Some paper-work related to the irritating task of making insurance
payments took me to Mapusa. Since I woke unusually early (7.30 am) the
day seemed longer, and I thought of taking up some other form of
'insurance' too -- buying some planting material for this monsoon.

Pick up a mangium from Vikas Nursery, near Ticlo's Petrol Pump (on
the Mapusa-Guirim road), my friend and Goanetter Miguel Braganza had
told me some days ago. Acacia mangium
[http://en.wikipedia.org/wiki/Acacia_mangium] is a perennial tree
native to Australia and Asia. Common names for it include Black
Wattle, Hickory Wattle and Mangium. Its uses include environmental
management and wood. Acacia mangium grows up to 30m tall, often with a
straight trunk. Acacia mangium has about 142,000 seeds/kg. This, I
educated myself about via the Wikipedia.

Basically, I wanted some shade tree, to shelter from the eastern summer sun ...

In addition to the mangium, a helpful young lady at Vikas Nursery
Farms and Research Centre (promising quality planting material) sold
me two jackfruit eight inch grafts for Rs 50 each, two bimbli eight
inch plants at Rs 30 each, and one jamb eight inch plant at Rs 40. For
an investment of Rs 220 in all, one had a bagful of planting material,
which Aren (a few days short of 5) found an interesting game to plant.
He was thrilled with the idea that, if the plants' roots caught and
they grew, he would one day be eating some tasty jack-fruits and more.

Vikas is just one of the nurseries along the Mapusa-Guirim road. There
are others in the region -- at Parra, Saligao -- and other parts of
the state.

Plant something if you can. This is the right time of the year. At
Vikas, I ran into Mr and Mrs Pinto from Candolim, who came for a
lookaround, and took one of those Laxmi Taru plants, now being
promoted by priests like Father Inacio Almeida

agriculture field, if the net gain benefits Goa and her greenery in

I had misgivings when I got the  diodata from Prof. Kamat himself when I
asked for it, to be released to the press. Therefore I made my own enquiries
in my small-rigid CIRCLE about the pros and cons of having Prof. Kamat as
the moderator of this 'purely Citizen's initiative', since I didn't want to
send the wrong signal to the people of Goa that this INITIATIVE could be the
insider's engineering. BECAUSE I CANNOT BE USED. And I have been assured  by
reputed persons with integrity standing that the choice is good, that Prof.
Kamat is a class ACADEMICIAN  and his being the Director of Infotec
Development Corporation of Goa will not affect his role as the moderator of
this very sensitive debate, the role of the Finance Minister aka Dayanand
Narvekar in the passing of the Budget notwithstanding.

However, this is a good opportunity  for the concerned citizens like
yourself to question Prof. Kamat over his role in the Infotec Development
Corporation of Goa since he is coming in the open and I will endorse such a
move.

Believe you me, where I am concerned and (sort of in charge) the rod shall
never be spared  when it comes to  MISMANAGEMENT/MISAPPROPRIATION /WASTING
of the cake that is GOA.

BTW  There was the possibility of Narayan Dessai co-moderating the
Initiative along with Prof. Kamat but Mr. Dessai gave way in favour of Prof.
Kamat.

The debate shall be moderated by Professor M.S. Kamat of Panjim. Professor
Kamat is a 'Fulbright' Scholar ( State Department, Govt.  of U.S.A.) He is
also the Ex-Principal of Arts and Commerce College of Vasco da Gama,  as
also the Ex-Member of the Executive of the Goa University. By virtue of
holding that position, Prof. Kamat has served on various committees and
sub-committees of  Goa University during his time. Professor Kamat is
currently the Director of  Goa Infotec Development Corporation.


It would be interesting to know,  as part of the Board of Infotech
corporation  and as a citizen, what measures if any did Prof. Kamat take
to prevent the huge scams that our Honorable IT minister is perpetuating
by using Infotech Corporation.

The situation between Shri Barve and the GSCA seems to
have got out of hand. Whatever may have been Mr. Barve's
perceived pecadillos or infringements, I hardly think that
justifies depriving him of his livelihood. I would like to
investigate this further, with the option of legal recourse.

