Digu is fooling people of Goa and even other ministers and MLAs by saying that 
high command (Sonia) takes all major decisions. Actually, Sonia perhaps works a 
maximum of 14 hours a day, which amounts to 420 hours a month. 
Now, Goa is roughly one:thousandth of India in terms of both area and 
population. This means Sonia can give atmost half hour per month to Goa 
affairs. How can Sonia decide about Goa in such a short time at her disposal? 
And even if she tries it, will not her decisions be less appropriate due to 
lack of thought process?
As far as Goa is concerned, a few miners constitute the High-command. It is 
they who decide everything and Digu makes it look like a high-command decision. 
High-command is a convinient word used by Digu to remain in good terms with 
other ministers and MLAs. Without this magic word, he would have by now 
alienated many MLAs and perhaps would have by now lost the CMs chair.

The Tar Balls on Goa's beaches in the last few days typifies what is 
wrong with GoaThis is not the first time it has happened and yet 
Digambar Ali Baba Kamat and his 40 thieves have no answer, no strategy 
and no clue on how to deal with this pollution and damage to the 
environment ...!!! Why? Simple because there is no MONEY FOR 
THEM IN doing so. They have sent some Ghantis to clear it up by 
collecting the tar balls and burying them on the beach itself where they 
could re-surface. Despite this lack of knowledge commitment and 
leadership on such a simple perennial issue one of Diggu's corrupt thugs 
namely JOKING ALEMAO is busy trying to rob the land at Cutbona Jetty, 
Velim from the decent and hard working villagers of Velim against their 
will to build a fish meal plant of which he knows even less of. His only 
interest is because of the huge kickback he will make on the plant and 
on the forced acquisition of the land for peanuts.. These monkeys in 
the Government should deal with Tar Balls before delving into other 
unnecessary projects to fill their deep corrupt immoral pockets. The 
people of Velim, Assolna and Cuncolim will  and their supporters 
throughout the world will fight this corrupt Fisheries Minister tooth 
and nail to ensure that he deals with the Tar Balls on the Beach and NOT 
THE DISGUSTING ROTTEN FISH MEAL PLANT AT CUTBONA or to continue their 
smuggling of Gold that shot him into prominence even if it means tarring 
his own Balls ! Pray for the success of the Velim Peoples Fight 
against the Fisheries MINISTER, STINKING FISHY JOKING ALEMAO.


On the 1st September 2010 there is another Gram Sabha in Velim that the 
FISHY JOKING ALEMAO will keep away, from for fear of answering an honest 
question and having his parts tarred. He should realise that the Tar 
Balls are a greater threat to Fish and requires greater urgency than a 
Fish Meal Plant !!! He has enough space in his bedroom to put the 
plant in 


The Theft of the land in Quitol by the corrupt peasant MLA and GIDC 
chairman Babu Chor Kavlekar aided and abetted by other MLA thugs under 
the pretext of building a foodpark is another such crime that is being 
and will continue to be fought until the bitter end !!


Long may the fights continue for justice honesty and decency and a 
vindication for the good decent people of Goa and in the diaspora 
!!! !

Massive downpour of rain failed to dampen GRAF's  'World Konkani Day' 
celebration in Mumbai


The World Konkani Day 2010 was commemorated by GRAF (Goan Review Art 
Foundation) on 29th August 2010 at Antonio D'Souza High School, Byculla, 
Mumbai.


Renowned  Konkani litterateur and winner of the  Sahitya Academy award Mrs. 
Sheela Kolambkar speaking as the chief guest on the occasion highlighted the 
various development of the Konkani language and said that the five scripts 
of Konkani should unite the Konkanis as the five fingers of a fist  to come 
together unitedly and work towards the progress of the language. She also 
made a mention of Fr. H O Mascarenhas who worked tirelessly to raise the 
standard of the language then, and complimented Shetgaonkar the young 
director of the Konkani film 'Poltoddcho Monis'  for taking Konkani to 
greater heights internationally.


Konkani activist and entrepreneur, Shri Lawrence D' Souza and President of 
the Federation of All Goan Clubs, Felix Dias were the guests of honour in 
the distinguished presence of Shri Gerson da Cunha of AGNI and Rev. Fr. 
Francis Ramesh, patron of Mandd Sobhann.


