Roman Script not fully represented in  "Advisory Body" of Official Language 
Dept.


Going through the list of names appearing in the newly formed, Advisory Body 
constituted by the Govrnment of Goa, for the Official Language Dept., the 
"Romi Lipi Action Front",feels that sufficient representation has not been 
given to to the Roman Script.


This is definitely not being fair.

Only 3 names ,of representatives  who genuinely represent Institutions 
promoting Konkani in the Roman Script are included in the Committee, as 
against 10 names that are from the Devanagri-Script Lobby.


At this Juncture, when the entire of Goa, is reconciled to the fact that 
contribution to Konkani from the Roman- Script-Using-Community, is essential 
for the very survival of the Konkani Language, we fail to understand this 
confrontational attitude of the Government of Goa, by forming this 
"lop-sided' Advisory Body.to the Official Language Dept.


The "Romi Lipi Action Front" strongly feel , that it is in the best interest 
of the Konkani Language, that at least 3 more Institutions promoting Konkani 
in the "Roman Script" should get representation in the Advisory Body.


The "Romi Lipi Action Front" would be most happy to recommend names of such 
Institutions, if  requested by the Official language Dept.

[Goanet] Questions for Manohar Parrikar (Airports)

The author's formulation of this question is rather dated. Hence it is
likely to elicit a response on unhelpful lines from someone who is as
knowledgeable as MP. At best, the latter will simply update us and we will
think he is telling us something new. That would be a waste given the
intriguing potential the airport question has of providing an acid test of
one's administrative acumen and vision for Goa.

About six weeks ago the Goa government formally wrote to the Civil Aviation
Ministry that it was opting for two airports in the state. This has rendered
the old political slogans of "Dabolim for ever, Mopa never" and "Never say
never to Mopa" absolutely redundant. The new slogan could well be: "It takes
two airports to tango in Goa".

The support for this stand has come from the ICAO which after a year's
deliberation concluded that airports like Mopa neednt be based solely on
economics but needed to take social and political  imperatives into account
also. This pointed the way to two airports in Goa and the state government
has duly recommended the two-airport option to the civil aviation ministry.
This is consistent with the latter's conception of having an airport in
every Indian district. So Goa could proactively seek to be a laboratory for
this concept with one airport (Mopa) in North Goa and one (Dabolim civil
enclave) in South Goa .

The problem is that this has never been done so far in India to our
knowledge. In the case of Kochi, Bangalore and Hyderabad the civil aviation
ministry gave undertakings to the private developers that the civil enclaves
would close. Now people in Bangalore and Hyderabad are realizing that there
will be serious problems of traveling great distances over inconvenient
routes to catch flights from the new airports. To add insult to injury high
User Development Fees (UDFs) of the order of Rs700-Rs1000 which were also
agreed to in advance, are likely to be levied on each outgoing ticket. These
are the main ways to enable these white elephants to be viable.

So designing and running Mopa and Dabolim airports, in tandem (as a
 "system"), without common ownership, will be a pioneering exercise. It has
to be done right, that too over a span of at least 20-25 years. Otherwise,
it might put Dabolim civil enclave out of business and the latter will close
in a matter of a few years at the most after Mopa goes onstream, with the
former reverting to the military.

Alternatively, Mopa will remain stunted and air travel to and from Goa will
continue to be at the mercy of the military at Dabolim. So there has to be
upgradation and modernisation at Dabolim and, simultaneously, "calibrated
growth from a standing start" at Mopa. All this requires an active and
sensible involvement of Goa government in what is after all a key
infrastructural system (i.e. of two airports) in the state. This would be
uncharted territory for Goa government, to put it mildly.

One challenge it may encounter at a very early stage is the threat to locate
the new airport at Sindhudurg. This must be countered vigorously by the
state government. Maharashtra government is unlikely to pay much heed to Goa
's need to keep Dabolim civil enclave open for historical and practical
reasons. It will just go ahead and build a big airport with private money
and the developer will ask for Dabolim to be closed (except for VIP flights)
and the civil aviation ministry will abjectly agree. Or else the new
Sindhudurg airport will be such as to put Dabolim out of business in the
normal course. The end result will be the same -- Goa will not have ANY
airport of its own in five to ten years.  That would not be a good thing for
the state and its people in the 21st century.

The two airport problem requires a non-partisan approach on the part of our
politicians, or at least a bi-partisan one by the two big national parties.
They have to bury their political differences on the issue for the sake of
the state's long term welfare. Long term does not mean 10, 20 or 30 years
LATER. It means doing things NOW, and in a steady stream of sensible and
timely actions, for 20-30 years and, ideally, for all time.

