facilitate the civilian air transport in the future, further pointing
out that the Mopa airport would also be needed in view of the future
transport needs of the state.

Hoping that the land acquisition process for the Mopa airport would
restart soon, Mr Khalap said, �or else, the same would lapse forcing
the government to pay compensation to the land holders.� The land
acquisition process has to be completed before the deadline, he
reiterated.

Mr Khalap also blamed the opposition, particularly the Bharatiya
Janata Party (BJP) of misleading the people that the work for the Mopa
airport has been totally stopped. �The BJP wants to impress upon the
people that it is undertaking an agitation to restart the same,� he
stated.

�I also wish to caution the people that Maharashtra is awaiting for an
opportunity to set up an international airport at Mhapan, between
Sawantwadi and Malwan, while Karnataka wants to construct the same
between Belgaum and Hubli, if Goa abandons the Mopa airport project,�
Mr Khalap said.

The Mopa airport would be required for wide-bodied aircraft which need
5 to 6 kms long runway, besides fuel tanks for refill, parking strips
and cargo facilities, he said, mentioning that the Dabolim airport
would not be able to fulfill these requirements because of its
geographical constraints.

�Relinquishing the Mopa airport project would be shifting the nucleus
of development of the state, thus causing permanent damage to Goa,� he
maintained.

Hi all,

Recently Goa dairy announced a price hike but they have the gall and the
cheek to still use their stock of old plastic milk bags, with the old price
,printed on it.In effect,we have to pay more than the MRP printed on the
milk bag.
This is in direct violation of the legal Metrology rules.
Today it is Goa Dairy,tomorrow it will be something else.Unless goans are
vigilant,unless we protest ,we will just get taken for a ride.There have
been a few raids on shops by the Metrology dept,shop keepers have been fined
but the main culprit is Goa dairy .It will take a sustained campaign  by the
people to stop unfair practices.

DAB - Digital Audio Broadcasting devices are different from FM Radios and 
supposedly have superior quality audio.Most regular radio stations in 
Europe also transmit in DAB in Free to Air format (subscription-free) within 
a specific range.

Here is a report on the status of DAB (end-2005). Appears India is testing DAB 
too.

On the FM Radio front..there appears to be a deluge of FM stations slated 
to begin tranmitting in India - 337 !!

Satellite Radio on the other hand seems to be the in-thing for 2006 in North 
America. XM Radio (http://www.xmradio.com/) and Sirius Sat Radio 
(http://www.sirius.com) are the two largest providers in North America that 
have ratcheted-up the subscriber base in the last few weeks by strengthening 
their programming line-ups that include shock-jock Howard Stern. These 
services have a monthly charge and are not Free to Air transmissions.

It appears people are now willing to pay to listen to radio.

WorldSpace Radio (http://www.worldspace.com/) is the provider in Asia 
and Africaand I think FN wrote a letter to WorldSpace some months ago, 
requesting for a Konkani music channel transmission albeit the economics may 
not tie-up just yet. In terms of what is available in Indiasurf the site 
or maybe contact them.

Appears subscriber-based ($$$) commercial-free Satellite Radio is here !!!

It is no secret that political representatives in Goa (MLAs, even a current MP) 
have looted the
public treasury. There are no official statistics on these matters given the 
nature of the
activity, but I doubt more than 15% of allocated public expenditures go to the 
project, 85% fill
politicans' pockets. Given this scenario it is difficult to be optimistic about 
Goa's future since
in a globalized world, including the tourism sector, it is important to be cost 
effective.  How
can Goa compete when only 15% is actually spent on the project, making each 
project 7 times more
expensive. 

Take for example the IFFI scam. Kala Academy was supposedly upgraded at a cost 
of several crores.
The seats were upholstered and the place painted. Nothing else changed inspite 
of several crores
spent, except money transferred from the public treasury to the politicans. In 
addition, the
multi-complex was built at several times the cost of such structures. Under the 
guise of culture
and tourism, IFFI robbed the taxpayer. And that is only one scam of many 
currently in Goa.

Air Force to guard Indian economy

GANDHINAGAR, JANUARY 16:  The growing economy has altered the focus of
Indian Air Force which is now concentrating on providing security to
economic installations in the country, Chief of Air Staff S P Tyagi said on
Monday.
The Indian economy is unstoppable and so we have altered our focus from
geo-political issues to geo-economic issues, he told reporters on the
sidelines of commanders' conference at South Western Air Command (SWAC)
headquarters here.



Today the concern for economic security has become stronger than political
factors, Tyagi said, adding the IAF is now concentrating on providing
security for trade and energy installations of the country.

Today trade and energy needs of the country are on the rise. So we need
better reach and more exploitation of air space, he said. It is a whole
new ball game.

The Air Chief said in the era of globalisation geographical boundaries
known as borders are vanishing and IAF is looking 25 years ahead.

The core-areas we are concentrating on are extending our reach through
long-range aero planes. We have flight re-fuelling capacity and we need
more, we need radar cover for our planes and so we are getting AWACS which
will be delivered by the end of 2007, Tyagi said.
We have our goal in place and the time frame of how our plans progress
depends on the budgetary allocations for defence, he added.

Let's hope the bases from which this strategy is launched are not themselves
interfering with thriving economic activities such as at Pune, Bangalore,
Hyderabad etc. IAF bases  should spearhead economic development of 'remote
areas'. Once criticial mass is reached, IAF should look out for other places
to move to and develop in this manner. Closing of civil enclaves after
greenfield airports are built to get around constraints there should become
history now. Let's hope the Civil Aviation Ministry is listening to what the
IAF chief is saying and taking the right cues from it (including for Navy's
Dabolim so that Mopa can be planned properly).
