As a gazetted officer, when Professor Augusto attests a faith verification 
certificate or verifies a certificate of good faith, he performs a scientific 
experiment and demonstrates that his faith is compatible with the sciences. 
Similarly, when you commit falsification of your faith on your job application, 
there cannot be any incompatibility of your faith with science because the 
English word falsification is used in the phrase. It is the same word that is

[Goanet] Church Confrarias

After democracy was ushered in Goa post 1961, the church administration
made compulsory an uniform dress code  to members of various confrarias
of a church, especially  when they are in a leisurely, outdoor feast day
processions.
To day all confraria members  wear over their pants/shirts or suits, a
sleeveless
knee length tunic of white in colour over which they tie cape of red colour
round their shoulders.
The Feast of Our Lady of Immaculate Conception is celebrated with great
pomp on the 8th December each year both in Panjim and Margao.
Todays ( Dec 9) bothe The Times of India and Herald  editions display photos
of feast day processions in both these towns.
In Margao, however, a few members of a confraria are wearing tunics of red
colour instead of mandatory white. Let us hope it does not smack of
casteism.

Am I the only one who thinks this is waste of Goan taxpayer money? Although the 
idea of young Goan expats visiting Goa is good, should the Goan taxpayer be 
funding these trips and paying all expenses (air fare, travel in Goa, food, 
accommodation)? And that too for youth from the UK, Canada, Australia, USA, 
whose families can well afford these trips. 

Also, many of the youth seemed Catholic/Christian (going by the names). Do 
people see any issue, given there are a number of Goan Hindus abroad too?

Frederick is right about local carpet-baggers selling Goa illegally for their 
pieces of silver. However, I have been clear (perhaps not clear enough), that I 
am not opposed to migrants nor do I subscribe to a "Goa for Goans" only policy. 
Many migrants have come to Goa and enhanced and added value to it (Claude 
Alvares, Heta Pandit, Anna Goswami, etc.) ALL IN A LAW ABIDING way. The law and 
order piece is key, hence the emphasis in caps in the previous sentence.

What I am opposed to is rich migrant builders and rich migrant miners bringing 
in poor migrants workers to ILLEGALLY mine in Goa or ILLEGALLY build 
mega-projects which are marketed to foreign nationals and non-Goans. Is it ok 
for migrants to commit serious crimes on Goan soil and at the expense of Goans? 
That is the heart of the matter - law and order. And the usurpation of land, 
defecation, filth, etc. further adds to the problem. Does it not?  

Goans who illegally build mega-projects and illegally mine belong in Goan 
jails/prisons. Rich and poor migrants who break the law belong in their 
respective state's jails/prisons.

Hardly a controversial view unless one does not support the rule of law.

PANAJI: The Chief Minister, Mr Digambar Kamat commissioned two new twin screw 
ferry 
boats ‘Madgao’ and ‘Betim’ in the presence of the Minister for Transport, Mr 
Sudin 
Dhavalikar at the Panaji ferry warf on Tuesday morning.

This is the first batch of two of the six ferry boats procured by the state 
government to strengthen its fleet while another two ferry boats are expected 
by the 
end of this month while two will be commissioned in January.

The two new ferries have been built at a cost of Rs 1.5 crore and have twin 
engines 
and that the ferries will not stop incase one of the engines fail besides 
having a 
10 mm bottom plate as against the normal 8 mm plate, which can take fully 
loaded 
truck and six cars at a time.

Speaking on the occasion, the Chief Minister said that four more ferry boats 
will be 
commissioned very soon and that the acquisition of the new ferries will enable 
the 
government to put more ferries on congested routes.

The Transport Minister said that the existing fleet of ferry boats will be 
further 
strengthened with 4 more ferry boats to be procured in the next financial year.

He said that the new procurement will be delivered by August 2010 adding, that 
apart, the government has already tendered the repairing of old ferry boats at 
an 
estimated cost of Rs 1.5 crore at the river navigation workshop

Further, Mr Dhavalikar called upon the people of Chorao to give up their 
agitation 
as the government is looking to improve the ferry boat services.

He also said that all the ferry boats will be registered with the Captain of 
Ports 
as per High Court directives.

PANAJI: The decks have been cleared in the Congress for the return of the 
‘rebels’ - 
education minister Atanasio Babush Monserrate and health minister Vishwajit 
Rane.

Confirming this on Tuesday, chief minister Digambar Kamat said, “The party high 
command had agreed in principle long time back to admit them.”

State Congress president Subhash Shirodkar also told TOI on Tuesday, “They have 
expressed their wish to join the party,” adding that their entry would boost 
party’s 
activities and the government’s programmes.

Party sources said Rane is in Delhi and has met party president Sonia Gandhi to 
negotiate his return to the Congress.

However, he could not be contacted for his comments. Monserrate is in Goa. 
Their 
formal induction into the party is likely to be only after the four-day 
assembly 
session ending December 18.

