As a somewhat amateurish behavioural observer, I so
enjoy watching the strict Pecking Order that exists
within this community.

At the top of the food chain are the old and now
firmly established Indian families, possibly in their
third to fourth generation. This specimen considers
himself the creme de la creme of society, with the
highest median annual income in America. He will
seldom, possibly never, associate with any new Indian
immigrant. Any eye-contact inadvertently made is
quickly averted lest infectious diseases and the
inherent awkwardness of new immigrants are transmitted
virally.

The second strata consists of first generation
immigrants who arrived as students but have in the
course of time established themselves in good jobs
post-college. This specimen feels a vague empathy with
other newly arrived Indians, remembering his own
bumbling days. He makes some attempts to put
country-cousin Indian at ease. He may give him a pair
of Dockers pants, a stick of deodorant or even his own
disc of the entire season of Sex and the City. If
country cousin Indian is still smelling of Shaddai
curry powder mix, six months henceforth and secretly
renting videos of Kon Banega Crorepati at the local
Indian store, than surely he can't be helped and it is
best to distance oneself from such evolutionary
lethargy.

Then there is the guest-worker Indian. This specimen
is divided into two subspecies, with only a dotted
line relationship. The first is I've watched every
episode of Friends in India variety. The other is the
I've bought enough clothes from India not only for
myself but for any children I may spawn while in
American. The two are quickly separated by a strict
regime of social ostracization.

At the bottom of the pecking order are, of course, the
FOBs (fresh off the boat). They can be spotted at the
local Walmart, their hair fragrantly smelling of
Vatika hair oil, their eyes darting fearfully as if
caught in headlights, their packs moving in threes and
fours believing in the safety of numbers, their hands
reaching for the condensed milk.

I must note here that the Goan Catholic is an adjunct
to the whole Order. Given his agility in dancing the
jive, he arrives in America with the certain belief
that he was American in his previous life. The pesky
matter of death and rebirth is not going to get in the
way of his acquaintance with all things Western.

Actividades Culturais - 18 de Novembro



O Centro de Língua Portuguesa/ Instituto Camões, em colaboração com o 
Departamento de Português da Universidade de Goa, tem vindo a organizar 
várias actividades com o objectivo de divulgar as Culturas Lusófonas, 
culturas dos oito países de língua portuguesa que fazem parte da CPLP 
(Comunidade dos Países de Língua Portuguesa: Portugal, Brasil, Angola, 
Moçambique, Cabo Verde, Guiné-Bissau, São Tomé e Príncipe e Timor Lorosae).



Complementando o curso sobre Culturas Lusófonas e abertas ao público 
interessado, haverá actividades culturais como a projecção de filmes,

documentários e música relacionada com cada um dos países citados. No 
Sábado, 18 de Novembro, a sessão será dedicada a Angola. A partir das 
16h.30m.(04.30 p.m.), será projectado o filme Zona J realizado por Leonel 
Vieira.



O curso e as actividades culturais terão lugar todos os sábados à tarde nas 
instalações do Centro de Língua Portuguesa/ Instituto Camões (CLP/ IC ),AGVA

Cultural activities - November 18th.



Centro de Língua Portuguesa/ Instituto Camões in collaboration with the 
Department of Portuguese, Goa University, have been organizing several 
activities aimed at divulging Culturas Lusófonas, the cultures of the eight 
Portuguese Speaking Countries that are part of CPLP (Comunidade dos Países 
de Língua Portuguesa : Portugal, Brasil, Angola, Mocambique, Cabo Verde, 
Guiné-Bissau, São Tomé e Príncipe, Timor Lorosae).



Complementary to a short course on Culturas Lusofonas and opened to those 
interested there will be the screening of films, documentaries and music 
related to each one of the said countries. This Saturday session, November 
18th., will focus on Angola. From 04.30 p.m., a movie about the Angolan 
community in Lisbon will be shown. This movie Zona J was directed by 
Leonel Vieira.



The course and the cultural activities will take place every Saturday 
afternoon at the premises of Centro de Língua Portuguesa/ Instituto Camões 
( CLP/IC ), AGVA HOUSE, 9/32 Dr. Dada Vaidya Road, Panaji. For further

(CICH) has demanded that the report of the inquiry into the
riots at Curchorem-Sanvordem be completed, submitted to the
government and made public forthwith, stating that the people
of Goa are entitled to know the truth behind the first

Panjim: Citizens' Initiatives for Communal Harmony (CICH) has demanded
that the report of the inquiry into the riots at Curchorem-Sanvordem be
completed, submitted to the government and made public forthwith,
stating that the people of Goa are entitled to know the truth behind the
first organised communal violence in Goa.