So the planned question should, at the very least, be re-phrased to enquire
how MP would implement the two Goan airport option, which has been
officially recommended to the civil aviation ministry. Remember, Mopa must
take root and grow (to relieve Dabolim) and Dabolim must never close (due to
Mopa). That's the new mantra.

Recently I heard some good advice.

"Find common-ground and work on issues to be progressive and find solutions to 
the short-comings. For now ignore the divisions and the arguments, or else 
nothing will get done."

Instead of complaining of Konkani-medium schools, depriving children of English 
language education, why not volunteer or offer tuitions in English language? 
This is not dissimilar to some students needing to take tuitions in Hindi 
(amchem tempar) or Marathi.

During my interaction?with a large cross- section of goans during my recent 
visit to Goa,?the following points were raised time and again.

1.?How come?GBA missed the Monster of SEZ during the RP11 Regional plan 
agitation. Was it deliberate?
??? If this issue was highlighted, what would have been the outcome of election 
results? A complete disaster for???
??? Congress??Were some people in the movement bought out?

2. Why did not GBA take the lead in organizing a mass protest rally by getting 
all the groups together as they did?during RP11?? Why split? the movement in? 
saying they are APOLITICAL as it was not a?political alliance?

3. Almost everybody?I talked to was convinced that it was a Congress ploy to 
weaken the movement. It was very obvious.?

? The behaviors of some of prominent GBA members prior and post elections have 
cast a shadow?over their real intentions and political affiliations!

   Until the constitution of India is upheld, Catholic Goans must stop   using 
the communal card. That will only alienate them from the   majority. It is time 
they brought their education to bear and   highlight their secular character in 
a secular India. That and that   only will secure their identity. Everytime 
there is an unjustified or   unprovoked attack on them, they are better off 
decrying their 
   attacker as a criminal rather than a Saffronite or a Hindu.
 
 
   My comments :
 
   We have to accept the fact that Manohar Parrikar and the BJP
   have a significant presence in Goan politics ( and will continue
   to do so in the foreseeable future )
 
   Also, the possiblity of the BJP coming back to power in Goa
   cannot be entirely excluded. In the June 07 assembly elections,
   Pale,Dhargal,Ponda,Tivim and Cumbharjua were lost to the NCP/
   Congress combine simply due to MGP splitting votes. With a BJP/
   MGP coalition , these seats would have gone the other way with
   3000-4000 margins in some constituencies.
 
   Of a total 711072 valid votes polled, the Congress + NCP total
   was approximately 2,65000.
   BJP polled 2,15000 and the MGP 6 ( making a sum total of
   2,75000 )
 
   The vast majority of the BJP and MGP voters are not communal.
   The vast majority of the BJP and MGP voters are vocal in their
   condemnation of the inquisition VCD , Fontainhas , Bishops palace
   fiasco, Curchorem riots etc. etc.
 
   There is a fraction of BJP and MGP voters who are radical in their
   views.
 
   Every time words like " rabid dogs " and "  pimps "  are used in
   reference to the BJP a few more join the radicals.
   Every time the BJP is described as " Hamas " a few more join
   the radicals.
   Every time fictitious " atrocities " are blamed on the BJP a few
   more join the radicals.
   Every time a communal angle is given to an incident without
   basis ( like the Feb 19 incident ) a few more join the radicals.
   Every time it is stated on a public forum that a whole generation 
   of Goan Hindu's are being trained and armed to harm minorities,
   a few more join the radicals.
   Every time biased fact finding missions try to fabricate the
   truth and lay the entire blame for a complex problem at the
   door of Hindu's , a few more join the radicals.

 No peace for Scarlette even in death

 Fifteen-year-old Scarlette Keeling was discovered dead on the
 morning of February 18 on the Anjuna beach. Nearly 15 days
 later, she has still not found peace. From death, to a
 mystery death, to an accidental death, to murder, the story
 kept changing, thanks to Scarlette's mother Fiona and a
 lawyer, Vikram Verma, who are doing all they can to retain
 the interest of the media in the case. And what better way to
 do it than to inject an element of mystery, even if none
 exists.

 When her half naked body was discovered, the first thought
 that comes to mind was murder, or perhaps rape and murder.
 These crimes have started happening with greater regularity
 in Goa. The theory would have held out, if not for the
 autopsy report, which concluded that Scarlette died due to
 drowning.