Much water has flown down the Mandovi since the assembly polls of June 2007, 
when 
Rane and Monserrate rebelled against the party and contested as nominees of a 
regional party and independent respectively.

Sitting Congress MLA from Taleigao, Babush had quit the party to contest as a 
candidate of the United Goans Democratic Party after the Congress refused a 
ticket 
to his wife Jennifer for the St Cruz seat. His last-minute desertion had left 
the 
Congress gasping in embarrassment without a candidate in Taleigao.

On the other hand, Vishwajit, son of Speaker Pratapsingh Rane, had canvassed 
for a 
Congress ticket from Valpoi.

However, there was opposition within the party to giving tickets to two family 
members. After much uncertainty and amidst a tug-of-war within the party, he 
was 
finally denied the party ticket.

In a comic situation that ensued, Rane Jr filed his papers as an independent, 
while 
Congress had no candidate of its own. A political rookie was roped in, but it 
ended 
in a farce as he withdrew at the last minute, leaving the party without a 
candidate 
in Valpoi.

continuous raucous sloganeering from the opposition benches [NDTV's live 
coverage of the Parliament session debating the Babri Masjid 
demolition/Liberhan Commission report]


Today, as ever, Baghat Singh would be welcomed with a potent bomb to 
decimate the opposition benches. This exercise would at least save a lot of 
money to the hard-pressed tax-payers if nothing else.


I wonder if such things do happen in the Parliament of Singapore a fully 
democratic country which our politicians like to call 'a police state'


If there was a referendum to ask: "Should the Speaker of the Lok Sabha be 
given the powers to have the mis-behaving MPs caned until their backs become 
raw" - I would doubly vote 'YES'

We must call our politicians to account for their broken promises, and work 
towards a better future for all, says PETER FERNANDES


Human society advances and prospers on the principle of trust. Relationships 
between people in society are fundamental, and they stand on a pillar of trust. 
An individual believes that the other person will honor a pledge made, just as 
he plans to abide by it. As Hannah Arendt has said, “Promises are the uniquely 
human way of ordering the future, making it predictable and reliable to the 
extent that this is humanly possible.”. Two people promise each other to live 
in love and fidelity, trusting in their human intuition and divine providence, 
knowing that keeping this promise is imperative for their bonding for a higher 
good, and is a challenge they should not and cannot fail. “We promise according 
to our hopes, and perform according to our fears”, as the wise La Rochefoucauld 
put it. Promise fulfilled brings more joy and jubilation, than a failed oath, 
even if one chooses to substitute with material gifts of enormous value. 


However, ‘promises are made to be broken’’ This reminds me of a song, ‘Pakkaa 
Iraadaa’ by Remo Fernandes, in his album ‘O Meri Munni’. Most people make 
resolutions at the beginning of the year, or each day, to live a better life, 
which is admirable, but it is keeping the promise that is praiseworthy. 
Promises imprudently made are readily abandoned and forgotten. How beautiful it 
would be if these promises were fulfilled. Certainly, the world would be a much 
better place for all to live in trust and fidelity. Disloyalty among family, 
friends, colleagues and neighbors plays a critical role in widening the break 
in our relationships. Fragile human nature easily succumbs to temptation and 
betrayal, and requires to be purified in the waters of truth and divine grace, 
to build the right relationship with those around us, and with our Creator – in 
whose presence we will live forever.


“Politicians are the same all over. They promise to build bridges even when 
there are no rivers” – Nikita Krushchev. CRZ has come to haunt the coastal 
community at the eleventh hour. The people of Canacona suffered tremendously 
this past monsoon from the wrath of nature in the form of floods, cyclones and 
fire. To add salt to their wounds, the Bombay High Court has ordered the 
demolition of what is left from this tragedy. The court is faithfully executing 
its duty with no mercy. Who will prosecute the government that failed its 
people? First, the government neglected to present the report of the past 
relief funds to the central government. For that reason, Goans were denied the 
timely assistance due to them. Before the election, the Congress government 
promised to save all the homes of those who engaged in traditional trades on 
the coastal belt. Does this promise have any meaning? 


Before the elections, the Queen of the Congress party cried aloud in Goa, with 
her hands full of promises, and promised to resolve all our woes and 
predicaments. These empty promises filled our gullible people with joy and 
cheer, and urged them to vote for her candidate. Ironically, these citizens of 
Goa failed to crack the pseudo code of deception. The then Congress candidate 
was running his election campaign on bullfights.” Suddenly, there was a change 
of heart, and CRZ became the central issue. But, can you blame the politicians, 
who are like weather cocks, changing their feathers according to which way the 
wind blows? Cunning and selfish, they are wise only in their own interest. 
However, to pacify the electorate, a central minister visited the state to 
reiterate the promise –in a similar fashion, that is, without any concrete plan 
or time to resolve the dilemma. These shameless leaders, with no remorse for 
their wrongdoing, and their breach of promises, show their face
 s repeatedly at the time of elections. Astonishingly, they do not lack the 
audacity or the silver-tongued smooth talk to make even more new promises, all 
the while dismissing the fact that the old promises were never honoured by 
them. Politicians should listen to what Abraham Lincoln had to say: “We must 
not promise what we ought not, lest we be called on to perform what we cannot.” 
Should they honor such principles, our world would be a better place, and 
politicians would hold greater respect. Needless to say, because of their 
falsehood and dishonesty, politicians are the source of stress and distress in 
our society. 


