*W.R.T. the *(Prohibition, Regularization and Removal) ordinance, 2016
which seeks to regularize all illegal structures on Comunidade, Private and
Government land, this Party has this to say:

*The Goa Government has been emboldened by various  incidences that have
happened recently and  in the distant past which have violated the Goa
Damao and Diu Town and Country Planning Act, 1974. This Act was
incorporated when Goa was the Union Territory. Any amendment/s to this Act
 must have the Presidential assent, not the assent of the Governor,
 because this Act lies in the ‘Concurrent List’  and not the State list,
concurrent list being the in-between Central and State Lists.*

*Examples:  *

1. The then Manohar Parrikar’s Govt  survived the Ordinance during 2004
IFFI when he took over the TCP Department to do what he wanted in Panjim to
bring in the INOX and therefore the IFFI to Goa.  GSRP had approached the
HC of Bombay to challenge this Ordinance which according to the Party,
any amendent/s to the TCP Act requires the assent of the President of
India, since the TCP Act was incorporated when Goa was the Union Territory
and the TCP Act  being in the Concurrent List, not the State List.
President’s assent  was not taken in this case. GSRP went to the Supreme
Court which re-directed it to the HC. The Petition was withdrawn as the HC
ruled that this was CONSTITUTIONAL matter and has to be decided by the
Supreme Court. GSRP not having the resources to go back to the Supreme
Court, the petition was withdrawn.

2.   The Congress Government of Digamber Kamat  saved   Cidade de Goa’s
extended hotel structure through Ordinance  in 2009 which even over-rode
the Supreme Court’s order  for the handover of the said property to the
Panjim PDA for demolitioon.  When this ordinance was challenged by Goa
Foundation in

the Supreme Court ruled that the Ordinance was not tailor made to save
Cidade de Goa alone. This was unfortunate.



3. BJP Maharashtra’s Fadnavis Government ‘s regularization over 2 lakhs
of private and commercial building through ordinance in Mumbai Pune et al.

4. The BJP Government got away when ordinance was passed to accommodate
the beer factory in Curchorem-Goa,  so that over 1500 coconut trees were
cut. The IPB [Investment Promotion Board]  is above the  state’s  notified
TCP Act, 1974 with No conversions required to convert eco-sensitive zones
to commercial or settlement zones to promote vested interests.

5. And now this (Prohibition, Regularization and Removal) ordinance,
2016 to regularize illegal structures prior to February 28, 2014. Why this
particular date? The Government’s intension must be to save and protect
some huge vested interests or huge vote-banks? This Ordinance is specially
tailor made to regularize all slums in Goa which are the vote-banks of
politicians.



*The moot question is: Considering that just 10 % or less of the population
of the State indulges in illegalities,  what message is this government
sending to the law abiding citizens who have to run from pillar to post to
construct their humble homes legitimately? The Govt is driving them to take
recourse to illegalities?  *

*This is a dangerous precedent that this anti-Goa BJP Government is
setting. GOA SU-RAJ PARTY  warns ALL MLAs to think rationally  before they
vote on this vile BILL.  Should they fail to take this warning, they will
experience the wrath of the people of Goa come 2017 elections that will
teach them the lesson of their life that they cannot get away by selling
Goa to the corrupt and to non Goans  for their votes. This Ordinance is an
affront on law abiding citizens of Goa and therefore should be voted out.  *


Note: The Affidavit filed by the Govt of Goa in the Supreme Court  through
its Chief Secretary in compliance with the SC Judgment to clear all
Panchayat , Municipalities and private land owner’s  properties of all
illegal encroachments/ structures and restore them to the original Owners
has just 3 illegal structures. How come all these structures which are
sought to be regularized through this Ordinance Bill justified?

Dear Editor,
It is true what you have stated. We value the service that Herald has been
giving to Goa and Goans for a long long time. However, through your own
admission, you have accepted the fact that your house in not entirely
clean. That there are corners where your broom has not reached and this
dirt has accumulated to malign your esteemed parent organization. It is
hard for the people of Goa, especially yours faithfully, that you have two
standards. One for the editorial section and a different one for your
commercial section. So where is the central WHIP? whereby your esteemed
organization functions? You mean to say you have two different sets of
rules of Do's and Don'ts?. It is an open secret that your esteemed paper
allows 'paid news' in the form of articles. Friends of my party who wish
that GSRP should be promoted through the press have approached me on
several occasions to write up  promotional articles, that they will have it
published in the leading newspapers. When questioned how, they have told me
that it is just a matter of Rs. 25,000/- per article. That they are willing
to bear the expense because they believe in GSRP and want it to come before
the people of Goa. We have point-blank refused this offer by telling them
that it is counter productive if this party should avail promotional aids
through graft. That this is not how GSRP intends to become popular where
its basics is to clean up the rot which has accumulated in GOA over these
many decades. There is again an instance when this party had sent you a
press note on MOI, the party's solution to this vexing problem, when Union
Minister for Ayush Shri. Shripad Naik himself had made his official
observations as to why English language primary schools should not be given
grants, even going further to state that his government in Goa has erred by
doing so. We had to ask you to justify your not printing that sensitive
press note. You explanation was that it was held up only to give it the
required prominence, and promptly published it as the PEOPLE's EDIT.  We
believe that the Fourth Estate must print what the readers want to know and
not what the barons of the newspapers want the readers to read.  We believe
that your esteemed organization requires a CENTRAL POLICY of  functioning.
And we would be happy that this central policy will not make exemptions to
it various departments on toting this line. Only then you will not have
to go to the people to tell them that you have been fighting for them, not
to believe in the malicious video tapes where your own staff members are
spilling the beans about your esteemed organization way of functioning. You
may be able to strip such staff members, sack them et al. But then, it will
be very difficult to re-generate confidence in your readers unless you
straighten out your own house and see to it that every nook and corner
feels the rigors of the BROOM.

It has been reported widely in the press that the Government is shortly to
coming out with an Ordinance to regularize illegal structures  that have
been built before 28 February, 2014  under the ‘ Prohibition,
Regularization and Removal ordinance, 2016’ when the Goa Legislative
Assembly is shortly to be convened .


The Goa Su-Raj Party believes that the Constitutional Provision which
allows ‘Ordinances’,  which are generally  short-term measures are only in
case of acute emergencies that arises out of natural or unnatural non
predictable phenomena such as Tsunamis, Earthquakes,  aka Acts of God and
Acts of Terrorism etc. where there is no time to be wasted in deliberating
in the houses of the people’s representatives to come up with the solutions
and where action is required to be taken on immediate basis to save lives
and property.  These Ordinance legislations has a period of 6 month’s life
only and if these are required to be continued, then these must be ratified
in the houses of the people. i.e. Legislative Assemblies or the Parliament.



The Goa government seems to be either showing its contempt  for the rule
book or is scared  to take the matter  to the house of the people’s
representatives to pass legislations which would be blocked for being
unsound and/or  which seek to promote vote-banks, considering that the
elections are at  our door-steps.


Furthermore, this Ordinance route has been taken to allow IPB [Investment
Promotion Board] to move at  will in sanctioning projects in eco-sensitive
areas of Goa where  it would be difficult to convert the land use due to
the prevailing rules and laws,.by exempting IPB through this vile
Ordinance.

This Party believes that any amendment/s  to  Goa’s  Town & Country
Planning Act must have the assent of the President of India since the TCP
Act was incorporated in Goa when Goa was the Union Territory and it lies in
the Concurrent List. If the Presidential assent is not obtained to notify
 these Ordinances,  then these Ordinances go out of the window.


This Party shall seek constitutional legal advice on this matter and shall
 seek to appropriately challenge this particular Ordinance in the Court of
law, which Ordinance makes the mockery of the rule of law in order to
benefit  the vested interests of the Government at the hustings.

The world of Goans has been abuzz since the elections results of 2012 were
declared, turning into a frenzy half-way around when the BJP did the
maximum U-Turns on its 2012 Election promises with. 'BJP MUST BE DEFEATED
AT ALL COSTS IN 2017'. It is not rocket science to expect the election
result of 2017, if those opposing the BJP tooth and nail do not come
together to fight the 2017 elections on one-to-one basis. However, Jason
Keith Fernandes has shed more light as to what will happen if this grand
alliance does not happen.

Mr. A Veronica Fernandes has similarly expressed his views on the outcome
of the elections 2017 if a grand alliance of forces opposed to the BJP in
Goa does not happen, though his version discounts the intelligence of the
newer generation politicians as 'KALCHE PORCHE POR' meaning un-enlightened
kids. I wonder if he would club  Jason Keith Fernandes into this
classification.

My response to A Veronica's outburst and the same goes to Jason Keith's
views, is that, if at all any potential attempt is to be made at bringing
all the BJP opposing forces on one table to discuss a possible alliance, it
should be a powerful non political and visionary group cobbled up from the
civil strata of Goa which includes all components who want an acceptable
change in Goa's governance minus the BJP and possibly minus the Congress
too, because it is a common feeling that the BJP and the Congress are the
sides of the same coin.

Intra-party-gingoism, call it EGOs,  will not allow these BJP and Congress
opposing forces to come on one table by themselves. And this, as according
to GSRP, is a qualified fact. Those who can do this, must be fully prepared
with the parameters of the so-called alliance to be stitched together  on a
COMMON MINIMUM PROGRAM basis,  which must be accepted by all participants.
Those who walk out of the talks must be black-listed and the alliance [if
it does happen] must be taken to new heights with a pan Goa participatory
campaign. Only then will this dangerous COIN with complementing faces be
confined to the antique's collection box.

COMMENTS:
Successive governments in Goa have failed and failed miserablY on this one
most important count. Primary education is the foundation of  the future
generations. And this foundation has been allowed to rot to allow
profligate life-style of our so called legislators that we elect time and
time again. This is the reason for GSRP to have come up. This is what the

*[IX]  EDUCATION*



The entire education system in Goa shall be reviewed through  debates,
seminars and free discussions  involving academics, pedagogues;
student/parent associations etc., to bring out a  “White Paper”. The focus
shall be shifted from Exam Oriented Education to ‘Practical & Knowledge
Oriented  Education. State of the art ‘Primary School System’
infrastructure shall be introduced to make the Primary Schools in the
State  the best in the Indian Union and comparable to the best in the
world. This we intend doing since the primary education is the foundation
for future generations in this competitive world. Syllabi and examination
patterns from primary school to university level shall be reviewed/changed
to effect up-gradation.  Educational institutions shall be freed from
political influence and/or interference and shall be accorded autonomous
status.  Sex education as well as  education on drug related influence on
human body and mind and its ill effects shall be introduced in schools.
Cell phone culture in schools shall be discouraged/arrested. Dramatics arts
and Indian/Western dance and music culture shall be included in school
curricula to bring out/develop latent talents in goan youth.



*1.  **Government Primary Schools:*

The Party envisages state of the art universal plan for primary school
buildings complete with facilities like school bus (universal design and
colour) canteen,  playground, garden/gardening area and audio visual
teaching aids etc.  Primary teachers shall be selected on basis of merit
for acceptable temperament towards children and impeccable moral standing.
Teaching shall be on ‘no home-work’ basis and mostly based on excursions to
factories, mining areas, hospitals, places of importance like agricultural
farms,  bird sanctuaries, zoos, water falls, monuments etc. so that the
young minds are exposed to real life experiences. Emphasis shall be
strongly laid on teaching of ‘secular moral values.’



*Note:*

The justification for this sustained expenditure is that if the government
can afford to spend rupees 150 crores  on IFFI related infrastructure with
Rs. 24 crores  spent on the renovation works of the Kala Academy, which
infrastructure has been reduced to naught in just one heavy down-pour, and
not just renovation, but another two or more Kala Academies could have been
built with the same amount, the Goa government can and should spend more on
primary school infrastructure as it is in the interest of Goa’s future.

*PS: Our statement "Educational institutions shall be freed from political
influence and/or interference and shall be accorded autonomous status"
becomes significant when today a call has been given to St. Xavier's Higher
Secondary School and College students to sign  the petition to the CM re:
the reinstatement of the brother-in-law of the CM who was caught in the
bribe scandal. GSRP WANTS THIS STOPPED AND THE PARENTS OF THE STUDENTS MUST
BE VEY SENSITIVE SO THAT THEIR WARDS ARE NOT USED  TO CLEAN  SELFISH
POLITICAL GARBAGE by vested instrests.*

This has been successfully done at the Head Quarters of GSRP at Pirazona
Moira. The entire rain wateer flow from the hillock of Pirazona empties
into the property, which at times becomes a literal swiming pool. But then,
the water vanishes within no time after the downpour has stopped. For the
past few years, none of the sorrounding wells go dry which was the normal

The *Goa Su-Raj Party- GSRP* wants to come clear on the  issue  of
'floating Casinos' in the Mandovi River, which issue has been giving
sleepless nights to the well meaning and concerned citizens of Goa,  and
also,  on the issue of the current ongoing  national debate over the
'Offices of Profit' held by Elected Represented of the People.

With regards to the Floating Casinos in the Mandovi River is concerned,
this Party is concerned about the government clearing the way for the
floating casinos to be relocated into the Chapora River. The Central
Government is preparing to dredge Goa's sensitive rivers in the guise of
clearing the silt but the actual intention is to relocate the floating
casinos deeper inside the hinterland rivers, especially  in the Chapora
River, to make it easy for the tourists who will land at the future MOPA
Airport to descend on this exclusive entertainment enclave cut out into the
Chapora River. The Party is with the people of Chapora and the surrounding
areas who are agitating against such dredging and placement of floating
casinos at the mouth of the Chapora River. This Party's one point programme
on floating casinos is that these shall be shifted to off-shore locations
and Goa's rivers shall be freed from the curse of being polluted with
sewage generated by these floating citadels, as also hinder the free
movement of the normal river traffic, especially when this Party intends to
put up a qualified river transportation system in place to decongest the
road traffic on Goan roads.

With regards to the ongoing debate on the  Offices of Profits enjoyed by
Elected Representatives, this Party has deliberated on this issue
threadbare during its formation some 15 years ago when it emphatically
decided that no elected representative must hold any office of profit. The
result of these deliberations was the inclusion of Article 38 in the
Constitution of the Party which Article features in the Articles of the
Constitution which cannot be amended throughout to lifespan of the Party.
The Article 38 reads as follows:

Article 38: *APPOINTMENTS OF CHAIRPERSONS & DIRECTORS OF GOVT. CORPORATIONS
& INSTITUTIONS.*
*The members of the Party who are elected to the Legislative  Assembly as
MLAs and who are not included in the Cabinet shall be in-elligle to  be
appointed as Chairpersons and/or Directors of Government Corporations and
Institutions.*

If this very Article in the Constitution of this Party is not the
 'futuristic planning and foresight', then we do not know what futuristic
planning is all about. Today, the run is on the tax-payer's money. It must
be squandered on the maintenance of Government's line toting yesmen and
yeswomen,  to re-habilitate them in more ways than one, rather than seeing
to it that the tax-payer's get the benefit of their hard-earned money which
goes into paying their taxes.  In the future, tax-payers shall do well to
question the governments of the day on how their hard-earned money is used
and for what purpose.  Afterall, the RTI Act is a powerful tool at the
disposal of irked tax-payers.

writer going down on his knees to suck up to Arvind Kejriwal in his

Opinion maker is confusing the resolve of the Goan people to shut the doors
to outside high commands who reign sovereign with their Goan chamchas who
are on beck and call, to get up and to sit down to the dictates from Delhi
and elsewhere, impotent to take up Goan valid issues without the
certificate from their High Commands. If these prominent Goans have not
lost their self-respect, then we don't know what self-respect is. We had
Maharashtra High Command for 15-16 years to start with. Then it was
Congress' Delhi High Command reigning sovereign for 34 years, Then our
opinion makers put the Goan populace in the mouth of the RSS-BJP's Nagpur
High Command because they were frustrated with the Congress High Command.
And now they are sucking up to yet another nuoveau charlatan who is
carrying with him the bag of the RSS mole, Anna Hazare and on whose advice
he has terminated the involvement in the Party of anti-RSS people like the
Bushans and Yogendra Yadav , and who is surrounded in Goa by the RSS team
which profusely welcomed Anna Hazare's India Against Corruption which had
just one point agenda. To Remove Congress from power and install the RSS
Mascot on the seat of India's Prime Minister. Having achieved his goal, he
is now silent as ever as a dumb cock to all the corruption that is ongoing
around him.