It has reiterated that the perpetrators and instigators need to be
identified and stern action taken and only then can the healing process
of the victims of this violence really acquire momentum, where today
they wait almost in vain for justice to be done. Drawing attention to
the fact that the Goa government announced an enquiry six months ago, on
May 15, 2006, requiring the North Goa collector, who was designated as
the enquiry officer to submit the report to the Government within one
month, CICH has warned that failure to do so will show that the
Government is not serious about tackling the menace of communalism. It
may be recalled that in June, with depositions yet to be taken, the
North Goa collector asked for an extension of one month and the
depositions of the public were taken only in July. CICH has been
pursuing the matter with the government and its delegations have
repeatedly met the Collector and the Chief Secretary in this regard.

It has expressed regret that despite repeated assurances, the enquiry
report is yet to see the light of day and that the authorities are not
even bothering with the courtesy of publicly seeking further extensions,
stated CICH co-convenors Albertina Almeida and Ramesh Gauns.

24 Teams in GIP Football Tourney

Gulf International Promotions are organizing the first five a side football 
tournament at the Iranian stadium on Friday 17 November. A record total of 
twenty four teams have entered the tournament.

Games start at 1.30 pm and should conclude by 7pm.

According to Chief organizer Raul Fernandes, The Indian National team with 
Coach Bob Houghton are expected to be at the event and will have a light 
training session after the tournament.

The Chief Guest at the final will be Mr Joaquim Alemao, Minister of Urban 
Development, Government of Goa who has flown in for the tournament.

Entry to the stadium is free and some exciting games are in the offing.

GOLDEN TELEPHONE

An American planned to write a  book about famous churches around the world 
for tourists. So to begin with he bought a plane ticket and took a trip to 
China.



On his first day inside a Chinese church taking photographs  he noticed
a golden telephone mounted on the wall with a sign that read $10,000
per call.   Intrigued by this, the American  asked a priest  strolling
by what the telephone was used for.   The priest replied that it was a 
direct line to heaven and  for $10,000 you could talk to God.   The American 
thanked the priest and went along his way.




 Next stop was in Japan. At a very large  cathedral there, he saw the same 
golden telephone with the same sign under it.  Wondering whether this was 
the same kind of telephone he saw in China, he asked a nearby nun what its 
purpose was. She too told him that it was a direct line to heaven and that 
for $10,000 he could talk to God.   The American thanked the nun..




 He then traveled to Pakistan, Srilanka, Russia, Germany and France.

 In every church he saw the same golden telephone with the same $10,000 
per call sign under it.
Finally this USA citizen heard about the famous Churches of Goa. So the 
Yankee decided to travel to  Goa to see if the churches in Blessed Land of 
St Francis Xavier  had the same kind of phone.

 He arrived in Goa, and  entered the Basilica of Bom Jesus. Right enough
there was the same golden telephone, but this time the sign under it read
One Rupee per call.



 The surprised American  asked the attending  priest about the telephone 
sign.

Father, I've traveled all over World and I've seen this same
golden telephone in many churches. I'm told that it is a direct line to
Heaven, but everywhere the price was $10,000 per call.


 Why is it so cheap here?


 The Holy Padre smiled and answered,  Son, you're on the Sacred Ground of 
Old Goa  now.

Many thanks to the donors, volunteers, supporters of the World G.O.A.N. network 
who assisted Goa
Sudharop in becoming a co-sponsor of the Vidya Vikas Academy (Margao) senior 
citizens function
on Nov 18. This is consisten with Goa Sudharop's theme this year: YEAR OF THE 
SENIOR.

A full report will follow. VVA is having an open air program in a new public 
garden called Ana
Fonte, near the BPS club, Margao on Novemeber 18th. The garden has been 
recently inaugurated, and
it has a stage which is used for cultural programmes or events that will 
benefit the public. 

The school kids are putting up a show for Senior citizens - Down Memory Lane. 
It is a variety
entertainment of songs - English oldies, old Hindi film songs, etc. They are 
also felicitating 5
seniors - unknown people who deserve to be acknowledged (for example a 80 year 
old craftsmen who
does pottery). They are also having many spot prizes for the audience.

The crowd will mostly be grandparents of the students. Other invitees include 
clergy from the Old
Priests clergy home and members of the Margao Provedoria, which is opp the new 
Ana Fonte garden.

Hi Mr Goveia,
I have writen several times on this subject. but, most of it not posted by 
the moderators, coz my argument goes against the grain of the public 
understanding.

Indian Preasts are treated as doormats in the Vatican. They have confessed 
to it. But, rather stay at the Vativan than swelter in the Indian Tropical 
heat.

It is not the fault of the Indians if the Rupee does not bring good value 
when converted into 'Vatican Currency' to buy 'Vatican Stamps' and 
Stationary etc.
Therefore turning Indians into Saints is not profitable to the Vatican.

White people are turning their churches into 'Tavernas', (Pubs, to you and 
me).
To 'bring in' the public, to give money on sundays they (the Vatican) have 
to create  saints.
Will Fr Agnelo bring as much money, as mother teresa who is recognised in 
the West?
Mother Teresa's 'so called' miracle has been rubbished by Indian doctors any 
way, and rightly so.

Making saints has turned into a gimmic, like Blair giving OBEs to a road 
sweeper and an actor with the same sword.