When I founded the GSCA (from the old AGDDCA) as a young
law student in 1978 - I wrote its Constitution too, in
consultation with Dr. Susanna De Souza - I did not expect
it to degenerate into this. More recently I funded Bambolim
Chess Club to rescue a moribund organisation - more than half
its members now sit on GSCA's Executive. But, to what purpose?

As a former zonal president of F.I.D.E. (Zone 4.2), the world
chess body, I can honestly say such high-handedness, if that is
what it is indeed, is rare. To deprive a man of his livelihood,
is the lowest and most despicable form of cowardice. Sameer
Salgaocar, as far as can be ascertained, is a millionaire with
an industrialist parent who sits in the legislative Assembly
whilst his corroded River Princess destroys the North Goan
coastline, our tourist industry, our health and livelihood.

Quite simply, whose is the greater crime against the Goan people?

Like Christopher Wren's Westminister epitaph, I do not need to
tell the Goan populace to see what destruction mining has wrought
upon our ancient and fabled land. When one of these aggressors
stoops down to annihilate a virtual pauper, it is time to stand up.

Mr. Barve asked a polite question online, in an unrelated forum.
Is he to be deprived of his family's livelihood for this - by one whose
own record is so abysmal? Goencars, stand up and be counted!

So the BJP and the Left and the cattiest Mayawati have been defeated
conclusively; time to take stock of why they did what they did. A bit of
history will help understand what happened.

On August 23, 1939, the Soviet dictator Joseph Stalin entered into a secret
agreement with Germany's Adolf Hitler. It was the ultimate act of
appeasement because Stalin felt that would focus Hitler's attention on
Western Europe. On July 8 2008, Prakash Karat made a not-so-secret pact with
L K Advani, whose naked ambition is to become India's Prime Minister. 

Karat is a diehard Stalinist, who is enjoying his place under India's
democratic sun. Most people believe he gets his marching orders from the
mandarins in Beijing. Because the Left is what it is, he remained
unchallenged until the Speaker of the House, Somnath Chatterjee, called his
bluff with support from the more flexible members of the CPM. He defied
Karat and stayed on as Speaker and was quick to call The Ayes have it on
the voice vote after the debate, rudely disrupted by BJP thugs, over the
confidence vote called by the Prime Minister.

Then there's Advani, who for all the years he's been in politics, comes off
as an amateur actor seeking a role in the major play of governance. For many
years he served as the home minister and forced his way into being the
deputy prime minister of the clueless Atal Vajpayee. For all the darts,
deserved or not, hurled at the current home minister, Shivraj Patil, Advani
was clearly the most incompetent incumbent. 

On his watch as home minister and deputy prime minister, terrorists were
freed and flown by external affairs minister Jaswant Singh in an abject
surrender to the world's worst thugs, the Taliban of Afghanistan. Under his
watch also, Islamic terrorists attacked Parliament House with a view to
taking Indian lawmakers hostage. And on and on the story goes. There were so
many terrorist incidents, including the attack on the Akshardham temple in
Gujarat, under his dispensation that when he gets up in Parliament to attack
this government for being soft on terrorism, he comes off sounding like a
hypocrite.

Remember, this man is so desperate that he has become discombobulated. He
went to his native province of Sindh in Pakistan and was so moved that he
lost all sense of bearing; he ended up calling Muhammad Ali Jinnah, the
founder of Pakistan, a secular leader. He forgot that Jinnah led the Muslim
League and asked for a Pakistan as a home for the Muslims of British India.
Jinnah's intractable stand caused the Partition and a loss of millions of
lives and the largest transfer of populations the world has ever known to
this day. 

Sadly, Advani and his family were among the victims of Jinnah's communal
calculations. But then Jinnah was personally suave and secular and used the
communal divide just to grab power. Advani understands that; he took out his
rath yatra in the 1980s that left thousands dead in it's wake. Like Jinnah,
Advani has cynically manipulated communal divisions in India in his
no-holds-barred pursuit of power.

Between the ideologue Karat and the incompetent Advani, our country is being
held hostage today. They have come together to try and topple India's most
liberal and reformist government. This is not the first time that India's
Hindu nationalists and communists have come together. They colluded in 1977
to support the Janata Party government of Morarji Desai and then in 1980 to
support V P Singh, the feudal thakur who managed through sheer deviousness
to become the prime minister for a few months.