Now another prominent Goan is laying a red carpet to this Delhi Charlatan
in his above open letter, who, after dishing out tickets to corrupt people
against the advice of his seniors, in his very first week in office as
Delhi's CM in his 67 seat victory in the last Delhi Elections, he sucked up
to the Delhi's industrialists who had financed his election campaign to
knock of the working anti-pollution norms for the industries under which
they were strangulating and wanted freedom. In doing so, this charlatan
brought entire Delhi's population on its knees with Delhi's air quality
going so bad to the extent that people had to use face masks, especially
the School children of Delhi. There were shouting debates on this topic on
Times Now that this great writer should have watched. To correct this
wrong, he does not restore the anti-pollution norms for industrial units
but goes on to bring in Singapore's 'Odd & Even' traffic policy instead of
banning /controlling the heavy duty traffic of trucks and buses which are
spewing un-burnt diesel into the Delhi air.

We Goans are really 'AJEEB GOANS'

And this is proved by this good old Goan adage

'ANDIR ASSA CHEDDO  SODDUNK BOUMVTA SOGLO VADDO.

Our Goan Chamcha Opinion Makers should stop confusing the people's resolves
through these devastating half-baked opinions and instead look for PAN GOAN
ALTERNATIVE to save/restore their own as well as that of the multitude of
Goans self-respect.

*CONG WANTS NAVAL BASE SHIFTED OUT OF DABOLIM - Gomantak Times - 16 May

COMMENTS:

This, in deed, is sweet music to our ears. GSRP congratulates the newly
appointed Congress Block President Francisco Nunes for taking up this long
forgotten issue by the Congress Party. It is now that the ball will start
rolling. That it took the Congress Party a total annihilation from the
political scene in Goa after its 34 year rule to look at the illegal
occupation of the Navy of Goa's Civilian Airport, speaks volumes.

The  Congress leaders who proudly promoted MOPA Airport, even calling it
their baby, so that our Dabolim's centrally located airport may be
gift-wrapped and handed to the Navy to do what it wants and when it wants
along with the vast sorrounding areas for its recreation and holiday making
in Goa, must be now getting palpitations that their younger generation
leaders are now questioning their long silence to this gross illegality by
the Indian Navy. Goa Su-Raj Party will support anyone who wants the Navy
out. It will,  too willingly,  join in to sing the chorus ' NAVY GET OUT'
with them, come sun come rain.

We have in our possession all the proofs of the illegalities that the Navy
has committed in Goa in the name of the so called LIBERATION of Goa, which
definitely was not. More accurately, we Goan have been re-colonized through
false promises and taken for  granted for our weakness to stand up to be
counted. It is time to move the United Nations to eject the Indians out of
Goa just like Indonesians were ejected out of Timor Leste. Or else, better
sense must prevail with India's who is who about  relenting to give Special
Status to Goa under Article 371 of the Indian Constitution. Both India and
Portugal had no right to sign between themselves the 1974 Co-operation
Treaty without taking GOANS into confidence. If Portugal thought nothing
about being kicked out like bloody dogs and running with their tails
between their legs to come  back to lick the feet that kicked them out in
the first place, and, India, for feeling secure,  thinking that the backs
of the Goans were broken through the 2 years of martial law imposition post
December 19, 1961, they must think again. They must realise that posterity
never forgives but comes back roaring  back more ferociously than expected.
Only time will tell.

Very well done Francisco Nunes. We at GSRP salute you. May your tribe
increase in leaps and bounds to make a difference in 2017 to keep the
nouveau charlatans which are in deed the  B-Team of the RSS-BJP, away.

PRESS NOTE:

The headline news in your esteemed daily captioned "ORDINANCE TO LEGALISE
AUTHORIZED STRUCTURES" makes an interesting reading. In the State of Goa
Ordinances have become 'dime a dozen' where any thing and every thing  that
the governments want to bull doze through, and which action would draw a
heavy flak from the public at large if  same was sought to be done through
proper channels, i.e. through the Legislative Assembly.  This draconian
piece of legislation is resorted to, which in fact is a window kept  for
bringing in legislation/s under extreme trying times when the
democratically elected governments of the day have no time to waste in the
deliberations to pass a Bill in the legislative assembly when an acute
emergency has truck or is likely to strike. Ex. earthquakes, Tsunamis
etc.where lives of hundreds and  thousands of citizens are likely to be in
danger with massive destruction and deaths.

The biggest joke is that this party [BJP] says that it is fulfilling its
election promise to regularize illegal structures. When  political parties
make such promises in their election manifestos, the citizens of the state
or the country must boot these parties out in the first place, because,
they are playing with the very law and order situation that they are
required to maintain. These type of promises are an open invitation
to anarchy resulting in increased corruption. And, on top of it they want
to hammer this legislation through an 'ordinance'.

As one of the points figuring in the 'RULES OF THE ROAD'  of this Party, it
is stated  that the Panchayat Raj Act, 1974, and the Municipalities Act of
the state shall be amended to hold Sarpanches and Chairpersons,
respectively, responsible and accountable to any and all illegalities,
direliction of duties, etc., with penalties specified which may lead to
even jail terms. It is also mentioned that special flying squads shall be
put in place to check illegal constructions, hill cutting, mud filling or
agricultural fields etc.  taking place with enough powers to proceed with
the demolition if documentation is not in proper order and power to arrest
the culprits right away. This will make sure that the 10 per cent or so of
the population who would indulge in illegalities will be discouraged at
source and the rest of 90 per cent population will relax knowing fully well
that the law and order in the state is safe and sound.  One hundred per
cent corruption takes place at the levels of the Panchayats and
Municipalities and the existing Laws protect these head honchos rather
than taking them to task.

The Goa Su-Raj Party is totally and completely against such
ORDINANCE, viewing it as  vote-bank politics which will demoralize the
psyche of the law abiding citizenry of this state. This Party shall
challenge this ORDINANCE  through a Writ Petition in the High Court and
shall not be averse to even take this matter to the Supreme Court if
necessary.

DEAR, DEAR FELLOW GOANS, LET US NOT RUSH TO 'PAY NOW' AND 'REPENT LATER'

If a 'Political Climate Change' is a must for Goa, which, in fact, is the
need of the hour, why do Goans opt for a far away Delhi's extreme climate,
which climate does not have the Goa's diverse biodiversity of swaying
coconut palms and storming ridley turtles to nest on Goa's Golden Beaches?
The Delhi climate has wreaked havoc in Goa for the past 34 plus years with
false promises and has only succeeded in handing our Goa the most
unsuitable Nagpur's climate with its inherent divisive compulsions which
Goa could very well do without, on a silver platter. Why cannot Goans
accept the years of research that has gone into finding a lasting solution
to give Goa it own indigenous political climate change when it is CRYING
for attention of its dear Goans for the past many years? Why do Goans want
to depend on imported cosmetic political climate changes when they can
stand on their own strong 'legs' to show the world that they can do better
to made Goa PROUD? Why do Goans in Goa lack the confidence in themselves
when they have been the pioneers spread over the entire globe, doing
exceedingly well for themselves, even in the political arena of other
countries? Do we Goans need to go down on our knees to beg outsiders to
come to our rescue when we can very well afford to stand straight with firm
backbones to take care of our own affairs in a manner that only we know
how, given the history of Goa? Is it not said that going down on the
'knees' far too often and remaining there for prolonged periods, make the
knees strong and the backbone 'weak' ?. And why do Goans need to be proud
and be the show offs while on their KNEES?, when they can very well stand
formidably strong on their very own legs and remain in a commanding
position to gain appreciation and respect from the world over? Why do we
Goans always rush to be the first to 'PAY NOW' and REPENT later?, like we
have been repenting the day that the Indian Army entered Goa to help us
remove the long entrenched obnoxious Portuguese from the soil of our
motherland Goa some 55 years ago with FALSE PROMISES, only to commandeer us
Goans by putting a gauge to our weakness, to dilute us and ultimately to
destroy our very Goan-ness? Should Goa be ruled by outside High Commands
from elections to elections where we Goans ourselves do not have the clout
anymore to choose what we want and what we deserve, being made into a
minority through the deluge of imported voters into our electoral rolls,
because we Goans are suckered into believing that we are impotent to take
care of ourselves? And by clamouring to get for ourselves a better
governing system, are we not dividing ourselves, where unitedly, we at
least stand a modicum of a chance to keep our heads high and do for
ourselves what we want to do? Should our Goa not have its own High Command
in Goa, to decide what is good for us and what is bad?, instead of relying
on some jokers sitting in Delhi, Nagpur or elsewhere, deciding for us, who
know nothing of our desires, our wishes for our future, selling us on the
idea of eliminating CORRUPTION when we ourselves are KINGS, QUEENS, PRINCES
AND PRINCESSES of anti-corruption? And has not the world of Corruption been
introduced to us by these imported Masters in the first place? We Goans
have been living for centuries with the highest of Law and Order, with
respect for the rule of law, where Goa was practically free of crimes of
any sort. Do we need to learn from these imported charlatans how to
eliminate corruption in everyday life in our Goa? Can we not do it
ourselves?, having the highest of moral standing in our civil society? Who
is better off to tackle this issue if not we ourselves through our own
enterprise?

My dear Goan bretheren, We need to stop for a moment and think about the
coming 2017 elections. We need to think about US, THE FUTURE OF OUR
CHILDREN. Let us try to make things happen for Goa the way we want them to
be. For it is said that 'ONE HAS TO DIE FIRST TO GO TO HEAVEN' Let us not
kill ourselves in order to have better. More importantly, let us not KILL
OUR CHERISHED DREAMS of keeping our Golden Goa ALIVE and KICKING.

The Union Minister for AYUSH, Mr. Shripad Naik has come clear on the MoI
imbroglio confronting Goa that Primary Education in mother tongue is must. It
is the long standing stand of this Party too that Primary Education in Goa
must be in mother tongue and this has been Re: in the Party's permanent
Manifesto, the Road Map for Goa released in 2005.

If the above is the stand of Mr. Shripad Naik, and if he feels that the
stand of his Government in Goa  is wrong to extend Government grants to
Primary Schools with MoI as English [English not being considered as the
 mother tongue of Goans], then it is amply clear that it is also wrong on
the part of Goa Government  to extend Government grants to Primary Schools
with MoI as Marathi, for the simple reason that 'Marathi' is not the mother
tongue of Goans, and like English Language, Goan kids 'l e a r n' Marathi
Language in Goa's Primary Schools where the spoken and understood language
of the Goan kids is KONKANI and KONKANI alone. Besides, 'learning' and 'be
instructed' are two different things all together.

The stand taken by this Party is that it will make KONKANI [both in Romi
and Devanagri script] the MoI in Goa's Primary Schools, and therefore, the
Government grants shall be extended to only Primary Schools run by the
Government as well as to those run by Private Individuals with MoI as
Konkani only. By this measure, any  Primary Schools with MoI as Marathi or
English shall be disqualified to get government grants, as these languages
do not qualify as Goa's mother tongue.

However, considering the hard stand taken by BBSM that Primary Schools with
MoI as English should not get Government grants, this Party makes it clear
that if BBSM wants grants to Primary Schools with MoI as Marathi, then it
must accept the proposal that Primary Schools with MoI as English shall
also be extended Government grants. Let better sense prevail.

COMMENTS

What has been said by Srinivas Kamat  is very true. Parrikar has never had
a conceptual understanding of how democracy works. His actions are driven
by HITLERISM, all of which, by the way, what RSS is all about, with Hitler
as its Icon. Having said that, we have been told that Parrikar, as CM, used
to sit  late in the night clearing files. Actually, all files must be
cleared during the Cabinet meetings. With GSRP, cabinet meetings, as a
rule, shall take place on everyday basis, first thing in the morning when
work schedule starts and not once in a blue moon. Irregular Cabinet
meetings is the root cause of heaping the responsibility of clearing the
files on the CM, purposefully so that CM is solo in charge. To
conceptualize need based  Public Projects is the duty of the
government. But before the nitty gritty of the project in question is gone
into, a basic skeleton of the same needs to be made public to see the
reaction of the tax-payers who will foot the bills of this project. If the
public feels that this project is unnecessary, it must not go ahead. That
being so, it is prudent not to have incurred heavy expenses over its
planning. But what we see is that these Public Projects are conceptualized
within closed doors by the government without paying heed to its costing
because more the cost, more is the commission to government agents. Look at
all our public projects,  starting from IFFI in 2004. They are all white
elephants, more so, as far as their costings are concerned. Example: INOX @
24-28 crores whereas similar project in Pune has cost just 8 crores.
Corjuem Bridge @ 18 crores. Renovation of Kala Academy @ 24 crores whereas
with this kind of money two more Kala Academies could be built with  that
kind of money. No doubt the State of Goa is burdened with Rs. 70,000/-
crore public debts with just under Rs. 2000/- crores having been repaid
since 2010, as according to the Economic Survey of Goa 2014-15. All these
anomalies and rudimentary planning shall stop with GSRP. Public Projects,
after having been conceptualized shall be publicly displayed through actual
models in North-South Exhibition halls for the public to comment on the
parameters displayed by various interested parities, such as costings,
aesthetics, time of completion, technical details etc. BEFORE they are
selected and tendered. People's votes on these samples shall be considered
before selection and tendering. Selection shall be made on the basis of
'BEST FOR LESS'. Tender winning party shall display the picture of the
Project at the site of construction for the public to see how it will look
after its completion well before the actual construction work starts. Apart
from the Technical Cell checking on the day-today basis the routine
construction works in progress, the public shall be encouraged to point out
flaws and corner cutting techniques to the Technical Cell who shall
promptly respond to these complaints and verify the same and allay fears if
necessary.  Ex. the 3rd. Mandovi bridge steel work is not epoxy protected
when the universal norms is that every public project maintains these
safeguards. The Zuari bridge's side crack which shows oozing out of rust
from the steel work would not be witnessed if the steel work was epoxy
protected. At one point the steel rods of the pilings of the 3rd. Mandovi
bridge were seen welded together instead of being overlapped. This is
clearly the corner cutting techniques employed which has been mentioned
above.

GSRP has  fool-proof by-laws in addition to its Constitutional provisions
and  the ROAD MAP FOR GOA which will eliminate all grey areas where
tax-payers lose out on their hard-earned tax money. This is the reason that
GSRP refuse to take in Ex-Mlas into the Party fold because it does not want
to learn from their corner cutting experiences and commission raj modus
operandi. GSRP  begins with freshers who come in through filing
notarized AFFIDAVITS that they have read, understood and accept the finer
provisions laid down by the Party to eliminate head-scratching and
confusions later when the Party is in the 'governance mode'.  This is the
reason that GSRP has given a clear cut message to the voters of Goa for the
next up-coming elections to check their ONIONS well before taking them home
so that these do not make them CRY bitter tears of DISGUST and FRUSTRATION
later but the tears of JOY for choosing their ONIONS well from the
Political Market Place.