Mrs Indira Gandhi had brought the Rupee to the same level as France and 
look, what the West did to her (not the Punjabees which we are made to 
believe, - coz a Punjabee pulled the trigger).
Indian Rupee is low coz the West wants to benefit from our stupidity.
What the Ministers in Delhi and what the Bishops are doing is; 'crawling' to 
the white man.
So long as you crawl, the more they want you to do so.
My advice? DO NOT CHANGE YOU RELIGION - DO NOT GO TO CHURCH EITHER.

Public believe what is forced on them to believe - they do not look at the 
other side of the coin.

Judas WAS SENT by Jesus to NEGOTIATE with Cyphus. Judas was in turn betrayed 
by the council of Rabbis. Judas is blameless, but being an honest and 
truthful (accountant to Jesus) man, took the blame. Vatican know this (if I

Nehru's policy
Sir, In his Nehru, the maker of modern India (November 14), K. Natwar Singh
is candidly frank when he says, If Nehru had passed away in 1960, he would
have been placed just below Buddha and Gandhiji. Goa in 1961, followed by
1962, did dent his image. It was not just military action against Goa but
India's doctrine in the UN Security Council debate that was appalling when
C.S. Jha proclaimed, It is a question of getting rid of the last vestiges
of colonialism in India. Charter or no charter, council or no council, this
is our basic faith which we cannot afford to give up at any cost. To this
the United States' Adlai Stevenson retorted, But what is at stake is not
colonialism; it is a bold violation of the most basic principles of the UN
Charter. Goa was already 98 per cent autonomous in its civil administration
and 100 per cent in its judiciary. Concurrently, the Soviet Union had been
goading China into adventurism in Hong Kong and Macau but the proverbial
Chinese wisdom prevailed, until 36 years later when, after 15 years of
negotiations, both fell as ripe apples into China's lap with a 50-year mini
Constitution for each.

Seminar on the Internationalization of Education at St. Xavier’s

On the 14th of November 2006, St.Xavier’s College Mapusa, officially
inaugurated their Biotechnology Laboratory at the hands of Shri. Luizinho
Falleiro, Honorable Minister for Education and Industry. The Inaugural was
followed by a one-day state level seminar on the ‘Internationalization of
Higher Education’ organized by St.Xavier’s College, Mapusa in association
with the H. R. College of Economics and Commerce, Mumbai.

The seminar dealt with the need for internationalization of Higher
Education since “Globalisation has reached a stage where the world is
borderless” as stated by Professor Newman Fernandes, Principal of St.
Xavier’s College, Mapusa. Shri. Falleiro, the Chief Guest, stressed that
“India is losing out on its foreign exchange due to many students going
abroad, and so it is important that an international level of Higher
Education be provided in India.” The Guest of Honour, Dr. B. A. Gomes,
Director of Higher Education and Principal of Government College, Pernem,
emphasized on finding out how Higher Education can be made more responsive
to the internationalization of Higher Education.

The seminar was divided into three sessions led by the faculty of H. R.
College, Mumbai. Vice-Principal Prof. Rekha Bahadur spoke about
International Faculty Development programs at H. R. College; Prof. Shamira
Abdulla, International Programmes Officer who spoke about Student Centred
Programmes and Prof. Gehna Hingorani, who gave an overview of
Internationalization of Education, and also provided insight on the Study
India Programme, Funding and Research.

BTW, who has stacked the odds in favor of these
religious/ethnic groups?  Less than a generation ago
the Jews were facing organized, state-sponsored
genocide.  Those that went to Israel have since been
desperately defending themselves from being pushed
into the sea.  In the meantime, the Hindu Sindhis
were forcibly ejected from their ancestral homelands
in 1947.  Fortunately, unlike the Palestinians, they
reluctantly accepted the decision that was ratified by
the UN, even though they had lost almost everything
including many friends and relatives, and moved on
with their lives.

Sounds to me like the odds were stacked against them.

In my opinion, to their estimable credit, these groups
as well as the Gujaratis, create their own
opportunities against all odds.

DETAILS / CRITERIA

The Competition will be held from 24th November to 28th November 2006
The Theme of the film will be ME and YOU (Hanv anik Tum)
The competition is for Goan Film makers only
No Entry Fees
The Director will submit a proposal with the script
The Proposal with Selected Script will be entitled for the competition
The film can be either in Konkani, Marathi, Hindi, English or could 
be a Silent Film

A panel of three judges will select the script
The director of the film will head the team and the Team will be 
known by the Director
Total 16 entries will be entitled to participate in the competition
The Film will be shot in 3 CCD - Mini DV Format The Film duration 
should be from Minimum of two minutes to a maximum of Six minutes

The Director of the Film will have to produce Documents of Residential Proof
No age bar for the Director

The organisers will provide the movie camera and editing system
However participating groups will hove to arrange for their own Mini 
DV Tapes required for film Making
Director will get his own actors
Director will make arrangements for his groups travel, food  shooting location
Participants will have to make their own arrangement for background music