President of GRAF Fausto V. da Costa in his introductory speech said that 
although it's 18 years since Konkani has been included in the 8th schedule 
of the Indian constitution the progress of Konkani has been very slow 
because  people are slowly moving away from Konkani. We tend to use the 
language commercially rather than making use  of it in our day to day lives. 
In spite of this Konkani  has been able to reach this level of success only 
because of the contribution of a  few dedicated persons where as the general 
public is hardly bothered about this, he further lamented. He also advised 
the gathering that instead of getting rid of the clubs - the unique heritage 
of our ancestors - by selling them, we should explore ways of saving them 
for the generation next..


A minute silence was observed in honour of the doyen of Konkani literature 
late Ravindra Kelekar and other departed souls.


Konkani writer and Tiatrist Mr Peter Vaz de Chandor and Social worker 
Jeetendra Lotliker were felicitated during the function for their yeoman 
service to the society and the Konkani language. The Goan Review's Man of 
the Year 2009-10 - Mr Roque Gonsalves was also honoured with the Goan Review 
Rolling trophy and a purse at the hands of the chief guest.


Konkani Tiatr 'Vantte' written by Rio Rosa was the highlight of the day in 
the cultural programme that followed. The mando was nostalgic of Goa and so 
were the Portuguese dance by the children and the mando danced by the 
adults. Hymn to our patron St Francis Xavier brought the cultural programme 
to an end.


There was not a single moment for the people to think of anything else but 
what next. In short the audience wanted some more if not for the rain gods 
playing the spoil sport and time running out. None the less the young and 
the old joined the dancing sessions.


What can be Goan gathering  without xacuti, sorpatel and  pulao? The crowd 
enjoyed the mouth water treat till the end. (Renato Pereira)

There is no governance in Goa since 1961. Goa has been looted by the neo 
colonial rulers, the elected reps in Goa are mere puppets to the current 
rule. Billions have been taken from for development of other areas, our 
civilian airport and other areas have been occupied by outsiders. In 
short Goa has been stripped! Why do we need democracy to govern.? Can we 
not have an interim government under the auspices of the UN (the one who 
encouraged the invasion of Goa) to rule Goa. Or can we not live under 
one country two system like that of HK and Macau? In other words have 
our on mini constitution (only an excerpt) as below:

Macao, including the Macao Peninsula, Taipa Island and Coloane Island, 
has been part of the territory of China since ancient times; it was 
gradually occupied by Portugal after the mid 16th century. On 13 April 
1987, the Chinese and Portuguese Governments signed the Joint 
Declaration on the Question of Macao, affirming that the Government of 
the People' s Republic of China will resume the exercise of sovereignty 
over Macao with effect from 20 December 1999, thus fulfilling the long 
cherished common aspiration of the Chinese people for the recovery of 
Macao. Upholding national unity and territorial integrity, contributing 
to social stability and economic development, and taking account of its 
history and realities, the People' s Republic of China has decided that 
upon China's resumption of the exercise of sovereignty over Macao, a 
Macao Special Administrative Region will be established in accordance 
with the provisions of Article 31 of the Constitution of the People's

of the People's Republic of China, the National People's Congress hereby 
enacts the Basic Law of the Macao Special Administrative Region of the

Article 7 The land and natural resources within the Macao Special

of the Macao Special Administrative Region shall be responsible for 
their management, use and development and for their lease or grant to 
individuals or legal persons for use or development. The revenues

The Ghantis who are clearing the tar balls in the beaches of Goa should 
be instructed to take and dump them in the front garden of Joaquim 
Alemao - that is the only way he may get the message that he needs to be 
serious about this issue.


And Bernardo,
We must be realistic. I sincerely don't believe that any other 
umbrella for Goa will solve the problem of the type of people who are 
rulling Goa.


If we had honest, strong people with vision and above all educated and 
with some ideals , we could resolve the problem of Goa within India.


For years now we have proved that we are not even capable of chosing a 
decent number of politicians to rule in Goa. Do you really think there 
is any chance at all we will get a different status for Goa?  If we get 
Presidential rule , that will be enough to put things right.


If anyone is ready for action, let us start with fundamentals - start a 
campaign agaisnt corruption.