It is necessary for the mining industry to co-exist with the environment,

comprehensive “State Policy” on mining shall be introduced to regulate
dust, usages & dumping of mining rejects, its erosion during monsoon
seasons;  washing of mineral ores in water bodies and rivers; curb on noise
pollution produced through running of heavy mining machinery specially
during late night/early morning hours [ refer  XIV-7]; silting of rivers
and agricultural lands/cultivable fields by mining rejects; evacuation of
ground water collected in mining pits [ refer ……] etc. Mining related
environmental and research studies shall be encouraged. Impact of mining in
general on local  people and village life and other relevant issues shall
be highlighted through a well documented ‘white paper’ and/or a
Documentary Film. Mining leases shall own the responsibility to improve the
socio-economic conditions of the affected local villages through
appropriate roll-back of a certain percentage of their profits from mining
operations.

Goa needs to see more development of waterways and rivers for public
transportation, recreation, tourism etc. However rivers and waterways which
are the spawning grounds for shell fish and other varieties of Goan fish
shall be identified and protected from disturbances, to protect the
livelihood of the local/indigenous people so that they are allowed to
conduct their fishing trade un-impeded. A strict vigil shall be kept on oil
spills and hazardous effluents being discharged into these water bodies to
protect marine life as well as to safeguard pollution of the human food
chain. Study to explore the hazards of excessive sand extraction from
rivers on marine life conducted by marine institutions such as NIO and
others shall be put to good use through implementation of its
recommendations through the local self-governing bodies like Panchayats and
Municipalities and like-minded NGOs..

In deed, the above is the whole truth and nothing but the truth.

We want to add one phraze that will surmise all that Plastino D'Costa has
said. "ANTUN POLLOUN PAEM SODPAK ZAI"

It is a fact that our successive governments have not cared about this age
old Goan adage and have been extending their feet well beyond their
beddings.
This is exactly the raison d'etre of GSRP. It has been built on sacrifices
and belt-tightening exercises to remove all the unnecessary 'fat'  that
Plastino has rightly identified in various vote-bank oriented Social
Schemes, left right and centre, unmindful of the pains of the tax-payers.

Frankly speaking the ordinary tax-payer is not borthered about how much
taxes he pays because he thinks it is his duty. Also, what he pays in taxes
does not greatly hurt him and therefore is unmindful of it. However a
conscious tax-payer knows that his taxes contribute to build a collective
mountain in front of the fickle minds of the rulers who see it as their
right to blow it up in ways that will give them best advantage when the
next elections come.

GSRP's priority number one is to repay the existing public debt burden over
Goa's citizenry which amounts to close to  70,000 crores, within the first
5 year term in office, as Plastino says, even if there is voter's
backlash. This Party will not care about continuing in office, but cares
for Goa's economic health which can cure all other maladies all at
once.  The Economic Survey of Goa 2014-15 states that Goa has paid
back less than 1500 crores of public debts since 2009 upto the last
financial year 2014-15. Herein lies Goa's problems in electing fickle
minded governments with fickle minded rulers who believe that they got
their chairs through  lucky lotteries.  If we remember well, Ex Governor of
Goa, late  Lt Gen J F R *Jacob* (Retd),   had paid of a quarter of Goa's
then Public Debts in just less than 6 months during the President's rule
in 1999.

It is said that people get the government they deserve. It is pointless to
say that we get  unworthy governments through the splitting of votes. The
very fact that the votes are split is because the tax-payers [we shall  not
say voters here] do not care about how much taxes they pay, for what and
what they get back  from it. If they knew how much it hurts to pay
exhorbitant taxes to cover up for the slips of the rulers, then they would
go searching for political parties which are built on self-sacrifices and
belt tightening  exercises, with a powerful torchlight and still be vary
about voting for them  unless assured that there is nothing in  the
promises which will  prompt U-Turns later.

On this note let us hope that our Goan electorate becomes more than
sensitive in the soon coming next general elections.

Goa Su-Raj Party - GSRP congratulates Freddy Fernandes and Irene Lawrence
of the OPA for doggedly pursuing the illegalities of the Government in
promoting DefExpo in Goa. Even Ex Army Brigadier Sudhir Sawant has been
highly critical of this farce call DefExpo, especially in Goa, which is a
touristic State. This Party wishes all the very best and fortitude to OPA
and its members in this fight to restore Goa to its peaceful and
environmentally sound state once again minus DefExpo.

COMMENTS:

The above fiscal report on Goa's fiscal health makes a very sorry reading.
Thank you Oheraldo for displaying this truth in the open. We at GSRP were
pegging Goa's public debt trap at Rs. 66,000 crores.  If one takes into
account the table of Public Loans given on the first page with effect from
2010 to 2016, the sum adds up to Rs. 69,569.52 crores. It is apparent that
the State has only been servicing these massive loans  through interest
payments and not a single naya paisa has been re-paid. How could the state
make re-payments when the budgets have  always been in inthe red?

This Party has been concerned over the increasing debt threat looming over
the citizenry of Goa, especially the  posterity. Our governments have been
hollow in their promises to the people and have actually lived a life of
profligacy aka stretching its legs beyond the scope of their beddings. With
a debt trap of approximately 70,000 crores, has Goa's gen-next got  a
future?

This has been the pre-occupation of GSRP when it came about almost 16 long
years ago. The reason that it has been built on 'BELT-TIGHTENING' exercises
gives the signal to the people of Goa that when it assumes power it will
heed the age-old adage  of SPREADING ITS FEET AS ACCORDING TO ITS BEDDING'
In Konkani it says
" ANTUN POLOUN PAEM SOD".

Money that must be saved at the administrative level must go into the
re-payment of public debts. With this in mind, GSRP's constitution included
articles 34 and 38, which provisions have been taken by Goans as autocratic
and malafide. And there has been a chorus raised by Goans to tell us that
if at all GSRP wants to come to powers, it cannot afford to be strict in
its outlook. Article 34 limits its Cabinet to just 5 instead of 12 +
Parliamentary posts for MLAs which equals to Cabinet ranking. Look at the
amount of crores saved which shall be ploughed into re-payment of public
debts. Whereas, Article 38 debars MLAs from holding offices of profits i.e.
Govt Corporations and Institutions.  We are sure that none of the existing
corporations and institutions are generating any profits. These are
contributing to the above debt trap from year to year. This Party intends
either scrapping these out-right to go back to the Parent Departments i.e.
PWD , Finance Department etc where, these commissions oriented off-shoots
are rendering these potent departments to the status of swatting flies.

GSRP's number one priority in its declared Manifesto for 2017 is the
re-payment of public debts within the first 5 year term. It looks like
GSRP is biting much moe than it can chew. But no!. It has done its
home-work well with inbuilt 'belt-tightening' exercises as explained above.
GSRP, has also said in its manifesto that it will recover the Rs. 35,000
crores [listed by the Shah Commission as illegal booty] from the indicted
mine owners on the pain that ED [Enforcement Directorate] shall be let
loose on them to recover every penny of this booty should they fail to pay
back this booty into the government treasury. Does anyone have any question
on this Party's sincerity? This Party is not obligated to no one NONE.
It has not been lying in wait for the past 16 long years  without knocking
at the  doors of the money-bags for nothing.  These 35,000 crores will have
wiped out half the public debts to  drastically reduce the amount of
interests payable on the remaining. The tightening of Taxed and Non-Taxed
Revenews shall see to it that the remaining half of the public debts is
wiped out within  the 5 year term.

It is now  that Goans must realize why GSRP has barred the entry of Ex or
incumbent MLAs into its fold. It does not want  to waste its precious time
running around straightening the tails which have taken  a permanent curve.
:-) and just as well.

*As we have said, GSRP is the onliest political party of Goa which has the
capacity to pull up Goa and Goans by the HAIR.*

And btw, GSRP is not at all in a hurry to do that.  It will be up to Goans
to decide what they want, come 2017.

on Cavrem Panch Member  Mr. Ravindra Velip in Sada sub jail, Vasco, where
he was detained with others for protesting against the transportation of
e-auctioned Fomento ore.

The police violence against the citizens of Goa afftected by the mining is
re-visiting us when a 80 year old Dora D'Souza was jailed at Aguada for
protesting against illegal mining and ore transportation some years ago.

The probe over this grievous assault on Ravindra Velip must be handed over
to a High Court retired judge for a thorough investigation and the culprit
jail attendant/s brought to book.

Goans shall not tolerated lawlessness at the hands of the government
authorities. Their raison d'etre is to protect the citizenry of Goa who
pays their taxes and have every right to voice their displeasure about the
non-functioning of the government machinery.

This Party is happy to note that OPA [Orixt Porjecho Awaz] of Naqueri
Betul's which is agitating against the DefExpo has joined the Cavrem locals
in their protest against illegal tranportation of mining ore.

COMMENTS

Goa Su-Raj Party lauds the decision of OPA and the Villagers of
Naqueri-Betul to drag this crucial matter of unwanted DefExpo in Goa to the
High Court of Boambay at Goa.

At all costs Goans must not allow the government of the day,  which has
lost people's confidence in its functioning, to bull-doz its way to
militarize Goa in a manner that would be counter-productive for minuscule
Goa and for Goans in the long run.

Besides, Goa having been conquered and annexed to India through use of
military force against the UN Norms and Charter,  cannot expect Goa and
Goans to take the responsibility to enhance the Security of India at their
very own costs. Just because Goans are a disorganized lot, this does not
mean that the Centre should take advantage of their sucegadness to dilute
them into unrecognizable minority in times to come. The 55 year delay in
granting Goa the Special Status under Article 371 of the Indian
Constitution is a matter that Goans must actively re-visit when Nagaland,
Himachal Pradesh, Mizoram Jarkhand,not forgetting Kashmir  enjoy Special
Status for the protection of their identities as small communities.

The Navy in Goa has been on a land acquisition rampage and wants to make
Goa civilian airport at Dabolim as its defence headquarters instigating the
powers that be to develop the Civilian Airport at Mopa so that it becomes a
fait acompli to digest Goa's Dabolim Airport. The Navy is best advised to
shift its base lock stock and barrel to Sea Bird, Karwar,  where  rupees
72,000 crores  of the tax-payer's money have been invested to acquire this
land to set up this modern defence base.  Besides, militarizing Goa puts
minuscule Goa to the threats of enemy attacks which could devastate Goa and
impede its development.

Hopefully, the High Court of Bombay at Goa will dwell on these aspects
before giving its decision.

Needless to say that GSRP commends the perseverance of the People of Betul
in particular and of the people of South Goa in general to rid themselves
of this nuisance called DefExpo and Aero Shows in the heartland of peace
and tranquility and wishes them God's own strenght to keep up the fight
until DefExpo and Aero Shows exit Goa.  The Goa Su-Raj Party which is going
to be a huge contender for the 2017 elections to the Goa Legislative
Assembly is totally and completely with you to free yourselves and your
generations to come.

The Goa Su-Raj Party-GSRP's General Secretary Floriano Lobo,  in a press
briefing held at its Mapusa office, today,  stated that Mickky Pacheco of
GVP joining hands with the Anti-Mopa brigade  the  'Mopa Vimantal Pidit
Shetkari Samiti' , the 'Outlook for Social Change' and the 'Federation of
Rainbow Warriors' is something that Goa should be rejoicing about and added
that Mickky should remain firm on his Anti-MOPA commitment.



He further stated that GFDO which has been pioneering the fight against
MOPA Airport should consider joining the Anti-Mopa brigade so that all
other forces against MOPA merge as one to defeat this mega scam and to
avert  the expected  ecological  disaster at Mopa.



Mr. Floriano Lobo said that 'Varkhand' which is the gateway for MOPA must
not yield at any cost and said that GSRP has been supporting the  MOPA
VIMANTAL PIDIT SHETKARI SAMITI's Sandeep Kambli  in his steadfast fight
against MOPA Airport since the beginning of the agitation.



On the Navy's overpowering presence at Dabolim, Mr. Floriano said that the
Navy is in illegal occupation of Goa's Civilian Airport . He said that the
Navy must either curtail its superflous activities not related to defence
to allow Dabolim to grow as Goa's sole International Airport or it must
move to either Karwar's Sea Bird Base or to Belgaum.



"At any cost", Mr. Lobo said  " GSRP shall not allow the Navy to continue
if its presence impedes the growth of  Dabolim Airport as the sole
International Airport of Goa.  He further stated " If the Navy thinks that
it will digest Dabolim Airport for itself, then it must think ten
times over"



Mr. Lobo has made a fervent plea to GOANS worldwide to join forces with
those who are fighting  the Anti-MOPA battle so that MOPA is scrapped to
save Goa from a massive ecological disaster as also to save Goa's centrally
located Civilian Airport at Dabolim since 1955.

The Goa Su-Raj Party-GSRP is happy to read in the  section of the  press
that the ‘Goa Church Wing’ has stepped in to slam the  government of Goa
for issuing  notices  to the agitators  who are opposing DefExpo in Goa. We
at GSRP take it that this is a preparatory call to the faithful in Goa to
stay alert towards the indignities resorted to by this elected government
against the people of Goa.

The Church in Goa is not religion but an institution that guides its
follower/members to lead a life of peace and dignity and to accept personal
injustices with humble tolerance for self improvement. But this very
institution cannot remain a silent spectator when indignities are heaped on
the mass of its people in the name of the Government being  almighty  which
can do what it wants and when it wants at the cost of the people’s
well-being.

In the Second World War, when the Japanese bombed Pearl Harbour in Hawaii
to annihilate the America’s naval might in the Pacific, it was the ‘TORA
TORA TORA’ for them,  for they had woken the heretofore sleeping giant
which went on to retaliate and annihilate two of its populous cities,
Hiroshima and Nagasaki through the bursting of the world’s first atom bomb.

Similarly, the Goa Government is poking the  heretofore slumbering giant of
Goa, the CHURCH. Does it think that it will keep on slumbering when its
limbs are being broken slow and steady?

If Goans have not realized this up to now, India is militarizing  GOA to
the extent that they need to open their eyes and look around. Out of 1402
square kilometers of usable space, Goa has already been militarized to the
extent of 14 sq. kilometers already,  through DefExpo ( which is additional
1 square kilometer) , the bid to take over Goa’s islands by the Navy, there
is no end to this  acquisition of land  for military purposes, with every
national defence agency eying for more chunks of land in Goa with the Goa
Government relenting as a helpless zombie. WHY?  The question that needs to
be asked is: “Does Goa’s borders lie in close proximity to the enemy
territory?”   “With a limited usable space of just 1402 sq. kilometers,
does Goa have the responsibility of looking after the security of the
entire nation?”

It must be remembered that GOA has been illegally occupied and annexed
through military force through lies and subterfuge, fooling Goans with
promises that were never honoured. 54 years down the line the lies never
stop.  You promise us Special Status under Article 371 of the Indian
Constitution, get yourselves elected,   and you have the chick to tell us
that it is not possible to give Special Status. So who are we? The rags to
be used and discarded?

India must remember that GOANS are not a subjugated lot and will remain
passive ad simper. There is a limit to patriotism. Hence forth GOANS will
want to see Charity at home first.