The participating group can arrange their own cameraman/editor
However organizers will provide them with cameraman/ editor, if required
In case of Special Effects and Animation, the Competing group will 
have to arrange for the expert
However the organizers, on advance request, can provide software for 
3D Animation and Special Effects
Each day four groups will participate with the following schedule


First day 9.00 AM to 9.00 PM Shooting
Second day 9.00 AM to 9.00 PM editing

Panel of three Judges from the field of Film will judge the Competing Films
Prizes for the wining Films -
1st Prize Rs. 15,000/-
2nd Prize Rs. 10,000/-
3rd Prize Rs. 8,000/-

The COPYRIGHT of the Films will remain with the Director of the Film
However, Department of Art  Culture, Goa - will posses a copy of 
each Film made under this Competition and will have the right to 
screen the same as and when required
The last date to submit the entries with the script is 15th November 2006

A horrible event.

Late last night I set in a meat-loaf in the oven and, most fortunately,
was watching news, with Bilbo.

There came a most violent explosion within the appartment. TV blackouted.

On investigating the oven had exploded, showering sharp, small glass and
metal shreds over the whole area.

Had I been there, in shorts as I was, both my legs, and perhaps even higher
would have been pincushions, imbedded with them.

The four-plate cooker and oven is a brand new Electrolux product, installed
by their own technicians last May.

The ever watchful Guardian Angel was ar his post.

NRIs: Buying a home in India made easy

In recent years, India has been witnessing unprecedented growth in the
real estate sector fueled by the increased business activity.

Real estate development in India is estimated at $12 billion and
growing at 30% every year. Though all segments of real estate business
such as corporate, retail and residential have been driving this
growth, investment in residential property itself constitutes 80% of
this sector.

Non-Resident Indians (NRIs) are one of the key contributors to the
growth of the real estate industry and considering the immense
potential in India, they are likely to step-up the investment in
future.

In this article, senior tax professionals with Ernst  Young -- Gaurav
Taneja and Rajesh S -- provide an overview of the key exchange control
and tax implications that should be considered by NRIs while investing
in house property in India.

Exchange control regulations

The Indian government has considerably eased the restrictions relating
to investments by NRIs in house property. There is virtually no
restriction or approval required for an NRI to invest in properties in
India from funds received in India through normal banking channels or
held in Non-Resident External (NRE) account/ Foreign Currency
Non-Resident (FCNR) account (B)/ Non-Resident Ordinary (NRO) rupee
account.

However, investment in agricultural land / plantation property / farm
house is currently prohibited. The recurring rental income earned on
letting out of property is also freely repatriable.

Sale/ Repatriation

An NRI can freely sell or gift his/ her property to another Indian
resident or NRI or person of Indian origin. However, there are certain
restrictions imposed on repatriation of sale proceeds.

In case of investments made from inward remittances or out of NRE
account or FCNR account (B), the repatriation of sale proceeds is
permitted only up to the amount of initial investment.

In case the repatriation is made out of balances held in NRO rupee
account (balances include sale proceeds of house property), then an
amount of $1 million per calendar year can be repatriated subject to
the condition that the property is held for 10 years prior to the date
of sale. If the property is not held for 10 years, then the proceeds
should be kept in the NRO account/ eligible investments for the
balance period.

One of the significant restrictions placed on repatriation is that the
NRI can repatriate the sale proceeds only up to two residential
properties. This could dampen the interest of NRIs in residential
property, as investors would like to have free flow of capital while
making such investments.

Income tax

The income tax implications on house property income in India would be
dependent on whether the property is kept vacant or let out. In case
an NRI has only one property in India and if it is kept vacant, then
it would be possible to say that there should not be any rental value
for such property as the NRI was not able to occupy the same owing to
his employment, business or professional carried out at any other
place.

However, if he owns two properties and both of them are kept vacant,
then he is required to pay income tax on one of the properties as if
the property had been let out. The tax laws do not provide clear
guidance on how the rental value is to be determined for such
property.

It simply states that the annual rent should be the sum which the
property might reasonably be expected to let from year to year. Though
there are judicial precedents that are available which suggest
adoption of municipal value/ fair rent, there could be some practical
difficulties in ascertaining such value in the ever increasing rental
market.

In case of let out properties, the actual rental income (after
reducing the municipal taxes) would be subject to tax. The tax law
allows a general deduction of 30% on the rental income and also allows
for deduction towards interest subject to certain conditions.

Tax payments

Under Indian tax law, the payer is required to withhold tax on rental
income paid to a non-resident @ 30.6% where the income of the
non-resident does not exceed Rs 10,00,000, otherwise at 33.66%.

In case an NRI wishes to have a lower rate, then he has to apply to
the tax authorities in a specified format for obtaining a certificate
for deduction of tax at

Folks,
I have been getting some excellent feedback!

One suggestion is to have a raffle so that non-Toronto
residents can also participate in the fund raising. 

