Goa, Kerala Bihar and West Bengal were among the states with high unemployment while Gujarat, Chhattisgarh, Rajasthan and Punjab were among the states with low unemployment. It used the 'Usual Principal Status' - the majority of time in a one-year reference period - as its definition of employment. The labour bureau's data once again points to a crisis in female employment. While official unemployment in India is lower than in the developed world, female labour force participation rates are extremely low. Only 17.9 per cent of women in urban areas are in the labour force as against 73.3 percent of men. Despite such low labour force participation among women, the rate of female urban unemployment is as high as 12.5 percent as against 3.4 percent for urban males. Himachal Pradesh, Sikkim, Meghalaya, Chhattisgarh and Andhra Pradesh have high female labour force participation, while the northern states - Punjab, Haryana, Jammu Kashmir, Uttar Pradesh, Delhi and Uttarakhandhttp://timesofindia.indiatimes.com/topic/Uttarakhand - have the lowest female labour force participation. Despite the fact that he heads the pro-Hindu Bharatiya Janata Party (BJP), a constituency stuffed with extremists, Vajpayee has ambitiously pursued peace with neighbor and rival Pakistan, even traveling to the Pakistani cultural capital of Lahore in 1999, vainly hoping to bury the bloody animus of the past and start an era of good feelings. With 1 million soldiers facing each other at high alert on the India-Pakistan border, those days seem long ago. At the same dangerous time, Vajpayee's stewardship is looking less and less comforting. The frail bachelor seems shaky and lost, less an aging sage than an ordinary old man. He forgets names, even of longtime colleague and current Foreign Minister Jaswant Singh, and during several recent meetings he appeared confused and inattentive. [Goanet] Pilgao panchayat bans mining transport during monsoon
-- Samir Umarye BICHOLIM: The Pilgao Gram Sabha on Sunday amid chaos and confusion unanimously resolved that they would not allow mining firm to operate in the village during the monsoon season. The Pilgao Gram Sabha was held on Sunday which was attended by about 100 people from the village. The meeting was specially called to discuss the issue of mining in the village. During the meeting the people along with the panch members had a long discussion over the issue and many demanded that the operation, especially the transport of mining trucks should be banned during the monsoon season. It my be stated that Pilgao village which also consists of Sarmanas there is heavy flow of mining traffic and several people traveling towards Sarmanas face problem of dust pollution because of the mining transport. During rainy season it almost becomes impossible to travel on the road by two wheelers. The people sighting several examples demanded that all the transport should be banned during monsoon and relieve the commuters. Some of the truck owners who were also present for the meeting raised strong objection over this and asked the panchayat not to take one sided decision. We depend entirely upon the transport and we are already running into loss and if such decisions are taken than if will only worsen our situation a truck owner told expressing his strong opposition for banning of the mining. At this point the mob became furious and told that all cannot suffer just for the benefit of few. Another person from the village told the panchayat to take the decision only after consulting some legao follow the rules. As the situation was going out of control a panch, Anil Naik tried to pacify the mob and told that he has given a list of demands to the mining company and if they accept atleast four demands than they could allow the transport. This was strongly opposed by the people and also the other panch members. Later it was unanimously resolved not to allow the mining transport in Pilgao till 15th September. The issues of sand extraction, gutter system and other issues also came up for discussion.

