 Last week, I met a woman with a challenge greater than most. Her name
 is Hon. Rebecca Joshua Okwaci, minister for telecoms and postal
 services in South Sudan - and she has a pivotal role in building the
 future of the world's newest country.

 Having won independence just two years ago, South Sudan has a major
 challenge on its hands. Thanks to a decade of bitter conflict, women
 suffered violence and hardship on a level unimaginable to most people
 living in the UK. Yet, now the new state is - in Okwaci's words -
 alive and kicking, the future for women in South Sudan is looking
 up.

 One of the main drivers for the African economy is connectivity. In
 South Sudan, this important area is being driven by a woman. Luckily,
 Okwaci is no stranger to challenge. A journalist by profession, she is
 also a prolific peace campaigner and advocate of women's roles in
 peace; she has founded several peace organisations, is secretary
 general of Women Action for Development in South Sudan and produces
 radio programmes targeting women at Sudan Radio Service. The only
 female member of the Association for Media Development in Southern
 Sudan. Okwaci also instigated the first ever peace-building programmes
 in the Shilluk Kingdom - now South Sudan.

 Okwaci is now working towards a 35% representation of women within
 South Sudan's government. In any developed country, this ambition
 would be worthy of national acclaim. For a country in which 90% of
 women are illiterate, domestic violence has been called an epidemic,
 and women's health remains among the world's worst, these are goals
 beyond the realms of the average imagination.

 South Sudan's business environment is a far cry from that of the UK.
 While we undoubtedly have mountains to climb before we can boast
 gender equality, compared with the women of South Sudan, we are
 blessed.

 Okwaci's challenge is wildly different to that of businesswomen in the
 UK yet we can take inspiration from what she is achieving. My point is
 that women like Okwaci should be shouted about to our aspiring young
 businesswomen. Instead, there is a small selection of women thrust in
 front of us by mainstream media. These women are packaged up into
 ready-made role models for young, impressionable women to idolise.
 This selection is depressingly bland, and tends to centre around
 reality TV or pop music.

 A recent survey found Beyoncé, Cheryl Cole, Kim Kardashian and Rihanna
 to be in the top five female role models for 16 to 17-year-old girls.
 The only one that was not a popstar or reality TV participant was
 Michelle Obama - famous because of her husband. While I don't doubt
 that the aforementioned have done well for themselves, they represent
 a dull picture of inspiration for our future generation; they are easy
 and unimaginative choices - people we are told to admire.

 What does it take to be a role model? To me, it's having someone that
 you can learn from and take inspiration from for your own life and
 career. In Okwaci's case there are many lessons to learn. If you feel
 people should get together to support an area of society, invent a
 pressure group that does just that. If you want to get something

 Vince Cable said at the recent Women of the Future Summit, to drive
 economic recovery, we must turn to women. It's nice of him to say
 that. However, if women are to take a leading role in shaping the
 future of the UK, perhaps we don't need to wait for permission from
 the secretary of state or turn to the media-approved female role
 models. A celebrity whose latest achievement is a tattoo on a famous
 body part isn't going to cut it. Perhaps if more people made the
 effort to seek out their own role models, the business world in the UK
 would present a more dynamic, fair and rewarding environment for
 women.

Indeed the passing of a humble distinguished elder and pillar of wisdom.
Even in his later years of retirement, he interacted freely with the simple
folks in Arua, and did his part in the elders' peace efforts. Sadly we are
slowly losing our granaries of history  wisdom. May he RIP.

Good suggestion to share with the hospital and schools, that are ever
struggling to find new space for pit latrines. Biogas digesters surely
work, and there is good evidence in some areas. Do we have any good
examples in or nearer West Nile?

 I think we need to to come up with a more innovative way of managing waste
 in Arua generally  . One of which is being implemented by a school in
 Rwanda. The use of  bio waste to produce Bio gas that is  produces Methane
 gas. The school uses the gas  for cooking . The same gas can also be used
 to run Generators with a little modification  be it  Petrol or diesel . The
 bio product from the waste is used as fertilizers

 Call it cooking , lighting and growing food from shit

 Because the bio material in broken down in an airtight compartment it does
 not produce smell and is safe for use as fertilizer
 All in all what would we have done

 We will not need to sink any new latrines since the whole process end up
 by producing harmless bio product which can be sold to farmers
 The hospital will not need fuel to run its generator
 The cooking in hospital kitchen and heating could be using a cleaner fuel
 GAS
 The Bio slurry  is safe further treatment

 I believe this is a more beneficial method of  waste management.