 It was just too simple. All said and done, the autopsy report
 drained the story of all the juice. Of course, it did raise
 questions about why she was not wearing any clothes? Was she
 forced under the water? These questions cannot be answered in
 an autopsy. Besides, if the body was floating around in the
 Arabian Sea through out the night, all evidence of rape is
 probably lost. All the police has as evidence at this moment
 is the semi-naked dead body of Scarlette. Now we know that
 she suffered some abrasions on the shins and forehead. This,
 together with statements from the mother, the lawyer,
 interest of the Press in the United Kingdom and the rest of
 India, constitute the so-called mystery.

 This is not going to be an easy case to crack. Unless the
 police zero in on an eyewitness, the best that they will be
 able to do is piece together the happenings of the fateful
 night and hope that some witness, or approver, suffers a bout
 of conscientiousness.

 Remember the Siolim murder case? Over a year ago, a girl
 named Sheryl Green was found dead in a stream in Siolim. Her
 trousers were pulled down, raising suspicions that she was
 raped. With very little clues, the police finally caught hold
 of her boyfriend and got him to confess.

 Confessions to the police, as we all know, cannot be used as
 evidence in a court of law unless the accused sticks to his
 confession. There are similarities between the Sheryl Green
 and Scarlette Keeling cases. Difficult cases like these need
 time and painstaking investigation and even then, we might
 not see the face of the murderer.

 What the mother of the girl and her lawyer want is a story
 that she was murdered. The evidence at this point of time
 does not lend itself to this theory. Given the manner in
 which the mother and her lawyer have gone about creating a
 media blitz, the police are definitely under pressure to
 crack the case.

 Even if they do, will the family accept the verdict?

 Remember how footballer Christiano Junior died on the field?
 We all wanted to believe that he was felled by a blow from
 the goalkeeper. Finally, two autopsies, one in Bangalore and
 the other in Brazil,  showed that he died of a heart attack.
 Media pressure has now forced the police to conduct a second
 autopsy on Scarlette. This might be a prudent move by the
 police and the government. Hopefully, it will put an end to
 the farce being directed by Fiona Keeling and Vikram Verma
 and played out in the media.

Poor education or poor survey? 

  The results of the test conducted in three subjects -- environmental studies, 
mathematics and language

PANJIM: A survey conducted by the National Council of Educational Research and 
Training (NCERT) and released recently, paints the state's education sector in 
poor light. However, the NCERT study has not taken into account a crucial 
factor -- referred to by educationists as the 'Transition Period' or the 
'Switchover Effect'. 
What this essentially means is the shift students have to make from the 
vernacular medium to English, when they pass Std IV and seek admission to Std V.

The results 
The NCERT conducted its survey, for the academic year 2005-06, in April 2006 
and involved a sample size of 1,231 Goan students studying in Std V. The 
results of the test conducted in three subjects -- environmental studies, 
mathematics and language -- reveals a mean percentage of 35.60 percent in 
environmental studies, 30.48 in mathematics and 44.68 percent in languages. 

Questions raised about the survey 
But, is it right to paint the state education sector in poor light merely on 
the basis of a random survey conducted by the National Council for Educational 
Research and Training (NCERT)? And that too, on a miniscule sample? Moreover, 
what is the quality of the sample in question?

Figures at a glance
As per the statistics available with the Directorate of Education for the year 
2006-2007, a total of 436 middle schools - both in the aided category and 
government schools -- function in the state. In this case, schools imparting 
education for Std V, VI and VII are categorised as Middle Schools. 
Contrast this with the size of the sample in question -- 28 of North Goa and 30 
of South Goa making a total of 58 schools examined in the NCERT survey. The 
1,231 students who appeared for the test comprised a tiny portion of the 
overall figure of 19,000 students studying in Std V. What's worse -- the 
schools so selected are predominantly from rural areas -- the ratio being 3:1 
in favour of schools in rural areas.

More details of the survey 
"The survey was conducted by the State Council of Educational Research and 
Training (SCERT) on behalf of the NCERT. The survey format, response sheets, 
pupils/teachers questionnaires were sent by them. NCERT identified the sample 
for the survey as also the location of the schools while using the random 
sampling procedure in this exercise," says the Joint Director of SCERT Santosh 
Amonkar.

Where the survey falters 
Many things have been given the go-by when the NCERT embarked on the task of 
conducting this survey. One, while Std V is counted among the middle school 
level in Goa, the central level includes it in its Primary category and therey 
clubs it alongwith Std I to IV.