Mervyn(Maciel), 1) There are lots of people here who witnessed Turnbull's speach at the G.I. I will leave it to those who did, to comment on what they remember. While I probably heard his speech, I was all of one year old and cannot remember a thing. 2) I am not to sure what the divisions in Kenya were. By the time I started making sports trips to Kenya, 20 years after independence, I did not notice any among the Goan sportsmen/women of my age group. 3) The Goans in Tz had only one division, as far as I know. After independence the Institutes allowed all professions to become members. 4) In my personal observations, the coastal Goans i.e. Mombasa, Tanga, Dar and Zanzibar always seemed much warmer than those who lived in the interior, who were usually richer and less fun. As you will be aware when Africa was being carved up by the Europeans be it British East Africa, German Tanganyika, Italian Somali land, Portuguese Mozambique and Angola or Dutch South Africa to name a few, our scholarly elders played a key part like glue keeping the administrative structures together. In Kenya the Karanis (clerks) were highly respected or top shots in today's world but there was always a Bwana Kuba (the boss who was white European) and to the African he would be known as Bwana Kuba Kabisa (the big big boss). Mervyn Lobo, in goanet issue 606, Vol 7, Message 2, has kindly uploaded an example of this. Your project has brought home to us just how lucky we both are as we do not have any uncomfortable memories of Kenya and feel truly blessed and appreciative to our parents for giving us the best start in life there. We feel sure our families would not have stuck life there for twenty years if it had been unbearable. Gut instincts and the magnetic compass would have steered them on to greener pastures. The reality is our parents put together three successful homes in three different continents! Although we were not there at the time, the recent viewings on U-tube indicate some statements that do not sound right to us and we suggest that, as Project Manager, you use the question and answer session to verify these with academics in the audience thus giving an opportunity, if necessary, to make amendments for the polished version before it is placed on record with the British Library. We second Roland Francis's suggestion about The Documentary being fit enough for nomination to international short film contests and exhibitions. To start with you may wish to contact the British Film Institute (BFI) in London and also our own people in India for the annual IFFI festival held in Goa but please get it corrected first, happy to discuss. Hope your intellectual injection into the festival is justly rewarded with a full house that do not wander off to the pullao and sorpotel stall or prefer to spend their time chilling out and catching up on gossip. You need not be nervous as your fully trained volunteers should be on hand and all you have to do is follow the British motto Keep Calm and Carry On. If all else fails, have a glass of Santogen wine by your side, historically, this has been known as a good tonic to calm nerves. Narendra Modi is way ahead of Shusma and Arun Jaitely, who are are light weights in comparison They do not have an pan India image and acceptance. Their importance and standing in the party is localised., no matter how tall they are projected. They were perhaps secretly rejoicing that their time is come on the National scene. They have tried to nudge L.K.Advani out of reckoning covertly and obliquely. Every one has a past, however distasteful it may be. But the past alone cannot be a barometer of hindrance to forward looking. The greatest charge against N.Modi is that he has not even expressed remorse against the carnage and senseless massacre of Muslims in Gujarat . Would that exercise reduce the enormity and seriousness of the crime? There are two sides to Modi, the past and present indexed by unprecedented development. The development of Gujarat under his leadership is clearly to be a matter of discussions. The mounting propaganda against his policies did not help to displace him in the electoral politics because he won by a great margin and will be expected to repeat the victory ahead. Dinesh D’Souza’s poison by Heather Mac Donald Forbes magazine has now “fact-checked” Dinesh D’Souza’s infamous September 27 cover story, “How Obama Thinks,” and has uncovered one “slight” misrepresentation, it says, of an Obama speech on the BP oil spill. Such a “fact-checking” feint is irrelevant to this travesty of an article; you can’t “fact-check” a fever dream of paranoia and irrationality. Sickeningly, while “How Obama Thinks” is useless as a guide to the Obama presidency, it is all too representative of the hysteria that now runs through a significant portion of the right-wing media establishment. The article is worth analyzing at some length as an example of the lunacy that is poisoning much conservative discourse. D’Souza argues that Obama’s policies are motivated by a hatred towards American power absorbed from his Kenyan father. He offers exactly zero evidence for his hackneyed psychological theory. But the most laughable weakness in D’Souza’s thesis is the fact that the policies which D’Souza presents as the “dreams of a Luo tribesman” have a decades-long American pedigree and are embraced by wide swathes of the American electorate and political class. If support for progressive taxation, greater government regulation of health care, stimulus spending, and