 On average a bio digester for a home costs about 5million .  An one out
 there interested in moving this forward

 If the same project is implemented in Arua town could provide a easier way
 Bio waste management . Schools , hospitals , Health units Homes could
 benefit from this . I know SNV and Heifer International are doing home bio
 gas  projects in central Uganda

 Any one to partner with and pioneer this.

 Cancer Update from Dr Shashi :

 1. *Every person has cancer cells in the body*. These cancer
   cells do not show up in the standard tests until they have
   multiplied to a few billion. When doctors tell cancer patients
   that there are no more cancer cells in their bodies after
   treatment, it just means the tests are unable to detect the
   cancer cells because they have not reached the detectable
   size.

 2. Cancer cells occur between 6 to more than 10 times in a
   person's lifetime.

 3. *When the person's immune system* is strong the cancer
   cells will be destroyed and prevented from multiplying and
   forming tumors.

 4. When a person has cancer it indicates the person has
  * nutritional deficiencies*. These could be due to genetic,
   but also to *environmental, food and lifestyle factors*.

 5. To overcome the multiple nutritional deficiencies,* changing*
   * diet* to eat more adequately and healthy, 4-5 times/day
 and by including supplements will strengthen the immune system.

 6. Chemotherapy *involves poisoning* the rapidly-growing
   cancer cells and also destroys rapidly-growing healthy cells
   in the bone marrow, gastrointestinal tract etc, and can
   cause organ damage, like liver, kidneys, heart, lungs etc.

 7.. Radiation while destroying cancer cells *also* burns, scars
   and damages healthy cells, tissues and organs.

 8. Initial treatment with chemotherapy and radiation will often
   reduce tumor size. However prolonged use of
   chemotherapy and radiation do not result in more tumor
   destruction.

 9. When the body has too much toxic burden from
   chemotherapy and radiation the immune system is either
   compromised or destroyed, hence the person can succumb
   to various kinds of infections and complications.

 10. Chemotherapy and radiation can cause cancer cells to
 mutate and become resistant and difficult to destroy.
 Surgery can also cause cancer cells to spread to other
 sites.

 11. An effective way to battle cancer is to starve the cancer
 cells by not feeding it with the foods it needs to multiply. *

 *CANCER CELLS FEED ON:*

 a. Sugar substitutes like *NutraSweet, Equal, Spoonful, etc are made*
   *with Aspartame and it is harmful*. A better natural substitute
would be Manuka honey or molasses, but only in very small
amounts. *Table salt* has a chemical added to make it white in
   color Better alternative is Bragg's aminos or *sea salt*.

 b. *Milk** *causes the body to produce mucus, especially in the
   Gastro-intestinal tract. *Cancer feeds on mucus*. By cutting
   off milk and substituting with unsweetened soy milk cancer
   cells are being starved.

 c. Cancer cells thrive in an acid environment. *A meat-based*
  * diet* is acidic and it is best to eat fish, and a little other meat,
like chicken. Meat also contains livestock
   antibiotics, growth hormones and parasites, which are all
   harmful, especially to people with cancer.

 d A diet made of *80%* fresh vegetables and juice, whole
   grains, seeds, nuts and a little fruits help put the body into
   an *alkaline environment*. About 20% can be from cooked
   food including beans. Fresh vegetable juices provide live
   enzymes that are easily absorbed and reach down to
   cellular levels within 15 minutes to nourish and enhance
   growth of healthy cells. To obtain live enzymes for building
   healthy cells try and drink fresh vegetable juice (most
   vegetables including bean sprouts) and eat some raw

Dear Colleagues

While in Arua early this week I visited the West Nile University
offices (at the foot of Arua Hill) for an update. Yes, the core team
has been working on the most critical aspects within the prevailing
resource and other constraints. Some key achievements to date are as
follows:
1. The main administrative personnel have been recruited and are now
on duty. In addition furniture, computers for the main office, and 3
vehicles have been procured.
2. Development of 4 academic programmes has been completed, pending
approval by the NCHE.
3. Survey and documentation of the land secured in various locations
(Muni, Madi Okollo, Bidi Bidi, etc) is progressing.
4. The ToR for the Masterplan for Muni campus has completed, to be
taken further when the required funding is secured. In the mean time
work has proceeded on design of one faculty to be constructed at Muni,
and incorporated within the masterplan.

It is planned to have the first student intake for the academic year
2012/13. The target is to start the academic programmes at the Muni
campus, with linkages to appropriate institutions (e.g. Arua Hospital)
as required.

