Thanks for the insights regarding time keeping in the African context. Many a 
time, we do not understand the concept of time or time management. The term 
"Time Management" is a misnomer. You cannot simply manage time and I don't 
think anyone can manage time - not even the best of the best. What we usually 
do is manage the events in your life in relation to time. How you use that time 
depends on skills learned through self analysis, planning, evaluation and 
self-control. Now, that is where Sam correctly brings in the concept of time 
being a commodity. 

I hope I have not brought in another angle!! Let the debate continue!!

form of clocks and on people's  arms as watches. In
  Africa, time is not necessarily a private property. Not at  all! On the 
contrary it is a communal resource which is best  shared with others through 
social interactions ranging from  family meetings, meal times, ordinary 
conversations,  greetings, funerals, drinking places, marriage ceremonies,  
parties, to economic transactions. In Africa time is  not an abstract concept 
symbolized by clocks and watches  that exist independent of us. It is part and 
parcel of our  being. It is fluid and it flows with you from one  activity to 
another. Our time is marked by the end of an  activity in which one has been 
involved. Once the activity  has ended, it is time for the next activity. This 
makes the  African rather elastic contrary to the Western concept of  time.
 So, before one rashes to blame Africans for not  keeping time, it would be 
advisable to first reflect on the  assumed universality of time on the basis of 
which one  would more
  meaningful arguments. Next time when someone blames you of  not keeping time 
ask him or her which time or rather whose  time and give them some food for 
thought.

This will take place April 21, 2014 at Arua Hill grounds it is expected that

huge problem. Not only do people come late for meetings, but there's not
even a culture of   sending [timely] apologies and some neither confirm
nor show up at all. At the higher levels, it's quite a norm for the senior
officials to show up an hour or so late, and some believe it's fashionable
since they are busy people! And not only do high people come late, but they
even leave early! And this abuse of schedules stretches to many other
sections of society, in what has come to be known as "Ugandan time".

I have witnessed situations where some NGOs organize meetings and the
organizers themselves arrive late! In other instances, participants trickle
into meetings leisurely throughout the entire meeting duration. Various
organizations are also battling with late-coming at work by their staff, and
some require everyone to clock into a register on time.

I have been keenly observant lately in trying to understand just why
Ugandans do not keep time. The practice is usually to hound blame on the
persons not keeping time, without analyzing the factors that facilitate this
situation in the first place.  Among other reasons why Ugandans in
particular do not keep time includes: 

Disinterest- One sees no significant difference in keeping time or not as
either or doesn't make any significant change

Lack of motivation- That keeping time is actually such a waste of time! 

Priority- Competing priorities also encourage people not to keep time.
Someone wants to attend a meeting, but having her hair well done is equally
important

Short notice- It's common in Uganda to arrange meetings at a very short
notice. This presumes that the invited parties are free and therefore
flexible, yet it's not always the case

Protest-Some people come late deliberately to frustrate progress especially
on matters they do not quite believe in

No value attached: That a minute reported earlier or later, is
insignificant. Being present, late or absent =1.

Resignation- That the last three times I was the first to report but the
meeting started an hour later, so why bother?

Priority staking-That my own stuff matters more than what I have been
invited for

Poor planning- Failure to properly allocate the available time e.g. you have
a meeting at 10.00am and you decide to engage yourself up to 9.30am, only to
be entangled in traffic jam

Ah, but wait a moment: Many Ugandans actually keep time when it matters,
including those well-known not to keep time. Here are a few instances where
Ugandans keep time:

Travel abroad-The last time I checked, there are very few flights if any,
that delay take off because a certain passenger is late. Ugandan travelers
know the rule of the game, and even if they try to evade the mandatory
2-hour check-in, they are on time for boarding 

Football- Some Ugandans are so passionate about their Football teams
especially when it comes to the famous Premier League and Champions League
matches. Fans can't afford to miss a single minute of the funfair. People
tend to be religious to those things that most appeal to their inner
man/woman

Food-It's become evident that participants attending meetings starting with
lunch or breakfast report far earlier than those without. Also dinners and
cocktails are quite well attended on time. That's why some people even spend
so much on fundraising meetings before even getting any pledges!

Cake-Akin to the above, many Ugandans quite like cake so much. So nowadays
on some weddings, the first item is cutting the cake!

Money-Any event with tangible monetary value assured, participants will
surely come on time. It's not unusual nowadays therefore for event
organizers to provide transport refund even when the participant is the end
beneficiary

Job interviews-time management here is internationally observed, if that
should serve an added advantage

Funerals-Yes, everyone wants to be on time to say goodbye to their loved
one. 

As it stands therefore, it's not true that Ugandans are naturally born time
unconscious. They simply do not give a damn as long as keeping time has no
proven additional value.

Some organizations have introduced penalties for late-coming, but still this
has not worked. They forget that unless the factors holding back i

Indeed very motivating, what you say, we were pleasantly surprised as well that 
this time round no one talked about politics and every one was vigilant to see 
that “PHD” does not come up. It seems people are now more willing to come 
together and forge a way forward by remembering our history but using it 
proactively to participate in the development of our country.

Dear Richard, this is sincerely great. Our MPs across the political divide has 
a platform to unite for the course of West Nile. Development and the despicable 
levels of poverty among our people has no party and religion  just like death 
that is for all. I appeal to our politicians, for once embrace, this once-for-a 
century oppotunity to articulate our problems: the appaling education, the 
unacceptably horrifying poverty levels, the terrible roads (especially in 
Terego, Vurra etc), and most urgently connecting West Nile to the national 
greet of Electricity (this is what is holding us behind, no serious factories 
can relocate to Arua or Nebbi, or Koboko to capture the vast market in Eastern 
Congo and Southern Sudan this region boarders). I for one thinks not connecting 
us to National greed is a serious omission at policy level that has for long  
denied us the opportunity of having these industries/factories, and their 
concomitant employment benefits for the youth in the region and the country at 
large. Please, remember to "beat the drums for these pertinent issues as well.