I have started preparations for that raffle. 
So far we have prize donations of USD$300.00  
I plan to sell a limited number of tickets at
USD$10.00 each. The winners of this raffle will get
his/her prize delivered anywhere in the world. The
plan is to have at least five prizes of USD$100.00
each.

I also have been offered items for auction. I will
mail the auctioned items to any address in N. America.
This will be done free of charge within two weeks of
the auction. 

I am still open to ideas. Please contact me at

donations of items to auction or donations towards the
cash prizes. 

All proceeds from the auction and raffle will be
forwarded to Goa Sudharop.

This cold blooded murder took place more than 3 months now.

has affected me
badly.

The following is a synopsis of what appeared in the lay press. If this is good 
information for Americans, it is good for Goans.  Several
studies have reported the effect of diet on brain performance especially as 
humans age.  Goans may correlate these SCIENTIFIC findings with mauxi's kani.

1. Eat fish at least once a week. Research at Chicago's Rush-Presbyterian-St. 
Lukes Medical Center report that  Omega-3 cuts the odds of Alzheimer by 60%.

2. Consume fruits and vegetables - at least three times a week. This reduces 
the risk of Alzheimer by 75% according to research at Vanderbilt University. 
Research at Tufts, report daily serving of strawberries, blue berries or 
spinach prevents and reverses brain aging in animals.

3. Green Tea at least 2 cups a day reduces the risk of cognitive impairment in 
older folks by 54%. The secret of green tea lies in the fact it is rich in 
catechin polyphenols.  The most important of these being epigallocatechin 
gallate (EGCG). It has been shown that EGCG is a powerful anti-oxidant.  Three 
cups of Green tea is suggested per day.  Women who are pregnant or breast 
feeding should not drink green tea in large amounts.

4. Eat Spices. A Singapore study reports Curcumin, an antioxidant, improves 
memory in animals and reduces a brain toxin that is linked to Alzheimer.

5. Reduce intake of animal fat and calories.   Swedish studies correlate 
increase saturated animal fat intake in mid-life and higher risks of dementia 
and Alzheimer.

Many would consider the above as reinforcing a good 'sodanchem' Goan diet 
(except for green tea).

A huge Super Lotto draw was held in Canada recently with a top prize
of about $39 million. There were 4 prize winners - two from Quebec,
one from Nova Scotia and one from Ontario.

Each winner got a tax-free prize of $9.9 million. The winner from
Ontario is Edwin D'Souza of Muddavaddo, Saligao and ex Uganda. He is
about 75 years old and retired from service with the Provincial Govt.
He has a wife and 3 children. He lives in North York Toronto not too
far from my part of town.

Congratulations Edwin. We Goans are happy with your windfall fortune
and hope in your own time you will donate generously to Goan causes,
specially Goa Sudharop which is doing yeoman work for Goans in Goa
from North America.

The other Goan who won a windfall of $8 million about 6 months ago,
was a recent immigrant from Dubai living in Pickering, a bedroom
community of Toronto, though not much is known about him.

These are the only two Goan major winners of the Lotto 6/49 in all the

Kerala High Court Directs DRC To Co-operate With Investigation

KOCHI, Kerala (SAR NEWS) --  Justice K R Udhayabhanu of the Kerala
High Court on November 10 has directed  the Divine  Retreat Centre at
Muringoor in Thrissur  district to co-operate with the investigation
team.

Justice Udhayabhanu  was disposing the petition filed by the  Director
General of Prosecution of Kerala, P G Thambi demanding that  the
police investigation at the Centre should not be obstructed.

The court observed  and made it clear that  the investigation team was
empowered  to investigate into  the allegations levelled against the
DRC.

The justice said if there was any obstruction, it could be  reported
to the  high  court.
The opposition party  members had  staged a walk-out from he Kerala
Assembly on October 17 over the police raid at the DRC on September 30
and October 1.

Kerala  Congress  Party Chairman K M  Mani, former law minister, had
stated on the floor of the assembly that the raid held by  policemen
was cruel, heinous and infringement of all norms of fairness.

The behaviour of the policemen with the AIDS patients at the Centre
infringed the international standard of  behaviour stipulated  by the
WHO towards them, Mani added.

The inspection at the DRC was carried out by the investigating team
consisted of medical doctors and policemen following the direction of
the Kerala High Court  eight months ago.

The inspection by the police  should be  held without causing
obstruction to the religious  functions in any manner, the judge
observed.

The court  further held that the investigating team should consist of
women officials  if the inspection was conducted at  a place  where
women stayed, Udhayabhanu  added, the investigating team  should take
meticulous  care in conducting the inspection at the centre wisely.

The police was empowered to conduct  the investigation at the DRC
according to the  order of this court March 10 last.

During the investigation, the police officers can exercise their right
to interrogate the  witnesses and record their statement strictly
according to  the rules of the Criminal Procedure Code, the judge
said.

The policemen should be careful in keeping their identity card with
them and be in mufti while inspecting the places  where women and
mentally disabled people housed.

The Director General of Prosecutions argued in the court  that the
inspection at the Divine Retreat Centre  was being portrayed as 'raid'
with a view to kindling  the religious sentiments of the minority and
for making political profit out of it.