The Church in Goa has this responsibility to call a spade a spade and it
must. The sooner the better. In doing so, the Church is urged to  consider
the U-Turn by the Navy over the MOU it has signed with the Government of
Goa with regard to the continuance of the yearly Pilgrimage at the Anjediva
Island, which clause in the MOU the Navy has preferred to violate.

COMMENTS:

Cipriano Lopes was a dear friend of mine. He had befriended me the day he
questioned me on my intent, as a political leaders and as the founding
President of then newly formed Goa Su-Raj Party, about including ROMAN
SCRIPT for KONKANI in the 8th. Schedule. When I told him that I, as a young
boy used to write the letters for my ward elders to their sailing husbands
and sons in Romi Konkani and that I used to read Roman Konkani novels
written by Reginald Fernandes of Siolim, he had endeared me as a friend of
Romi Konkani and had always alerted me about the Konkani Programmes
scheduled to take place at Door Darshan, Panjim, of which he was a
director. He had particularly invited me for the debate on MOI which was
recorded and aired by Door Darshan where, as a member of the audience,  I
had given a real insight to the Panelists [which included Wilson Mazarello
as the Moderator] as to what was MOI in its true meaning, which Cipriano
had appreciated and lauded.

And,  Cipriano was happy when I had told him that GSRP's intent was to
include ROMI SCRIPT for Konkani in the 8th Schedule as also to remove any
mention of any other language in the Language Act as it exists.

We are happy that Wilson Mazarello, as the life member of GSRP and as its
candidate for 35-Velim Constituency in the coming Assembly Elections will
fullfil the life  aspirations of Cipriano Lopes for Romi Script to attain
the Official Status in Goa State's Language Act.

It was with deep sorrow that I have put a fistful of mud over Cipriano's
coffin in  the grave. May his good Konkani Loving Soul R.I.P.

As according the the video of  Justice Katju circulating viral in the
social media,  Justice Katju is demanding a revolution in this country to
throw out the existing system of governance where the living standards of
the masses never improve.

In keeping with these sentiments, GSRP will abolish all payments to Ex-MLAs

The Goa Su-Raj Party condemns the malicious report appearing in the Social
Media that the Party is in favour of Marathi as Goa's Official Language on
par with  Goa's queen 'KONKANI',   which has antagonized Goans across the
world against the GSRP. .

The very fact that this statement is attributed to tiatrist Wilson
Mazarello  who has been declared as the Party's candidate for the Velim
Constituency  (South Goa) for the coming Goa Legislative Elections, speaks
volumes of  malicious intent,   when Wilson Mazarello,  more acknowledged
by his stage name 'WILMIX' , has been in the forefront of demanding
recognition to Romi script for Konkani for as long as we remember.

The Marathi lobby has reason to be aggreaved with GSRP as it solidly roots
for 'Konkani' as the sole official Language of the State of Goa, being its
sole 'mother's tongue'  with ROMI script  as the birth right of Goans.
Again the   Marathi   lobby in Goa  is aggrieved to see a Hindu from the
Marathi belt of Bicholim having been declared  as   the Party's  candidate
for the next assembly elecitions.

Goa Su-Raj Party stands by it founding resolves that Goa's sole Official
Language is Konkani. That the Official Language issue has been resolved
when Goa was declared a State  in 1987 with Konkani as its OFFICIAL
Language and it having been  included in the 8th. Schedule.

Goa Su-Raj Party also believes that no state can have or has two languages
as official languages of the state.

That for the State of Goa, its Official Language is Konkani and shall
remain Konkani, forever. That the mergerist ideals were defeated on 16
January, 1967 when the Great Goan Opinion Poll was held and subsequently
won by industrious Goans.

Dear Rafael Viegas. Thank you for talking about GSRP. It is just as well
that you have not mentioned it by name. Otherwise, you would not be quoted
in this controlled and purchased 'trash'  which is meant to fool GOANS once

Incidentally, we called up Alex Pereira this morning to congratulate him
and needless to say that he was pleased.

This is what the Party has to say on ' Goa's BEACHES' in its ROAD MAP FOR
GOA
[XVII] TOURISM-NORMS-PROJECTS & DEVELOPMENT [6] BEACHES


*1.  **Beaches:*

A forward looking policy shall be introduced on the maintenance and
cleanliness  of Goa’s beaches. Unsafe bathing areas along the coastal belt
shall be clearly identified and signboards displayed and maintained.
Life-guards shall be placed on permanent duty, preferably on floating
platforms/pontoons anchored off-shore with life saving equipment  where
such areas are identified as most unsafe and where very large numbers of
people venture into the sea. Prominently displayed notices and sign-boards
shall indicate where no bathing/swimming shall take place in view of these
spots being dangerous and/or treacherous. Any one wanting to enter into
these areas shall be discouraged and such areas shall be permanently
monitored. However, this shall not include senior citizens and children
sitting/playing at the water’s edge, specially those senior citizens who
immerse their limbs in the sea water to ease rheumatic and other ailments.
Extraction of sand from the beaches and up to 500 meters shall be strictly
monitored and violators prosecuted with jail terms if necessary. Sand dunes
and dune vegetation protection shall be intensified as sand dunes are the
natural barriers preventing environmental disasters. Turtle conservation,
wherever applicable, shall be made mandatory and strictly enforced through
setting up of indigenous bodies comprising of local citizens who know best
and care about this natural treasure. An independent supervisory
jurisdiction shall be set outside of the existing purview of  Forest
Department, to cover the entire western coast as well as estuarine areas of
known  sea turtle  nesting sites and concrete steps shall be taken to
protect these sites from encroachments. Littering on the beaches of Goa
shall be discouraged through general awareness and through placing of
eco-friendly trash bins. Freely available and well advertised toilets/baths
shall be installed away from the beaches and easing on beaches shall be
strictly forbidden. *The policy of placement of shacks on the beaches shall
be reviewed to protect the beaches from being cluttered.* Areas for parking
traditional fishing canoes and boats on the beaches shall be demarcated.
Stray animals such as dogs and cattle shall be picked up by the stray
animal squads to make the beaches free from stray animals. Owners who are
persistent in not attending to their domestic animals which invade the
beaches shall be fined and if necessary prosecuted. Only pets accompanying
their respective owners shall be allowed on the beaches but generally
discouraged. Serious  contamination of beaches by oil-spills in the seas
shall be attended to by the disaster management authorities and the
cleaning of the beaches carried out under its direction.

The Goa Su-raj Party-GSRP  wants the Deputy Collector, who gave possession
of the Comunidade property to one of the brothers thoroughly investigated.
Who is the Deputy Collector to pass such fraudulent orders over the
COMUNIDADE LAND? The blame of the fight within the family must be squarely
placed  on the Deputy Collector and he must be booked in this murder case
as the  ABETTOR.

Most people think that GSRP is insignificant enough not to mention it in

Thank you for this rare qualification i.e 'making the right noises'. How
can there be listeners when there are no currency notes changing hands? One
can take the horse to the water. But can it be forced to drink? [Soda lime
instead of whiskey?] Tin pot dictator it is. Would Eugene consider Fidel
Castro, Shanana Gusmao as tin pot dictators with a with mere vision to
bring about revolutions? Discipline in politics is now a days considered to
be a gross disqualification. No. You don't need to be sorry for Floriano.
He does not want, and has never wanted to force the horse to drink. He has
merely done his duty to lead the horse to the water-hole thinking that it
is thirsty i.e. giving Goans a political alternative other than that of
Congress or the BJP. If they choose not to take out the ear-plugs to listen
and/or not to take a drink, so be it. Only time will tell for how long they
will stay away to save themselves from drowning in 66,000 crores of public
debts which the posterity will be forced to pay. GSRP is lucky that it has
a ear in distant Swindon, at least. It is said that the Prophet is hounded
out from his own home.  Presently it prays that Menino-bab comes out from
his heart-bypass surgery, intact, in order to continue his NIZ GOENKAR
voice for Goa in the wilderness.

*Towards the Fear of division of votes to bring back the BJP *

We have heard this argument ad nauseaum, every election year. And we have
seen that every time either the Congress or the BJP have been coming to
power. Worst still,  if it is not the Congress, then it is the BJP and vice
versa. One has been core corrupt and the other corrupt as well as communal.
[BTW The first communal riots took place in Goa during the so called
non-communal Congress' regime,  removing the dividing line between the
Congress and the BJP tagging them as non-communal and communal].

Politics is a game that draws many players. And one cannot stop more
players coming in to play or spoil the game. It is a free world of 21st
Century Democracy. It is the game of rolling one's own wheel, the wheel one
has re-invented. No one  wants to roll the wheel that has been invented by
some one else. Some want it BIG. Some want it SMALL. Some want it OBLONG.
Some want it SQUARE, so on and so forth with each one having a distinctive
character of its own.

GSRP re-invented the political wheel [for GOA]  because, at that time, the
a sturdy GOAN wheel was the need of the hour, not the wheel which had its
trade mark of DELHI, NAGPUR etc,  when Congressman Sardinha ditched the
Congress to form his own 'People's Party', join up with the Communal BJP to
become Goa's CM. It was with this backgroud that GSRP was forced to
re-invent a different type of a wheel with many study spokes so that it
would roll up to entire Goa and not get bogged down. Unfortunately, the
roll did not happen because the very fuel that is required to fire its
rolling engine  was denied i.e. 'MONEY' from money-bags. Instead this wheel
was expected to be rolled manually by many a hands which, unfortunately,
stayed on the sidelines watching who would be the first to put his/her
hands, not wanting to multiply the effort to make it roll easy.

The fear of the division of votes has reached a crecendo, presently,  with
more and more players jumping into the bull-fighting ring with the
disillusionment with the BJP, it having been voted to power against the
Congress,  thinking that it will make 'mannas' rain down on Goa and Goans.
What expectation ! even from the much wisend Church of Goa. Enter Goa
Forward> to revive the depleted fortunes of  the Congress, with all its MGP
communals having steered it off the road, to bring it back on course to
fill the dried out coffers. And there is AAP, another National Player,
 even ready to give Goa the Special Status, ready to cut off its hands, all
for the love of  Goa and Goans,  with a Gujarati of Bharat Swabiman fame
leading it, as if all there are  no Goans to lead AAP in Goa. What audacity.

We at GSRP believe that all these political pundits and pseudo-political
pundits, who have a game to play are discrediting  the GOAN ELECTORATE and
take them to be the fools on this Russian Roulet of 'DIVISION OF VOTES'  .
They must remember that the Goan  ELECTORATE is an intelligent,
educated electorate,  and they do not vote for MONEY. Those who vote for
MONEY and GODDIES are the migrant vote-banks of politicians. The Goan
Electorate knows that Goa has been looted by keeping them divided, whether
it be Congress or the BJP. And now, when the BJP has realised that its
communal agenda has provoked the Goan Electorate, it is hell bent on
selling Goa to the highest bidder in the name of IPB where even Goa's
Coconut Tree is not spared, in the bid to make money as a last ditch resort.

GSRP believes that Goa's political spectrum is like a market place where
all are trying to sell the same thing to the people of Goa, the
'good-governance' politics when the elections are approaching. They have
done so in the past and after getting elected, the 'good-governance'
politics has overnight turned into 'PERSONAL INTEREST GOVERNANCE'.
politics. And, Goans do not need to be reminded of this. If the political
parties could vote  themselves to power, then it would be a different
matter. But unfortunately, they cannot. The PEOPLE  have to vote them to
power. Therefore, apart from spreading the fear psychosis about division of
votes, they are ready to promise anything and everything on a silver
platter. AAP is selling Arvind Kejriwal to the people of  Goa.
Unfortunately, they cannot erase the U-TURNS that he has been taking with
Delhi'ites beginning to lose faith in him. GOANS haved shopped before in
the market place and they will shop for this election too. They know who is
selling the best item for less and they will pick it up with their vote. If
this is the case, then where is the 'division of votes'  When people know
whom to vote for and why, the question of division of votes does not arise
at all.

All that the leaders of Goa who are leading their respective flocks must
advise these flocks  to replicate shopping in a market to casting of their
precious vote for themselves, and not to make the politicians rich and
powerful over them.  If this is done, the rest will follo

You may or may not be aware that the GOA you love is being bled slow and
steady. The profligate functioning [beyond the means] of its successive
governments, including the present one, has virtually put GOA in  ICU,
requiring blood transfusions through loans and borrowings for her survival.


Consider these few points which will be more than sufficient for you to
understand why we say what we have said above:

Goa’s Public Debts, as of today, is Rs. 66,000 Crores to be precise. Most
of the revenew collection goes into servicing of this massive borrowings
with little scope for re-payments. With this amount of debt burden, is
there a future for Goa’s posterity? Aren’t we spreading-out our feet beyond
our bedding?


Goa is still on the expired Regional Plan 2001-2010  when Goa should have
been on RP-2011-2020 with planning underway for RP-2021-2030. This is
because the task of planning is not entrusted to those who are qualified
but to cooks and butlers who plan for themselves and for their cronies and
masters, not for the people and the State.


Today, we live in Goa that had excellent Law and Order that we are still
proud of. In comparison, what we have today is total anarchy, leaving the
common man day-dreaming of justice. Vices of all sorts are seen to be
promoted by those who are the guardians against these. Every election time,
political conmen  dilute the resolve of the people to bring in the change,
through giving false promises and promises that are never intended to be
kept, offering doles to citizens as enticements to get their votes,
frightening them of the consequences of division of votes. The already bad
situation is rendered worst with new political conmen getting on the
bandwagon, seemingly all for the love of Goa and its people with no defined
program of action.

Goa has many other serious issues that are kept swinging like the air-sock
in the winds, besides the above few mentioned. But nobody seems to have a
concrete solution to these issues and solutions cannot be expected from
greedy and bulging stomacks. There has to be sacrifices built  into the
system with belt-tightening exercises, if the solutions are to work
effectively.

The year 2017 will be the year that Goans and Goa Lovers will have to
sensitize themselves to act decisively once and for all, not falling prey
to the canards of dividing votes, so that they may walk into GOA of 2022
free from past political chicaneries and halftruths.


Goa Su-Raj Party-GSRP, which is built on sacrifices, is coming out in the
next elections with sufficient number of candidates [minimum 30] to
convince Goans and Goa Lovers that it means business. The Party has been
lying low for nigh 15 years, to come out strong and steady when ready, for
the task of the take-over in full preparedness. And, the Party gives a
worthy promise, based on its intrinsic self-sacrificial psyche, that it
will deliver a governance to the people of Goa and to this State that has
so far been in their dreams only, coupled with Goa’s own High Command in
Goa, so that decisions taken by the Government of Goa for Goa and Goans are
taken in Goa, not in Delhi, Nagpur or elsewhere, with its priority being
that Goa shall be public debt free or very close to it within the first 5
year term, so that Goa’s posterity may breath with ease, looking forward to
a bright future, having been freed from the crippling burden of this heavy
yolk,  augmented with a steady monthly income of not less than Rs. 10,000/-
per family for life as their birth,  accruing from Goa’s  God given mineral
and other landed resources.

GOA SU-RAJ PARTY TOO,  DEMANDS AN APOLOGY FROM PORTUGAL,  but for different
reasons. GSRP demands that Portugal, more specifically the newly installed
government of Prime Minister António Luís Santos da Costa [a Goan by
Origin] apologiges to Goans for signing the 1974 Co-operation Treaty with
India [Marios Soares (un-elected representative of Portugal) -Y B
Chavan] without taking Goans into confidence through considering them as of
no consequence. If this was done, then Goans would have urged Portugal to
include a Clause in the Treaty that India will give Special Status to Goans
under Article 371 of the Indian Constitution just like France did for
Pndichery, so that the  'Special Status for Goa' which Goans are presently
fighting for,  would be a matter of fait acompli in 1974 itself. Besides,
Portugal would not be asking anything that was not promised to Goans by
Pandit Jawaharlal Nehru.