All legacy (long term) projects are still in raw concept form except for the 
one of the Museum and ICT center which have already had some work put into 
them, this therefore means that your participation will only add value and we

Dear Ms. Akulia,

 

I usually desist from political talk because I am still a student of the
politics of this country, I used to live in dreamland - dreaming and
believing that many a people are well-wishers and desirous of a harmonious
world full of abundant wealth for all - wisdom for all - where people are
healthy and loving of each other - where any development initiative is
looked at with a bright sense of belonging and positive spirits but alas as
I continue to learn, it is a very greedy world, a selfish world, a world
where we have "PHD", a world where some animals are more equal than others .
A disgusting world!

 

How many of our MP's have gone for third terms, fourth terms etc. Governance
is being refined in this small nation . If you ask my opinion both sides are
not helping us at the moment. Our politicians have detached themselves from
the realities of Uganda.

 

We have a very expensive executive, very expensive parliament, too many
leaders an underpowered technical team struggling doctors, struggling
teachers, struggling extension works that cannot help more than 30% farmers,
struggling small & medium businesses that have limited or no incentives name
all the issues that you can name, who do we blame! It's just a quagmire. 

 

[Our leaders who are supposed to be visionary have instead taught us to wait
for handouts, they claim to give us fish - yet over 2000 years ago we were
taught that it is better to learn how to fish, these leaders are taking us
back 2000 years - we need to smell the beans and think of new ways of
bringing our leaders to account. We should ask them to ensure that our
hospitals are functional without "Ghost buildings" while our patients die
away next to each other or even under the bed yes! Under the bed!!!, Why are
we still not on the national grid, yes these are the questions we should ask
them, how are our farmers being transformed from subsistence farms to high
yield commercial farmers? How do we sustain our soils & environment,
Schools, and many other facilities. and what are we doing to catalyze these
developments . Why are we getting satisfied with small gains .]

 

The only reason I respond to you is because we have shared development ideas
on how we can together make wealth using the resources with have land, water
& human beings and we discussed at a very nice level - let's keep it that
way, when you react to angry people you become angry and reduce yourself to
their level.

 

On the issue of this young girl MP, my advice if you have a council of
elders and they feel the same let them caution her on public behavior and
what it means to the people she purports to represent (she may then pay the
ultimate price of being rejected if that is the common position of the
constituents), however she is one of us we cannot abandon her (that is if
she wants to associate and treasures her people J)! I chose to believe that
she is just an ambitious young girl who is still in the early stages this
research project (new form of political leadership where people are
nominated unopposed).

 

To all of us from a special region, a region of the eclipse a region that is
simmering with potential for total transformation in the next 100 years!
Let's exercise tolerance among each other especially in West Nile, among the
8 districts that have similar challenges and opportunities let appeal to our
better side and drop these artificial elements that divide us. Let's pray!

 

The end is what we should look at better livelihood, infrastructure,
education, health, agriculture, governance etc.

believe he may be easier to collaborate with in handling development issues in 
Arua, however we still need to have a regional effort towards handling 
development issues given that the districts may be different but the people the

You are all aware of the recent appointment of Mr. Peter Debele as RDC Arua to 
replace Ibrahim Abiriga. I consider the appointment a very positive step in 
bringing sanity back to the administration of Arua District and on that note, I 
congratulate Mr. Debele upon his appointment, which in my opinion was long 
overdue.

I was sharing with a few individuals in Kampala about this appointment and so 
far everyone consulted agreed that this was a positive move for us as 
stakeholders in the District. A proposal has been floated to give Mr. Debele a 
resounding welcome in a welcome party. Several people have committed to 
contribute to that end. 

The object of this email is therefore to bring this to your notice and seek 
your opinions, engagement, involvement and support. It is proposed the event 
takes place on the week end of 22/02/2014. I also suggest that a small

What an exciting piece about this wonderful site with great potential for 
tourism and spirituality in Nebbi. Can you imagine people are coming to 
experience this place from all over the World but many of us who were born in 
West, grew up in West Nile have never visited it! This place will be on top of 
my list of places to visit when I get back to Uganda. Thank you for sharing 
this article with us. I would not have paid attention to it in the news paper 
screaming headlines catch our eyes first. Solomon's narrative techniques makes 
you experience the place as if you have physically been there! His ability to 
describe a scene is comparable to that of my favorite writer Chinua Achebe 
whose description of rain takes you right to the site:

 

"At last the rain came. It was sudden and tremendous. For two or three moons 
the sun had been gathering strength till it seemed to breath a breadth of fire 
on the earth. All the grass had long been scorched brown, and the sand felt 
like live coals to the feet. Evergreen trees wore a dusty coat of brown. The 
birds were silenced in the forest, and the world lay panting under the live 
vibrating heat. And then came the clap of thunder. It was an angry, metallic 
and thirsty clap, unlike the deep and liquid rumbling of the rainy season. A 
mighty  wind arose and filled the air with dust. Palm trees swayed as the wind 
combed the leaves into flying crests like strange and fantastic coiffure ... 
When the rain finally came, it was in large, solid drops of frozen water which

Thanks for your continued commitment to the development of our region and
hopefully one day our good efforts will pay off. There is a lot of hope that
the working committee set up under the Ministry of Health may achieve some
progress.

 

Someone from the Working Committee has already contacted one of the
executive members and discussed how the many members of this forum can be
invited to facilitate or participate in addressing the current burden of
Hepatitis B in the West Nile region, I believe there will soon be
communication to that effect.