Both experiments ended in disaster. Who can forget Madhu Dandavate, the
finance minister in V P Singh's ill-starred government? A man of great
integrity, Dandavate was nevertheless an inexperienced person with no sense
of the importance of his position. His first comment on assuming office in

Mario and Cecil simply amaze me. The support they have shown for  the fair
Celina Jaitley and her alleged 'heritage' home by Mario and Cecil
is certainly worthy of an ardent fan. She isn't  the only film persona to
have bought a property in Moira. Shyam Benegal had bought a property in my
neighbourhood, but there was no hype about it!

Mario: Why do you have such hostility towards the lovely and gracious
Celina, who is surely a cut above most of the Ghantis happily infesting Goa,
without whom Goa's economy would come to a standstill

Me: I have no hostility towards Celina. I commented about the alleged
'heritage house'

Mario: If Celina is buying the house only as an investment then she should
have done so about six or seven years ago before the prices went crazy.
But, you are
absolutely right, Goan real estate still rocks when compared to Mumbai and
Pune and Delhi, but only because of the bhaile who seem to appreciate Goa
more
than the locals or the Goan NRIs who have the money but prefer to simply
piss and moan instead of buying these properties.

Me: Was Celina savvy enough six or seven years ago? Are you suggesting that
we niz Goans, most whom have our own houses should buy up every property put
up for sale? Or that we do not appreciate Goa?  Come on , Sir!

Mario: The family selling the house will benefit, those hired to refurbish
the house will benefit, the Goan Exchequer will benefit from licenses and
taxes imposed, and yes, the servants and their families will benefit.  Let's
not forget the snarling non-Goan securitywallah, whose family will also
benefit.  If Goans could be taught to snarl - other than verbally on Goanet
- perhaps the securitywallah would have been a Goan too:-))

Me: While the family or the blacksheep of the family who sold the house may
have benefitted, the gains to the exchequer are probably devalued because as
every one who knows how these sales are made will tell you payments are made
in 'black' and 'white' with the tax being paid on the latter while the
former, which is tax free is more. Mario, the tragedy of our Goans is that
if only we knew how to snarl or wield a chhapal in the manner of the
Bengalis or a Kukri in the manner of Gorkhas, Goa would not have been in the
mess that it is now. ;-)

Me: And yes, if Celina could be stirred up enough to make that call,
probably by Cecil and if the call were made to the right Government
Minister/ Official who was shown the economic benefits (to him) of putting
up a cable stayed, swinging or any other multi-crore bridge, preferably
accomodating a tourist hotel with five star accomodation - the pricier the
better. How come then, Goa which boasts of having umpteen film stars,
politicians, influential and rich people as 'new Goans' has been allowed to
go to dogs? Or don't they care enough for Goa to make that vital call?

And as a parting shot, may I add, I have lived in Goa, immediately post
liberation as a young boy, till date; and with a heavy heart I have seen it
go to dogs before my very eyes because of the influx of the hordes.

Thanks for your response.

Ask for all the board resolutions passed when this man was part of the director 
of Infotech Corporation as also notes from him about what he said on the board 
meetings,
and we will know whether he himself is liable for the scams or not. If
he has dissented/raised pertinent questions, hats off to him; if he has agreed 
or kept quiet, he becomes liable. Further, he has to ensure
that what he says is recorded in the board meetings.

It is as straightforward as that. Count me out of this/ also dont mention
the points that I have raised, till this matter is resolved satisfactorily and 
these should be done before the meeting.

He might be a great academician; I know of him to be one, however
one cannot separate these two things.

deletions and corrections by August 27, 2008 and final publication of

Archbishop Hashem discussed the Saudi talks whilst visiting Qatar 

Vatican-Saudi talks on churches The Vatican is holding talks with Saudi Arabia 
on building the first church in the kingdom, where some 1.5m Christians are not 
allowed to worship publicly. 
Archbishop Paul-Mounged el-Hachem, one of Pope Benedict XVI's most senior 
Middle East representatives , said the discussions had begun a few weeks ago. 
But the archbishop cautioned that the Vatican could not predict the outcome. 
The discussions come in the wake of King Abdullah's historic meeting with the 
Pope at the Vaticanlast November. 
A Catholic-Muslim Forum was also set up by the Pope two weeks ago to repair 
relations between the two faiths after the crisis caused by a speech he gave in 
Germanyin 2006, in which he appeared to associate Islam with violence. 
'Reciprocity' 
The disclosure of talks between the Vatican and Saudi Arabia, which do not have 
diplomatic ties, came soon after the first Roman Catholic church in the Qatari 
capital, Doha, was opened in a service attended by 15,000 people. 
Archbishop Hachem, the Apostolic Nuncio to Kuwait, Qatar, Yemen, Bahrain and 
the UAE, who attended the inauguration, said he hoped there would soon be a 
similar church for the many Christians in neighbouring Saudi Arabia. 
If we manage to obtain authorisation for the construction of the first church,