The most important factor 
Two, in so far as Goa is concerned, it is faced with a unique situation. In the 
rural areas of the state, it is a common practice for students to learn with 
vernacular languages -- Marathi or Konkani -- as their medium of instruction 
from Std I to Std IV. The switchover from vernacular to English as the medium 
of instruction inevitably takes place when the student passes Std IV and seeks 
admission to Std V.
That's when one experiences a drastic drop in the passing percentages which has 
a cascading effect on the individual performance as well as the overall result 
of Std V. 
This 'Switchover Effect', in bureaucratic parlance, is referred to as the 
'Transition Period'. Billed by eminent educationist as the most important 
factor, this has not been factored in into the NCERT survey.
"The shift from vernacular medium to English is one factor for the poor 
results. To that extent, the question paper itself may not have been to the 
expected level of the students," says Director of Education Dr Celsa Pinto.

No-Detention Policy
The third reason, according to Dr Pinto, is, what she calls, the lack of 
ability of our students studying in Std I to Std IV to imbibe language and 
mathematical skills. 
"This is due to the No-Detention Policy wherein no formal assessment is 
conducted at the end of each Standard," she informs.

The sample size
Fourth, the sample size does not reflect the ground reality. Just 1,231 
students from North and South Goa were tested from a total of 19,000 students 
appearing for Std V.

The medium of instruction
Fifth, in many other states, the NCERT conducted these tests in the 
vernacular/local language which was the students' medium of instruction. "In 
Rajasthan, the test was conducted in Hindi. Likewise, in Nagaland, it was 
conducted in their medium of instruction. But, wherever the medium of 
instruction is in English, the tests were also conducted in English," adds 
Amonkar. 

An improved performance 
It is understood that the aforesaid NCERT survey -- referred to as the Mid-Term

  It is learnt from the Quepem  Civil Supply authorities that as the central 
government has  released less quota of rice and wheat to the state government,  
 in 2007 the Directorate of Civil supply issued a circular mentioning that only 
whose income is below Rs.60,000/- will get a quota of rice at a subsidies rate 
of Rs.8.95 per kg. and those whose income is more than Rs.60,000/- will not be 
eligible for the quota. The circular of the Directorate of Civil Supply stress 
for the   Income certificate only from the respective  Mamlatdar office thereby 
bypassing a  similar cilcular was issued by the Personal department somewhere 
in 1996 which states that the  income certificate can be either from the office 
of mamlardar, BDO, Panchayat or the Municipality. 
   
  In Quepem as there are rumors that if the certificate is not produce then 
their ration card will be cancelled, even those household who never visit  the 
fair price shop for rice or  wheat are also undergoing the formalities to get 
the income certificate and to safeguard their ration card .
   
  Meanwhile as there is heavy burden on the mamlatdar office to swear the 
affidavit and the income certificate the mamaltdar office has written to the 
Directorate of Civil supply to consider the circular issued by the Personal 
department in 1996.

Dear Bosco,

I do not mean what follows to be adversarial or abrasive.  
Although I use your posting as a launch pad, my response 
is directed at the general audience.  A few misconceptions 
and a bit of fuzzy thinking have plagued conversation 
on this issue.  I do not wish to get into a drawn-out  
discussion on the topic, so if this posting leaves you (a 
generic "you") unconvinced, we will have to agree to
disagree.

Obiter dictum: I recognize that Goanet is a private mailing 
list, that the opportunity to post here is a privilege, not a 
right.  But what good is an Internet group all by itself in a 
lonely corner?  Its stock value derives wholly from its 
participants - the quality of its contributors and its
subscribers.  While the founder, the core committee, the 
moderators etc may hold the keys to its management and 
policies, every single person who contributes to dialogue 
accrues ownership credit (individual holdings may differ).  
This is how it is on every private, moderated Internet 
group, Goanet included. 

Back to the topic at hand: I have not run a fine-toothed 
comb over Goanet's rules.  Nevertheless, I will say the 
following: NONE of the 5 stipulations Bosco enumerates 
below are required for Anand and I to be in legitimate 
play here on Goanet.  I base this assertion on empirical 
considerations of the running of Goanet averaged over 
the past several months (long enough to make a fair 
reckoning), and on the prevailing zeitgeist. 

- We have not asked for nor do we expect any special 
resources from Goanet for the Parrikar interview other 
than the standard conduit required to make a post.