During the event we myself, Charles Draecabo, Christine Munduru and Dr.
Jacinto Amandua informally discussed our concern for the increasing burden
of Hepatitis B in the West Nile region and agreed to follow up and since
then we have had meetings at the Ministry of Health where we have formed
ourselves in to a working group including the Ministry officials, members
of the West Nile Community (KALUCA, WNF & Science Caf? under the umbrella
of Science Cafe), National Association of People living with Hepatitis B.

Reference is made to the recently concluded 20 years celebration of KALUCA
for people of the West Nile Community in Uganda. It was a great success

During the event we myself, Charles Draecabo, Christine Munduru and Dr.
Jacinto Amandua informally discussed our concern for the increasing burden
of Hepatitis B in the West Nile region and agreed to follow up and since
then we have had meetings at the Ministry of Health where we have formed
ourselves in to a working group including the Ministry officials, members
of the West Nile Community (KALUCA, WNF & Science Café under the umbrella
of Science Cafe), National Association of People living with Hepatitis B.

This committee will soon launch its activities through increased awareness
campaigns, actual screening and vaccination and sustained health service

I  had  thought that our MPs had spearheaded the lobbying of connection of
West Nile region to the national grid to solve our energy problems!! From
the link above, I was wrong!!

 

The elecrical energy from Karuma HPP shall be evacuated to Kawanda
Substation(260km from Karuma), Kamdini(13km from Karuma)and Lira( 85km from
Karuma). The Pakwach line through Nwoya/Amuru is not mentioned
anywhere(about 110 km from Karuma).

 

I suggested before that our MPs in West Nile ought to have lobbied for the
connection to the National Grid which shall solve the outage problems in
West Nile. The Nyagak 1&2(isolated grid) can then be used as back-up power
after through syncronization with the National Grid.

 

Hon Jachan Omach, Hon Aridru, Hon Atiku, Hon Onzima, Hon Bako etc, kindly do
the neeedful for our region.

 

Hon Aridru, you need to take this up as a priority even if it means getting
additional funding!!

I had lost faith and given up writing here because of the inherent weaknesses 
of our community in transforming discussions here into action. I have shared 
before from development perspectives how we can use for instance around table 
process (consultative meetings, concept paper, consultative meetings, 
intervention …) to translate ideas into action.

 

I also wrote about teaching and coaching and the differences and how we can 
intervene, and many others have even written essays of more intellectual things 
that could be done. So guys the issue is how does this community mobilize 
itself off the net and on to the ground??

I like you comment I have attached below. "Let us wait to see how many of our 
people will be in Muni University in a few years to come." Already West Nilers 
are fewer than those from "Across the Nile" at the NTC just next door. Having 
the university there should not cause unnecessary excitement. Yet the NTC 
admits people with comparatively lower points compared to a public university. 
We need to address the core causes as to why our students are not competing 
favourably nationally.

I have been invigilating undergraduate exams at Makerere University in the last 
two weeks. In a room of about 70 students u may get one or no West Niler. The 
numbers are miserable. The situation may even be worse in other colleges within 
the university.

If we don't all go down to contribute to the development of education in our 
region, we shall just be making noise. The much acclaimed Muni university will 
benefit other people. Our students will continue to go to these universities 
"whose papers need explanations". They are already many in the region.

Let's do something. I hate this business of other people thinking that we are 
good at digging or security guards.. I am not willing and will not be happy to 
see our people employed as office messengers or watchmen, cooks...etc. Those 
are good but not good enough.

Thanks for this very educative article (and Afi of course), its indeed true
that the issue of public transport is one of the biggest challenges. If you
note with Air Crafts the situation is different (the check list before every
flight is amazing from the pilots, engineers, tyres, engines, tanks,
security, cabin pressure, control tower, weather, traffic, routes and the
list is endless - then the safety instructions and all), it means every
flight is a risk! This is probably why it is one of the safer means of
transport.

 

The idea or approach you present of continuous improvement is a balanced one
- government role such as better roads, policy and enforcement, transporters
role such as human competence, traffic regulations, technical viability of
vehicle etc. as well as travellers vigilance may go a long way in improving
transport on a long route like ours. Lastly stringent actions on the
defaulters; WNF for instance can disown a transporter temporarily or
permanently if found to be on the wrong side. I think that is how strong
these kind of associations can be.

 

Otherwise once again it is sad and sometimes just an unfortunate accident
and may the soul of our departed friends find eternal rest in Gods place.

boarders drawn devoid of sense and insensitive to the pre-colonial African
societies. It is for that reason that we have the same counties, people and
language permeating through the communities across the boarder divide. We
have Lugbara, Kakwa and Alur divided by the Congo - Uganda boarder. The
level of development has been uneven. Whereas the Lugbara, Alur or Kakwa of
Uganda boasts of a health center 1V or medical services, good road network,
electricity, school facilities, peace and security, his or her counter part
in Congo, lacks good roads, has no good schools, no banks, no electricity,
is living in fear and is insecure. These communities expect to gain from
each other, for instance most of the Lubgaras in Congo get treatment from
Arua, they buy essential commodities from Arua and some of them get
education from Arua. This means that inspite of the boarder, these
communities are one. With oil prospects in the next ten years, there is need
for investment in the culture of the boarder communities in terms of
community libraries, preservation of language, their is need to invest in
infrastructure, schools, modern farming methods, issues which allow normal
trade, and improved welfare and standard of living. In the event that
Governments and oil companies abandon either communities, expect a level of
conflict and insecurity which will make oil business a night mare for the
companies. I think their is direct relationship between wars and poverty.

Very insightful indeed,

 

I usually do not engage in very intellectual debate for fear of being
exposed by those who have learned so much through the classroom. Fr. Ezama
and many of my senior friends from Ombaci always quote me as one of those
Njuka's whose father sent to "College" to be able to study in a good school.