An interesting debate has arisen about saving the Alto Dabolim slope from an 
ambitious mega housing project. Men and women from all over Goa have made known 
their mind about mega housing projects. It is ironic that our leaders are 
oblivious to the plea

Dear Sir/Madam

The traditional ecological communities of Goa, which account for the
majority of its population, are today facing a grave threat due to wrong
policies, lack of planning and poor governance. Besieged by sprawling
constructions and indiscriminate mining, displaced by arbitrary acquisitions
of prime agricultural lands for ill-conceived infrastructure, industrial and
other projects and harassed by unmanageable pollution and government
indifference, the farmers of Goa have been forced to take this last stand
for survival, or to fight to the very end.

On  2nd of August 2009, more than 1500 representatives of farming
communities from various parts of Goa got together ar Lohia Maidan, Margao,
and pledged to unite and fight against the colonial and dictatorial rule
unleashed on the farmers over the recent years. The attached memorandum was
unanimously adopted by the large gathering, stating two demands, which are
that acquisition of agricultural lands be stopped immediately and that all
agricultural and common lands which have been acquired, but are not yet
destroyed irreversibly, be returned to the people.

As you are well aware, the State of Goa is unique in many ways, and though
small in size, it has a lot to offer to the nation. From a geographical and
environmental perspective, the special appeal of Goa is due to its tiny size
and its location in the center of the Western Ghats, a World Natural
Heritage site and one of the Hotspots of Biodiversity of the entire World.
These characteristics of the State are reflected in the myriad of tightly
packed tiny and highly sensitive ecosystems which have been judiciously and
sustainably employed for agriculture for thousands of years.  No wonder this
land and its people occupy a unique place in the hearts of all Indians and
many others.

Another important distinction from the rest of the country is the regime of
land ownership prevalent in the State of Goa. In the pre-colonial era, the
Indian 'gaunkari' system vested all common lands in the village, which
administered these lands independently. While the British destroyed these
resilient democracies all over British India by refusing to acknowledge the
'gaunkaris', by vesting all common lands to the British Crown, and by
employing the Land Acquisition Act, 1894, Goa was the only part of India
which escaped this  socio-economic destruction. In Goa, even today, lands
are vested in the village community in the name of 'communidades'. The
Father of our Nation and our beloved Prime Minister Shri Rajiv Gandhi were
both inspired by the Goan communidades, which exemplified the glorious
Indian past, now extinct in the rest of the country. Shri Rajiv Gandhi's
dream and his greatest gift to this nation are embodied in our Constitution
in the form of its 73rd and 74th Amendments.  The revival of rural India and
the fulfillment of the dreams of our great leaders will be rendered
impossible if the common lands of Goan villages are not saved, since this is
the only living model of the ideal rural democracies which used to be the
essence of golden India.

Today tiny Goa is faced with the greatest threat in its history, in the form
of the blind adoption of Western policies by the State Government, which is
hell-bent on transforming the State into a replica of Singapore.
Infrastructure projects, industrial estates and other large construction
projects are arbitrarily forced on the unwilling citizenry, whose small land
holdings are being indiscriminately acquired and converted from prime
agricultural lands into concrete jungles. The backward communities of Goa,
who are the biggest sufferers in this assault, are being displaced in
thousands turning these ancient, self-sufficient ecological communities into
ecological refugees.

This is a desperate appeal from all the citizens of Goa to the Government of
Goa to save this veritable paradise on earth from irreversible destruction.
If our demands are not met, it is certain that the future generations will
have nothing but contempt and curses for all of us, for our short-sighted
greed and for their sufferings, which nobody but we shall be responsible
for. And finally, while hearing this appeal, one must also give heed to the
rising sea waters and the shrinking Himalayan glaciers, signs of great food
crises in the near future.

Having placed our confidence in your foresight and wisdom, we await your
immediate response to this desperate and final plea to save our lands and
the lives of the future generations. Let us not blindly copy the failings of
the West, but set an example that shall be the guiding light for the rest of
the world, plagued as it is by the short-sighted greed of a few and grave
environmental and socio-economic problems of the masses.

Porvorim today, the twelve youth from Mozambique, Canada and UK said they were 
overwhelmed by their experiences in Goa.

Some immediately noticed harmonious inter-religious community relations while 
others 
were impressed by socio-cultural diversity of the State.

During their interaction with the Chief Minister Digambar Kamat held at 
Secretariat 
today a few even said, given the chance, they would like to come back to Goa

stay here.

During their eight day stay in Goa, the participants interacted with the

and art, into Goa of ages gone by, he said.

look after them till December 12 before they leave for their respective 
destinations.