Let us please continue to support the efforts of the team in any way possible.

 The idea of West Nile University is welcome. Lets get a moderator

 Someone already mentioned that lets hit the iron when it is still hot.
 Two days ago I was talking with someone in arua and he told me that
 Gulu university seems to fight the idea of UoWN. Ever since HE
 pronounced himself for this university he has so far not got any
 letter from westnilers to express their gratitude nor its location.
 I remember initially when the was a proposal to have a college of Gulu
 University in WN, Gulu University was not ready because they thought
 they were still settling down before expanding.
 The proposed meeting in Kampala should sit as soon as immediately to
 come up with a letter expressing our sentiments of gratitude, our
 expectations, our participation in the drafting of a short and long
 term strategic plans etc and make it reach HE. I was in Kampala last
 week and the MPs from WN were supposed to meet HE on tuesday (last
 week) but he has given them appointment next month. Either we make our
 letter reach State House before or be given to Hon Fred Omach Jacan
 (Chairperson West Nile Parliamentarians) to present to HE. Hon Jacan
 from Finance is well placed to work out costs and see from which part
 of the national granary to scratch.
 I am meeting with the TF this evening and we shall see what we could
 add to the points everypoint would like to have aired.
 Time has come for my next assignment. I will see what the TF members
 will say (whether to have a new chairperson or we come up with
 temporary reccommendations).

Congratulations on putting Science cafe in cyberspace - indeed a big
stride. It assists those of us less available lately to participate at
least to an extent. I just had a quick run-through, and the layout is
very good. Interestingly there have been more visitirs from Italy than
Uganda - meaning it is of international interest.

It may be early, but I propose inclusion of a provision for
contributions to the initiative (since funding is the first challenge
and action area). This would require some financial work of course,
but could ultimately turn out very useful.

The newspaper headline and photo of an arrested policeman yesterday did not
bring to me the gravity of this incident and the fact that W Nilers were
killed in the process. So sad indeed. But I join others in thanking

It is so sad to learn about these tragic bus accidents yet again. Sincere
condolences to the bereaved families.
I am just woneriing whether these bus companies plying the WN routes have
comprehensive insurance cover to provide some sort of compensation for the
dead and to assist the injurred in case of such accidents. While it does not
change the real situation, reasonable compensation would go a lot in
assisting those most affected. Could someone close to KKT and Gaagaa please
help us with an update.

I once had a chat  with a Wenreco guy, and the short of the story is that it 
turns out way more expensive if you try to use other means to do the connection 
- meaning loss of the economies of scale. Therefore it is preferrable that they 
do the job themselves. Maybe there is the issue of delays?

I think this is quite misleading. Yes, you can individually acquire the poles 
and run the wires but at what cost? The poles to be acquired must be of a 
certain minimum standard with the correct specifications i.e they must be well 
treated using both copper sulphate immersion and creosote treatment. I know 
only one treatment plant in Kampala. Secondly, the wires(read cables) must be 
of a certain minimum standard too - i.e the type of material, diameter etc. All 
these must be got from Kampala and are quite costly - may be importation from 
India may be cheaper! Transportation logistics of these items to West Nile is 
also another expensive affair. All in all, its a costly affair! Thats why we 
have to ask the government to come in by way of provision of subsidies etc. 
Otherwise, if you are Mike Ezra, its possible.

I have just talked to a staff (one of the team leaders) of Wenreco in 
Arua about this. According to him, if one obtains poles privately, then you 
will need to engage a private individual or firm to fix the poles and run the 
line (wires). However, this private firm or individual needs to do this with 
the full knowledge of Wenreco i.e. fill in some forms at Wenreco offices. 
Wenreco will then come to connect your premises to the power line at a cost of 
246,400 UGX. This cost is basically the cost of the meter box.
 
He also says there is the power extension plan that they are currently working 
on to extent power to many areas in and around Arua. In this plan, Wenreco will 
run the main lines and individuals will then meet the cost of connecting the 
premises to the main lines. This will still require individuals to pay for 
poles depending on how far or near your premises is from the main line.
 
As Ejiku asked, yes it is a practice Wenreco reluctantly seems to allow.