 

Anyway back to the discussion, what I believe has gone wrong is that many
urban or so called have become good at coaching students to pass whereas the
actual learning of subjects for the real appreciation of their nature and
application has greatly deteriorated in the entire nation! For me I learned
two key issues during my stay at Ombaci that one we heard to learn these
subjects so that we can apply our knowledge and improve life (not just pass
examinations) and two that we can learn to coexist in a world where there
are so many different, animals, plants, nature, cultures, believes and
traditions - more like the sciences of life and the arts of it.

 

We should look at ways to promote conducive learning environments, increase
interest in subjects of study and encourage the teachers to innovate in
their ways of delivering the subjects a solution to this problem should be
collective and all engaging, for me I would suggest the following solutions.

 

1.Academic competitions between schools of West Nile and rewards given
to best students, let's say best 3 boys and best three girls, their teachers
too have to be recognized.

2.Increased interschool clubs such as math club, economics club,
debates, drama, sports etc

3.Strengthening of PTA's 

4.Beautification of schools and recognition of most well-kept schools 

5.Take our own children to those schools .

 

Many other ways at least these are within the scope of WNF however other
bigger issues like curriculum & mode of delivery of teaching may need more
CDC, Ministry of Education and other stakeholders - this requires lots of
lobbying but surely WNF can start .

had chosen the listening mode. This is because I totally failed in making a
contribution towards this problem. A member yesterday then provoked me to
say something.

In 2009 the same topic attracted a lot of debate. For the new members look
at the attachment [poor performance]. Seeing the passion with which many
members discussed this topic we ended up having an Education Taskforce of
which I was asked to be the chair. Members included:

Mr. Osborn Vuni [former District Councilor & a rep of Muslim community]
Msgr Dr. Primo Asega [former Rector Pokea Seminary
Fr George Ezatirale [former DEO Moyo District]
Dr. epiphany picho odubuker [former Principal Lodonga Core PTC, now

And all regular contributors on the net (such as Vasco Oguzua, John Jackson

This group (apart from those online) voluntarily transported themselves to
the meeting twice every week. We did several brainstormings. We came up with
a research proposal for a survey under the topic: 

THE ACADEMIC PERFORMANCE OF SCHOOLS (PUPILS/STUDENTS) AT UNEB IN WESTNILE
REGION AND THE FACTORS AFFECTING THEM: A HISTORICAL SURVEY FROM 1978 - 2008


Our survey would have enabled discovered the factors that made students from
west Nile lead in the whole country (cf radio boys) and come to identify why
we now perform poorly on a national scale. In the 1980s west nilers working
in Kampala used to send their children to schools in west Nile, now people
in Arua prefer schools "down country".
Yumbe district (under the leadership of Mark Tivu) was the only local
government that put aside money for a research into this issue. Dr Picho,
with a team of other tutors at Lodonga Core PTC, undertook the research in
two months and half. Our team attended their dissemination session which
drew representatives from all sectors of their society.

Arua District thought the preparation of the Education Ordinance would have
solved this problem of poor performance.

I am glad to see this discussion about cotton farming, which I thought would
not feature any time soon due to reasons mentioned here. Besides the
questions John has raised, is there sensitization in communities where
cooperative societies/storage places in far village areas, such as Moyo,
Rigbo, Ogoko and many other, of course Rhino-Camp? Or is there plan to
revive/renovate the Rhino-Camp gin? Yes, I happened to be a daughter from
Rhino-Camp, and my father worked as a foreman during those operative days.
Richard I do not know whether you have any contact with people in those
areas and or your schedule/logistical availability, but inviting the people
or taking these discussions to areas that used to produce cotton will be a
great effort. And yes, the upcoming meeting in Kuluva area is a big step
forward.

I grew up seeing people growing cotton on small scale and it used to assist
the less fortunate Teregians as we call ourselves as mattresses. Most of my
tribes mates from Terego would come to Senior one when they are fathers (Pun
intended). Any way , Acholis today are undertaking large commercial farming
using combine harvesters and tractors. I saw a story in the new vision some
time ago (may be The Monitor) where former IDP dwellers who used to depend
on WFP were now supplying WFP. May be our issues are not about how lucrative
cotton or tobacco may be but rather, the scale with which we undertake
ventures. Do we even have land or capacity to grow meaningful cotton? We
used to have cottage industries were ladies used to make sweaters and
crochets do we still have capacity. Are there other things we can do
targeting the Sudan and Congo markets to kick out poverty. I am just
thinking loudly. Good day

This is very interesting that you are willing to give advice to our
community for this kind of enterprises, I had already started a private
discussion with a person in Canada & others about mobilizing ourselves into
commercially viable farmer groups since most of us are small holder farmers
and she was very excited about the idea, I further talked to a leading NGO
in the region and shared a model I was promoting - right from enterprise
planning through production to post-harvest handling, value addition - they
too are keen. 

 

These groups are there and fairly aware of many things but just need a
little more knowledge and skills.

 

What I note is that the interest is there but how to motivate each other to
move to the next step is the matter, so if we can form an Agricultural
interest groups, just like the others and dive deeper into the issues
involved and organize a sensitization workshop where you - Godfrey - can
share more, there is a lot of opportunities for agriculture. There also a
lot of linkages for cost effective processing and packaging tools. 

 

The key here - if you are small - is collaboration. I have seen people grow
big in less than 5 years in Lango, Teso and many other paces . I will soon
be meeting a group at Ochoko, near Kuluva to start a pilot on organized
commercial farming, may be this can grow into something worthwhile for
replication.

Thank you for this piece, currently there are a number of alternative cash
crops that the people of West Nile should get interested in. Cotton is good
but the price is highly volatile and many times farmers get frustrated when
they get low prices after putting all their effort in growing cotton and
this has affected the production over the years. I have been involved in
financing most of the large ginners for a long time and I have a fair
knowledge of the industry. Any one interested in this ventire, please come
and we talk.