GOA SU-RAJ PARTY DEMANDS AN APOLOGY FROM INDIA for allowing the 16 January
Opinion Poll at all [Indira Gandhi] when India had made flowery promises to
Goans prior to the invasion and annexation of Goa into India saying that
the people of Goa will not be coersed into joining the Indian Union against
their wishes, if at all, but shall be allowed to decide their own fate
through a Plebiscite as mandated by the United Nations when indegenous
regions are liberated. If this Opinion Poll had to go against Goa and
Goans, Goa, which India promised to protect and nurture, would be lost for
ever.

GOA SU-RAJ PARTY DEMANDS AN APOLOGY FROM INDIA for imposing martial law in
Goa post December 20, 1961 and selling to us Goans the fake liberation, as
also forcing down our throats its citizenship through a promulgation in
1962, not giving them the choice to  opt for it.

PARTY - MGP  which was a Party coined-up only  to merge Goa into

Maharashtra.

2) For importing Maharastrians lock stock and barrel into Goa  to vote in
favor of the merger.

3) For importing deputationists from Maharashtra along with Maharashtrian
Hindu Bhats [courtesy adv. Amrut Kansar - Ex MGP & ex MP] to poison the
minds of Goa's Hindus and brainwash them against their Goa and their fellow
Goans.

4) For destroying Goa's pre-Portuguese era  'GAOKARIES aka COMUNIDADES'
through the implementation of the Tenancy Act, 1964 as a matter of
vote-bank politics,  and for presently  being a part and parcel of the BJP
government which wants to legalize illegal structures on Comunidade land to
appease its migrant vote-bank.

*Mis-leading Hotel in Tiracol Village*


Hidden from the eyes of the social and environmental activists in Tiracol,
Goa, yet another 20-room resort is being constructed under the brand name
‘Hill Rock’ with no project clearances from Goa Coastal Zone Management
Authority, Goa Pollution Control Board, Town & Country Planning Authority
and Village Panchayat of Tiracol.

Interestingly, a restaurant under the same name ‘Hill Rock’ too has been
illegally constructed and operated without permissions from the government
authorities.

Addressing the illegalities with the concerned local government authorities
in Goa and due to the failure on their part to act on their own reports of
illegality conducted by the hotel ownerrevealed to the RTI and Complaint
applications filed, Savio Rodrigues – a member of the Goa Environment
Action Group –has approached the National Green Tribunal in Pune to seek
justice.

In its first hearing held on December 14th, 2015 in front of Justice V R
Kingaonkar, the NGT pulled up the GCZMA for failing to stop the illegal
work when the department had on November 2nd, 2015 in a letter Ref No:
GCZMA/N/ILLE-CompL/15-16/110/1863 had issued a ‘Show Cause Notice Cum Stop
Work Order Under Section 5 of the Environment (Protection) Act, 1986, Read
with Rule 4 of the Environment (Protection), 1986’.

The Court has asked the GCZMA to file a ‘Compliance Report’ to explain the
reasons for its failure to act against the illegal construction.  In its
Show Cause and Stop Work Order Notice to Diago Costancio D’Souza, GCZMA had
stated “Upon close perusal of the said Complaint dated 26/10/2015 received
from Savio Rodrigues the following alleged illegal construction resulting
in blatant and serious violations of CRZ Notification 2011 is noticed.”

Speaking on the case, Savio Rodrigues, expressed, “I have received replies
from all government authorities including the GCZMA and Village Panchayat,
which proves beyond reasonable doubt that the ‘Hill Rock Resort’ and ‘Hill
Rock Restaurant’ is an illegal structure. The owner has not even applied
for permissions/licenses from the concerned authorities and yet the resort
is being constructed and restaurant has been operational. I have been
constantly following up with the GCZMA on the illegality, but no action to
actually stop work or demolish the illegal structure has been initiated.
Even the Panchayat has failed to act on the complaint, even though they too
have termed the resort and restaurant as illegal.”

The ‘Hill Rock Resort’ is a mini-resort coming up in Survey 15/1-A and 15/2
Interestingly, another major project in the Tiracol Village has been under
the scrutiny of the activists and government for its alleged illegalities
even though project owner Leading Hotels Limited deny all claims. The St
Anthony Tenants & Mundkar Association (SATMA) with the assistance of
renowned environmental activism organization Goa Foundation has taken the
Delhi-based company to court.

the illegality of the Restaurant & Resort constructed by Mr. Diago C.
D’Souza at Tiracol, Permen,  NGT having ordered its demolition and GCZMA
having issued a show cause notice  as to why it should not be demolished.
The construction is blatantly illegal with nary a approval/s, even from the
local Panchayat.


All documents pertaining to this illegally constructed Restaurant & Resort

COMMENTS:

As the General Secretary of the 15 year old Goa's only consistent Regional
Party, and its [provisionally] declared serious candidate for the 2017 Goa
Legislative Assembly Elections, I happened to make my rounds yesterday  to
extend CHRISTMAS DAY greetings  to the constituency's possible grass-roots
leaders. And I saw life sized photo posters at every prominent place, every
where in the Aldona Constituency,  extending Christmas greetings to the
people, where most of the posters had the face cut out, sending a clear
message to the possible CANDIDATE  " Hey! Do not crowd us through your
money power". A similar display of similar posters were seen a month ago
extending DIVALI  greetings to  the people of Aldona  by yet another
aspiring to be Goa's Legislator which posters had suffered the same fate.

Every Tom Dick and Harry, who makes a packet [whether through legal or
illegal means] aspires to be the LEGISLATOR to serve the people. Can we
fault them? Surely not. They see our LEGISLATORS doing/minding the work
that needs to be done by the EXECUTIVE, delegating to themselves the
importance in the eyes of the ordinary voters that they are serving  the
people by supervising road works, erection of power transformers, cutting
of  trees, starting hot-mixing of roads,  etc.  Little do the people know,
as also themselves, that this work is assigned to the EXECUTIVE such as
PWD, ELECTRICITY DEPT, etc through Legislative orders and directions, which
is the prerogative of the elected LEGISLATORS who mostly go about as not
MLAs but MALF [Members of Ass Licking Fraternity], not knowing what it is
to LEGISLATE.

We at *Goa Su-Raj Party* [not Suraj Party] deeply appreciate the mention of
its name in the  O Heraldo's  esteemed Editorial. It must be remembered
that GSP [or GSRP] has been painstakingly built to go SLOW and STEADY, for
it is inevitable that it is built to win the RACE, only when the people of
Goa are ready to bask in the GLORY of this WIN. And, it must be also
remembered that a TORTOISE cannot afford to hold any baggage over its back
lest its advance is slowed down still further.

COMMENTS

The Goa Su-Raj Party much appreciates the clarion call sounded to GOANS at
large  by Dr. Mariano Correia.  However, it finds that the DIRECTION is

Lies and more lies have continued to dog Goans about the so called
Liberation of Goa on 19 December, 1961 and has continued for the past 54
years without being challenged. The Goa Su-Raj Party challenges this so
called Liberation on the grounds of the following arguments.

1. The Goa Su-Raj Party as taen full responsibility for the event that took
place at the Liberation Day parade at the Campal Parade Grounds, Panjim, 19
December, 2015. The Party affirms that the two Party members were present
for the function as invited guests through an official invite to the Party
from the Government of Goa. The least that the Government could have done
was to question the YOUTHS on their motives for this silent unprecedented
protest if it wanted to clear the air. Detaining the Party members like
common criminals shows that the Government of Goa has no stomach to redress
serious grievances of the youth of Goa.

2. If Goa was liberated as they are given to understand, then the
Government must tell them as to why Martial Law was imposed on Goans after
taking-over Goa from the Portuguese, using military force.

3. If Goa was liberated, then the youth of Goa wants to know as to why
our Governeor's Palace at Cabo, Panjim was looted of all antic furnitures
and prized paintings by the conquering forces, more specifically by K.P.
Candeth, in truckloads when he left Goa.

4. If Goa was liberated, then why is a FAKE leading Goa's Freedom Fighters
as the President of the Goa's Freedom Fighter's Association. Sham Sunder
Nagvekar from Moira is a Fake Freedom Fighter. His antecedants to prove
his involvement in the liberation struggle must be made public.

5. Why were Goan women raped if Goa was liberated.

6. Why were shops in Panjim , Margao and other cities and towns looted of
foreign good? Does this come under the scope of liberating indegenous
people of a country?

7. Why was the plebiscite as directed by the UN norms not conducted when
liberating indegenous people? What happened to the promises so profusely
given by Pandit Jawaharlal Nehru that Goa's indentity shall be protected?
Is India not behaving like Portuguese Indians after dispatching the
Portuguese humiliatingly?  Is what is happening to Goa not re-colonization
through fake agendas. I fact the Portuguese Indians were worst than the
Portuguese themselves.

8. Why is Special Status to Goa impossible under article 371 of the Indian
Constitution when the present Prime Minister of India had specifically
promised the same to Goans in Goa if he was elected the PM?  Kam zalem Voiz
Melo??

9. Why is another airport at MOPA being promoted when the Navy is occupying
Goa's Civilian Airport at Dabolim illegally? Is it because India thinks
that it has digested Goa and now want to digest Goa's youths who were not
born at the time Goa was conquered and annexed to India (as per the Supreme
Court of India's ruling)?

10. Why is Goa being increasingly militarized? Is it on the enemy country's
borders?

11.Why did India not occupy present Bangladesh, then East Pakistan [1971]
when it liberated East Pakistan from Pakistan? Why did India pull back when
it had the right to stay there?. But did India have the right to stay in
Goa after driving away the Portuguese? Was Goa a part of India, when India
had its own Consulate in Goa during the Portuguese regime? Was Goa  the
India's Constituent Assemble when India's Constitution was framed? Is Goa
in India's national anthem? If not why not, if Goa is and integral part of
India?

12. There are many countries and many languages in the African Continent,
but the people cannot be distinguished from one country and the other. So
why is the entire continent not called as the country AFRICA? Why Nigeria,
Why Ghana,Why Mozambique, Why Angola  etc??? Was Goa not a part of the
Indian Sub-Continent? Who  says Goa belongs to India? When did the country
called India come into existence?

13. By saying all this we are not amorous towards the Portuguese except
them  giving us a reliable and much loved RULE OF LAW. Most of the guys who
go as Freedom Fighters were criminals lodged by the Portuguese in Aguada
Jail,  who came out on 19 December, 1961 flyng  India's Tri-Colours to
become Goa's Freedom Fighters. The Youth of Goa wants to know why
the immaculately kept files of Goa's Criminal elements that were maintained

member of the Party Asburn Pereira have been detained by the Goa Police for
displaying the black flag during the function at the Campal Parade Grounds,
today, where they were attending the function as the  Official invitees of
the Government of Goa through an official invitation to the GSRP. They are
now being arrested under Section 151. GSRP's Adv. Nigel Costa Frias through
his junior Adv. Mark Lobo is in attendance to release the duo on bail.

This duo were representing the youth of Goa who want questions about
liberation of Goa unaswered if Goa was truly liberated or re-colonized. The
Party's General Secretary, Mr. Floriano Lobo has given his statement to the
Police that the Party has authorized its members to silently protest
through the display of the black flag at the official function. Goan want
the truth about this so called liberation which has resulted in the loot

Konkani by encouraging a proper time-bound pragmatic debate on this issue
by excluding emotions and implement the decision arrived at with total
commitment. Maximum Governmental funding or financial help shall be assured
for the development of Konkani through audio-visual, print, cultural and
other mediums. As far as Marathi language is concerned, it has the backing
of a large State such as Maharashtra where, though there is a sizable
population of Konkani speaking people, no recognition has been forthcoming
for Konkani, unlike in the State of Karnataka. This Party proposes that, in
case the Marathi protagonists in Goa are in a position to obtain for the
Konkani language in Maharashtra the same status that they demand in Goa for
Marathi, this Party will fully back their efforts for equal status for
Marathi in Goa.

After going through the above, we invested in a call to one Mr. Gracias
[south Goa]  whom we had chatted up  a long time ago and who is ex-SP of
the Goa Police. But it is not him who is the author of the above article,
a very beautifully written  analysis of our political system,  that we
could congratulate him for. At Goa Su-Raj Party, we believe that there are
two types of persons who come forward to contest elections, either on
party tickets or as independents. Those who would want to put some
discipline into the political system and industriously utilize  the
 tax-payer's  hard earned money to improve their lives [sans themselves
growing fat on this largesse which is most often ignored  by the tax-payers
themselves after paying into the kitty], and those who want to make the
best use of the same through misleading and fooling people and through
purchasing their confidence in them by servicing them regularly with gifts
and praises much before they step out into the political bull-fighting
arena. Most often the former breed gets rejected because they are reluctant
to pamper the party/s to puchase  the tickets from and also the people,
paving the way for the later to make their marks. There is a cardinal rule
which says: * 'THOSE WHO WANT TO  DO GOOD AND ARE GENUINE, WILL NOT PAMPER
AND PAY TO BE ELECTED'. THEY WILL WANT TO BE PUSHED AHEAD BY THOSE WHO WANT
THEM TO SERVE THEM" * In Goa's case, this cardinal rule has been mostly
abused and therefore, we Goans have gotten rotten governments since 1963.

On the other side, take the case of political parties,  how to
differentiate from genuine ones and the fake as far as their intentions are
concerned. Considering that before elections there are just two
PLATFORMS. [1] The People, and [2] The Party/s. The later woos, coaxes and
cajoles, gives all sorts of promises, even pays for votes to get elected.
The former, falling prey to the promises, and, most often the chanda
component,  take the trouble to stand in long queues to vote. After the
counting of votes, a new and most powerful  THIRD PLATFORM arises which is
the [3] The Government.

It is then the POLITRICS starts to play with the PLATFORM NO. 2
disappearing from sight and whose place is taken by PLATFORM NO.3. Those
who had given promises and assurances from PLATFORM NO. 2 are now in this
powerful PLATFORM NO.3, who now do not care for the promises and assurances
earlier given. Their original agenda/s take over. They come out with things
that were not in the list of promises, i.e. MOPA, ELECTRONIC CITY, GOLF
COURSES, MEGA RESIDENTIAL CONDOMINIUMS, THIRD AND UNNECESSARY
BRIDGES etc.When people demand for sanitation and garbage clearance,
markets, roads etc.,  they are told that there is no money.  When asked for
jobs, they demand 15-20 lakhs, They take bribes from projects that are
funded by other countries on 1% interest on loan on humanitarian grounds
and even manage to stay out of jail when caught red-handed.  When  someone
dear to the heart and soul of the people is done unto death and when they
demand justice, they are rough shod, packed into police buses and sent to
jails, irrespective whether they are young, old, male, female or senior
citizens. Promises go through the window and arrogance creeps in. THIS IS
POWER in a DEMOCRACY which is nothing but DICTATORSHIP. Therefore to
surmise, we, the people vote for DEMOCRACY before elections and what we get
is DICTATORSHIP after elections.