The current market price for distribution poles is 150$. If somebody in Arua 
can get us the installation cost the better.

taking two bodies that of Washington and Isaac. Mean while Eng. Juma assisted 
us in taking the bodies of Rashid and Imran. We purchased coffins, and other 
materials for all the deceased persons. We reserved the balance of our 
collections for subsidizing medical expenses for the injured. The bodies of 
Innocent and Babua were not taken to Arua by us because of mutual understanding 
between us and the parents. The following were the injured;Opio Vincent, Ezaru 
Isaac, Jackie Aseru, Inid Akwiachwan, Okello Moses, Ombilia, Aron Francis, 
Anguzu Abraham, Anguyo Moses and Abeli Denis. We managed to contact all the 
relatives. It was tragic but we tried our level best.  We need prayers for 
those injured and will update you on any other development pertaining to those 
who sustained injuries.  Thank you

[WestNileNet] Public University - Progress Update

Dear Colleagues
 
As you are aware, there has been work ongoing regarding the planned public 
university in West Nile. We as the Adhoc Committee set up by West Nile 
Foundation have been in consultation with the official Task Force, and doing 
whatever we can to support the process. We contributed ideas towards 
the work on the different academic programme teams, and received updates on the 
progress of the work and challenges being faced.
 
The long awaited and stakeholders' consultation workshop regarding the 
university was 12-13/07/2010 in Arua. We were invited, and I represented WNF 
among the 20+ quality group of participants drawn from the W. Nile DLGs, MoES, 
Universities (MUK, KYU, GU), NTC Muni, Cabinet, NGOs, legal fraternity and 
civil society. But Ben Anjiku and Asaph Adebua also attended in other 
capacities. Very good discussions were held right from the basics, through 
progress and challenges, to the way forward.
 
Clearly there is wide consensus on the importance of starting the university, 
and therefore goodwill from the key stakeholders. The agreed approach all along 
is to move in a deliberate and solid way, to avoid a false start - make a good 
mark right from the start. 
 
Progress to date is as follows:

1. The official Task Force has in addition been assigned roles as designate 
Vice Chancellor (Dr. Christine Dranzoa), University Secretary (Fr. Dr. Epiphany 
Picho Odubuker) and Academic Registrar (Mr. James Lam-Lagoro).
2. Land to host the university has been offered at the ICT Centre, NTC Muni and 
Madi Okollo in Arua, and Bidi Bidi in Yumbe district. However the land needs to 
be surveyed in order to be fully secured.
2. Some initial government funds (UGX 700M)  were received late the last FY, 
and have supported the initial procurements and preparation activities. This FY 
the budget has been doubled, for greater impact on the ground.
3. Much of the work on developing the main academic programmes has been done by 
the Task Force and volunteer academics, and some (ICT, Nursing Sciences, and 
Science  Technical Education) are ready to get running. Other immediate target 
areas are Entrepreneurship and Communication.
4.  Individual consultations were held with district leaders and other main 
stakeholders in the W. Nile districts and beyond, which culminated into 
the stakeholders' workshop.
5. A private new building has been rented in Arua town to house the university 
offices, and is already furnished and staffed by a Secretary. The other 
officials are set to move to Arua pretty soon once the minimal processes are 
concluded. Currently it is more pragmatic to stay in Kampala for ease of 
chasing the issues around here. For this purpose MUK has offered space at 
Lincoln Flats. 
 
The stakeholders workshop used guidance from the MoES (starting from the 
[Kajubi] Education White Paper 1992) and the progress made so far, as a basis 
to discuss and agree on the following issues:
1. Fundamentals - Name, Vision, Mission, Goals, and the location(s), 
approaches, values, etc; and
2. The best way forward in light of the current situation.
 
The critical issues agreed to be acted on immediately are:
1. Obtaining a title for the land at Muni after survey, and eventually for all 
other land secured;
2. Expansion and improvement of the ICT building in Arua Municipality; and
3. After the above 2, submission of a formal application to the National 
Council for Higher Education for licensing to start operaions.
 
It is envisaged that these processes (including approval by the NCHE) can be 
concluded by late 2010, to enable formal opening in early 2011. Once the 
initial programmes are started, an expansion programme will then be worked out 
following the same deliberate approach.
 
Starting this week, a team is working on development of a masterplan for the 
university. We were invited to participate, and I agreed to join the team as a 
volunteer for the task. However more physical planning and architectural skills 
are required to undertake the task expeditiously and thoroughly. Any of you out 
there, please come forward to offer your services in this noble undertaking.
 
Meanwhile the Adhoc Committee will continue working with the Task Force to move 
the process forward. We shall share with you more detailed information as and 
when it becomes available.

Goodmorning All,
 
We have been approached my the management of Club Palui a night club situated 
in the lower section of Ntinda shopping Mall following support some members 
have rendered this club over the years with an offer of a night dedicated to 
Westnilers.
 