 

There are also other cash crops like the oilseeds (simsim, soyabeans and
sunflower) that can do well in West Nile. We actually have a competitive
edge over other regions in these commodities and if planned properly, these
crops can fetch more money than tobacco. The Lango sub region grows a lot of
sunflower and every year, the farmers get over 40bn shillings from the crop.
The likes of Mukwano, Mount millers and Nile Agro Industries all have set up
Industries in this place to buy the oil seeds. West Nile may not have large
anchor customers that can have the offtake arrangement to buy the produce
but that 

The Acholi region is moving big time into farming and they have an advantage
having large chunks of land that can enable them practice extensive
mechanized farming. They will be able to sell to the breweries and this can
van be replicated in Westnile.

used to have cottage industries were ladies used to make sweaters and
crochets do we still have capacity. Are there other things we can do
targeting the Sudan and Congo markets to kick out poverty. I am just

My business partner in another business has taken over one of the largest 
spinning meals for cotton, if there is interest in growing cotton I can share 
with the specific interest groups on how to grow large scale.

 

I can also meet with people who are interested in large scale growing of 
sorghum to discuss potential. A lot can be done. Lastly Caleb my Dad & his 
brother both made their lives better majorly through cotton – If you remember 
the Man Trucks “Kogel” my Dad was behind that work & his brother was a key 
leader in a Cooperative in Rhino camp…

I would like to change your statement "Even if we do not have money for

allocated to whatever INVESTORS  in fair and open manner" to "we too have
the capacity to invest in virtually anything"

 

It's time for us to stop being one man soldiers but be several men soldiers
for whatever we invest in, there is nothing that beats pulling minds
together and rallying them around one subject for purposes of making
progress . What I am simply saying is we should look at partnerships, joint
ventures, Investment groups etc. . 

 

I once had investors who wanted to go into a joint venture with the owners
of White Rhino Hotel to lift it to a Five Star Hotel - what was the
attraction - the name "White Rhino" and the location of 'Arua", anyway what
happened is that I looked for the owners in vain, lastly when I found them
they were very elusive . The investor has since gone to Mbale and last of
what I heard they were successful and we shall soon see an International
brand in Mbale. While White Rhino Hotel seems silently falling to the
backyard of Arua.

 

The lesson here is that we have people who still believe in their small cake
and eat it all instead of graduating to a big cake that can be shared.

 

Now I am quite ignorant about the history of Arua and Barifa, but it seems
the general trend is that Arua will expand exponentially and the forest may
need to be relocated, if this is the case then why not go through the
process of degazetting then talk to the General (or even talk to him now)
and find out what his interests are, I imagine he is approachable? If so
then let him use the official ways of working out his interests . Otherwise
if he is unreachable then keep raising the issue through the Ministries
concerned and get it to parliament too and to the president.

 

I think Hon. Atiku did the right thing, this should attract the Municipal to
give their official position to the public, NEMA too and then we can now say
parliament see what is going on .

 

What I see in our list is a lot of speculation, about the General, well
again I said if I am ignorant, I have already put there a disclaimer!
However I do not think much will be achieved through speculation. Who has
talked to the man, what did they tell him and what was his response etc.? I
do not in any way support him (for encroaching) but it seems no one talks to
him?

The issue at hand is not that people from West Nile do not like INVESTORS.

Any investor who wants to develop hotel, Bank,Warehouse, Factory etc must
follow proper process/procedures laid in the municipal by by-Laws. Land for
development must be surveyed, plots demarcated in orderly urban settlement
Plan. Who ever wants to develop a plot must submit application, hearings
held in the municipal council, land is approved to the investor based on
his/her financial ability to develop.

 

No one should/must come to West Nile and go around cutting bushes without
talking to citizens who gave this land to NFA. After all, NFA took this land
from farmers who probably were not compensated fairly. The issue here is
FAIRNESS. Even if we do not have money for 5-star hotels, Banks, Factories,
huge warehouses, etc, let the land be allocated to what ever INVESTORS  in
fair and open manner. No one should come through back door with SLAVE/MASTER
mentality to intimidate and bull doze people people around.

 

This is the same mentality around Kampala where people who have money
refused URBAN PLANNING,  they build homes wherever they want, facing
whichever direction the owner wants. Why should some of these people fight
organized urban development? Let's all join hands to bring law and order.
Emulate urban development patterns around the world. Mushrooming structures
without good infrastructure planning is BAD DEVELOPMENT.

 

We deserve respect even if we are poor. Our voices need to be heard. The
Authorities running districts are elected by the people. People have
entrusted power in the elected officials, therefore, they must consult the
citizens in the a fair way. That what good governance is all about.

 

Hon Atiku did the right thing to defend recklessness development. Attacking
Civilized peaceful demonstration is UNACCEPTABLE BRUTALITY.

In my attempt to give some leads;

 

Eco meaning ecological city means developed place with state of the art
services with a large population. Now we all know that with increasing
challenges with environmental degradation, pollution/pollutants, destruction
etc and the effects of these to human, animal and plant life. The concept of
development in a sustainable/sustained manner is becoming paramount given
that population pressure continues to demand land, housing services etc.

 

So the concept of eco-cities is growing and becoming very popular, this
means development with minimum interference over the existing ecosystem,
using solutions that do not cause major problems while solving existing
problems or even if the environment is changed the solution does not present
new problems eg pollution or waste.. Use of solar power, co-existence with
trees, animals and yet bringing infrastructure, services and other solutions
to a location.

ensure that the road networks are completed, the airport built up to
standard, the water & sewerage system sorted, health, education and

and Koboko; Arua District LC 5 - Maracha -Nyakuni , Women MP Maracha
District Hon Lamatia Ruth who was the chief mourner , and all those who
mourned with us.

