IF there are some themes or a Usplash that is clearly the winner/will clearly be included then great, we start packaging them, but if things are close and not everyone has voted then we really should give it some more time. That's how they did elections back in the days, before the advent of the secret ballot system. As people voted, the votes were announced to the people awaiting results (and preparing to vote). So it is obvious that is would matter how we vote but Mark doesn't want to make the voting that complicated, or something. Then again, only three have been proposed for external so it really 'doesn't' matter. More people would have to be willing that there theme was not installed by default.