- We have solicited questions, not advice.  We do not 
need advice.  This is not to say that we know it all, or 
that we have the "take it or lump it" attitude.  Far from 
it.  This process is new to us and we are rapidly learning 
the ropes as we go along.  We were glad that people 
like George Pinto and Jose Colaco have warmed up to 
the idea.  We loved it when Vivian D'Souza wrote 
here as well as privately to us with suggestions.  What 
I have no use for is knee-jerk chatter: "Why didn't 
you do this?" or "You should have done it that way" 
etc etc.

My reaction to this claptrap is:  where were you all 
this time?  Why do you perk up only AFTER we come 
up with an idea?  It is the same old same old with 
Goans - wake up only when someone actually threatens 
to do something and then hold yourself up as the
bottomless reservoir of pearls of wisdom.

- Anand and I would like to do this on our own terms.  To
put it coarsely: we don't owe nobody nothin' and nobody 
owes us no nothin'.  We believe we are going to be 
fair-minded and transparent, but that is a judgment the 
Goanet audience will make once the presentation is 
put up.

- Dr. Virgincar has already taken it up a notch: he has put 
in a call to Chief Minister Digambar Kamat and asked if 
he would like to come field a bunch of questions.  In other 
words, Dr. Virgincar does not simply talk the talk (like many 
fellows here) but he also walks the walk (unlike most fellows 
here).

- Even if Dr. Virgincar had posted a link to a video clip of a 
Manohar Parrikar soliloquy, it would not run afoul of your 
posting guidelines.  In the present instance, the ex-Chief 
Minister of Goa and the current Leader of the Opposition 
in the Goa Assembly is taking questions from the general 
public.  That event in itself qualifies as newsworthy, and 
therefore fit for publication on Goanet.  The mechanics of 
how the whole thing is put together is IRRELEVANT insofar 
as the moderation policy is concerned.  Unless the content
in the link carries vulgarity, incitement to violence etc
you should have no issue with it.  Unless you can show
that we are resorting to overt political propaganda beyond
the ambit of political debate, I don't see how we violate 
anything here.
 
To summarize:  I do not believe we have to adhere to any 
of the stipulations outlined below for us to make a legitimate 
post with a link to an interview by Manohar Parrikar.  The 
agency of Goanet was used to solicit questions (similar in
spirit to other instances here).  If anyone is not satisfied with 
the way we are going about the Parrikar session or has
reservations of any kind, I have for him or her a highly 
subversive proposition: go ahead and compose your 
own symphony.  We are all ears.

If the government in Goa had half a vision, they would be scrambling
to cobble together a Gambling Commission - an organization with
dinosaur teeth.

This no-limit bets floating casino coming in 2009 is sure not to be
the last of it's kind. Bigger and flashier are bound to follow once it
is seen that huge profits can be made and the flood-gates open.
Profits are there for the taking not only from overseas Goans but more
from the super-rich Indian visitors.

Casinos are natural hatcheries of organized crime. One has to only
look at the histories of Vegas, Macau and Havana to see the damage
gambling can do to the law abiding citizen. Luckily, Vegas got clamped
down with a Commission that is so strict, that every one connected
with the gambling industry has to go through a ringer. Havana got shut
down entirely with Fidel Castro and Macau became a part of Communist
China that can send members of the Triad to the gallows any time they
wish.

Goa is another story. Already a haven for drug smuggling and drug
usage, wide spread police corruption from the highest to the lowest
and with a Government that either has no clue how to govern or chooses
to make as money money while they last, gambling should not be allowed
to become the next step down the abyss.

A commission will determine who can gamble (and I sincerely hope
residents are barred except for employment), checking the background
of every person having the least bit of ownership, strictly managing
gambling operations and tracking the flow of every single unit of
money in and out of the casino. Anything less will fund drugs,
terrorism and every other illegal activity out there.

The commission must have police powers to detain and prosecute, with
close ties to CBI, RAW and Interpol, completely independent of Goa
Police who are an utterly useless crew. It must have an excellent
working relationship with the Income Tax Dept. All money flowing into
the casino should be recorded and all winnings taxed before pay-out.
Add a surcharge to keep the cities clean, help the disabled, build up
Goa's health services, whatever.

Anything less is a recipe for another disaster as if Goa does not cook
up enough of them already.

South Asia, will open in Goa next month.

Aboard a specially commissioned 70-metre long Panamanian vessel,
costing $25 million, it will be operated by Creative Gaming Solution,
a subsidiary of Mumbai-based Pan India Network Infravest Pvt Ltd
(Pinipl), the promoter of the Playwin lottery.