 

Thousands of people gathered for the joint funeral service that was done at
Kololo Primary school.

 

3 survivors were taken to Atapara health centre, now in Lacor Hospital in
critical condition, now recovering.

 

The main cause of the accident(according to Police) was high speed coupled
with drink driving. The driver survived, and no were to be seen as yet.

 

The Major will be buried today by the UPDF, and one private will be buried
tomorrow.

 

 

May the souls of the deceased Rest in Eternal Peace.

Now some humor to crown this discussion,

 

Let's learn and let go personally I feel differently about the postings
especially after being one of the first people to caution the person who
posted. There has been increased advancement in media and technology that
everything you see, you must be careful to study and understand before you
reach conclusions or share.

 

Some of the questions that come to mind include;

 

1.   What was the motive of the photographer?

2.   Are these genuine original pictures? Were they taken in a public place
etc

3.   Would this then be the best way to package a warning to the minors or
parents?

4.   Many many more queries .

 

Personally I found them irrelevant for our group and indeed not in bad
faith, but because they were very mixed what if adults in love may have
thought they were private in some cases (Caught!)? And the story goes on and
on. Some of them were actually disgusting and poor, if they were meant for
warning or entertainment which ever way one looks at it.

 

I love romance on the beach, in gardens and many other places (of course I
do not make love in public places .) but with todays media it is difficult
to do this one has to watch out for spying information hangry hombres J. I
actually even write about romance eg read twisted spirit on my blog:

Interestingly if Kefa was just seeing this for the first time, these
pictures have been beamed to the world before about two years ago supposedly
taken from a park in Kisumu. 

Kamunye and the onion have these pictures on the front pages of their
publications. Everytime you stop to buy papers these are the first things we
see. 

This is an adult forum and I dont think it was really intended to cause its
propagation but to demonstrate what our society has become.

The church theft by the same argument could be naively interpreted as a war

that will keep us informed about various issue pertaining to

focus on encouraging all actors on the Agricultural Value Chain to 
embrace ICT as a way of reducing costs of business as well as accessing 
more opportunities around the world.


In the meantime look out for updates on the upcoming Global Cassava 
Partnership (GCP21-II) http://www.danforthcenter.org/gcP21-II/ 
Conference coming to Uganda - it will be hosted at The Commonwealth 
Resort Munyonyo June 18-22, 2012 and my role here is coordination of the 
organising committees of the conference. The Ugandan host is The 
National Crop Resources Research Institute (NaCRRI) in Namulonge.


WNF activities general

The West Nile Foundation & The Vision Group are currently engaged in 
discussing how they (The Group) may be useful in supporting West Nile 
Development initiatives. What is coming out clearly is that Education is 
the biggest concern and needs to be address squarely so as to bolster 
the other areas of development.


Projects

Science Cafe
Science Care Arua has resumed and is expected to grow to greater heights 
during the course of the year, so tomorrow if you are in Arua and are 
interested this is an activity to support. Learn more about Science Cafe

Science Cafe Kampala works are on the drawing board, you will soon see 
some post like "Coming to the Cinema near you ..."


Associated Projects
St. Joseph's College Ombaci will this month launch the first phase of 
the Solar Light up Ombaci project which was selflessly led by Charles 
Draecabo of an OB of Ombaci. The plan is to make this a success and 
replicate it to other schools.


The college had earlier launched a tree planting project (Led by Godfrey 
Mundua an OB of Ombaci) as well, the lessons from that project will be 
shared at an appropriate date and replication can start.


Both projects got good support from associated OB's especially from 
Mvara SSS, we encourage more collaborations and all interested are 
invited to this years St. Joseph's day celebrations & reunion at Ombaci 
on 24th of March 2012.


Otherwise the annual activities will have updates soon. Let our Motto 
for West Nile Foundation this year be.

Thanks for this ellaborate information, it is very difficult to express 
oneself when such tragedies occur however I will try and say may those 
who have passed on rest in eternal peace and may those who have lost 
their loved ones be comforted so as to gain the strengths to pursue the 
world for the rest of their time around.


I would also hasten to add that we may also want to use these tragic 
experiences to reflect on why they are high and what we all can 
contribute towards mitigating these avoidable accidents! I cannot start 
to fathom what solutions could be reached but again collectively we can 
influence a lot of things!

The International Women's day national celebration will be hosted by 
Nebbi in West Nile tomorrow and women of all walks of life will 
converge at Nebbi boma ground to chronicle their struggle in building 
the nation.
Just 80km up north in Arua we are mourning the death of close to 30 
mothers (mostly) who have been struggling in petty small scale 
businesses moving from one market to another using the most risky 
transport. Imagine 30 plus women on top of an over loaded lorry with

that they can eventually walk given business acumen.
May their souls rest in peace as we all join in helping mothers fend 
for their families.

The Shuttleworth foundation offers fellowships to individuals to 
implement their innovative idea for social change. It is most interested 
in exceptional ideas at the intersection between openness, technology, 
knowledge and learning.
The fellowship is not an academic fellowship aimed at research or 
academic study. Applicants should be social change agents who push 
boundaries and challenge accepted norms.

Who can apply?
* Anyone who has an innovative idea for social change through fresh

[WestNileNet] {Disarmed} Re: Our Schools, performances and management

Dear all,

Reference is made to Mr. Banduga's concerns and the subsequent response 
by our representative in the BOG on Ombaci. The OB's are generally at an 
extreme level of concern and are taking very large strides to support 
the school in reviving academic exellence among other desciplines.


Quite a lot of effort is on going among the leadership of Ombaci OB's 
and at an appropriate time our communication responsible will share 
information to that effect. However that not withstanding I would like 
to encourage all OB's to contact me (e-Responsible) to be added to the 
mailing list (kindly send the email to me privately not through the 
mailing list).