It is high time Goans living in Goa realise that they are
Prisoners Of War. It was in the news recently that one of the Goan Ministers
who gets ‘chills’ being behind the ‘Church’ for being a Catholic, that Goa was
“Conquered” by India; quoting the Supreme Court. So where are our “Freedom
fighters” who take pride in boasting that they have “liberated” Goa hiding?
Where is the freedom they harp on that they have given Goa and Goans? Why is
the term “Liberation of Goa” being used? 


I tend to believe this Minister; as in every war, the
conquerors always plundered the wealth of the conquered land, they raped their
women, took with them some slaves, etc. The intelligentsia always fled and
lived in exile. What is happening now in Goa is the same. The intelligentsia
have left Goa; Goa is plundered left and right by the Indians, our conquerors.
They have taken slaves who are ruling Goa and are forbidden to take any
decision without running to the capital of India for receiving Orders from 
their Masters. Our agricultural
land, forests,  houses and women
too are raped almost daily. A few of the Goans still in Goa who have not fled,
are forming a “Resistance Group”; but with no arms and ammunition. Will they
succeed?

Brand Ambassador for Goa Carbon Ltd and Asian Under 18 Girls’ Chess 
Champion Bhakti Kulkarni progressed into Top Ten World rankings for the 
first time in her career. Bhakti is ranked No.9 in the Under 18 Girls 
category in the World with her career best rating of 2294. She was 
ranked 18th in the July Rating list.


Needless to mention, Bhakti has maintained her No. 1 position in Asia. 
She is already national Junior Champion of India. “These are phenomenal 
achievements by any standards,” opined Bhakti’s coach Dronacharya 
awardee Raghunandan Gokhale.


With her Asian Gold winning performance in China (July, 2010) and career 
best play in the World Junior Girls Championships, Poland (August 2010), 
this petite collegian from Chougule College, Madgao could achieve her 
dream of finishing in top ten.


Bhakti is preparing hard for the forthcoming World Youth Chess 
Championships scheduled to be held in Greece next month. “I cannot 
believe that I am ranked in the top ten in the World! But I shall try to 
improve my rating further,” she assured with determination.


Bhakti was Goa State Men’s Champion for three successive years when she 
was just 11 year old. At the age of ten, Bhakti was awarded 
International rating of 2086 which still is considered very high for a 
ten year old girl.


Bhakti’s father Pradip Kulkarni said that he is very proud of his 
daughter. According to Pradip, Grandmaster Adrian Mykhalchishin of 
Russia has recommended Bhakti to play in Europe to become Women 
Grandmaster. “Thanks to Goa Carbon Limited, Bhakti can play at least 
this much,” said Bhakti’s mother Priya Kulkarni.


Bhakti is slated to become Goa’s first International Woman Master by end 
of this month when the World Chess Federation will formally award the 
title during the Olympiads at Khanty Mansik(Russia).

The headline itself is contradictory or rather sensational?
 
It says ‘..Portuguese passports holders for the last 
three years face the risk of deletion of their names 
from the electoral rolls’
 
What risk it is talking about?
Portuguese Passport Holders, are they losing their 
properties or bank balances in Goa or what?
 
Once you are a Foreign National, you do not belong here,
I mean, you no longer remain a Indian Citizen here.
So, NO VOTING RIGHTS.
And that’s as simple as that.
 
What risk we are talking about?
Once you acquire Portuguese Passport,  your name is 
automatically stroked off  in the electoral roll.  
If you see details online, you will notice few of the entries 
are deleted (i.e. line strikethrough the entry/name), 
which could either mean the person has moved his 
residence either to another part of Goa/India or moved 
his residence to the lord or another planet.  
It could also mean, the person is no longer a Citizen of 
India. Or moved his residence to Swindon etc

Just found out that you will now see ‘DELETED’ stamp 
against your entry, which means you are ‘disqualified’ 
and letter ‘Q’ is marked  before the epic No. to denote that.

21year old disqualified? Yes, because he too 
acquired Portuguese Passport

There are about 20 such disqualified persons in my 
polling  area during the last one year or so.

So, how do they do that?
Once you acquire Portuguese passport (not Billet d’identidade):

1. You go to Indian Passport office to surrender your Indian 
Passport (if any) for which you are given a receipt or 
a surrender letter.  And you do that not just because it is 
your duty to do but because you needed a proof to show 
at the Immigrations etc at the time of leaving the 
country.  Passport Dept will then pass on your info to 
other Departments including local Election officers/Dept..
 