The Director of the DRC, Father George Panackal had also approached
the high court  praying  that the rid at the centre be declared
'illegal' and the officials  involved  in the raid  should pay a
compensation of Rs 10 million to  the DRC.

FOOTBALL  CASTEISM IN KUWAIT.

The new foot-ball season of Kuwait Indian Foot-ball Federation has already 
started a week back.  This is the 27th season of competitive soccer for 
Indians at Sour Ground.  The first tournament was initiated in 1979 in July 
by United Goans Football Center and it was organized on League Cum Knock–Out 
basis which was won by the then powerful team Goan Sporting. Since Goans are 
known to be great lovers of soccer which they have inherited from their 
colonial masters Portuguese, the greater role at Sour grounds soccer was 
played by Goans only.  Most of the teams and players are from Goa and of 
Goan origin.  UG is the oldest team since 1979 it is still surviving, 
followed by G.O.A. Maroons which came a year later while all other teams 
that took part in the inception year tournament are already gone into 
extinction. In the initial stages for about 6 years these tournaments were 
organized in the afternoons but later on shifted to mornings. Some of the 
finest Indian players who played at Sour Grounds in the earlier stages were 
the representatives of their top professional clubs, States and Nation back 
in India.  The early tournaments had great quality because during those days 
players were of very high grade, they played beautiful soccer, they had 
soccer artistry in them and were seasoned in Goa before coming to Kuwait.


In the beginning Kuwait Indian Foot-ball Federation was not in existence, 
neither Indian Football Referees Association, both these bodies came at 
later stages.  The late J.P. D’Mello a high caliber soccer administrator and 
a great Referee of international repute who worked in Kuwait for some years 
was instrumental in forming IFRA and Lawry Pinto with the backing of JP and 
many others were instrumental in forming KIFF. From behind the curtain as 
seen by a few I have also played a very constructive role in forming KIFF 
from day one when we organized our first meeting in the Church big hall and 
also in the promotion of this soccer. One of the major reasons for the 
popularity of this soccer was the excellent role played by the local English 
Press, Konkani Monthly Magazine “Gulab”, “Goa Today” Monthly, “Goa Post” 
Weekly and other Goan publications. I was very much instrumental in 
highlighting this soccer activities in all the above mentioned Papers and 
Magazines since the inception of our Sour Grounds soccer. Gulab Magazine 
about 20 years back even issued a special edition on the history and 
development of this soccer, the entire contents were written by me. Many of 
the Chief Guests who attended the final matches at Sour Grounds were people 
of high reputation including Indian Ambassadors and other Kuwaiti 
dignitaries. The most memorable person who once came as Chief Guest with his 
entourage and bodyguards for the final of Ida Ferns Memorial Tournament 
organized by Sheikh Agnelo’s club was Brazilian Coach of Kuwait National 
Team, Mr. Lopes. And when given a choice to select “The Man of the Match”, 
he selected the then beautiful and brilliant Goan Player from Majorda – Goa, 
Cajetan Godinho.


Recent events at Sour Grounds do not speak well of the soccer at Sour 
Grounds.  Some of the teams are involved in things which harm the interest 
of soccer.  The sponsors must take note of this otherwise the image of them 
and their products will go down.  Betting is very rampant and because of 
this match fixing is also going on.  Another worst attribute that I noticed 
recently is the Casteism factor playing a significant role in one particular 
team. This particular Team named after their villages in Goa is boasting of 
their cast factor saying “ours is the only team at Sour Grounds having 
higher caste status, that is of Chaddo Caste”.  Chaddo or Maddo, what is 
important is not to label caste factor for soccer team but to behave with 
high discipline befitting high caste status. Those who create rowdism on and 
off the field are disgracing their so called high caste status. When I first 
came to Kuwait 3 decades back caste factor was very much rampant amongst 
Goans because those so called casteist Goans of those days were socially, 
educationally, morally and intellectually backward and to overcome these 
deficiencies they used to take fake protection in their so called high caste 
factor. Incidentally, if you carefully watch the treatment we get in Kuwait

self-effacing hero of India's economic revolution in
the mid-80's, to turn the tide once and for all and
put India on the path of long term prosperity, the
growing fruits of which are now becoming apparent.

Hello Doctor Carmo,

It is good to know that you are a proud product of the Jesuits and their die 
hard fan. And being their die hard fan, you must be knowing that the Jesuits 
are the greatest missionaries who are not interested in positions but doing 
the mission work for the love of Jesus.