Lastly we actually have associate OB's and other partners that are 
ussually included into the OB association by the Central Executive 
Committe and you are free to again send mail personally to Eng. Albert 
Orijabo for that kind of participation.

Dear all,

Recently we show the departure of one of celebrated education
managers, late Abiriga.  We are all aware that from since he
tired, the standard and performance of that school (st. Josephs'
College, Ombachi) has been deterioting. This to me, and I believe
to many of you clearly shows the relationship between good
management/administration and performance (academics, behavior,
morals).

When his successor, Mr. Juruga Augustine also retired, the
Ministry did not send a substantive head teacher to the school.
Two deputies were instead sent there by the Ministry. On the
wisdom of the then BOG, one of the two deputies, Mr. Akuma was
then appointed as the head teacher. Many of us have been following
up events in the school and have discussed some of the negative
 points either on this forum or in phone in view of finding
corrective measures.

Some of the pronounced shortcomings of Mr. Akuma as noted by many
including the teachers in the school have been the following:

 1. Establishing, sustaining and working through a clique - it is
reported that he has established a clique from among the
teachers and visibly prefers to work through this clique. This
has created an environment of suspicion among the teachers.
 2. Being conspicuously absent from school most of the time - it
is reported that he is not at school most of the time and
seems to have frozen the working of systems during his
absence. This is exemplified by incidences where nothing moves
when he is absent and when the deputies or other heads of
departments initiate any transactions (financial or non
financial), it is challenged by some of the executors, notably
the bursar, caterer etc
 3. Not cooperating with his deputy head teacher and other heads
of departments - it is reported that the deputy head teacher,
posted by the Ministry is very frustrtrated and contemplating
seeking transfer way from Ombachi due to the poor working
relationship between him and the Mr. Akuma.

In the recent transfer announcements by the ministry, Akuma has
been transfered to some school in Lango region. I am told he is
working out ways of reversing the transfer and is using some BOG

have representation in those bodies and have a stake in what
happens in the school. Members of this forum are working hard to
ensure performance of our schools improve sooner than later. With
the shortcomings noted of Mr. Akuma above, I do not think it is
wise for us to keep quite and let him do what he wants to do to
remain a head teacher or deputy in the school, hence my thoughts.
I would like Akile, the OBs representative on BOG and the
executive of the OBs association to take this matter seriously. It
is better Akuma is out of Ombachi if our dream to see sanity and
high performance is to be realized. This is my take. What do you say?

Dear West Nilers & Friends,

It was once again a season to celebrate, reflect & remember the core 
meaning of life! I hope and pray that our departed relatives and friends 
are remembered in our hearts for ever and that their souls are resting 
in peace.


I usually take this season to think through my life and ask my self 
weather I am doing the right thing, in line with God's will and if the 
things I am doing are progressive - 2011 has been quite difficult but 
also a good learning time for me.I hope the deliberations on this list 
can now be harvested for future actions and interventions in the region 
but also for us the online community.


I hope to apply my learning for the better this year! I hope to be a 
better, reliable, dependable & progressive person 2012. A big hug to all 
I worked with, we tried new things, we did and we shall go at it again 
at the earliest opportunity! Thanks - West Nile Heritage - Family Day - 
Ombaci OB's lets roll up our sleaves and go at it more!

that has the theme "Bench Marking for competitiveness in trade". This 
tour seeks to expose how Egypt maximises its scarce resources to their 
full potential so as to benefit from trade with COMESA and other countries.


With the Nile river as its only water supply where only 3% of its land 
is arable, Egypt has managed to do agriculture to the tune of 20% of its 
GDP and exports, and the sector employs over 34% of the working 
population. Egypt occupies the first rank in the world with regard to 
the yield of rice, tomatoes, sugar cane and cotton. As a member of 
COMESA, Egypt has increased its trade with the COMESA region by 90% 
since it joined. It has become a strategic player in the future of 
Africa and is the leading importer of Kenyan tea.


In view of the above, the Institute of Trade Development, a trade 
promotion organization within COMESA, is organizing this study tour to 
be carried out in Alexandria, Cairo, Port Suez, Luxor and Aswan.


*Objective: *To expose Permanent Secretaries, Chief Executives, Senior 
Managers in corporate planning, research, export departments, human 
resources, procurement, marketing, finance, production, operation and 
administration to various policies and practices of doing business which

[WestNileNet] New "Nile Heritage Magazine"

Editorial

Hmmm Great People of West Nile, greetings and good wishes from my 
desk, its been a while since I posted here talking about the West Nile 
forum. I would like to this time highlight the growth of the Forum over 
the years and entice people to think more about further growth of the 
forum which indeed will surely transform into some kind of activity.


I am however very pleased with the level of interraction that we have 
achieved and the maturity with which we handle our discussions on this 
forum, I see a reduction in personalization of topics or issues, I see 
deeper analysis of our problems and challenges and generally increased 
awareness of social economic dynamics as well as politics.


What still elludes our community is the ability to master these 
challenges and identify actionable areas or even transform them into 
opportunities for the private sector or NGO world! What could be the 
missing link, for this I am nursing an idea of hosting a Conference to 
discuss and agree on a way forward as concerns issues of the region 
"Opportunities for investment & intervention in West Nile" - This is 
only posible if members are willing to cover its costs.


The successes over the years have shown potential in the various sectors 
of development, actually interractions on this forum have led to 
establishment of several small units that have benefited from this very 
powerful and resourceful communication channel.


Some indicators of the successes are written here belew;

West Nile Heritage Celebrations

A first event happened and was indeed a success bringing together people 
from different age brackets to reminische about culture, heritage, 
unity, love, life and various economic activities that would acrue from 
culture & tourism! People mixed from the rich and the less endowed, from 
madi to jonam and beyond - the only question that was asked is why and 
why and why have we ignored this so rich culture of food, music, dance, 
memorabilia, art & crafts.