At GOA SU-RAJ PARTY we have taken pains to change the above SYSTEM which
has been prevalent since 1963. In this SYSTEM, the PLATFORM NO.2 does not
disappear from sight along with the promises and assurances. In fact it
stands up much higher between the PLATFORM 1 and PLATFORM 3, shielding the
delicate and fragile PLATFORM NO 1 from the arrogance and high-handedness
of PLATFORM NO.3  so much so that PLATFORM NO1 does not at all need to talk
to PLATFORM NO3. It talks to PLATFORM NO2 as this was the PLATFORM that
gave all the promises and assurances in the first place before elections.
It is the duty of PLATFORM NO.2 to get work done by PLATFORM NO 3  and just
that, nothing more, nothing less. Therefore, the sorry tales that there is
no money, the creeping of items that were not in the manifesto etc are out
and  the REAL EFFECTIVE GOVERNANCE is in.

Coming 2016-17 Goa's general elections where GSRP intends giving the
PLATFORM NO1 more than 21 candidates to vote for, it is up to the this
PLATFORM NO 1 to decide if it desires  to install a flawless, GOA'S OWN
HIGH COMMAND IN GOA for once, where it will not be necessary for some cook
or a butler  sitting in New Delhi, Nagpur or Baramati, in Maharashtra, to
decide what Goans must have and what Goans must not have. All decisions

*GOA SU-RAJ PARTY DECLARES  ITS FIRST TWO CANDIDATES  [OF THE INTENDED
MANY] IN THE FIRST BATCH  FOR THE GOA LEGISLATIVE ASSEMBLY ELECTIONS,

In keeping with its firm intention of fielding  more than 21 candidates in
the coming Goa Legislative Assembly Elections, the GOA SU-RAJ PARTY –GSRP

losing out on every front, may it be its land, employment, education,
preservation of Goa’s sensitive ecological balance, health, sanitation &
hygiene,  and most importantly the diminishing respect for its citizens,
especially senior citizens and the fair sex, as was demonstrated on 21st.
November, 2015 in the Capital City Panjim, with the high-handed and callous
handling of the mass of people by the GOA POLICE under the guise of Section
144, when they assembled to peacefully  demand justice for Fr. Bismarque
Dias at the ferry wharf, Panjim, while at the same time the City of Panjim
was rocking to the colourful International Film Festival of India a
kilometer away.

Goa’s  day to day running is, sadly,  through heavy public borrowings, with
public debts crossing all limits and presently standing [unofficially]  at
Rs. 60,000 crores. This  burden of public debts is weighing down heavily on
Goa’s posterity and in all probability renders it futureless in the
foreseeable future unless something drastic is done to curtail the
profligate spending of the hard-earned tax-payer’s money by our
self-centered successive governments.

As publicly stated by Ex Supreme Court  Justice Markandey Katju recently,
REVOLUTION is the need of the hour in this country, which does not allow
its Parliament to function for months on end, and religious intolerance has
grown out of proportions  with the installation of the communal RSS-backed
Government at the Centre. According to  Justice Katju,  “*the  dilapidated
system under the present CONSTITUTION must be torn down to replace it with
a new SYSTEM OF GOVERNANCE so that lives and living standards of the
country’s citizens must not only improve but be seen to be improved”.*

GOA SU-RAJ PARTY is a REVOLUTIONARY PARTY born 15 years ago, having grown
its roots deep into the sacred soil of GOA  to withstand all round
pressures,  not bothering  to adorn itself with colourful foliage much
before its time has come, at the cost of its dependable roots.  These
previous years having been productively used in its promotion,  contesting
8 seats in 2002, 1 in 2005, 1 in 2007 and 2 in 2012,  it is now ready to
lead GOA into the REVOLUTION, to tear-down Goa’s  dilapidated system of

‘grass-roots’, question that will be asked by political pundits is: *“DOES
GOA SU-RAJ PARTY HAVE CREDIBLE GRASS-ROOTS  ORGANIZATION ON THE BASIS OF
WHICH IT HAS DECIDED TO CONTEST WITH MORE THAN 21 SEATS?”*  The frank
answer  to this question  is ‘NO’. and,  we are  quick to say that a mega
contest like this is impossible without the existence of a well organized,
well groomed and dedicated grass-roots organization.  Having said that, we
want to go a  step  further to say that setting-up of grass-roots system
takes much dedication and efforts,  and once accomplished,  it has to be
effectively watered and/or serviced,  lest it gets scorched and dried-up,
 where a second attempt at reviving the same is very difficult and nigh
impossible, having once failed to keep it going.This Party has a
credible grass-roots system, but it has not attempted to put it in place

to deplore and condemn the shunting of SP Vigilance Mr. Bosco George by the
CM & Home Minister of Goa in a vindictive manner and pleads with the
majority of  right thinking people of Goa to FORGIVE HIM FOR  HIS LAPSES AS
HE DOES NOT KNOW WHAT EXACTLY HE IS DOING. He seems to have cut off his
nose to spite his  own face.  Through this spiteful and vengeance seeking
act of his,  he is putting the welfare of this State at great risks. Today,
more so than every before, the need of the hour is the promote and support
honest Officers of  the Law enforcing agencies and give them all facilities

*Police Department shall be freed from the interference by the Executive
Branch. It shall be fully equipped to fight crime with modern methods.
Police stations shall be provided with adequate transport/patrol vehicles
fitted with modern communication facilities. Recruitment procedures shall
be streamlined to give equal representation to the main communities of Goa.
The Police force shall be brought under a ‘Civilian Services Board’.  A
public relations bureau shall be set up at the police headquarters which
shall be responsible to implement and oversee the establishment of public
relations desks at each police station to improve police-public relations
at all levels. Such designated officers at every police station shall be
responsible for the building up of the confidence of the public in the
police force, follow-up on criminal complaints and complaints against any
police personnel for dereliction of duties and/or misconduct. Special
programs shall be designed to train all police personnel in matters of
traffic laws, hygiene, good mannerism, handling of telephone and/or
communications systems and public psychology (including mob psychology) and
techniques on how to control mobs, demonstrations and morchas without
resorting to unnecessary violence. *



*Investigating Officers (IOs) in criminal cases shall be held accountable
for shoddy/poor or unsatisfactory investigations resulting in cases being
dismissed by the Courts. This will be taken into account at the time of
considering promotions.*



*The absence of the police on regular beats and/or patrolling during the
night hours has become chronic. Confidence of the public in the police

GSRP strongly believes that Tomazinho Cardozo, with due respect to him, is
burping from a longtime of indigestion caused by politricks more than the
politics that he was a part of.

As a past politician himself and an honourable speaker of the august Goa
legislative Assembly under the then Congress regime, his honesty as
the speaker of the house was in question. However, we give it to him that
he is one hundred per cent right in saying what he says. Truly, politics
has become the  last recourse of crooks with drug mafia and matka kingpins
coming into politics  to subvert the  good name of POLITICS. His retirement
from politics could be one of the reasons that he no longer wants to be
seen supporting the politricks which is being dished out in the  name of

We at GSRP have always been of the opinion that any worthwhile government
which desires to excel in rendering services that should be provided to the
people as its raison d'etre should keep a close 'eye' on the editorials of
the local dailies. Any and all problems, suggestions, opinions and
brick-bats that are displayed in these editorials  are the heart and  soul
of the newspapers and must be taken seriously by governments, especially,
if they mean well of the people of the State/Country.

GSRP congratulates and thanks  Navhind Times' Editorial staff/Editor for
this particular editorial. If the government has any  self-respect or pride
in dishing out  governance to this State, it should  take note  of this
editorial and try to reform its thinking process. It must know that the
moment one tries to impose anything on anyone, suspicions,
rumours, negativity and all sorts of things crop up and people fortify
themselves for a fight, even if the implementation of such projects ,
policies and/or ideas could be beneficial to them in the LONG RUN. The

sponsor special  annual *“Best City-Town- Village Awards”* so that ‘Cities,
Towns and Villages of Goa’ may compete with each other for this award.
Criteria shall be set for this evaluation, such as:- *[i]* Best enforcement
of building regulations and meeting citizen’s needs without breaking laws
and without harassment. *[ii]* Effective garbage disposal. *[iii]* Quality,
maintenance and  illumination of roads and public places. *[iv]* Sanitation
and Hygiene *[v]* Neighbourhood watch. *[vi]* Environment protection
through control of noise, air, water, land pollution. *[vii]* Encouragement
of better quality of life such as creating gardens, children’s play parks
and planting of trees etc. *[viii]* Agricultural excellence, control on
stray animals, proper pavements and drainage system and most importantly
“honouring the sons and daughters of the city, town and village who have
excelled in any field i.e sports, medicine, science social justice etc.
The certification of this award shall be carried out by an independent [all
Goa ] body constituted for the purpose. Through this award, the long
standing developmental demands of the winners shall be granted, such as
school, playground; market; children’s park; community hall; telephone
exchange; hospital/clinic; public toilets; etc. Competitions for this award
shall ensure proper functioning of the Municipalities, village Panchayats
and Comunidades through the generation of interest among the people to
attend the village Gram Sabhas, Municipal and Comunidade meetings and to
take active part in the governance of these bodies.

civilians visiting the Grand Island to celebrate the Feast and Pray. It
seems that the  Martial law that was imposed on peaceful Goans in 1961
telling them that they have been liberated while being terrorized is still
continuing with the Navy and Goa Police doing exactly this,  54 long years,
after. GOA must now burst into the FLASH-MOB activity once again, the
activity  that was started a couple of years ago with the Miramar
Flash-Mob, to tell the Navy that it is not wanted here in GOA and must GET
OUT and go the  SEA BIRD BASE in Karwar. Goa is being increasingly
militarized for no reason at all, the eye of Indian defence forces being on
the leisure that they can capitalize on in the peace and hospitable GOA.
This is less for the security of the Nation or of Goa but more for
rehabilitating spent forces, leisure and entertainment at the cost of
Goans. GOA MUST NOW BURST OUT OF ITS SEAMS TO TELL THE NAVY TO  GET OUT,
the military to get out of Panjim City.   The recent man-handling
of peaceful protesters in the most unprofessional manner by the Goa
Police in Panjim [21st November, 2015] by invoking Section 144 when Panjim
was rocking to the tune of IFFI showcases that the 1961 Martial Law is
still in existence. COME ON GOANS! Fr. Bismarque Dias they may have taken
out. But there is no dearth of others who will walk in his  foot-steps to
SAVE GOA AND GOANS from these uncouth marauders. THIS IS THE  FINAL CALL
FOR THE REVOLUTION that Fr. Bismarque Dias was propagating. Let us drown
them in the tumultuous sea they have created for themselves and not part it
to give them safe exit.

Therefore, our advice to the Goan people is that ' LOOK NOT  FOR  THE

forward looking report for GOA’S Stable Political Future.

*1.  **“ Non-Congress Regional Entity in the 2017 Assembly Elections”*

COMMENTS:

 Congress wants to go it alone with all 40 candidates, baiting all seculars
to join with it. GVC supremo Mickky Pacheco wants to go it alone with all
40 candidates. NCP [with Babush’scrores in the kitty] wants to go it alone
with all 40 candidates.  There is AAM ADMI Party edging  to come into the
fighting ring. There is MGP threatening to go it alone with all 40 seats.
There is GSRP wanting to contest a minimum of 30 seats.The ruling faction,
the BJP is silently working with the permutations and combinations of
breaking up the secular votes to come a cropper.  It can be clearly seen
that all so called seculars above minus the MGP  are going to divide the
opposition cake in bits and pieces  to give a massive victory to the BJP
[much more than the required 21 seats]. The only entity that will walk
laughing to the bank will the  ELECTION COMMISSION with most candidates
losing their deposits [Rs. 10,000/- a piece]

*2.  **‘WITH WINNING EDGE’ …. ‘NEW FACES WITH A WINNABILITY FACTOR’*

COMMENTS:

The winning edge and/or the winnability factor has, in the past,  given us
Dayanand Narvekar, Ravi Naik, Pratapsing Rane, Manohar Parrikar,
Vishwajeet Rane, Babush Monserrate. the list is long. And if we go by
the composition of the proposed 3rd. Front  by starved for power mentors
who want to remain outside and pull the strings, we are going to have more
winnable candidates from the rank and file of the so called ‘COMMON MAN’.
The Governance of Goa seemed to have suffered with the old  winnable guard.
Is it going to change for the better with the new winnable guard? is a
million dollar question. The term ‘WINNABLE’ means  those persons who can
unload crores of rupees into the election campaign, purchase votes @
ranging from Rs.500/- to Rs. 5000/-  per vote.  Are they not going to be
busy collecting the returns ranging from 10 to 100 fold? Is the governance
going to improve any with this? This is the thought that prospective
sincere voters must mull over.







*3.  **“WE WILL NOT BE A PART OF THE PARTY BUT YES, WE WILL EXTEND FULL
SUPPORT TO THE PARTY ” . [This coming from the MLA who was once close to
opposition Congress but now at logger-heads].*

COMMENTS:

This tantamount to:  We shall put in our players in the ring. And we shall
pull the strings from the outside. As simple as that. All that the players
have to do is to keep on remembering WHO IS THEIR  BOSS OR BOSSES.



*4.  **“KHAUNTE AND SAWAL, HAD INNITIALLY EXTENDED THEIR SUPPORT TO THE
THEN MANOHAR PARRIKAR-DED GOVT IN 2012. HOWEVER, WITH LAXMIKANT PARSEKAR
TAKING OVER THE REIGNS, BOTH HAVE OPENLY GONE AGAINST BJP IN THE RECENT
PAST”.*

COMMENTS:

With due respect to them, the very fact that Khaunte, Sawal, Vijay and
other independents like Avertano, Benjamin, Caitu  etc are independents and
not aligned to any Party ideology makes them  the ‘POLITICAL PROSTITUTES’.
Their only ideology is  ‘HOW TO WIN THE NEXT ELECTION’ That means, beg or
borrow, they must  satisfy their vote-banks whether their demands are legit
or not. If this was not so, then they would have withdrawn their so called
support to the ruling Party based on issues. How come none have remained in
the opposition to solidify it against the ruling party?



*5.  **“MLAs will support the people to form a strong regional entity.
The Party will be the voice of GOANS and work for the upliftment of the
people of the state”. *

COMMENTS:

If these MLAs will support the people to  form a strong regional entity,
then by any rule, they must belong to the party they help form. Why stay
outside? Is this not a clear give-a-way of their intensions of being master
manipulators where they will always enjoy the win-win situation? They can
demand whatever they want and get away with it. No?  Can we see  some
  parameters on how the uplifment of the people of the state will take
place??



*6.  **“We will not like too many sitting MLAs with us. It is better to
go alone with new faces”.*

COMMENTS:

In deed, NO, at all costs. Don’t too many cooks spoil the soup??? How
clever. Innit?



*7.  **“For over the past 10 months, the like-minded persons in the
State have been discussing the creation of a third alternative with the
support of INDEPENDENT MLAs.”*

COMMENTS:

Any given intelligent person or persons knows that this in the exact
reverse of the above. These few King Bees have put a lot of lay bees to
work  for the building of the palace Bee Hive so that they can rule with
impunity.

Unfortunately for Goa, It turned out that only the national parties could
loot and plunder Goa to the extent that no regional party could ever imagin.
As GSRP sees it, Goans are not blinded. Only their eyes have been glued
shut by the national glue and they are still afraid to force them open even
when the national hand is almost at their throats to strangulate  them.