This will mean that, the music that will be played will purely be from the 
region and preferably Lingala which many from west nile identify with so much.
 
Among other things, this theme night proposed to take place every last Friday 
of the month will give an opportunity to promote prominent and upcoming artists 
from west nile by featuring each time we have this night.
 
Secondly, I believe it will also be an avenue for members who are around 
Kampala to sociate, interact and probably agree on some of the topical issues 
being discussed on mail.
 
Thirdly, members will agree with me that, this will give us identity and 
promote unity among other things.
 
Lastly, we could find ways of doing merchandising for this to generate revenue 
for WNF.
 
 
The management of Palui will be giving us 100 complementary tickets every theme 
night and this number can grow over time  so long as the turn up is good. There 
was a proposal to officially launch this night next Friday 5th March and if 
members are in agreement we hope to bring in JM Keneddy and DJ Guido to help 
kick start the process.

Thanks for all the humour - I didn't in the least imagine Fr Ruffino's 
experience and depth of language on the issue of malua.
 
On a more serious note, the MASU guys are for final budgeting right now, and 
just called me. They quite tight on funding, even for malua. Guys, let us show 
solidarity and participate by sending them some funds now by MM to 0774 265003. 
My humble 100K or so should reach them by tomorrow. Over to you all?

Dear Colleagues
 
Makerere Arua Students Union is organising a joint graduation party in Arua on 
Sat 30/01/2009. This brings together all graduates of the week hailing from 
Arua.
 
The function will be used to promote the cause of ecucation in the region. The 
MASU leadership therefore requests the participation and involvement of all 
intellectuals from West Nile (see details below). They have prepared a modest 
budget (attached) largely funded by the graduates, but with our support this 
could be boosted into an event to shed light on the worsening academic 
performance in the region and the need for major efforts by all to address the 
challenges.

Thanks for your timely response towards this cause.
 
We are trying to involve all stakeholders in education in that region of 
westnile.
In our meetings we have selected Christ the King Kindertgaten to represent 
nursery education, Arua Hill to represent primary, Arua Nurse Training to 
represent tertiary institutions, and make radio announcements to invite 
secondary students to attend this academic exhibition and party. We have talked 
to some of the heads of the said institutions but are willing to organise them 
though for holidays.
 
But the way, what  we need is to bring all the intellectuals of westnile to 
attend  and brainstorm on the everworsening academic performances in the region 
hence massive publicity is required.
 
We shall appreciate your effort in making the whole event known to both Wes 
Nilers within and in diaspora in order to mobilize financial resources and 
moral support.

Sadly be notified that Mr. Mundua Godfrey( Standard C. Bank) lost his 
Grandmother in the the night leading to this morning at Mulago Hosp. The body

Thanks for the very good work URLCODA is doing for our communities in West Nile.
 
Unfortunately due to a concurrent all week staff retreat I will not be able to 
join as initially intended. However a few of us would like to contribute to 
this noble cause - particularly transporting participants from West Nile to the 
conference. In view of the short time available, please give us a contact in 
Kampala to whom we could make such contributions directly in cash, 
electronically or otherwise (mine is available!).
 
In the meantime our interim treasurer for the WNF (Rogers Anguzu - New Vision, 
Kampala [0772 4465024]) has agreed to receive any immediate contributions, to 
be handed over to the organisers ASAP. Counsel Alaka, I trust that this 
arrangement is in order.
 
Colleagues, please come forward to contribute to this effort - you never know 
you could make a lifetime impact on some people's lives by enabling them to 
travel across 'miri' for the first time.

Time has come for the second National Intergenerational Literacy Learners' 
Conference scheduled for January 18 - 22, 2010 at Busitema University, 
Namasagali College in Kamuli district. The mobilisation of the participants 
country wide has been very challenging but we are making some progress. 
 
What is amzing is the response from participants from the West Nile region 
where we have registered over 200 people. We are therefore faced with the 
daunting task of transporting, feeding and ensuring their security during the 
conference. I am in touch with Gaa Gaa and KKT about that, but Nile has 
indicated it will not help. Arua district has given us aLandcruser to transport 
our volunteer medical workers for the health day in Kamuli.
 
Caleb, if the discussions we are involved in on the westnile net are real, then 
this is the right thing we need to do for the people of West Nile. The US 
Mission in Uganda, VEDCO, SIL, and Kamuli district local government have come 
in to support URLCODA volunteers in this intervention, but most of it is 
directed towards feeding, stationery,  and conference materials. Transport and 
documentation remains our biggest challenge, so if you are in for 
transformation in West Nile, let us all contribute towards this opportunity to 
expose our people to this international environment in which Kamuli district 
expects over 1,000 people from all over Uganda and the neighbouring countries 
to interact.