The opportunities ranged from interior decor materials, music 
production, local food restaurants, hospitality industry promotion, tour 
& safari's etc etc. Lets hope we shall have another one and another and 
another...


Science Cafe

A phenomenal growth of a very simple yet extremely effective knowledge 
sharing project, we had cafe going all the way to Arua, from Entebbe via 
Kampala! A new way of sharing matters of concern with potential 
actionable points coming up, soon there will be a workshop in Entebbe to 
streamline the operations of this massive and very effective 
communication channel.


The cafe has brought to light in a more face to face manner, the 
challenges we face and how we could address them. If may be with thought 
harder may be the forum could use the cafe to discuss matters that come 
up online to conclusion at a cafe and then move on to the ground and 
work, just my dreams as usual!


Entebbe community "Smiles"

The Entebbe community also lauched the clients dinner also a very 
successful event that attracted people from Kampala, Arua, Soroti, 
Mbarara & Lugazi among others... West Nilers smiled and ate lots of 
traditional foods, while getting entertained by artists and actors from 
the community.


Family day

A family day was lauched and it was great to see men who usually spend 
time alone like bachelors come out with their wives and children, did we 
see them run, play football, bond more with each other, surely that 
night must have been one of the most romantic for the couples that had 
settled for routine in their families! (Things like school fees, where 
is my food?, you are drank!, did you remember to bring sugar? blah blah 
blah, I am tired of this woman...). It was another success.


West Nile Night

This one "contuned" to get better and better, probably overwhelmed now, 
the organisers are probably nursing ideas of how to keep it going and 
not to get too packed ...


Some events like West Nile Night have come under heavy criticism (gun 
fire & war ... ) but then again this activity if not the most successful 
is one one the activities that has brought a very strong cohesive 
existance among some of the West Nilers who thought they were living in 
isolation. I guess its down side is that some communities have strong 
feelings about this type of socialization.


Rumours

Mr. Abati Mickson did the noble thing and got officially taken recently, 
then Ms. Teddy Ajiku also decided that how even me I must be taken 
officially - all went well in the West Nile Town of Arua - but that was 
not all Eng. G. A. Obitre-Gama called his friend all the way from Ghana 
and asked him to escort him to Gods hads in marriage!


None other than Jackie "Jay" Candiru was overwhelmed with happiness that 
she did a Witney Houston like White dress and sang majic with her 
totally breath taking voice, she sang to the newly wed - hmmmnnn that 
song was only meant for Afi & Trot!

With all due respect, I do not believe that the jets were of immense 
value to this country and secondly I do not think we are playing Chess 
we are playing the game of life where Good Governance, Balanced 
distribution of Resources, Trade, Science & Innovation, Trade, Social 
Inclusion, Health, Agriculture and Agro-processing, Infrastructure, 
Education, Tourism ..., are the issues that matter most, I could name more!


I think issues of strategic importance to the West Nile region are not 
security (may be food security) we shoul be looking at better 
governance, distribution of resources, Trade, Science & Innovation, 
Health, infrastructure etc Reduced wastage, corruption, illeteracy soil 
degradation etc ... I therefore find this jets discussion irrelevant and 
a waste of time to this list.

I have been very humbled by the solidarity you showed, the support in all
ways encouraging words of wisdom, the story of life, financial support and
above all the true unwavering arm of friendship! 

 

This kind of support and realization has made me even more committed to
supporting initiatives for human development, where I possibly can, because
you have shown me that our Social Security is in the communities in which we
grow, the communities that we devote our time to and if a man does wisely
this community indeed becomes his security.

 

I will try and reach everyone but in times like this errors may occur,
however I will try not to forget appreciating the organized teams that
provided support to me including Uncle Etima's family (Mr. Etima took me
through everything from the early morning of the day of the loss of my Dad
and is still keeping tabs on me), Justice Kania & Mr. Adukule, I-Network
Uganda, AMREF,  St. Joseph's college ombaci, Ombaci OB's (You great
Ombacians I will not try to name names here!), BCC (saw you at home and the
envelope), My dear Neighbors and individuals like Albert Orijabo, Gordon
Obitre Gama, Timothy Tibesigwa, Robert Ssentongo, Mark Rwomushana, Raymond
Byarugaba, David Mugomba, John Masanda, Joachim Etima, Patrick Onen Ezaga,
Ms. Tracy Amoding, Ms. Monalisa Aman, Mrs. Rwomushana, Ms. Gloria Abura, Dr.
Mina Ssali, Dr. Worodria, Dr. Nagimesi, Dr. Monica Etima, all of you who
were there at police officers mess, DMO's and Arua & Omugo who I had to
single out for outstanding involvement the life and send off of my Dad.

 

Later this year I will invite you to celebrate the life of my late Dad &
Mum. Briefly my father had four children me being the first and was educated
in the field of Agriculture with a Bachelors, Masters and many special
skills in Animal husbandry and Farm Development he worked at the Ministry of
Agriculture, Lint Marketing Board, Kawanda Research Station and Makerere
University and retired at the level of assistant commissioner. He was widely
travelled and was married to my late mum who was also in the same ministry.

commitment to development the fact that you portray a sense of maturity

Terego, Maracha or Otherwise we are all children of the human race.

 

Let's move beyond trivialities and start addressing issues of our schools,
hospitals, enterprises and more. I will support your teams in advocating for
collaborations with other societies. I am working very hard with the Dean of
Faculty of Technology in Makerere to promote ICT education in Arua, we may
soon launch this at the ICT Research Centre in Arua. I am doing a research
on supporting rural power and water for our people these are the things we
should look at they are beyond selfish gains that seem to mislead our
societies. God willing the power/water problems may be resolved!

I entirely concur with you. the inception of this idea of a new district
curved out of Arua District was premised on a wrong intention. the