'Discussions are under way to allow the construction of churches in the 
kingdom,' he said.

About a million Catholics, many of them migrant workers from the Philippines,

in public places and outward signs of faith, such as crucifixes, are forbidden. 
The last Christian priest was expelled from the kingdom in 1985. 
Christians complain that rules are not clear and that the Saudi religious 
authorities, who enforce the kingdom's conservative brand of Islam, Wahhabism, 
sometimes crack down on legitimate congregations. 
The authorities cite a tradition of the Prophet Muhammad that only Islam can be 
practised in the Arabian Peninsula.

government of Saudi Arabiato allow construction of a Catholic church in that 
country, Vatican Radio reports. 
Islam is the state religion of Saudi Arabia. The government has not allowed the 
construction of any non-Muslim place of worship. No religion other than Islam 
is allowed to schedule public services, and even the possession of Bibles, 
rosaries, and crucifixes is forbidden. 
While it is home to 800,000 Catholics-- virtually all of them foreign workers-- 
Saudi Arabiais the only country on the Arabian Peninsulawithout a Catholic 
church. However King Abdullah has now given his support to the drive for 
construction of a Catholic church. 
Saudi Arabiadoes not have formal diplomatic relations with the Holy See. But in 
November 2007, King Abdullah became the first reigning Saudi monarch ever to 
visit the Vatican. Commenting after his meeting with Pope Benedict XVI (bio - 
news), Vaticanofficials had confirmed that the Pontiff pressed for permission 
to open a Catholic church in Saudi Arabia.

Goa is going to the dogs because of both - some old
Goans and some new Goans.  Other old Goans and new
Goans are helping it to boom economically.  The trick
is to know the difference.  A Goan, old or new, who
bribes an official and gets a permit to build an ugly
structure that does not fit its environment defaces
Goa.  Someone like Celina, who likes Goa enough to buy
and re-furbish an old Goan house helps Goa.

Why don't you walk over to Shyam Benagal's house the
next time he's there and tell him precisely whom to
call.  Personally, I would go ask Celina to make the
call, but then I'm not a Moidekar:-))

like the physical kind - something or someone fills

all the disparate strands of wisdom that Gilbert is imparting to us through the

Right said Fred! My 1st reaction to this news was, how much money is there in 
Chess for the politicians? Was wondering if Sameer Salgaocar has ever played 
Chess at the competitive level. I guess Mr. Salgaocar wanted to show that he
was the boss!
 
Looking at the current state of Indian sports like Hockey and Football, 
politicians 
have to be disqualified from even competing for these offices. Had they 
managed these with passion for the game, it would have been okay. 
They only look at lining their pockets.
 
I hope that Mr. Barve is able to get his livelihood back. With all the laurels 
that young
Goans like Ivana have brought to the state, Chess seems to have gained a good 
foothold.
If an accomplished Chess teacher is silenced because he complained about 
inadequate
money for coaches, it is a shame.

In  conjunction with the landmark retrospective of Mario Miranda's
artwork at the Old G.M.C building in Panjim, a free festival
celebrating the great Goan artist's work will be held at the same
venue on the 24th, 25th and 26th of July. All are welcome.

24th July – Children's Day - presented in conjunction with Bookworm
Children's Library and Activity Centre. (4.30 pm sharp)

All children (up to 15 yrs of age) are invited to a unique interactive
workshop on Mario Miranda's artwork, featuring readings, presentations
on Mario's technique and imagery, and lots of drawing! Participants
are requested to bring their own pencils.

included or want to be included ( or our goan politicians want them to be 
included) in Goa's electoral rolls  must first produce the proof of 
cancellation of their respective names from the electoral rolls in their own 
respective states. Then and only then they should be allowed to be entered 
in the electoral rolls of Goa.