'It will be the biggest offshore casino and will be an added appeal
for tourists to visit Goa,' Pinipl managing director Amar Sinha told
IANS.

The ship, appropriately named 'Maharajah Casino', will offer a regal
ambience to professional and amateur gamblers out to try their luck at
the jackpot. It will initially conduct operations from 6 p.m. to 6
a.m. and within a month offer round-the-clock services.

It will be anchored around 20 metres off the Mandvi river in Goa's
capital Panaji. Two boats will ferry the patrons to the offshore
casino.

'It will house 35 tables in an area of 22,000 square feet spread over
four decks. All the internationally popular casino games like American
Roulette, Black Jack, and variants of Poker will be available for the
patrons,' Sinha said.

Each table will have a 'no-limits' betting system and at any given
time the ship will have a cash chest of $1 million on board.

The luxury ship, built with imported fire-retardant interiors, will
also house a lavish restaurant offering international multi-cultural
cuisine, a bar, a live barbecue area on the topmost deck, a sundeck
and a variety of entertainment programmes to cater to its clientele.

Pinipl has already completed the relevant formalities for launching
the offshore gambling den. It includes paying a one-time deposit of
Rs.1 million for five years for the 'Maharajah Casino.'

The entrance charges for the patrons shall be decided keeping in view
the seasonal tourism fluctuations in Goa and other factors, according
to Sinha.

He added that the offshore casino would help attract a different
element of people who never come down to Goa, which in turn will boost
the tourism industry in the state and fill up the state's coffers.

Besides attracting foreigners, Sinha is hoping that some of the
domestic crowds from the India-Kathmandu sector shall be diverted to
Goa.

'Many Indians who regularly frequented Kathmandu casinos have been
hunting for alternatives in and around India owing to the recent bouts
of unrest in the Himalayan kingdom,' he explained.

Sinha claims that as per initial projections, the company would earn a
revenue of around Rs.1 billion in the very first year of its
operation. 'Thereafter, the sky is the limit,' he smiled.

Maharajah Casino is undergoing finishing touches to its refurbishment
at the Victoria Docks in Mumbai. After it secures the necessary
approvals from the director-general of shipping, it will sail to its
permanent home by March-end.

Goa already boasts of India's first offshore, moving casino, the
215-foot-long 'The Caravela' which can accommodate 300 patrons at a
time.

In addition, several land-based deluxe hotels offer varying degrees of
casino facilities all around the state, proving a major revenue earner
for the state south of Maharashtra.

Amen!

So if somebody wants to conduct an interview with Manohar
Parrikar, do so. But do it under the aegis of Parrikarnet or
BJPnet or DrAnandnet or whatever, not goanet. Then after
conducting this interview the link to the audio/video can be
posted on Goanet. Just as all the propaganda Bosco alludes to
above is posted. NOT as a goanet initiative, but under the name of
the person making the post.

Also, if you want to select the questions and questioners from
goanet, that's fine, select them from wherever you want. The way
this whole thing has been pitched makes it sound as if it'll end
up being projected as an 'official' goanet initiative. Therefore,
Goanet would be well advised to start posting a disclaimer: "This
interview has nothing to do with Goanet. Those organising the
interview selected their questions and questioners from Goanet,
but this should not be construed that Goanet has anything to do
with all this."

Bosco, however sincerely this is organised, there are going to be
allegations of propaganda and bias. Which is why it appears best
that Goanet distance itself from the initiative.

This is not advisable, IMHO. It again makes this an 'official'
goanet initiative.

In fact we need to ask ourselves what the purpose of goanet is.
The endless political squabbling that goes on here now is getting
terribly tedious, so much so that this mailgroup is now becoming
unreadable. Goanet used to be a fun place where all kinds of
entertaining stuff used to appear, and there used to be many kinds
of debate; now no longer, it's degenerating into a

1 ) Frankly , I am getting sick and tired of this whole interview

4 ) I CANNOT see what this whole issue about Manohar Parrikar
" using " Goanet is about. Goa SuRaj for instance has been using
this forum to disseminate their press notes and other propaganda
for years ( and Bab Floriano Lobo is to be commended in his effort
to reach out to overseas Goans in particular by this avenue ).
How come this sudden hue and cry about Mr Parrikar trying to
answer questions, that too from a predominantly hostile cohort ?
 