This appears a well thought out project, its focus on Maracha only not 
withstanding. My view is that in the West Nile Foundation spirit of building on 
strengths of existing initiatives and ensuring complimentarity, we should 
support what works, but quickly ensure it is scaled up to address the wider 
West Nile region. You will recall that last year the Ombaci OBs started what 
they called the 'Ombaci Oscars', also to recognise and reward excellence in 
academics and education overall.
 
Thus let us support rather than resist the 'delivery from these maturing 
pregnancies' while working with the promoters of the 'Maracha Academic 
Excellence Award' and 'Ombaci Oscars' to quickly harmonise and scale up these 
initiatives to spread and promote academic growth across our region. The 
region-wide initiatives will best grow if they draw on lessons from successful 
smaller ones. And you are aware there is more inertia in starting larger 
engines than smaller ones, so the wider one(s) will take a little longer!
 
On another front the Makerere University students from Maracha are currently 
running a successful health week there under the auspices of MASU. They 
approached a few of us individually, and I made a small contribution (though I 
hail from Madi Okollo!), because it is a useful initiative for the rural 
population, and we can learn from it and scale up or rotate such events to 
cover other areas as well.

Dear all, 
Thank you for the queries and your interests in this programme. This award as 
highlighted seeks to promote education and improve performance which i guess is 
a social responsibility for all of us if we are to create the kind of society 
we always dream of. It covers PLE; there is an award committee responsible for 
selection and other issues. Academic excellence is the main criteria sought. 
Last year, each of the 7 sub counties had to submit list two of best pupils 
(male and female) to receive the award. In total we awarded 19 mattresses. Com 
Tom Buruku officiated at the event where certificates were awarded to best 
school, Sub County and pupil. In our last meeting with PTAs, CMCs and H/Ms, I 
presented a proposal for establishment of a board for the award such that this 
initiative is different from myself. This is being pursued details of which 
will be made available at a later date.
 
Best Subject Teachers category was introduced this year and recipients will be 
ascertained on the number of first grades they produce in each subject--meaning 
the teacher with the highest number of pupils in a subject qualifies for the 
award of Best Subject Teacher. Four positions are for grabs in this category!
 
Most supportive parent award will go to parents who demonstrate unyielding 
support to pupils/education amidst struggles and challenges. Each of the 59 
primary schools in Maracha is to nominate a candidate. The award committee 
comprising H/Ms, religious leaders, opinion leaders will sit and nominate one 
with the most appealing and motivating story to other parents out of the 59. 
Single parents especially women are ideal candidates for this category. 
 
Supporting initiatives such as the award and the tournament Jimmy mentioned is 
like taking a cow to drink water. If it refuses to drink--you don't force it to 
do so neither do you neglect your core responsibility of being a good shepherd. 
Because of unrivaled multiplier effect of education and the urgent need for 
unity in our two counties i had to kick-start these programmes last year and 
this year respectively. This doesn't however penalize nor diminish others 
support because people support at different times and in different ways.
 
This programme is non partisan because it aims at addressing a cross-cutting 
issue. But because the idea is from a perceived political animal, there is a 
tendency of politicizing it. Before that perception is ingrained in us, let’s 
perhaps look at whether monthly sending test papers to pupils in Arua, support 
to Ma-ecora Youth Centre received which show over 300 school dropouts graduate 
with certificates in various life-skill courses in 2005, and initiation of 
WENIRUDA which supports best O  A level students from West Nile with one 
million each year is political. In any case, politics is about solving societal 
problems that’s why those with tasks deserve power they need to accomplish such 
tasks.
 
For this years award, we are looking at raising 6 Million of which i have a 
contribution of at least 1 Million. I'm also pleased to inform you that H/Ms, 
local leaders, and education lovers are now involved in this programme. Schools 
in our last meeting pledged a contribution of 20,000/=.

This message just came into my mail. As you can see, the sender's ID is 'Yahoo! 
Account Service', but then the e-mail address is 'thewritepr...@sbcglobal.net'. 
Clearly this originates from another source, but you quickly look at the Yahoo! 
and fall for it. A few friends have fallen into this trap - maybe Xavi did as 
well?

Seminar in Arua. The seminar organizers should have a bugget to submit to WNF.

We have not received UGX 270,000= in pledges made, so I appeal to those 
responsible to kindly honour their commitments.
 