16 years ago, 45 Goans met at the International Center, Dona Paula,  to
groom a lean, clean Regional Bull that will challenge the Corrupt and
Communal National Bulls, fattened with lard with nary a challenge on the
horizon, in the bull fighting ring, complete with a written down ROAD MAP
and Constitutional safeguards on austerity measures so that profligate
life-style of these BULLS  will be ended  and the clobbering State Public
Debt will be re-paid to free the  goan posterity from the heavy burden
which does not allow it progress.

Not only the above, but also to set up GOA's OWN HIGH COMMAND IN GOA so
that Delhi,Nagpur, Baramati or elsewhere does not decide what Goan need and
want.
Hopefully, this glue will melt come 2017 so that Goans may see the reality
of them standing at the cliff's edge and the inevitable plunge into
nothinness is avoided.

As the main signatory of the INQUEST PANCHANAMA on the body of Fr. Bismark
at the GMC morgue, we were concerned about the verdict of 'death by
drowning'. Having anticipated the same, we had made certain to tell Fr.
Bismark's brother Mario that they should demand a second autopsy if there
was no mention about the 'dent' on the forehead, specifically. Now that the
team of qualified coroners have instructed the cops to probe that death of
Fr. Bismark leaves no doubt in our minds that the autopsy report will
indicate that the death was attributed to reasons other than simply
drowning which the murderers want declared and go scot free. Now that the
ball is in the court of Goa Police, we are sure that the real culprits will
be nabbed soon, failing which, the case should be handed over to the CBI,

It is important that Fr. Bismark's premature death must not go in waste as
the ICON of Goa's Environmental safeguards. The bust of Fr. Bismark as
suggested by  the Icon of Anti-Mopa movement, Fr. Eremito Rebello [at the
yesterday's solidarity meet at the Sto. Estevam Church square]  is solidly
supported and  ENDORSED.

THE GOA SU-RAJ PARTY-GSRP condoles the tragic passing away of its dear
colleague  Fr. Bismarque Dias in GOA's activism to save whatever is left of
Goa after its  loot and plunder by vested interest since 1961.

The Party shares the grief of his family members, near and dear ones, and
wishes them the courage to face this unparalled and excruciating tragedy.

The undersigned Party's executive member has been the signatory to the
'inquest panchanama' conducted on his body this morning by Dy. SP (Panjim)
Nelson Albuquerque and rules out suicidal/accidental death not ruling out
homicide. The Party hopes that the same will be reflected in the Post
Mortem report conducted at the GMC Morgue this afternoon and no stones
shall be spared to be turned to bring  Fr. Bismarque's assailants to
justice.

In Fr. Bismarque Dias, Goa has lost the most vocal, enterprising, honest,
good-hearted and compassionate son who did not care if there was dinner
waiting for him at the day's turn but would spend the last pie available to
him on the needy to fight for their injustices.

May his good  soul rest in eternal peace.

As a member of the HC of Bombay instituted North Goa committee to monitor
Noise Pollution under the Collector as its chairperson, repeated requests
to ban cracker bombs and other fire-crackers which exceed the permitted
decibel levels from being sold in Goan markets has gone on deaf ears. And
Bombay HC at Goa does not seem to be  bothered, either.

My Dubai based neigbhour, Christmas holidaying in Goa burst DADA BOMBS  to
celebrate Christmas after the Mid Night Mass some years ago is still on
enimical terms with me because I called him up at 3 a.m. to tell him to
either forget about  bursting any more crackers during the sensitive hours
or sit behind bars.

*   [XIV]  ENVIRONMENT & ECOLOGY PROTECTION*



*1.  Pollution Control Board:*

The Pollution Control Board shall be the authority vested with the
responsibility to co-ordinate with all law enforcing agencies in the
maintenance of a clean environment irrespective of whether it concerns
land, water or air. Suitable directions from this authority to the law
enforcing agencies shall keep these agencies abreast and sensitized to the
need for a clean environment and in turn co-ordinate their actions with
those of the conscious general public and at the same time educate others
concerning the ill effects of polluting the environment. The existing
misconception that the Pollution Control Board is only delegated with the
duties and responsibilities to supervise and/or enforce anti-pollution
laws, rules and regulations with respect to large industries only, shall be
removed. The Pollution Control Board is and shall be accountable for all
and every aspect of pollution of land, water and air in the state and shall
liaise with the Governments of the neighbouring States to minimize the
effects of pollution entering and affecting the state of Goa. i.e. oil
slicks etc.



The Party shall work towards establishing a Centre for Environmental
Studies” as suggested by eminent Goan working with World Health
Organization.  Industrial units shall be segregated from residential areas.
Strict environmental safeguards shall be introduced to reduce noise, air,
water and land pollution.

*1.  **Noise Pollution:*

*(a)  Loud Music & Funnel Speakers: *

  The existing Madhya Pradesh Control of Music and Noises Act, Samvat
2008 as adopted by the State of Goa shall be replaced by a new indigenous
Act to protect Goa from the malaise of ‘Loud Music’ noise pollution. Public
address systems and outdoor use of music systems shall comply to strict *‘no
nuisance code’* which shall be introduced, whereby only authorized agencies
shall be permitted to rent out/use these systems. No institution whether
religious or otherwise shall be allowed to permanently display public
address speakers [horn/funnel speakers] externally and/or use such devices
externally without prior permission from concerned authorities. Such
permissions shall be given under strict supervision. The jurisdiction for
licensing and/or issuance of such permissions shall lie with the law
enforcing agency which is the police. No dual agency/authority shall be
vested with such jurisdiction in order to pin down responsibility in case
of violations and to avoid ‘passing of the buck’ when it comes to enforcing
the law.  Rave parties as introduced in Goa shall be banned altogether. Out
door and/or open air parties and functions shall not be permitted beyond 10
p.m. Such functions which are slated for the late hours may be held in
totally double-doored sound-proofed venues.



*(b) Fire Crackers & Cracker Bombs: *

  Code for bursting and/or display of fire-crackers and fire-works
shall be introduced to reduce noise pollution and litter. Bursting of fire
crackers and cracker bombs beyond the authorized decibel level shall not be
allowed and their sale prohibited. The recent Order passed by the
Honourable Supreme Court on Noise pollution shall be implemented and
enforced in letter and spirit.

Heavy machinery such the earth moving machinery as used by the
mining/construction industry shall be prohibited from use during the

Reflecting on the above HEADLINE NEWS ITEM, the first thing that must come
to a Niz Goenkar's mind is this good old Goan adage. ' KAM ZALEM - VOIZ
MELO'. We are not translating this into English for the simple reason that
if someone does not understand this, then that someone is not a GOAN, for,
this is meant for GOANS.

Sonia Gandhi reportedly descended on Goa in a helicopter, told Goans what
they wanted to hear i.e.' We shall give Special Status for Goa' and
vanished in thin air along with her promise after getting elected.

It was Manohar Parrikar, Laxmikant Parsekar et al, the Goa BJP think-tank
that came about a super way of ' GOENKARANCHEA KANANT TEL GALCHEAK' [
again, we are not translating this  for obvious reasons] TUTORING MODI to
accede to the demands of foolish Goans on Special Status for Goa telling
him that if this sensitive promise is given, these foolish Goans will
enmasse vote for the BJP in 2014 Parliamentary elections for sure. And so
MODI went fluid on this and GOANS pee'd in their pants, for  they believe
that any party which is at the Centre is GOOD FOR GOA.

Despite us telling all and sundry who were buzzing around in their wet
pants expecting MODI to deliver his Maha Promise, that once elected, the
Special Status for Goa will never see the day light because National
Parties are not in favour of killing the Goose that is laying GOLDEN EGGS
for them, whether it is the Congress, the BJP, the NCP and now, the AAP et
al, they did not believe us. They stood by Goa's Environment & Forest
Minister's beliefs that her bosses will give SPECIAL STATUS FOR GOA as was
demanded by her late husband. So sure in this belief she was that she even
went a step forward to tell Goans that she will RESIGN from the BJP
Ministry if this was not done. Sadly, not only Special Status, but she also
lost her chair from which she positively cannot resign.  Do we expect
anything better from a person who fails to acknowledge and understand that
her husband has been put into the grave, prematurely, so that MOPA airport
can rise over it

It is time for GOANS, whether they are Hindus, Catholics or Muslims to read
the bold and clear WRITING ON THE WALL that Goa was not annexed to the
Indian Union in 1961 to protect its unique identity as promised by the Maha
Charlatan Pandit Jawaharlal Nehru, but to use it, dilute it and to make it
unrecognizable in the mess that is INDIA.

We must remind GOANS that East Timorean people fought for their  rights and
had Indonesia pull back to attain Sovereignty over their small country.
Today they are a proud people who started as 25% minorities and dwindling,
 to grow to 95% % within a span of less than 2 decades of being INDEPENDENT.

And here were are,  GOANS, who  should have given the lead to the East
Timoreans in the first place, but have preferred to run for  cover under
the wings of the Mother Hen every time a 'crow' or an 'eagle' comes flying
by believing that the Mother Hen will protect them. It is one thing that we
GOANS were and are so suscegad that our SOVEREIGNTY has been looted away
from us. But it is another thing that we have become such 'lolles' meaning
'impotent'  that we cannot even STAND UP TO RAISE OUR VOICES for SPECIAL
STATUS FOR GOA, despite having been promised, and now pontificating that it
is not possible.

Hopefully, we GOANS will have courage to read the writing on the WALL,
understand it,  and come 2017,  gather ourselves together to give ourselves
OUR OWN  GOA'S HIGH COMMAND IN GOA so that we may protect OUR  GOA and  us
GOANS the way we should be protected. This is the least that we can do

not given and promptly carry on until they are booted out. Others, who have
become the head honchos today have been part and parcel of the Resolution

Indian Constitution. And now when he says that it is not possible, who is
he fooling? The monkeys? Are we Goans, then, not reduced to being monkeys
who get peanuts and remain happy and contented with these?

If Goans, worldwide, have any self-respect in them, they should get up to
demand that (1) MOPA IS SCRAPPED (2) SS BE GIVEN TO GOA JUST LIKE IT IS
BEING GIVEN TO  NAGALAND. (3) RS. 35,000 CRORES BE RECOVERED FROM ILLEGAL
MINING. (4) DIGAMBER KAMAT BE TRIED FOR CONDONATION OF DELAYS IN
REGISTERING MINING LEASES WHEN HE HAD NO AUTHORITY TO DO SO AS THE MINES
MINISTER OR CM AS CHARGED BY SHAH COMMISSION. (5) THAT DIGAMBER KAMAT BE
HAULED UP FOR THE LOUIS BERGER BRIBERY CASE AS THE PRIME CULPRIT. (6) THAT
THE PROPOSED ELECTRONIC CITY WHICH IS BEING BUILT ON ILLEGALITIES BE

Like we have said at the outset, when the Times Now debate with Arnab
Goswami took head over the returning of the Awards by prominent writers as
a protest against intolerance over the Dadri incident wherein Sambit Patra
of the RSS-BJP was quick to enumerate various previous intolerant
incidences like the 1984 massacre of Sikhs in Delhi after the assasination
of Mrs. Indira Gandhi etc., and ask the question as to why these writers
and others didn't feel it right at those times to return their awards, we
had given a plausible  justication as to why the writers and emminent
personalities felt the need to return the awards at this point in time. And
the justification is this:

For a snow avalanche to originate,first, it takes a load of snow to
accumulate over the mountain tops. This process goes on for as long as the
mountain sides can take the load. Avalanches do not happen every day with
petty triggers which could be a common place such as lightning, thunder
claps, rifle shots firing etc. which triggers could  be equated to the
chopping off of the Kerala based Professor's hand, Pansare's Murder, Goa's
Bomb Blast by Sanatan Sanstha... and the likes not having sufficient power
to trigger the ultimate avalanche. The tolerance to intolerance was slowly
but steadily growing, with all these petty triggers, added,  with a call
from the RSS for a Hindu Rashtra and increasing public pronounciations by
Zombie RSS-BJP leaderships that India shall be rid of  non-Hindus by so and
so year etc etc,  when the CONSTITUTION of  this country is supposed to be
a SECULAR Constitution, UNTIL the real TRIGGER came along to dislodge the
heavy snow over the mountain sides to result into the UNSTOPABLE AVALANCE
resulting into the pile up of National  Awards at the door of the  NDA
Government with a clear message to say " YOU ARE IN CHARGE - SO YOU TAKE
THESE". If it was any other government and if the same situation prevailed,
this would happen, nevertheless.

Therefore, remarks and statements coming from a civilized and highly
educated person like Union Finance Minister Arun Jaitley saying that these
return of the awards is a MANUFACTURED REBELLION by the OPPOSITION and the
LEFTISTS is completely bad in taste. Arun Jaitley has clearly failed to see
the BOLD writing on the WALL... " ENOUGH IS ENOUGH', the message being "
EITHER CONTROL WHAT YOU STARTED OR GO DOWN". However, unlike the Ayodhya's
Ram Mandir conflagration that the RSS-BJP got away with in 1992, it will
not be able to quence the promised thirst of the  RSS-BJP Hyenas at
large for BLOOD, and it is inevitable that  these avalanches after
avalanches triggered by the Dadri lynching will continue until the RSS-BJP
along with its platoons of Hyenas will be drowned into the Dirty Ganga. And
that shall be the GOOD RIDDANCE TO BAD RUBBISH for once.

Panaji: Santa Cruz MLA Babush Monserrate on Monday disclosed that he is all
set to join the Nationalist Congress Party (NCP) ahead of the 2017 Goa
Assembly elections.

Monserrate, is now an unattached legislatorafter he was expelled from the
Congress party in April this year.

Monserrate told GT that  he had already met NCP supremo Sharad Pawar during
the latter's visit to Goa a few months ago and discussed his plans to  join
the NCP.
He said that he had told Pawar lthat the NCP should fight the next Assembly
polls on its own strength and he would shoulder the responsibility.
Monserrate said that though he cannot join the NCP since he was an
unattached MLA, he will work to strengthen the organization in Goa.
"I will meet the NCP national leaders and start the process of
strengthening the organization and see that all 40 block committees are
constituted soon, " Monserrate said adding , the work of building the
organization would begin after Diwali festival.
"To begin with, I will reconstitute block committees in all five Assembly
constituencies from Tiswadi taluka and start membershiop drive. I will also
appoiint the president of Nationalist Youth Congress (NYC)," Monserrate
said adding that the NYC leader will hail from Taleigao constituency. To a
question, Monserrate ruled out the possibility of NCP forging an alliance
with the Congress party. "Everybody is deserting Congress and many former
and sitting  MLAs are in constant thouch with me ", he said.
Monserrate on Monday met NCP State president Jose Philip D'Souza and
spokesman Trajano D'Mello at a city hotel in Panaji.
Jose Philip also confirmed the entry of  Monserrate into the NCP and that
the party will go alone and contest all 40 seats in the next Assembly
Elections.
The NCP State president  also blamed the former Chief Minister and the
current leader of the Opposition Pratapsing Rane for allowing casino
operations in Goa stating that the curse brought by the Congress had
created a lot of social tensions for  the people of Goa at large.
NCP spokeman Trajano D'Mello said that though the people were fed up with
the Bharatiya Janata Party (BJP) they were also not ready to accept the
Congress as a credible alternative.
Trajano said that the NCP will work hard in the State to provide alternate
credible party to the people of Goa by pushing both - BJP and the Congress.