You have mentioned earlier too about your being sastikar, a place 
evangelized by the Jesuits and we bardezkars are the poor lot, yet you seem 
to be jealous that the bardezkars gave more bishops than sastikars.:)

Many years back, even before we got good roads in most parts of Goa, a 
foreigner told me we had the best transport system in the world. He could go 
from anywhere to the remotest corner of Goa economically. However he added 
that is, if the passenger overlooked overcrowding, dilapidated vehicles, 
bumpy rides with some breakdowns and no concept of time! Goa is also one of 
the few places in India, where public transport is run by private operators 
who are a law unto themselves. No government has been able to get them into 
uniform, to issue tickets, stop at scheduled stops, avoid overcrowding and 
enforce passenger comfort and safety norms. The transport lobby is strong 
and we have the ridiculous scheme of public vehicles permitted to ply 
without Meters, Taxis demanding travel Agents and Resorts/Hotels 
compulsorily use their vehicles. People are permitted, with government 
blessings, to be exploited by this section of society! Our media , specially 
Press,  generally only highlights Politicians speak and even at seminars, 
the objections and views of the other speakers on the panel, leave alone the 
public find no mention!



I think we need a Danda to make ourselves disciplined on the roads. With 
new vehicles increasing by leaps and bounds, driving schools and RTO dishing 
out licenses to incompetent drivers, traffic police hopelessly out of date/ 
claiming shortage of staff , scarce traffic control infrastructure, getting 
onto the Goa roads is a nightmare for drivers and pedestrians, especially at 
night! Two wheelers zoom in-between bumper to bumper traffic, overtaking 
from the left, rules of the road followed in breach, and everyone is in a 
mighty hurry. To add to this, VIP and government vehicles break rules with 
impunity, politicians and vested interests call the shots. All attempts to 
regulate flow of traffic in major towns have come to naught. / been made 
worse!



Take Panaji traffic scheme. In this age of computers, power point 
presentation  possible and inspite of all/ detailed information  and 
stastics regarding number of vehicles entering/leaving Panaji   collected, 
the schemes were changed umpteen times confusing everybody. To the disgust 
of the SP Traffic, and public, the scheme is changed once again, just to 
satisfy politicians with shopkeepers /vested interests. On Monday 13 Nov (a 
few days back) at 1300 hours, it took me around 40 minutes to cover the 
small distance up the slope of quarter kilometer from the Panaji Church 
square, to down same slope, to Honda show room.  No traffic or any police in 
sight, bumper to bumper, school buses, tempos, two wheelers ,and   whilst 
cars are  parked illegally on this narrow road. The amount of pollution, 
waste of fuel, road rage generated, damage to vehicles, it appears is no 
concern to any of the authorities. And now for IFFY,  our RULERS  will close 
major roads/ deny access  and make the local peoples lives absolutely 
miserable in the name of security and pleasure . At what cost?!



Instead of Bye passes, traffic lights, underground or overhead bridges at 
death trap junctions, we have speedbreakers/rumblers of no specification so 
damage to spine and shock absorbers are imminent. The  audio speakers in my 
car dickey jumped up and broke while carefully negotiating these road blocks 
on the highway. Then comes parking problems. It is difficult to find a slot 
even for two wheelers. The Police and municipal authorities gleefully lift 
vehicles and collect fines. There is no proper planning by competent 
professionals without interference from politicians with no vision. The TCP 
it appears is merely there for land grab and making Goa a builder's 
paradise. No provision is made for accompanying water, electricity, 
sanitation, drainage, garbage disposal capacity, parking and other 
infrastructure like access roads with pedestrian walks, jogger's parks and 
so on, BEFORE the building comes up! Forget any sensible future 
considerations being built in/ catered for.



The resulting intolerable mess can be seen in Delhi, where industries had to 
be shut down, vehicle pollution minimized by CNG use, and now demolition / 
sealing of illegal structures/ shops in residential areas etc. All this had 
to be done by the courts, resisting compromises proposed by the government 
due populist measures and corruption! It is shameful that the government is 
incapable of planning and

conflicts that I listed that were aimed mostly at
innocent civilians?  Does preaching to the choir solve
anything?

Can you cite me ONE example of a democracy that has

Do you have ANY IDEA of what it is like to live in a
communist and/or Islamic dictatorship where you can be
jailed and tortured for speaking your mind?  I don't,
but I know dozens of people who have and risked their
lives to escape and tell about it.

What have some sentimental novels have to do with the
real world which we can observe at first hand?

November 17, 2006The Goa State Co-Operative Milk 
Producers Union has been milked by its officials who have defrauded the 
co-operative of at least Rs 6 crore, said to Sudin Dhavlikar, Goa 
Co-Operation Minister.  Disclosing this at the inaugural function of 
the state level co-operative week, Dhavlikar promised to investigate the 
matter by handing over the case to the vigilance department.  This 
is yet another blow to the ailing Goa Dairy, which has suffered numerous 
problems in recent times, including plunging sales, a raid by a minister and 
an unprecedented ouster of its chairman in a no-confidence motion. 
Stating that he had received information of the irregularities from some 
directors of Goa Dairy, Dhavlikar stated that there was truth in the claims 
and that those involved included some officials of Goa Dairy and government 
servants.  I have
 discussed the matter with Goa Chief Minister Pratapsingh Rane regarding the 
future course of action, said Dhavlikar.  Defending the concerns 
raised by the minister, registrar of co-operative societies Mihir Vardhan 
promised that he would not hesitate to appoint an administrator to 
scrutinise the business of Goa Dairy.  Goa Dairy has regularly been 
in the news for the wrong reasons. In July 2005, Chief Minister Pratapsingh 
Rane criticised the quality of cattlefeed produced by Goa Dairy, stating it 
was both substandard and expensive in comparison to products of other 
parties.  Barely two months later, Animal Husbandry Minister Mickky 
Pacheco and the Food and Drug Administration (FDA) officials raided the Goa 
Dairy plant, following complaints regarding substandard milk.  The 
minister also received information that the cream was secretly being sold to 
ghee and butter manufacturers and the money was being siphoned of by the Goa 
Dairy officials.
 In June this year, Vithoba Dessai was ousted as chairman of Goa 
Dairy in a no-confidence motion. He later challenged the decision in the 
high court and had obtained a stay.