2. As if above is not enough, you are also required to 
register yourself with the Foreigner Registration Section, 
Police Head Quarters, Panjim.  There again, you give all 
your newly acquired foreign passport details by filling up 
forms in triplicates, pay fees etc and you get a  rubber 
stamp on your new passport in return. 
Usually on last page you will see something like this

 
 ‘ Panaji, Goa
RC No. 302/PORT/2010
Dated 16/08/2010’
 
Once your foreign travel itinerary  fixed/confirmed, you then 
go back to FRO to report your Departure and you will have 
to do this at least one week in advance.
They will then issue you a letter which is also required at 
the immigration.
 
Please note: This auto-deletion in practice for about last 
2 years or so. Those left before that may still have 
their names on the roll. Yet, there may be a few who got 
away with it.

I was born in Goa, I lived in Goa, I studied in Goa, I am frequent 
visitor to Goa , but my visits are mostly to just work on trying to 
improve things in Goa. I don't have any interests or any thing in Goa at 
all except my heart.  It is my homeland, the land of my forefathers and 
that alone is enough for me to be serious about what I am trying to do, 
including the campaign on mining in Goa, which is going fine thank you 
very much;  it is a longterm struggle which I am trying to tackle 
strategically and with lots of groundwork. This is a campaign that 
concerns all goans and I hope you all will support us when we call for help!


As for corruption - give me one example of a country where there is no 
corruption. We must fight it day and night, and try everything to 
eradicate it from Goa.

Hi Benedict,

Only NRI’s?  Only if the Government is open about granting proper dual 
citizenship will it have much meaning.  Of all the Goans listed by you 
as living in various countries overseas, can you say how many of these 
Goans are NRI’s?  I would say very few indeed, if you stop counting 
those in the Gulf region.


Here in Australia we have a great example of how the Italians have their 
own representatives elected to the Italian Parliament from among 
Italians in Australia!  Any one of Italian descent can get registered as 
a dual Italian citizen with the right to vote.


Only when this happens to Indians who hold other citizenships, will 
something really change.


I love Bernard’s idea about an interim Government.  After all, Goa was 
invaded against the wishes of blue blooded Goans.

Mumbai, Aug 29:The curtain-raiser ceremony of the first World Konkani Cultural 
Convention by Mandd Sobhann was held at Rang Sharada Auditorium, Bandra (west), 
here on Sunday August 29.
  
Maharashtra CM Ashok Chavan inaugurated the programme with the Konkani 
tradition 
of presenting a water-filled jug of vessel along with a plate of betel leaves 
and areca nut to the dignitaries, including heads of music troupes, and also by 
distributing the invitation cards to them.
 
CM Ashok Chavan after inaugurating the programme said that he was happy to be 
accorded with a traditional Konkani honour and observed that Marathi and 
Konkani 
have several similarities. The strength of a community lies in fostering its 
mother tongue. The communities will progress and achieve growth if the 
government takes appropriate steps to address the various issues concerning the 
use of mother tongue, he added.
 
Ronald Colaco, president of the reception committee, in his keynote address 
said 
that the Konkani speaking people have contributed immensly to the 
socio-economic 
growth of the nation, hence the government must consider extending its support 
to keep Konkani language alive. 

 
Colaco also said that Konkani as a language has no barrier and is spoken by a 
cross section of people coming from different creeds, castes and regions. 
Moreover, Konkani has very strong roots and it is the duty of every Konkani 
speaking individual to preserve as well as promote the language.
 
Ronald Colaco's appeal to the Maharashtra CM to set up Konkani Cultural Centre 
prompted the chief minister to announce that the state government would allot a 
plot for building the Centre in the city and that it will also grant a sum of 
Rs 
25 lac to Mandd Sobhann in support of the convention. 
 
The state health and family welfare minister Suresh H Shetty, Rajya Sabha 
member 
Oscar Fernandes, Bank of Maharastra CEO Allen C A Pereira, Ryan International 
Group of Education Institutions managing director Grace Pinto and Blossom 
Fernandes were the guests of honour.
Minister Suresh Shetty said that Konkani is widely spoken by the people 
regardless of caste, creed or religion. It is a delight that it has grown into 
a 
significant Indian language. Nearly 10 lac Konkani speaking people are in 
Mumbai 
and about 15 lac in the state, said the minister.   