They will visit Agra, the Taj Mahal and other monuments of national heritage 
during 
their stay in national capital.

SCHOLARSHIP: Goa Schorlarship Programme (GSP) for Diaspora Children -- The NRI 
Commissioner informed that GSP will be made available every year to four 
students of 
Goan origin, two each from the NRI (Indian citizens) and PIO (Foreign citizens 
of 
Indian origin) categories. The scholarship will cover tution fee, admission fee 
and 
post admission services.

Chairman EDC and Calangute MLA, Agnel Fernandes, Secretary NRI Affairs, Udipta 
Ray 
and Chairman of Overseas Employment Agency of Goa, Vice Admiral John D’Silva 
and 
others were present at the concluding session. Director NRI Affairs U D Kamat 
earlier welcomed and later proposed a vote of thanks.

"Set aside Fr Nelson for Marathi literature and dialogue" - this was the
challenge that the famous Marathi writer and poet, Fr Francis D'Britto,
extended to the Salesian Society on Saturday, 14 November 2009, during the
book release function of Nelson Falcao's edition and translation of
the Khristapurana
at Parshuram Natyagruha, Nashik.

Heaping fulsome praise on the massive and painstaking achievement of Fr
Nelson, Fr D'Britto called for a translation not only into English, but also
into French, German and all the major languages of the world.

Sr Zoe Williams, RMI, was also called to the stage, representing Fr Thomas
Stephens' country of origin. Sr Zoe is of course well-known to anyone who
has passed through Divyadaan; she was introduced, however, as having come
specially from England to grace the occasion.

The spoken word passes, but the written word reaches out into the future -
the pen reaches out beyond the grave. And so the words and work of Fr
Stephens reached out that Saturday evening to the people of Nashik, and will
continue reaching out in a variety of ways, thanks to the work of Fr Nelson.

Language gives hint of coconut's importance to Goa: new book

PANJIM, Dec 8: It is a popular urban legend that the Eskimo
people have an unusually large number of words for snow. But there's
no doubt that Goa has an amazing number of words dealing with the
coconut tree, and its many products.

There are sixteen classes of words to describe different
types of coconuts in Konkani, the spoken language of Goa.
Seven words describe leaf-related terms, five for the kernel,
and a few more for the shell and husk.

This information is compiled in a new book, authored by
master craftsman Vijaydatta Lotlikar, who released his 'The
Art of Coconut Craft' (published by Goa,1556)  on Monday.

In what reads like a believe-it-or-not, Lotlikar's book --
focussed on his craft but looking at other coconut-related
issues too -- notes that there are nearly two dozen words for
coconut-related products alone.

Half-a-dozen words are used to describe the tree itself: from
the maad (coconut tree) to narl-maad (nut-producing tree),
bandlolo madd (tree being tapped for toddy), zorddul (old,
unproductive tree), kovatho (young, immature tree) and kanddi
(straight, slender tree).

More diversity related to the tree comes from the language,
when Konkani describes parts of the coconut tree, and
coconut-related work or workers.

Quoting Dalgado's Portuguese-Konknni Dictionary (1905) and
recent scholars, including posters who shared this information
via cyberspace, Lotlikar's book points to the various words
used to describe types of coconut in Goa.

These range from the narl (coconut) to the addsor, xiallem or
girpallem (tender coconut), xelanno (large coconut), bonddo
(immature coconut), bonddi (incipient nut), vanz (empty
coconut), adduk (dried-out coconut), moddko (coconut with
water tried on tree), guddguddo (with kernel loosened from
shell), biyaddok (seedling), penddi (bunch of nuts), tovli
(slice of tender coconut), kap (slice of husk), kapem (half
coconut split longtitudinally), kavatho (seedling), and
morann (endosperm).

Lotlikar's book also points out to the large number of uses
that coconut is put to, both in Goa and beyond. Collating
information from diverse sources, Lotlikar notes that coconut
is used in food products -- as coconut 'meat', in dessicated
farm, coconut water, coconut milk, cream, spray-dried powder, coconut
chips, copra, oil, toddy, and more.

It is also used as jaggery, beverages, vinegar, livestock
feed, fragarance, heart of palm (palmito), sprout, snowball
tender nuts, nata de coco, coconut candy and coconut
biscuits.

One recent rage in countries like the Philippines is virgin
coconut oil -- extracted from fresh coconut, not copra, by
mechanical or natural means, with or without using heat. To
protect the oil's essential properties chemical refining,
bleaching or deodorizing is avoided. It is believed to be
high in minerals and vitamins.

Besides, coconut has many non-cullinary uses.

It gets used as coir, oil, leaves for thatching, palmwood,
trunk hollows, husk and shells, dried shells, shirt buttons,
midribs (for brooms or brushes) and roots (used as dye,
toothbrushes, mouthwash and for dysentry).

Its other useful parts include leaves (for roofing or reed
mats), lime made out of dried coconut leaves burn to ask,
made into musical instruments, used to build houses in Goa
and Kerala, and for soap, fuel, tongue-cleaners and what not.