Meanwhile, we delayed to send any further inputs while awaiting full feedback

some supplies to the affected people. In view of the fact that the situation 
has kind of stabilised, I propose to hand over the balance of UGX 195,288= to 
the Treasurer of the young West Nile Foundation as seed funding for any similar 
future initiative.
 
My apologies that this message comes later than anticipated - mainly because we 
were diverted by the recent major bereavement in our community, that involved a 
number of us.

Thank you for all contributions in cash and in kind up to this morning. Today 
at 1:00 pm Bwana Matenga and I despatched 2 bales of blankets (total 40 pcs) 
worth UGX 420,000= and 3/4 sack of an assortment of clothes and shoes to the 
affected group. Thanks to the Gaagaa Manager, they were carried free of charge. 
They will be picked up by Richard Embati tomorrow morning, and disributed with 
support from any volunteer colleague in Arua.

the weekend. Of course I as the initiator and self appointed coordinator of the

This tragic event which some of us had incidentally missed turns out to touch 
on one of our own - Richard Embati of Mulago Hospital. This is Richard's 
village, and one of the 30 houses burnt is his!
 
The houses were burnt when people were out in the fields, so they virtually 
lost everything. 
Reports from the ground indicate a desperate need for basic requirement - food, 
shelter and clothing. While some minimal efforts are being made with food 
provision, blankets and clothing.
 
I have taken the opportunity to use these distinguished fora to appeal to all 
of you out there to come to the aid of this group at this very difficult 
time. This is an opportunity to show solidarity with our colleague and support 
the population in need. Those who are around Kampala, please bring anything 
that can assist - money, clothes, blankets, etc to Jinja Road Police (DMO's 
place) on Thu 24/09 or Fri 25/09 at 6:00 pm. We shall use the money to buy 
blankets and send the other items to assist in whatever way.

NETI participants are given a one-year work appointment that starts with a 
one-week orientation and induction course at UNICEF New York Headquarters 
(NYHQ), followed by a two-month assignment in a NYHQ division, based on each 
participant’s profile. Participants are then deployed globally to a duty 
station for the remaining 10-month period. Participants are reviewed throughout 
the year and are considered for regular positions with UNICEF on the basis of 
merit and performance.

be able to communicate and work strategically and effectively with others to

the programme, which is expected to start in early 2010. Any number of years of 
relevant professional experience is not accepted in lieu of a masters degree.
• Have proficiency in English and proven working knowledge in at least one of 
the UN languages: Arabic, Chinese, French, Russian or Spanish.
• Have the willingness and availability to be assigned to any UNICEF office 
around the world and to serve in emergency and hardship duty stations.
• Preferably possess three to six years of relevant experience, including work 
in developing countries and in a multicultural environment.

TWENTY six residents of Mite parish in Adumi sub county, Arua district have

area last Thursday. 
  
According to prosecution, the group consisting of mainly youths is accused of 
raiding and setting ablaze houses belonging to members of Ekua Church of 
Uganda. 
  
They also killed the Protestant’s domestic animals, slashed their gardens and 
destroyed other household property worth millions of shillings. 
  
The mobile police, who stormed the scene after receiving a distress call from 
Lia police post, found some of the rowdy youth feasting on two goats they had 
slaughtered. 
  
Police herded them all onto the pick up together with the cuscuses of the goats 
and chicken, which were to be used as exhibits in court. 
  
The suspects were on Friday presented before the Arua Grade One magistrate’s 
court and charged with ten counts of arson, nine counts of malicious damage and 
threatening violence, before being sent to Arua Central Government prison. 
  
They are to reappear on September 16, 2009 to have their pleas heard. 
  
One of the culprits, who was found to be a minor, was referred back to Arua 
central police station for custody. 
  
Local elders said the row had been brewing between members of Nyauka clan, who 
are predominantly catholic, and those from Orivu, the protestants, over the 
ownership of the land surrounding Eku Church of Uganda. 
  
They said the animosity heightened with rumours that Michael Okuru, who heads 
the Orivu’s, was gathering money to seek a court order to evict the catholics. 
  
The Arua criminal investigations chief, Christopher Obia, noted that at least 
seven families had their houses razed although no injuries were reported.

