Public 24x servers are not easy to maintain. with 12v12, people 
loading/joining/leaving, and the inevitable idiots, teams feel very 
small. If you have more than a few idiots or more than a few people 
leave, suddenly its 8v5 and the place empties out.

All three of our servers are 32x, stock respawn, with the only mods 
being deadtalk (they're not 'srs business' servers as much) and a mod I 
wrote that allows teleporter entrances in spawn. The latter is an 
attempt to ensure the 32x doesn't get stalematey, and it works rather 
well. Spies still do plenty of damage and it gives attack a little bit 
of an edge on the give or take maps. Overall, they're very fun and 
popular servers, tons of regulars, are full 24/7, and run very smooth. 
Of course, being public servers, you get idiots, but we have a 'admin' 
chat command that lets you call for backup and do our best to keep the 
idiots out.

So maybe it's not servers with some non-vanilla mods, but shittily 
configured servers that don't pay attention to how their setups impact 
the overall fun of the server, and of course those who don't make it 
obvious what to expect, a la sv_tags.

You're not going to get valve to do this.  The faster respawn times are 
usually handled by a plugin of some sort.  In our case, it's Wozer's TF2 
Fast Respawn plugin for sourcemod.  It adds two new cvars that aren't 
stock for controlling the respawn times, and completely bypasses the 
mp_respawnwavetime cvar.  That would mean that valve would have to 
specifically ask your server for cvars that are non-existant on a 
vanilla server.

One thing valve *could* do would be to allow the master server to query 
your server based on filters that you typed in manually, then you could 
type in the cvar values you want to know when you perform the server 
search, but this wouldn't help any casual players out.

Most folks join 32 player servers because they don't know any better.  "More
is more" so the server browser naturally elevates the popularity of those
servers.  The quick list should mitigate that by choosing servers that are
most like your play style.  L4D don't allow 8v8 servers in the match making
system, so I don't see why this is any different.
All in all, 32 player doesn't bother me.  It's the fact that the
server-restricted rates are too low.  30K isn't going to cut it.  sv_rate
needs to be in the 60K range.  Or at least until the choke isn't horrendous.
 Often times I run around a corner and don't see a scout until I've been
blasted twice.  (And I'm a very observant player if I do say so myself.)

At the very least I think Valve should at least provide some additional
knobs to turn when filtering the lists down.  They need to set up the system
to be more granular.  The respawn times should be listed as a percentage of
the default and built into the browser.

I think if they tried to favor a certain type of server that people would
start trying to game the system (again).  Maybe the Vanilla server list
needs a bit of a refresh.  I run four 24 player vanilla servers and a 
couple other 24 player servers with light changes (nocrits / no spread)
and I'm not listed on their list at all :)

Just speaking from my perspective as a server operator if people want 
stock/vanilla servers to exist and be popular they should form groups that 
will actively go and seed those servers with players whe they are empty to 
get them going.  I find the 24 player servers harder to keep populated than 
32 player servers just because they can't absorb it when a few players drop 
due to a round ending or the map changing. 

One of the most frequent complaints I see on my servers is the respawn time :)

If you want info on my servers drop me a line on steam.  You sound interested
in payload servers, and I run a 24/7 badwater and a payload rotation server so
maybe I can help.

In my opinion allowing anyone to wear any hat is going a bit too far. I 
have seen people mess with hats for a _whole_ match and not contribute 
to the game at all.

You have to be careful to add just enough variation to make your server 
popular but not too much as that is what drives away regulars.

as GeekLord said variations make most things enjoyable for more people like
lets say you think jarate takes to long to recharge you can change that in 1
cvar and that can improve gameplay then theres stuff like the equipment
manager where you can wear any hat its purely cosmetic but its still fun

The problem is that stock servers get boring after a while - having 
played one map on W:ET for almost a year with no variation I can relate 
to this.

Having variations in the gameplay makes the game a lot more fun. An 
example of this is every now and again on our server we run special 
events where we change something major (ie: amount of items an engineer 
can build) for a few hours. It can be quite fun as a spy mass-sapping 
sentries (never underestimate the fun of mindless entertainment).

Hm, I run stock as far as the things discussed here - 24 players, default
respawn times, etc. The only 'significant' gameplay changes would be custom
maps and alltalk. It's full most of the day.

think, stock servers don't seem to stay full.

Much like Matt, we have dedicated a TON of time to ensure that all of our fast 
respawn timers are perfectly balanced. 

We have a 24 slot stock respawn server, but it's the least popular out of all 
of our servers. People just don't like waiting, I guess =\

You're on the hlds list, so I assume you're a server op. Why not start your own 
sock server?

It's just that people aren't configuring the respawn times for payload 
and attack/defend cp maps properly.  Our 24/7 goldrush server has 'fast 
respawn', with the blue team respawning in 3 seconds, and red in 13.  
Slightly faster than the normal map respawn values, but with enough of a 
difference in team respawn times that the map still gets a pretty even 
50/50 distribution of wins by red and blue.  We have a special config 
set up specifically for goldrush, and assuming we were on a rotation, we 
could set up a special config for each individual map.

I would imagine that a lot of the fast respawn servers you get sent to 
were set up by admins who didn't take the time to make sure the times 
playtested well.  Some of them probably even just stuck the plugin on 
the server and didn't bother to change the config file it generated.