[Goanet] OUR LADY OF IMMACULATE CONCEPTION FEAST - AT MARGAO

The feast of Our Lady of Immaculate Conception was celebrated this morning with 
several masses indoor since 0500 hrs and outdoor since 0700 hrs at the Holy 
Spirit Church Margao  

The unique event this evening was a Value Based Magic show for school children 
with nearly 100 magic items explaining various themes of the Bible beginning 
with the origin of mankind etc.

The show was presented by Fr Prof Ivan Madtha who earned the sobriquet of the 
"Gospel Magician"  .  He  met a train  accident four years ago and lost his 
left hand and parts of three fingers > Despite this tragedy Fr Ivan converted 
this suffering into joy  to render service to God and he has embarked upon 
using Magic shows to inculcate the Bible and gospel teachings to children.  He 
has a huge following ever since.

What inspires the audience as the show gets  underway is that Fr Prof Ivan does 
not display any resentment at his physical disability.  He has lost thirty two 
bones has punctures in his lungs but his strong faith in God has given him the 
grit to enjoy life. He had undergone several surgical operations but his faith 
in God and prayer endured him all through.  This is his message to those who 
think that suffering are a bane on life.  He laughs and moves around freely 
does his personal chores with ease and sports a smiling countenance. Truly an 
inspiring personality.

Indeed the gathering was so taken up by Fr Prof Ivans spirit of determination 
and faith that many felt that such a magic show could be held all over Goa to 
inspire those that consider suffering as a curse.  

Fr Prof Ivan is assisted by his sister who is also a nun and another youth.  
The costs of the show is around Rs.7000- but the Holy Spirit Church clergy 
preferred to throw the show open to all and for free but moved a donation box 
for those who could contribute their mite. This was an exemplary treat for the 
feast day and was well appreciated by all.

It is hoped that Fr Ivan through his sufferings will inspire others to face 
life positively.  He is a real example of an individual who not only professes 
propagates but also practices the Christian way and values of life unstead of 
rituals alone.  

This writer spoke to the 46 year Fr Ivan  who now resides in the Clergy home 
for ailing priests in Mangalore.  He has however promised to participate in 
more shows in Goa especially to inspire children.

Many  Netters seem to be keen on attending the Annual Goanetters Meet. There
is a suggestion to have it in Margao. I have no objection but the venue
suggested, Longuinhos is simply impracticable because of the parking
problems. If we are to travel from North Goa, then we perforce have to come
by some vehicle, so adequate parking should be a must.

Incidentally, what is wrong with Panjim? After all, it is the capital city.

was a hoax. Johns Hopkins has not issued such an update on cancer. The hoax

remember when I was in school I used to always have a konkani skit staged for 
the parent's day. It was mine and mine alone. But one year I felt I should try 
something else and opted for an indian dance. When this was announced at the 
general assembly of teachers everyone was suprised that I had opted for an 
indian dance. One religious person was given a konkani skit and she agreed. We 
were to start our practices after the Diwali holidays. I had planned what to do 
and whom to approach for help etc etc but when I came to school the religious 
came to me to plead for a change which I agreed . I had to inform my religious 
head about the change. The head accused me for changing even though I told him 
that it was not my idea. He described the religious as intelligent, efficient 
etc etc and said that I was useless, lethargic etc etc. This made me hot and I 
told the concern religious that i will train the children for the dance and she 
should train for the skit. Quickly the religious made her confession and the 
skit came to me without any apology.

Al Ain, UAE, Dec 8: The new building of St Mary’s Catholic Church in Al Ain
was inaugurated by H H Sheikh Hazza Bin Tahnoon Al Nahyan, the under
secretary of Dewan’ Ruler Representative for eastern province of Al Ain, in
the presence of Bishop Paul Hinder, the Vicar Apostolic of Arabia here on
Monday, December 7, 2009. The new church was constructed under the
leadership of parish priest, Fr Anthony P A.

The ceremony was attended by over 1000 parishioners from different Christian
communities of Al Ain, many of them, even by taking a day off work; they
included people from the Arab to the Filipino communities and also included
a sizeable Mangalorean crowd.

Bishop Paul Hinder welcomed the parishioners and thanked the ruling family
for their tolerance and generosity towards the Christian community in the
UAE. Mathew Keenan, member of the parish council, acknowledged various
contributions of the people, which facilitated the construction of the
parish church. The event also included entertaining traditional dances from
the Indian as well as the Filipino community.

The land, on which the church now stands, was donated by the late ruler,
Sheikh Zayed Bin Sultan Al Nahyan in 1969, when the initial building was
built. Due to the increased patronage of the parishioners, the church was
renovated in 1981 and then finally on October 5, 2008, the foundation stone
for a new church building was laid by Bishop Paul Hinder on the very same
piece of land. Within a year, this new building had been completed, and was
waiting to be consecrated by Bishop Paul Hinder on December 8, which also
happens to be the Feast of the Immaculate Conception and the Parish Feast
Day, where a solemn mass would be conducted.