SOIRIKEN KAZAR (Arranged marriage) – Part 6

“XIRANCHEM JEVONN”

On the second day of wedding, the bride’s parents, relatives, close 
neighbors and friends were invited to the groom’s place for “xiranchem 
jevonn” (a luncheon at which a small “zagor” type skit of cutting of the 
veins was performed.)   The “mattov” would be intact and the chairs still in 
place – keep in mind chairs were not hired but borrowed from neighbors.  
Children had the best fun climbing on the chairs in order to reach a few 
bunches of balloons or strips of armosanv (decoration) or “lampianv” which 
were tied at a height.  When all their efforts failed, an adult removed the 
bunch of balloons and handed it in to them.  Each one of the children wanted 
to have the bunch for himself/herself which resulted in fights and 
eventually instead of owning the balloons they ended up making sad faces 
every time they heard them burst!  As for the crepe paper strips, children 
collected them, soaked them in water and came up with different water 
colors.  Some of them even colored their cheeks.  The interesting part was 
to see their fingers shine in different colors!


By 12 noon, the newly married couple arrived in the “mattov” and drinks were 
served to all; “xerbot” was served to ladies and children.  By about 12:30 
p.m. a group of men entered the “mattov” playing “ghummot”, “madhiem” 
(percussion) and “kansaem” (pair of cymbals.)  The group halted in front of 
the bridal couple who were flanked on either side by “deddo” (best man) or 
“deddi” (bridesmaid).  Nowadays, one hardly finds “deddo” and “deddi” at the 
groom’s place on the second day of the wedding but in those days they had to 
be there.  One of the men from the group posed as a doctor; he was 
accompanied by a “bhutker” (compounder.)  A stethoscope was seen hanging 
around the doctor’s neck.  No, it was not a real stethoscope but one made 
out of “sumb” (coir rope) with coconut shells hanging at each end.


The doctor approached the groom and enquired about his health.  He checked 
his heart beat with the stethoscope by placing the coconut shell at one end 
of the coir rope on his chest, and he listened to his heart beat through the 
coconut shell at the other end.  After questioning him about his eating, 
sleeping and drinking habits, he gave him a clean slate.  But if a “deddo” 
or “deddi” happened to be a little fat, he analyzed them with hypertension 
for which “xiro marop” (cutting the veins and letting off the blood to lower 
the pressure – an age-old method followed by our ancestors) was suggested.  
The doctor immediately summoned the compounder and asked him to prepare the 
instruments which were:  A “vakor” (razor), bandage, a “tost” (copper 
basin.)  Just like in a “zagor” every action was accompanied by the beats of 
the local band.  Jokes were also cracked in between the scenes.  The 
compounder handed in the “vakor” to the doctor who caught hold of “deddo’s” 
hand and began to cut the veins.  Since it was a mock practice, the 
compounder made sure that he kept a sponge ready soaked in red water made 
from red crepe paper, which he squeezed over the hand to make it look like 
flowing blood which rolled down into the “tost”.  In between, the group also 
sang Goan Mandde, Dulpods and Dekhnni.  The “xiro marop” went on until lunch 
was served which never started before 3:30 p.m.  The group was given good 
tips for their performance.  If they received less tips, they would announce 
the exact amount to the public and force the groom and/or deddo to add more 
amount to it, which they did, but in the meantime the damage was already 
done – that the “novro” and “deddo” are “imtte” (miser).


“Xiranchem jevonn” was also held at the bride’s place on the fourth day.

I attended a wedding in Siolim at the age of 11 which lasted 8 days – 4 days 
in preparation of the wedding and 4 days after the wedding.  Had there been 
“vokleger kazar” (wedding at the bride’s), I would have spent 12 days at 
that wedding!


“BOLANCHEM VOJEM”

A “boilancho gaddo” (bullock cart) loaded with “bhasailelem dennem ani 
bolanchem vojem” (promised gifts and sweet meat) arrived at the groom’s 
place soon after “xiranchem jevonn” was over; the randpinn maim and her 
female helpers rode on the bullock cart along with “vojem”.  After the 
luncheon was over, everything was downloaded from the bullock cart.  One of