5 ) I only went ahead with mentioning names of those who would
choose questions , attend the interview ( and the time schedule )
as there was no intervention from moderators or owners after a
week of my first post. They are welcome to make thir own choices
and set guidelines on every count ( though answering ALL questions
posed as suggested by Mr B. D'Mello is plain sillywe cannot 
expect Manohar Parrikar to sit answering questions for 4 to 5 hours
which is what it would take to tackle all the Q's asked so far )
 
6 ) The reasons I chose Manohar Parrikar for the interview were :
a ) In my opinion , he is the best person to lead Goa out of he current
mess ( in spite of my reservations about his BJP / RSS baggage )
b ) This forum is overwhelmingly dominated in terms of sheer numbers
by those who have serious concerns and doubts about Mr Parrikar
and the BJP...and they have every right to seek clarifications.
c ) Unlike the Congress which is the other main political force in Goa
Mr Parrikar is the unquestioned leader of the BJP at the moment and
can speak for all his other political colleagues without major 
contradictions.
 
7 ) I find the following comment by Mr B. D'Mello entirely inappropriate:
" If the motives are in Goa's interest , it would be prudent for YOU to
give all political leaders an even playing field and an opportunity to
respond to questions from goanetters too. If YOU reached out to 
Manohar Parrikar, YOU should reach out to other ideologies/ parties
TOO "
Has Mr B. D'Mello asked those who have been posting anti-BJP stuff
on Goanet to post pro-BJP propaganda TOO ?
AND HERE MY MOTIVES ARE BEING QUESTIONED FOR ARRANGING MR
PARRIKAR TO ANSWER PREDOMINANTLY HOSTILE QUESTIONS !
Am I stopping anyone from doing the same with any other politician ?
AND HERE I HAVE TO TAKE THE RESPONSIBILITY OF ORGANISINGTHIS TO PROVE

I thought the moderators and owners of Goanet were responsible in

8 ) I have phoned Mr Digamber Kamat at 0934 hours GMT today 5
March 08 and requested him to do an interview for Goanet on the
same lines as Manohar Parrikar. He has kindly agreed. As someone
on the ground is required to co-ordinate efforts ( as Rajan is doing
with the MP interview ) , I have asked a mutual friend , Mr Datta
Damodar Naik to help me. He will arrange an interviewer.
I hope goanetters , moderators and administrators are happy NOW
at least. If there is anything else I have to do to prove my " motives "
please let me know soon. A long holiday from Goanet for me is

*Cooking Time :* nil
*Serves / Makes :* 2   *Ingredients* Papad (large) 4 nos.
Cumin seed 1/2 tsp.
Red chili whole 3 nos.
Curd 75 gm.
Tomato paste 30 gm.
Garlic paste 2 tbsp.
Coriander powder 1 tsp.
Red chili powder 1 tbsp.
Salt to taste To taste
Oil 2 tbsp.
Coriander leaves 20 gm.
Amchur 1/2 tsp.*Method* Fry papad and keep aside
(can be soaked). Heat oil in a handi, add cumin seed and red chilli
whole.Add garlic paste and cook. Mix all spices in curd and tomato paste and
add to the handi and fry. When masala is cooked and oil separates, add water
and cook on low fire for 10-15 min. Add papad and simmer for another 4-5
min. Garnish with coriander leaves. If papad has no heeng add heeng in the
beginning.

PANJIM, MARCH 4 - Budding artists from Goa will get a chance to interact 
with the top artists of India when they descend in Goa to participate in the 
Kala Academy's artist camp, to be held from March 6 to 15, at International 
Centre Goa, Dona Paula.


Fourteen top artists have been short-listed for the camp, stated member 
secretary of Kala Academy Dr Pandurang Faldesai while addressing media 
persons.


The artists are - Prafulla Dahankar (convenor), Paresh Moity (New Delhi), 
Jayshree Burman (New Dehi), Suhas Roy (Kolkata), Suman Roy (Kolkata),

Further, he said there will also be a painting's exhibitions cum sale at the 
Kala Academy.


The participants in the camp have been requested to bring along with them 
one painting of theirs for participation, he said.

[Goanet] Gokhale fires back at Barve

Dronachaya awardee Raghunandan Gokhale angrily stated that his remarks about 
Grandmasters and their remuneration have clearly been taken out of context 
by Shrikant Barve in his outburst on the internet. The figure of Rs. 
30,000/- in a recent interview of his which appeared in the Navhind Times 
was for the appearance fee of a Grandmaster to PLAY in a tournament and had 
no connection whatsoever with the coaching fees which Barve alludes to. 
Gokhale, who is currently in Hungary with his students for an international 
tournament, has made his displeasure over Barve known in an email to the 
President of the Goa State Chess Association.