Al Ain, the garden city of UAE that borders Oman, and forms the third corner
of a triangle between Dubai and Abu Dhabi, which are all spaced within a
distance of 130 km from each other. The city is part of the Emirate of Abu
Dhabi, with a population of about 3, 75,000. This city is a popular tourist
attraction, thanks to its cultural heritage and natural beauty. The St
Mary’s Catholic Church is also home to many different Christian
denominations, who have always been exhibiting a spirit of togetherness.

Expat-Goans are NOT the issue in the current situation and Frederick knows it 
but he likes to confuse the issue to further his thesis "the migrant is the 
victim and the Goan is the victimizer". Soon we will be told expat-Goans are 
victimizers too!

Goan mega-projects are being built under dubious legal provisions, likely all 
of them have some illegality associated with them. Rich migrant builders use 
poor migrant workers to build illegal structures to market to foreign nationals 
and non-Goans (Bombay-wallahs, Delhi-wallahs, NRIs). That is a major portion of 
the current "development" of Goa. No law and order. 

In fact, when is the last time one saw a sentence with law and order and 
migrant in it. When Goans complain about the lack of law and order, some 
nonsense about caste, communal elites is thrown into the argument to confuse 
the issue along with "the migrant is the victim and the Goan is the 
victimizer". Which is not to write that Goans are innocent, since Goan 
politicians and the system have facilitated the illegalities of mega=projects 
in Goa.

[Goanet] NAVY WEEK AT Sea Bird NAVAL BASE -ANJEDIV

For  over five consecutive  years i.e since  4th October 2004 and  2nd 
February, 2005  onwards, successive Commodore-in-Charge’s (Karwar ) 
Headquarters, FO(K) Naval Base, near the over Rs. 35,000  crores  Sea Bird  
(INS Kadamba ) Project at Anjedic   in gross violation of the agreed  terms of 
the order dated 8th December, 1987  and 26th July, 1989  have disallowed the 
celebrations of the customary feasts of  St Francis de Assisi on 4th October, 
and “ Nossa Senhora de Brotas “  (Our Lady of Springs)  on 2nd February, on the 
37,005 ha Anjediva Island a part of Canacona Taluka, South Goa District , Goa 
presently under the Ministry of Defence, Govt of India, though still a part of 
Goa,  as it is  not ceded under any act of Parliament.

The reasons invariably cited for denying celebrations of age old customary 
festivities   on all occasions, ranged from a) either naval exercises are going 
on and warships  are in place, or b) the base is operational, or c) due to 
security reasons, law and order problem in Karwar the district administration 
Karwar  has not recommended celebration of the feast., (though the State of 
Karnataka has no  jurisdiction whatsoever on the Anjediv   Island ) and   d) 
due to current security scenario in the country & recent terrorist threat to 
naval base as per media reports (Jan 2009) visitors are not being allowed in 
the base.

But that  all this clearly smacks of  a mere alibi to deny the faithful has now 
been established beyond doubt .  

On the occasion of Navy Week Celebrations this year from  4th December ( 
Victory day of Indo-Pak war of 1971 ) to 6th December, 2009  this writer 
visited the base Headquarters at Arga , via Chendia, Karwar.  On production of  
a photo-identity card   as proof  of identity, insisted upon  by  the Security 
Officials  at the Main Gate,  an entry pass bearing serial No:1439 dated  6th 
December, 2009 was issued  at  1203  hrs to this writer.  Photography was 
strictly prohibited.   Cell phone  numbers were recorded and those with camera 
cell phones advised to refrain from taking photographs.  Then alongwith others 
we  were  ferried by private  minibuses with a security official seated in each 
of such minibuses  ( understood to have been engaged on contract of Rs.2000/-  
per day ).  upto the ships ramp.  Both  INS Aditya and  INS Jamuna   were kept 
open to the public.  Entry to the vessel  “Investigator” was prohibited.
 Later  we were treated to free cold
 drinks and biscuits at INS Aditya ( drinking water was not available to any of 
the visitors ).

Looking beyond the base the Church of Nossa Senhora de Brotas at Anjediv 
Island  appeared as a  “ white dot ” on the western horizon. The 1.2 kms 
causeway leading to the Church connecting the Anjediv Island from the Bhaitkol 
(Port) enclave end,  which since the last visit of this writer on 2nd February, 
2004 has remained  unasphalted .  
 
When a Naval official was asked about the state of the Church by this writer he 
informed discreetly   that the Church is “OK condition”  but kept out of bounds 
from the public as well as the officers at the base for “security reasons” and 
would not elaborate any further when probed a little more by this writer.

The entire  break water in the periphery of the Sea Bird project  from the 
Bhaitkol Enclave covering area around Kamat Enclave at Binaga (Behind St Anne’s 
Church/Cemetery )  and Arga via Chendia Head quarter spans to 3.5 kms according 
to the Naval official.  