 
He also assured that the state administration intends to contribute for the 
setting up of Konkani Cultural Centre for the benefit of the Konkani speaking 
population, in recognition of their significant contribution to Mumbai. 

 
Grace Pinto in her keynote address said that Konkani and Marathi communities 
share a special bond. She urged the state administration to reserve at least 
two 
seats in the state legislature for the Konkani speaking community, as there is 
a 
sizeable number of people of Konkan origin in the state.  

 
Allen Pereira opined that excessive love of western languages was unjustified 
and that Konkani has embedded itself into contemporary culture. 

 
Appreciating the efforts of Mandd Sobhann in organising the convention, Oscar 
Fernandes said that Mandd Sobhann has brought international recognition to 
Konkani and its distinct folklore. Maharashtra has maximum population of 
Konkani 
speakers in the country. Although Konkani has been included in the eighth 
schedule of our Constitution, every Konkani speaker has the responsibility to 
promote and preserve the language, he said.
 
Mumbai Pradesh Congress women wing president Janet Lawrence D’Souza and 
executive president Ronald Mendonca were also present on the dais.
 
Mandd Sobhann Gurkaar Eric Ozario delivered the introductory address. 
World Konkani Cultural Convention Reception Committee President Ronald Colaco 
dwelt on the splendour of Konkani and extolled the contribution of Mandd 
Sobhann 
in promoting Konkani language and culture worldwide.  

Fr Ramesh Bandodkar, Lawrence Pinto, Ancy Paladka, Dolphy D’Souza Bantwal, 
Ronald Gomes, Stany Alvares, Naveen Lobo, Roy Castelino and others honoured the 
dignitaries.
Lawrence D’Souza Kamani proposed the vote of thanks. Arun Raj Rodrigues 
compered 
the programme.  

 
Goan dance and song was performed by ‘Kepechim Kirnnam’ (Elvis Goes and group), 
as part of cultural programme.

e: Do you guys remember what happened in the House to the Velim MLA 
who was physically bundled out? May I ask Mathany IF he protested that 
and HOW?


f: Who was generating energy for this 'Swadeshi Catholic' nonsense - 
whatever it meant?


g: Who organised the funding for that disastrous and communally-laden 
Video CD?


h: Was it to be distributed to the schools in Goa? Did Mathany have a 
reaction to it and if so What and When?


I will say this again - so bear with me:

[1] I do not trust politicians. Thus far the Goa politicians have 
demonstrated ( almost invariably since 1976 at least) that by way of 
omission or commission, they are members of the Alibaba gang. [ You may 
wish to note that 'honrado' politicians of the genre of Jack de 
Sequeira, Eduardo Faleiro, Gopal Appa Kamat, Vasu Sarmalkar are not 
running for office these days]


[2] Closely watch folks who criticise (rightly no doubt) only one set of 
politicians


[3] Let ALL who advise us - also please declare that they are not 
receiving overseas funds to 'stage-manage' events in Goa. This 
specifically includes the 'busing in of folks for events'.


[4] It is quite nonsensical to give the Italian-Australian example with 
the hope that it will apply to Goa. Italy may allow dual-nationality 
like many European countries, Australia too may allow it. India does not 
allow 'full' dual nationality. Furthermore, according to the Indian 
Constitution, ANY Indian citizen has the freedom to enter, work and 
reside in Goa (post 1961). That citizen WILL with time have the right to 
vote in Goa. If you think Goans are in a minority now do wait for 
the next election cycle.


[5] Goans should just accept the facts of life and move on - instead of 
getting caught up with politicians and their agents.


[6] If I was resident in Goa, I would also accept the fact that 
politicians are corrupt to one degree or another. Hence, I would 
determine which outfit has the tendency of additionally being communal 
...and stay away from it.


ps: If one really feels like making a small contribution to Goa 
Support Goa Sudharop and Carmen Miranda's effort for the 
environment. It might not stop the eventual arrival of the juggernaut - 
but at least one will feel that one did one's best.