Gokhale, who is also the current Chairman of the Maharashtra Chess 
Association, has himself coached many upcoming players including National 
Junior Girls Champion Bhakti Kulkarni without charging his usual 
remuneration and by considering the financial condition of the parents.


Meanwhile, fresh allegations have cropped up against Barve. The organisers 
of the State Under 9 Selection tournament have alluded to constant 
interference by him in the recent event conducted at BPS Club, Margao and 
have asked that the GSCA stop allocating future selection tournaments to 
Barve in the future. Selection tournaments are the method through which Goan 
kids are chosen for important National events and hence these tournaments 
need to go through with the minimum of hiccups.


The Executive Body of the GSCA meets on Sunday to thrash out all these 
issues and if necessary will take punitive steps against the Taleigao coach 
and player who is presently a Life Member of the Association.

Upper-caste Catholics and the dream of the Hindu Right

In the flush following the Festival of Ideas, the moderator
of an egroup of research scholars on Goa was inspired to cry
out "Why don't we dedicate the group to Abbé Faria and
D.D. Kosambi, we could then have one for each community!"

Responding to this idea, a friend blinked his eyes and
inquired: "Two communities?" He paused, scratched his head
and asked again "Two communities? How two communities? Aren't
they both Saraswat?"

  This had not been my own response; my own had been
  to fume and remark on the manner in which the Goan
  Muslim had once more been written out of the
  equation. My friend's response though scored higher
  on two counts, not only did he manage to
  humourously ridicule this suggestion (as it should
  have been) but the man had also hit the nail on the
  head and unlocked in an instant the key to
  understanding the emergence of communal tensions in
  our fair (?) land.

It has been going on for sometime, but since the past few
years one hears a number of Catholic Brahmins stand up to
proclaim their Saraswat status. To be proud that they were
(are?) Brahmin we can argue is as old as the sun, but to see
themselves as Saraswat is a relatively new phenomenon.

It is this fact, and the fact that Chardos can claim to have
a Maratha heritage, that will ensure that there will be no
major confrontation between the two major religious groups in Goa.

This does not translate to the fact that there will be
communal harmony however. It is clear, especially in light of
the recent clamour that there be a ban on cow slaughter in
Goa, that the Hindu Right will persist in stirring up
trouble. However there may be a management of the tension
through the alliance that is brought about through the
identification of the Catholic upper-caste groups with their
Hindu upper-caste brethren.

It may not be openly acknowledged, but these two upper caste
groups have time and again collaborated to ensure that the
status-quo is maintained, the easiest example being the
manner in which the Konkani agitation was managed.

Upper caste Catholic and Saraswat combine to create the
(Konkani) terms for their dominance. And since it was upper
caste interests and alliances that were focused on, it is no
surprise that where Konkani was concerned, the lower caste
Catholic was sold out and deliberately left with no real
linguistic option.

  The implications for communal strife through
  Catholic upper-caste identification with Hindu
  upper-castes is more in evidence in Mangalore. Most
  Mangalorean Catholics are so eager to pass
  themselves off as upper-caste, that they have in
  recent years produced Brahmin identities for
  themselves, and sharpened their weddings with
  Brahmanical rituals.

The result is that whenever there is communal strife in the
area, they are able to persuade themselves that it is a
Muslim problem and lie low; play the Christian cheek as it
were. That this strategy does not work for long can be seen
by the fact that not too long ago was the attack on a group
of Catholic religious, where one of them literally had his
teeth pushed in.

Quite clearly then, the assertion of an upper-caste identity
by non-Hindu groups works only to ensure a management of
communal tension, as these groups work hand-in-hand to keep
the lower castes in check, until they realize that the
communal situation has blown up in their collective faces!

Goa may not see Catholic-Hindu riots but it has and will
continue to see unprovoked attacks on Muslims, because the
upper-caste Catholic, who is in control of Church and
community has internalized Hindu nationalist logic about the
Muslim.

As such, rather than realizing that they stand to gain should
they identify with a minority group that is being punished
for not being Hindu upper-caste, they join in the persecution
of the Muslim.

  Another reason for the persecution is the Goan
  Catholics' own insecurity about their status and
  future in the state. It is a fact of history that
  rather than stand together against a common bully,
  the weak fight among themselves.

The anti-Muslim feeling in Goa should really be put down to
this, the weak fighting the weak, one set of dominant groups
stoking the fire and the other playing ostrich trying to
blend in. It didn't help the assimilated Jews in Europe, why
would it help us?