For the records it may be noted that the Sea bird project was conceptualized in 
1986 but commenced activity only in 1999 .  The last phase is  yet to get 
underway.  Its uniqueness is its first automated ship lift technology for under 
water maintenance  and is the largest docking base ie. almost 42 ships could be 
docked which could avoid congestion at Vizag   and Mumbai Naval bases.

Having enjoyed some delicacies of food and refreshments, at costs,   organized 
by the cadets at the campus but catered to on contract  the visit  ended.  
There were entertainment programs scheduled for the evening until 2200 hrs. 
according to the Naval official   and he admitted that  the crowds surge the 
venue only in the evenings.  Due to hot weather conditions day visit by the 
public  to the venue  is minimal.

But for all the so called security hype created by the security officials 
insisting  that entry passes would have to be surrendered at the time of 
exit   appeared to be relaxed in the afternoon siesta.   

This  writer walked out the main gate in full  security officials gaze  without 
being asked to surrender the same (and now still in possession of this writer ) 
but instead  received a warm handshake as a farewell gesture from the security 
officials.

One wonders why if the Naval authorities could permit the members of the public 
to enter not only the base but also the warships without much ado; during the 
Navy Week from morning to night  could this same procedure not b

Beginning with senior police officers off duty recreation in casinos condoned 
by DGP and entertainment by high priced belly dancers at Anjuna police station 
(confirmed by event organiser called Yogi), we now have a police head constable 
whilst on duty ,indulging in sex in a police jeep! Further we read reports of 
the IGPs son driving the DGPs official car, crashing into a electric pole with 
the power minister's son on board and a son of an attorney general among others 
returning at 4AM from a disco in Vasco. The damage to car estimated around 
Rs4.25 lakhs. 
How can the DGP permit his official car to be used by IGPs son for partying 
with his friends?Is there no control by the parents on their children? To quote 
Nandkumar Kamat "There is a new culture-destroying or tampering with evidence 
at the scene of a crime when a VIP gets involved.What type of societry is Goa 
creating?".
The public would like to know what their  government is doing in general to 
control misuse of official vehicles and what the Home minister has to say about 
all these police indescretions . What effect is all this having on the morale 
of the police force, law and order and the citizens?Is the Chief Minister going 
to remain a silent spectator?

One would have to refer to synonyms of "censor" as in criticize, revile. In
that sense it is correct by a whisker. But censure would have been more
appropriate.

Nandita Das censures IFFI: as in she disapproves or criticizes.
And furthermore at varying levels of the critical spectrum was being was
rebuked, reprimanded and castigated.

On the other hand the Marrakesh festival was complimented. In the opposite
sense of the IFFI being censured, the festival in Marrakesh was ratified,
endorsed and praised.

institutions in the United States. I thank Eric Pinto for bringing this update 
to our attention, because it will help protect thousands of families from 
developing cancer if they follow the advice that is being proffered in it.
 Lea and I have had close personal friends who have died as the result of 
being subjected to too much chemotherapy. One died just a week ago today! Johns 
Hopkins is now suggesting that prevention is better than that type of 
"cure"---chemotherapy successful because it killed the cancer cells, but the

George, I'm curious to know how you would view it if these very flats
were sold to expat-Goans. Do we judge issues on basis of ethnicity, or

Behind the present day tribulations of Indias minorities ( Muslims,
Christians, etc ) lies an insecurity pumped into the Hindu majority by a
pre-meditated five-decade campaign that portrayed Muslims and Christians as
disloyal, anti-national or criminal. Militant nationalists always need an
enemy in order to grow. Hitler had the Jews. In India there are the
minorities within and Pakistan, China and the West outside.



For Hindu chauvinists the greatest national crime has been the 'pampering'
of the minorities but they forget that it is the majority who have been
pampered with government jobs, facilities, housing and not the minorities.
They conscientise the masses about setting right all historical wrongs.
Todays Muslims must make amends for what the Muslim princess did centuries
ago. All ancient Hindu temple sites must be restored. They forget that even
Hindu princess looted their own temples, Buddhist viharas were converted
into Hindu temples, Jains were harased, Shaivite temples were turned into
Vaishnavite temples and vice versa.



A interesting point to be noted is that the origins of the Christian
communities in India go back to 52 AD, when the Apostle Thomas set foot on
Indian soil, a period when Hinduism itself had not yet taken on its present
identity. It was Sankarcharya in the eight century that re-established
Brahminism in the present form while trying to root out Budhism from Indian
soil.



The Hindutvawadis/Sanghparivar (fundamentalist hindu groups comprising of
rss, vhp, bajrangdal, shiv sena) are evolving new ways of humiliating,
marginalizing and crushing their opponents i.e. muslims, christians,
tribals, dalits, etc. They (sanghparivar) humiliate and disarm their critics
by accusing them of being foreigners and anti-nationals. They provoke them
beyond endurance and any self-defence is described as violent. They keep
spreading misinformation in a studied and systematic way so that at least
half of it will be believed. For this, they take inspiration from the
manuals of the Nazis whom they greatly admire. They harass minorities with
court cases so as to wear them down. They seek to pack all the national
parties with their people so that they will be in command no matter what
party comes to power



The Hindutvawadis use the print, celluloid, audio and video media to further
their cause, especially during elections. One cannot underestimate the
vastness of their designs.