In order to ensure a method to the madness of this debate, may I suggest 
that we have just 2 ground rules in responding to Mr. J. Colaco’s 
appended e-mail, please:


Comment only on the item that you are well aware of and with a decorum 
of respect for one another.  A point of view can be expressed in many ways.
If one is responding then one does not need to repeat what others are 
saying.  However, if there is anything new to the item than by all means 
comment.


We need to learn to overcome our knee jerk reactions (something I 
believe as Goans we have in our DNA composition) and hold on to answers 
for a day or two before responding for a great result.

Let us breathe during that time for inspirations in our responses.

It is only by such interaction between us that we will learn to manage 
people if we as Goans come to fruition in ruling Goa. – Paradigm change 
starts right from today if we are to succeed.

Lets be clear about this topic.  I am sure that what the Government wants to do 
is allow
Indian Nationals abroad to vote in Elections in India by absentee ballots.  The 
term NRIs covers a lot of people.  Indians who have taken up UK, USA, Canadian, 
Australian citizenship
including yours truly are still loosely referred to as NRIs and even though 
they 
may have a
PIO or OCI card, they will not have the right to vote in India.  Many countries 
have the absentee ballot provision.  I am surprised that India which has its 
citizens living in various countries all around the world, still does not have 
this facility.  I am a US citizen living in India
and make it a point to vote in my local and national elections in the USA by 
absentee ballot.
The ballot is sent to me by mail and I mail it back.  I hope India extends this 
facility to all its
citizens no matter where they are.

TAG to conduct orientation courses

Tiatr Academy of Goa (TAG) will organise Orientation Classes in 
Dramatics for artistes interested in Tiatr, its Song  Music. The 
orientation courses will be organised in different compartments of Tiatr 
such as Script Writing, Lyrics Composition, Direction, Acting, Stage 
Setting, Background Music, Light Effects, Make-up etc. Regular classes 
will be held twice a week preferably at the weekends or any other days 
suggested by the participants as per their convenience. Each session 
will be of 3 hours and it will be conducted by persons well versed in 
dramatics.


The training will be of preliminary nature. However, it will definitely 
help our tiatr artistes to improve the standard of tiatr. Some 
travelling allowance to meet the expenditure of transport will be given 
only after the full course is completed by the participant.


The interested persons may apply to TAG on or before 13th September 
2010. The Prescribed Application form is available in the office of TAG 
during office hours.

Dear Agnelo,

I would like to be a part of it , but excuse me i may not want to answer all 
the questions but a few i can manage , the earlier you form a registered 
organization the better it will be from the view point of trustworthy, 
transparency, accountability, etc there could be many who want to be a part of 
this but since it is not a registered entity it becomes a bit dicey.

It's just my opinion but kudos to you for this well thought positive idea.

Yes, there will be a clear vision once we engage our Goans in a proper 
forum and ensure we are not all over the place.


We have learnt a lot on what discipline can achieve, I for one being of 
Jesuit educational background from St. Britto’s school and a little 
observation of how Goa was ruled prior to 19 December 2010

helped me to grow.

I respect Soter even though he may be thinking he is always right.

In the words of Steven R. Covey – 7 Habits of Highly Effective People, 
we need to see the end in the beginning.  We need to get rid of the book 
in our personal libraries – How to win and influence people by Dale 
Carnegie; this book has thought methods that many not necessarily 
achieve results and people go out giving “Impressao” rather than 
seriously contributing to the actual issues confronting particularly Goans.


All the ideas, dream, vision and mission will only come if we have the 
right ideas with right people.


The search should be on before we find the solution and while the music 
for quick steps is being played.


It would be good to select a committee, please give a thought, then 
prepare our Vision, Mission and a Business plan after removing the shaft 
from the wheat in this debate and present it to whoever the committee 
decides.


For a start we should contemplate who amongst will see the vision in a 
combined basis and help with the mission. The committee should be of a 
reasonable number as too large a committee has detrimental effect of a 
group dynamism amongst us Goans.


You are spot on with your questions and let us see what comes out of 
this brain storming e-mail exercise and not what Sorter thinks.

Bad news ?  Why ?  People want their cake and want to eat it too ?  When you 
opt 
for a foreign passport, you are in fact changing your nationality.  You become 
a 
foreigner and are
subject to the same rules as  foreigners - viz. you need a visa to come to 
India/Goa. you cannot hold agricultural and plantation properties etc. etc.
