I had to change the Unix time zone values for several LPARS that run on

We used the following:

US systems:

TZ=EST5EDT,M3.2.0/2:00,M11.1.0/2:00
  
Brazil time: TZ=BRT3BRST,M10.3.0/0:01,M2.3.0/0:01
 
Melborne time for the Adalaide system: TZ=AEST-10AEDT,M10.1.0/2:00,M4.1.0/2:00 
 
Mexico runs on US Central Time:  TZ=CST6CDT,M3.2.0/2:00,M11.1.0/2:00
 
RUIPC2W: TZ=CET-1CEST,M3.5.0/2:00,M10.5.0/3:00   
 
RUIPC1K: TZ=GMT0BST,M3.5.0/1:00,M10.5.0/2:00

Politicians and managers in Europe seem to begin to accept the uselessness of 
DST,  and the discussion about getting rid of it has started in the EU. It will 
of course take eons to come to a common understanding, not speaking about 
realizing the outcome.

as a timely accommodatation, even as they did for Asia/Pyongyang (a
half-hour adjustment) and Pacific/Apia (a 24 hour! adjustment).  They
couldn't just use America/Halifax because that would be historically

Hawaii and most of Arizona don't do DST (Summer Time).
Florida is attempting to implement EDT / AST for the entire year.
Of course the patchwork is due to politicians selecting which time
zone and time changes.

Alas, not embraced by POSIX.  And it doesn't involve any "switching".  No
system control blocks need to be updated semiannualy.

Mainframers are peculiarly upset by this "lunacy" largely because they
refuse to accept a proven solution.  NIH.

No, I was referring to below listed statement found in the description of TZ in 
the z/OS UNIX Command Reference:


TZ
...
[daylight]
The abbreviation for your local daylight saving time zone. If the daylight 
field is missing, the conversion to daylight saving time is disabled.


So, with TZ=MEZ-1, the date command (and other services returning time data) 
will *not* add one hour during the daylight saving period (end of March to end 
of October in Europe).


With TZ=MEZ-1MESZ, it will. However, without the additional information you 
referred to, it will assuem the period is according to US rules (I think). So, 
for Europe you will need both, the string (MESZ) and the start and end date of 
the DST period (M3.5.0,M10.5.0)


I will send an RCF, because the description in the named book does not mention 
what happens when start/end of period is *not* specified.

When I first encountered UNIX, it seemed to me that the "UNI" prefix might
mean "Uniform" (ignore historical and risqué wit.)  On my Linux and MacOS 
systems,
679 $ ls -l /etc/localtime
lrwxr-xr-x  1 root  wheel  34 Apr  8 09:20 /etc/localtime -> 
/usr/share/zoneinfo/America/Denver
... provides a useful default for any process in which TZ is unset.
Why is z/OS so moronic?  And why has z/OS not adopted Olson zoneinfo?

I have looked in vain for either a list of world timezones in POSIX format
or a utility to convert Olson to POSIX and found none.  It doesn't  seem
useful for the larger world that's more au courant than z/OS.

Will this switchback be limited to the z/OS USS environment, or will this

Is it required? No. Is it useful? Absolutely! Without it, you would need to 
specify ENVAR('TZ=...') via EXEC PARM= in each and every job, STC, etc. where 
some UNIX code is running.

where there are duplicates (AMT -- Amazon, Brazil, Time and Armenia Time).

"IST" by itself meant UTC+2 to z/OS USS, as I've never fiddled with this 
parameter before.
I consider entering 'IST-2IDT' into CEEPRMxx's ENVAR parameters too.

​Yes, but it is wrong. It should be IST-2IDT.​ The "-2" says "East". Use of
"2" say "West" -- somewhere in the Atlantic, I guess.

​I also have the timezone in the LE parameters member of PARMLIB. I.e.
CEEPRM00. LE has the concept of "environment variables" which is similar to
UNIX. So I set the TZ variable for LE as well. I'm not sure if this is
required or not. Example:

​So far, the above has a least not cause any problems.​

​Bottom line: you have an error. IST2IDT is for W.02.00.00 not "east". You
need TZ=IST-2IDT as an example below shows

 example UNIX shell transcript from z/OS 1.12

$
printenv TZ;date
CST6CDT
Mon Apr 23 07:05:29 CDT 2018
$
export TZ=IST-2IDT;printenv TZ;date
IST-2IDT
Mon Apr 23 15:05:55 IDT 2018
LIH1:TSH009:/home/tsh009$

So, in /etc/init.options, I think you need the line:

-e TZ=IST-2IDT

And somewhere in /etc/profile, a line like:

export TZ=IST-2IDT

Along with the changes mentioned in CLOCKnn, CEEPRMnn.