The organs of the state bureaucracy, the judiciary, police and armed forces
are polarized, when one officer takes action, another rushes to the rescue
of the Hindutvawadis.


Anti-democratic attitudes are today widespread in the same urban middle
class in India that was the backbone of democracy. Gone are the days of
slogans like "Unity in Diversity".

The Sangh Parivars clear-sighted aim is to establish Hitler's Aryan rule in
India, and impose the Manu Code with its caste-norms. Just as for the Nazis,
the Jews were a great threat, so the sangh parivar considers the Muslims,
Christians, Dalits, Tribals, Socialists, Communists and modern Hindus a
great threat.

The Sangh parivars definition of Nation, is not acceptable. It is
monocultural negating other religions and people. The struggle between the
Brahminical forces under the disguise of Hindu nationalism on the one hand
and the dream of an egalitarian, pluralistic and democratic Indian State and
society on the other hand, will determine the direction and the destiny of
the Indian State and society.

This is the latest one in Gomatak Times, 98122009, pg 3 that reveals GBA's free 
size knickers. "They recently called on , Chief Town Planner Morad Ahmed on 
Friday last to discuss the entire gamut of issues pertaining to RP 2021. 
"We were emphatic on the point of a speedy finalisation of RP 2021, the absence 
of which has sparked off, some problems," GBA activist Sabina Martins told GT." 
GBA was emphatic about speedy finalisation of RP 2021 is to be noted. Who has a 
problem with the absence of RP 2021? Catch word is 'some problem', what about 
the rest of the problems which will not be addressed by RP 2021? 
So my long pending question since 2007 remains unanswered by GBA. What is the 
model of Regional Plan that GBA has in mind in light of the 73rd and 74th 
Constitution Amendment? Is it in agreement with the present process of RP 2021 
that is spelt out in Chapter III of the TCP Act? 
The constitution of India ensures freedom of expression and the right to know. 
But to question GBA's policy publicly amounts to be treason. So the 
unprincipled Soter D'Souza of GBA  from Socorro village of Bardez in Goa now 
awaits the execution of the threat by one of GBA's member as part of the Way 
Forward to weed out the lice.

interest in tourist hotspot Goa, hoping that renewed investor interest will

The state, which has around 2,000 apartments on sale, recently saw DLF, the
country’s largest property developer, launching its River Valley Holiday
Home project, wherein apartments were priced at Rs 25-55 lakh. The developer
is said to have sold almost 140 apartments, out of the 250 on sale.

“We are marketing this project to investors looking for holiday homes across
the country. The idea is to give a market for people who want to invest in
mid-income houses. We are already getting good response for the project,”
said Rajeev Talwar, group executive director, DLF Ltd.

Another Delhi-based real estate developer Parsvnath is planning to start
three realty projects in the state — a shopping mall-cum-office project, a
hotel and a residential project. While it has got permission for the first
two, it is yet to get approval for the housing project. The company expects
to launch its projects next financial year.

“We see a good potential in Goa, as there are very few large-scale
developments and limited parcel of land available to build,” said Pradeep
Jain, chairman of Parsvnath Developers.

Realtors such as Kumar Gera of Gera Developments said home prices turned
attractive due to lower costs of land and construction. Gera is constructing
a office and 224-apartment residential project in Goa. At Rs 3,000 per sqft,
there is good demand for a 2-BHK,” said Gera.

Consultants said pricing was a game-changer in this tiny property market, as
it was in other parts of the country. “Earlier, we were hearing houses
priced at a crore or two in Goa. Since the new developers have priced their
homes between Rs 20 lakh and Rs 60 lakh, people are buying them as holiday
home or good investment options,” said Raminder Grover, chief executive of
Home Bay Residential, a unit of property consultants Jones Lang LaSalle
Meghraj.

But not everything is hunky-dory in this tiny state. Initially, DLF’s River
Valley project faced agitation from local villagers and non-government
organisations on environment issues. Besides, DLF is yet to construct a
mall-cum-office in Goa as it could not obtain the necessary approvals on
time. The state government has also scrapped seven special economic zones by
companies such as Cipla and Peninsula Land among others and developers have
gone to the high court against it. Litigation, regulations and a number of
approvals have also discouraged some developers.

“We actively looked at deals in Goa, but we could not pursue them as we felt
public interest litigation (PIL) and coastal regulation zone (CRZ) rules
were the biggest problems in implementing any project,” said Sunil Mantri of
Sunil Mantri Realty.

Added Grover of Home Bay Residential: “The amount of permissions required in
Goa is the highest compared to other parts of the country. A project can be
delayed for any amount of time due to this reason.”