conservation make one the tool of the African anticolonial movement, then Paul Krugman, Robert Reich, Al Gore, Nancy Pelosi, John Kenneth Galbraith, FDR, and the Sierra Club are all Third World agents provocateurs. D’Souza attributes Obama’s tax policies, for example, to his anticolonialism pact with his dead father: If Obama shares his father’s anticolonial crusade, that would explain why he wants people who are already paying close to 50% of their income in overall taxes to pay even more. The anticolonialist believes that since the rich have prospered at the expense of others, their wealth doesn’t really belong to them; therefore whatever can be extracted from them is automatically just. Never mind that Washington Democrats and pundits have been calling for the rich to finally pay their “fair share” long before Obama came on the scene. Suddenly, soaking the rich is a black African import—at least when a black president embraces the program. Obamacare is likewise an outcropping of a filial crusade to vindicate a deceased African progenitor, in D’Souza’s view: Obama seeks to decolonize [the health sector], and this means bringing [it] under the government’s leash. . . . For Obama, health insurance companies on their own are oppressive racketeers, but once they submitted to federal oversight he was happy to do business with them. He even promised them expanded business as a result of his law forcing every American to buy health insurance. (D’Souza tries to make a fine distinction here between “socializing” the health sector, which he says that Obama forswears, and “decolonizing” it. I have no idea what he is talking about.) Barney Frank and John Conyers regularly railed against the greedy insurance companies during the health care debate. D’Souza would quite possibly see in Conyers’ denunciations another African relic, but what about Barney Frank? A mandate for universal coverage is the necessary flip-side to the ban on excluding pre-existing conditions—a widely embraced goal of conventional health care reform; it has nothing to do with a “decolonizing” mission, whatever that means. Moreover, liberals denounced Obama for his distance from the health care debate, yet somehow the final results are the product of a Kenyan mindset. D’Souza’s twisted hermeneutics are unending. After the BP oil spill, Obama railed against America’s disproportionate consumption of oil and its “century-long addiction to fossil fuels.” Where have I heard those criticisms before? Just about from every Democratic politician and a large number of Republicans as well. D’Souza finds it part of Obama’s “strange behavior,” however, that he would denounce America’s oil appetite after the oil spill, a gesture that has a patent political, as well as a not implausible substantive, logic. In fact, there is not a single policy that Obama has pursued since taking office that does not grow out of the American tradition of left-wing liberalism or more immediately out of the Bush Administration, the latter including bailouts of Detroit and Wall Street, drone strikes in Pakistan, continuation of the doomed Freedom Agenda in Afghanistan, and invocations of the state secrets act to protect anti-terror actions from judicial scrutiny. But D’Souza is determined to present Obama as an alien within the body politic. He opens his article with an anaphoric refrain of strangeness and foreignness: The President’s actions are so bizarre that they mystify his critics and supporters alike. . . . Goa's IITian chief minister Manohar Parrikar has issued guidelines to curtail expenditure by CM's office during his term and even in the future by setting a ceiling of Rs 13.5 lakh for purchase of vehicles. Government has issued standing guidelines keeping in view the economy aspects of the vehicles and its day today operational expenses which are mounting, as also rise in prices of the vehicles. According to the office memorandum chief minister can not exceed the amount of Rs 13.5 lakh to purchase a vehicle. Ministers, leader of opposition, advocate general, chairpersons of commission's and those with cabinet rank status cannot exceed above Rs 12.5 lakh which purchasing new car. Memorandum also stated that Rs 10 lakh ceiling for purchase of cars to the post of chief secretary, chairperson of government owned corporation and autonomous bodies. Rs 8.5 lakh ceiling is kept for secretaries to government, vice chairperson of government owned corporation or autonomous bodies while purchasing new vehicle. Additional collectors, head of departments, managing directors of government owned corporation cannot purchase car above Rs 7 lakh. Government memorandum also stated that the colour of the car must be white. In addition to above any proposal for purchase of any special purpose vehicle other than the above or in relaxation of the above norms should be submitted to government through finance department for relaxation, Ajit Pawaskar, under secretary, finance department said. He also said that henceforth all purchases of vehicle shall be made in accordance with the norms specified above.

Appox 500 to 700 people turn up every year for an event that has free parking, no admission charge, yet free food for kids and organised games starting from the four year olds and for every age group up to those in their nineties. Lardis, whist, darts, volleyball, soccer, tug-of-war, line dancing, tombola, etc., etc. are to be enjoyed with every winner receiving a price. The more popular sports have floating trophies.