Goan politicians may want these dual voters to vote for them to neutralise 
the bonafide Goan's vote, but the bonafide Goans do not want and will not 
allow outsiders to fraudulently choose the government for Goans which they 
do not deserve.

Another land fraud comes to light at Saligao

MAPUSA: Another case of land fraud -- involving false power of
attorney that brings to life a dead person --  has come to light at
Saligao.

According to the Mapusa  police with whom the case has been
registered,  Edwin D'Souza from Saligao has complained that the
accused Teresa D'Souza aged 62 from Saligao has fraudulently made a
bogus power of attorney and sold the property which was actually
allotted to him, to another person.

In his complaint to the police, Edwin has stated that one Annapaul
D'Souza from Saligao but staying at Singapore had expired in 1985.
Before she passed away she had transferred her property through  her
will to Edwin's father.

The property of Annapaul located at Sangolda in Saligao bearing survey
number 91/12  and measuring 875 sq metres was transferred as per her
will to Edwin's father.

The complainant further states that Annapaul also died and so also her
three children, while on the other hand this side Edwin also claims to
have lost his father due to which the property automatically came to
him.

The complaint states that inspite of the prevailing situation the
accused Teresa on January 15 this year allegedly made a false power of
attorney in the name of Annapaul, even allegedly putting down
Annapaul's  forged signature and by doing so the said property was
sold to one John Sequeira from Mumbai in the same month.

Edwin said in the complaint that when he noticed that his property had
fraudulently been sold and a house was likely to come up, he
immediately informed the Mapusa police.

The Mapusa police swung into action and arrested Teresa and booked her
under section 467 and 471 of IPC.

Meanwhile Police sources have suspected the involvement of  some
advocates, notaries and even Sub Registrar officials  in this big
racket.

Police sources wonder why such an important document such as power of
attorney is made by the Sub Registrar office without verifying facts
and actually ascertaining who is the real owner and if the real owner
is alive or dead and if his permission is actually taken for this
deal.

Me: Tearing people down? Hardly. Black sheep was probably a mild
characterization. A study of Goan property deals will probably startle you.
I can give you instances where properties in Goa have been sold by black
sheep by declaring some of the heirs as dead when they are still alive and
kicking. But then you would call this economic opportunity. BTW, have you
had a thorough title search of that property that you bought with your
greenbacks? I could recommend a few honest Goan lawyers of the old school
who believe in old values.

MG: Goa is going to the dogs because of both - some old Goans and some new
Goans.  Other old Goans and new
Goans are helping it to boom economically.  The trick is to know the
difference.  A Goan, old or new, who bribes an official and gets a permit to
build an ugly structure that does not fit its environment defaces Goa.
Someone like Celina, who likes Goa enough to buy and re-furbish an old Goan
house helps Goa. Why don't you walk over to Shyam Benagal's house the next
time he's there and tell him precisely whom to call.  Personally, I would go
ask Celina to make the
call, but then I'm not a Moidekar:-))

Me: If you are so certain about Celina's motivations, why don't you call her
up and ask her to tear down that illegal 2 metre compound wall? Is that her
and your idea of refurbishing a house?  That you are not a Moidekar doesn't
prevent you to make that call for which we Moidekars would be eternally
grateful to you, or is it simply that you do not come within her social
reach?

MG:If you have been in Goa all that time, then you have been part of the
problem, which means Goans who did not elect honest politicians and allowed
corruption in
Goa to flourish.  Besides, based on your complaints, it seems that you have
not taken advantage of so many opportunities over all those years that
created the economic vacuum that non-Goans had to fill.  Economic vacuums
work just like the physical kind - something or someone fills them as soon
as possible.

Me: We Goans, who live in Goa, are most assuredly not the problem, but the
real problem is the NRI Goans like you who preach to us about what we should
do or not do and how we should run our lives. It is extremely easy to sit in
your ivory tower and pontificate. Live in Goa 24X7, then tell us what to do.
I am glad that you are one New Goan, as you call yourself, who has made
capital of the economic opportunity that Goa has presented. Just remember
one dictum, that absentee landlords cannot call the shots. And while you are
away, don't be surprised if a snarling neo-Goan has occupied your property
and is giving you the one finger salute. Now that would be called filling in