COMMENTS:
With all players promissing to field all 40 candidates individually [read
Congress, GVP, NCP, Shiv Sena under Ajit Singh Rane, GSRP min. 30, Vijay
not ruling out a new regional front,  MGP threatening to go it alone, all
those who have set their minds to contest the 2017 elections must be, in
deed, salivating and drooling in their mouths. No wonder not many want to
consider GSRP because the very mention of the name, the drool dries out.

The most drooling in the mouth must be NCP's Supremo Sharad Pawar who must
have contracted that Babush Monserrate shell out at least 100 Cr to
the dried out coffers of the Goa NCP, not forgetting Jose Philip D'Souza
and Trajano D'Mello. Naturally, it is a Ghar Wapsi for all the  'rolling
stones' put together who gather no moss but are slippery as hell even
without the much needed moss to slide.

Met Trajano D'Mello today at the funeral of Daryl Menezes of Xhell,
Bastora,  brother of Evrell Menezes and a dear friend of mine.[Trajano and
Glen seem never to miss a funeral in the Aldona constituency, what with
Trajano having put his stake for 10-Aldona !] I made it a point to slide
towards Trajano at the cemetery's line up to wish the bereaved family to
ongratulate him over the new acquisition and to tell him that the NCP's
SENSEX has hit the roof today with GT's front page news. "Yes" , he said,
"wait for some more time and it will hit the bottom". With what we read
above, this does not seem likely to happen. But we never know. Trajano is
Trajano.

There is a difference between Adv. Suhas Walawaiker and Babush Monserrate.
One iwas a  'dry dates' merchant and the other is 'KING MIDAS'.
The bet is NCP will never forgo the chance to hand over the keys of its
empty coffers to KING MIDAS.

On the point that Trajano has made that both BJP and Congress needs to be
pushed aside, we at GSRP feel that  one who is going to push these two
Narkasurs aside must  itself be on very  firm  and non slippery ground
which the NCP leadership is not..

COMMENTS:

I was glued to the telly since last 2 days [ at 10 pm] for the Times Now
Arnab Goswami show debating the mass returning of the literary awards by a
spectrum of writers over the recent Dadri Killing.

The debate today, the second one (I think) is still going on. But I
couldn't sit  for one more minute and watch  how Arnab has shown his RSS
colours siding with that smug RSS Anupam Kher. I had thought that Arnab was
an excellent host who never showed his bias and moderated the topic of the
debate as a neutral person, taking the views from both sides so that the
public could  decide who is  right and who is wrong. But today, Arnab's
continous and vociferous demand to know from all and sundry who have now
returned their awards as to WHY THEY HAD NOT DONE SO  EARLIER  during
 i.e.  MF Hussain, Muzzafarnagar, Dabolkar killing etc etc and why only now.

Arnab has been defending Kher whom he should have grilled for calling all
 these literary figures hypocrites and wanting to take down Modi's
Government. It is very obvious that Kher is a MODI  bhakt with his wife the
RSS-BJP MP. This itself should have disqualified him from coming into this
debate in the first place.

If I was in that damned debate, I would have shut him up, his asking as to
why the awards were not returned earlier. I would have asked him if he knew
how an avalanche starts to take down everything in its path.  I would have
explained to him  the nitty gritty that makes an avalanche. That it takes
months together or perhaps years for the snow to collect over the mountain
to  saturated,  waiting for a trigger which could be anything, a thunder
clap, a shot fired from the hunter's rifle or whatever. And it lets go.
That similarly, all these incidents of goonery which has been happening in
this blessed country have been adding up, the saturating point having been
reached with the dastardly Dadri killing by the Rss-BJP. The Dadri incident
was the trigger and the holding point was released when our dear world
roaming PM just called it 'unfortunate' without profering any justifiable
response with the Union  Minister taking up for the killers and giving an
audacious justification of  CLEANSING.

I commend the defence put up by Mrs. Rao in the debate and  Arnab Goswami
should in fact apologize to her for insulting her intelligence. As for
Anupam Kher, I should  be spitting on his bloody face every time I happen
to see his mug on the silver screen, the utter hypocritical RSS-BJP BHAKT.
I have lost all respect for him which I had until today as an excellent
screen actor.

And my qualified prediction is that after today's debate and after the
accusations put up against the literary world for being politically
one-sided, taking up for the Congress's UPA governments, the literary
awards will rain down from tomorrow so bad that the  MODI government will
be washed away into the dirty ganga and drowned.   Cheers to that. Good

It is obvious that Goa needs serious ‘Long-Term Planning’. Goa is
approximately 104 kilometers in length, with an average width of
approximately 35.5 kilometers. Of the 35.5 kilometers width, we have 0.5 Km
(500 meters) wide stretch of the coastal belt as “no development zone” [Coastal
Regulation Zone-CRZ], and an approximately 14 kilometers wide stretch of
mountainous terrain of the Western Ghats region. Within the usable stretch
of approximately 21 kilometers width, we have riverine stretches,
marshlands, swamps, hilly regions, water bodies, agricultural and
settlement lands etc. Therefore, if we are to look at Goa some fifty [50]
years hence and  beyond, we shall have to be precise and diligent
in  planning for the future.



Though centrally administered as Union Territory since Goa’s liberation in
1961 until 1987 when Goa attained Statehood, there has been  hardly any
co-ordinated planning. Whatever planning that has taken place, has been
done on ‘ad-hoc’ basis, the result of which is open for all to see. A good
look at the port city of Vasco da Gama is a valid  example. If this
continues, Vasco da Gama will be the ‘Dharavi’ of Goa  if it has not
already earned this  status.



The present population of Goa is approximately 15 lakhs.  If we are looking
at long-term planning, we need to compute what Goa’s population will be
in  2020, 2040, 2060… etc. If we take Goa’s average population growth at
21.5% [1960 to 1990], and considering Goa’s  population at 1990 mark to be
11,69 lakhs, Goa should have a population of approx. 17 lakhs in 2010; 20 lakhs
in 2020, 25 lakhs in 2030,  31 lakhs in 2040  and a whopping  45 lakhs in
2060. On a progression chart, if this is taken into consideration, serious
thought has to be given to sustained planning, to augment and/or rebuild
new infrastructures, to cope with the increasing demands on utilities like
potable drinking water & water conservation, public health, sanitation &
hygiene, sewerage, public transport, power, housing, road-networks,
eco-system protection, controlled industrial growth for jobs, resources
management, agriculture, fisheries, preservation of forest cover, internal
law and order, disaster management….., the list is long. If this task is
left to the discretion of the parties in power to decide, then we, as a
State, must think again. Therefore, there is a critical need for Goa to
have a concerted program based on long-term planning and a definitive
immutable  road map to follow, though always open to improvisations and
adjustments. The methodology of achieving the aims may change, but not the
aims themselves.



There is no doubt that we have had town planners working since 1961, when
Goa was taken over from the erstwhile Portuguese regime in an un-spoilt,
immaculate and  almost ‘barren’ state as far as development is concerned.
But if the then architects of Goa were serious and committed, Goa’s
development would have been soundly charted on a ‘Systematic Long Term
Planning’ basis, and we would not be saddled with an un-planned and a
‘shoddy’ Goa that is confronting us today. Successive Governments and
Government Ministers have been anything but “Goa-Planning-Centric”. They
have perennially considered the Town & Country Planners’ to be their
personal assistants, and have used them for their own selfish ends to
enlarge their vote banks [to the extent of reducing them to be their
‘errand boys and gals’ who would be ready to  even pick up their groceries
for them if asked to]. How else does one justify the deterioration of the
once beautiful, clean and well organized Mapusa market; the cancerous sore
garbage dumps   of ‘Sonsodo’ and ‘Curca’ in Margao and Bambolim
respectively; the crash metamorphosis of the capital city of Panjim for the
hosting of the IFFI in 2004 and back to serious digging-up of what has been
already built in record time without a care for planning, and the
subsequent flooding in a way never experienced before?  Planning is hardly
seen in our cities, towns and the entire prized coastal belt which sustains
our valuable golden goose, the Tourism Industry and which is the biggest
single employer. What has taken place is not  ‘planned development’ but
‘planned vandalism’. These aspects deserve a serious and critical look with
demands that the administrators act with responsibility and commitment in
order to rectify the million and one things that have been  allowed to go
wrong for the reasons stated earlier.



The need of the hour is, therefore, an urgent and sensible approach to
planning, on the basis of “CLEAN SLATE PLANNING”, wherever possible. Most
of Goa, fortunately, is still untouched. If we seriously put the ‘planners’
to work, and by taking the people, who are, and shall be the beneficiaries,
into full confidence, Goa will become something of a marvel for us all to
admire and feel proud of. WE are a literate State with practically no

Indeed, it is a very very sad story.

However, GSRP would like to know if the Dy. Sarpanch,  Mr. Olando D'Silva
is still against the project with his objection to it standing like it was
in the initial stages, more specifically when he took to the roads with
demostration near the then CM's house in  Margao some time ago [ a video
footage of it is with us] , for which demonstration we were also
participating. But if Orlando D'Silva's stand has now changed to pro
Raheja's, then this could be for one of these reasons, and we do hope we
are WRONG for the sake of Goa and Goan, which will totally and abosulety
destroy the credibility of upright Goans, or at least what is  still
remaining and if it is remaining.

1. Orlando D'Silva could be under tremendous pressure to say 'YES' to this
project despite his previous  and present opposition. The reason could be
that someone is blackmailing him with his not so clear past, threatening
him  that his past will be exposed.  This is one reason most upright
persons shut  their mouths because there are skeletons in their cubboards
which if exposed will demolish their present standing.  If Orlando D'Silva
is in deed has a past that is not compatible with his public standing, then
he should not have taken the center stage against Raheja's and he should
not have contested the Panchayat elections.  He should have put some other
person  in that place who is clean enough to stand the scrutiny.

2. Orlando D'Silva has compromised his stand for either favours or  for
cash. If this is the case, which we  hope is not, then he should be
publicly exposed and asked to resign from his position in the Panchayat,
outright. This is because GSRP has been associating with him and we have
gone on record to say that we that he is a clean person, and have been
splashing a lot of RTI information that he had acquired and passed on to
us regarding this project in the past. GSRP never, repeat never,   supports
any compromised person/s because GSRP  is an open book to bring flawless
change for  GOA through its Contititutional (hurting) provisions in Article
34 & 38 and generally through its Road Map for Goa.

GSRP will see that no Ground + 2 floors come up in any Village Panchayat
areas - i.e. VP1, VP2 & VP3. However, all VP construction will necessary
have stilt parking area where parking possibilities are limited, which
stilt parking will not constitute as a floor.

GSRP will bring in  TDR [Transfer of Development Rights] to protect
sensitive Villages, their ecosystems, CRZ & Heritage sites with strict
implementation where one can avail the bonanza of the price rise and still
protect these sensitive  areas.

At this juncture, GSRP likes to make it clear to Goa and Goans that its
frontline leadership is NOT compromised or has any skeletons in their
cubboards. GSRP is very very careful whom it inducts into the party  so
that its position is never compromised. We must confess that GSRP did have
persons in its founders list of 16 with skeletons in their cubboards and
they have been asked to exit through the back doors in order not to hurt
them - a principle that GSRP borrowed from Singapore's first Prime Minister
and late Lee Kuan Yew. To cite a standing example with GSRP's fight against
corruption, this is what happened, in the very village which houses the
head office of GSRP, which is MOIRA:

A Mumbai based friend of ours had approved a plan for a residential
building  in the Village of  Moira. He thought it fit that we should take
on ourselves to get him the Panchayat permission to build after handing
over to us the approved file where Rs. 3,96,000.00 were paid to  the TCP
department as INFRUSTRUCTURE TAX. The file was complete with all NOCs
[Electricity & Health] as required, where all basic amenities like water,
power,  road/s,  garbage disposal etc  taken care of. Therefore, we were
chosen [floriano lobo] to approach the Panchayat for the construction
licence as we have the reputation of not paying a single paisa in bribes to
any one. The friend probably did have an incling that he could be taken for
Lakhs of rupees by the Panchayat.

As Power of attorney, we submit the file in the Panchayat on *6 June, 2014*.
A cooked up gram sabha meeting was held to discuss the file. The resolution
passed by this body went against the project to say that the infrastructure
was lacking and that the file should be returned to the PWD, Electricity
Department  to veryfy the existence of the facilities.  We received no
response to our application within 30 days of submitting the file. On 31st
day, we approached the Dy. Director of Panchayats under section 66 (2) of
the Panchayat Raj Act.  The Dy. Director was pleased to uphold the appeal
and passed the Order that Panchayat should issue the necessary permission
within 15 days. This Order was passed on 6 Novemb

*Goa must deliberate if Agriculture needs to be given the ‘Industry Status’*

A new policy shall be introduced to encourage the setting-up of large
collective co-operative farms by owners of contiguous farming lands/strips
to form viable agricultural units. Organic farming shall be encouraged
through Government subsidy to convert/recycle bio-degradable wastes.
Agricultural low lying fields, specially paddy-fields shall not be allowed
to be converted to horticulture or other activities by filling. Mining
operations or dumping of mining rejects in agricultural lands shall be
stopped altogether. (Example: Satari, Bicholim, Sanguem & Quepem Talukas).
The existing ‘Tenancy Act’ (Land to the Tiller Act) shall be reviewed and
revitalized and/or modified to encourage agriculture. *An Agriculture
College or Institute shall be set-up in Goa.* Grazing tracks shall be
defined and maintained and the movement of cattle on trunk roads and
highways for grazing and watering shall be prohibited.. The effects of
putting fallow agricultural lands under ‘Jathroppa’ cultivation/plantation
for the promotion of the manufacture of non polluting bio-diesel in the
State shall  be actively studied  and  encouraged if found viable.



*Explanation:*

*It is the belief of this party that from the time that the Tenancy Act
came into force, all agricultural lands have been exponentially neglected
in the course of the years. Studies  conducted and opinions gathered by the
party indicate that the bonanza handed out to the “agriculturists”,
where-under entire  agricultural lands belonging to several owners, many of
which, in numerous cases, ended up in the hands of a single individual who,
overnight became one of the bigger land owners, without any obligation or
accountability to a higher authority and without having to pay a market
price for the land s/he obtained, has been the root cause for the malaise
affecting today’s “agricultural” scenario. The smaller or the bigger land
owners including the Comunidades, individuals, religious institutions
played a preponderant role earlier, in ensuring that the person to whom the
paddy field was leased would cultivate the same and ensure that the
production was sufficient not only  to pay the annual lease  rent, but also
sufficient to keep body and soul of the lease-holder in good cheer. There
is nothing in the Tenancy Act, as it stands today, to enforce or even to
verify the quantum of production in each paddy field and whether the
cultivation being carried out, if at all, matches the potential of the
concerned field. In many cases large tenanted  lands has been transferred
to so called agricultural co-operatives which are,  in fact building and/or
construction companies or firms in connivance with the Tenant and the
Mamlatdar. Such lands have been subsequently sub-divided into plots
admeasuring around 1000 square meters  where posh bungalows are sought to
be built under the guise of “farm houses” ( an exception to the building
rules  but protected under the Tenancy Act which has served well the
tenant, the owner and the corrupt Mamlatdar). In other cases paddy-fields
known as ‘Khazans” are being exploited for their fish potential, by
deliberately breaking or breaching the ‘bunds” to allow entry of saline
water.*



*In the world of globalization, and GATT, we see  a country like China in a
position to export to India one of our major food staples namely ‘rice’  of
good quality at a price of approximately  Rs. 4 or thereabout per kilo.
This is or should be a sign on the wall for the Government of India , more