What is the core purpose of this forum? And further, what is this Lado thing 
that has of recent taken centre-stage on this forum? Is it to politik and gain

inter-alia that the hunger in West Nile(or Lado for that matter) is caused by 
governments by starving the populace for political ends. Have these so called 
Ladaon leaders/Kings been to Lado - read as West Nile recently? Do they 
know what is happening to our people socially, economically, educationally, 
politcally etc? My guess is that they do not know and
 DO NOT CARE as well. The food crisis in Uganda has been in almost every region 
including Lado/West Nile region. It is therefore wrong for the leaders of the 
so called Lado empire to insinuate that West Nile  has been singled out by the 
Government of Uganda for starvation for political reasons

Well, I believe it was never one region in the first place - unlike, say, 
Bunyoro that was a single unit and region. From my little history recollection 
the peoples in those areas were small disjointed groups that coexisted in some 
form of equilibrium. So since the chunk of land to the west of the northerly 
arm of River Nile that got added to Uganda in 1914 or so [Historian Alaka, 
please assist!] had to have a name, what better than this description?

May I request for an Intelligent answer to my question from anybody ! Why is 
this region being called or denominated in a Foreign Language as West Nile ?  
They must be a History recording behind that . Yet I know this region has a

History recording anywhere in the world is best a recording by the inhabitants 
of the Territory both in Oral and writen . What precedes first is always rhe 
Oral ( the mouth talking part of it : the History ) .  The writen is merely a 
methodical way of storage of the Oral and sometimes a writer may obliterate 
the  perfect oral recordings to suit his writing quality for the Big ends of 
interest :  Political , Economic , Social , Cultural Build up , Religious and 
sometimes for an Artistic , Scientific knoweldge to achive for the Selfish ends 
  .  
 
West Nile is not the real name of this Territory at all .  The fooled will 
remain the foolish and relinguish himself / herself to live in ignorance . What 
a pity for the West Nilers  ( the so called now )  !

At half-past-the-deadline for handover of foodaid, we haven't even achieved the 
minimum. Only two have paid cash and a handiful have pledged. Could this 
reluctance to contribute be associated with the saying that West Nile people 
inherently don't want to help their own struggling brothers and sisters--that 
they can at best open their 'white teath' to dieing persons? There are so many 
capable people on this forum who could afford 15,000 but they are as quiet as 
graveyard. I know people contribute at different times and ways but this 
project provided us with unique opportunity to prove our worth and express our 
solidarity. Besides being a social responsibility for all of us, this help 
would manifest our resolve to see food security in the area.

There are definitely defficiencies in publicity of this project but who is to 
blame if not all of us? We at our various capacities should have been goodwill 
ambassadors of this project so how much have you and i done to fundraise and

To bring the project back to schedule, allow me make the following unilateral 
annoucements:

1. Annoucements be run in West Nile Community Churches in Kampala such as 
Okuvu, St. Francis Makerere etc starting this Sunday to solicit funds. Those 
with contacts of Rev. Gelenga and John of MAK should contact them and others

2. Mr. Ejibua and Mr. Patrick Okuni take charge of mobilising their respective 
old students. 

3. Meetings must start effective this Sunday 4:00PM at DMO's premises along 
Jinja Road for kampala residents. Either Mr. Alaka or Mr. Anguzu should chair 
the meeting

4. Mr. Tom Aliti, Ayibo, and Eli Nayenda take charge of mobilisation and 
meetings in Arua. The 3 are also in better position to have annoucements run 
in Arua Churches. Mr. Mr. Aliti should lead this team. Arua meeting must start 
this Sunday at 4:00PM at Golf Club.

5. I will notify chairman of Arua Park-Kampala, Mr. Omviti to solicit money 
from businessmen(Arua Boys). His contact will be posted here soon. 

6. Mr. Anguzu(treasurer) should prepare authentic contributions sheets for 
fundraising by various groups.

7. Mr. Afema of MTN and Tabu Butagira of Monitor take charge of all PR, 
Marketing, and Communication associated with this project.

8.  Chairperson Nile Care should take charge of Mobilization and fundraising in 
US and Canada and report back before 30th August 2009

Thank you very much for the additional information on mapple trees that has 
given me a better insight on the charactersitics of the tree. 
 
I was to meet Jimmy Adriko who has received the seeds but due to unforeseen 
circumstances we were unable to meet. I am currently out of the country and as 
soon as I return home the meeting will definately happen. We probably will try 
the species on pilot basis and asess its characteristics and performance in 
westnile before it is opened up to others.

Thanks Arumadri for your response.
 
Perhaps my description of mapple trees was scary for no good reason. These  
trees  provide very good shade in homes or city. Many have been planted along 
streets and around buildings. Mature trees have seeds with wings, and therefore 
naturally dispersed by wind. The seeds fly  a perimeter of  approximately 10 
meters from the parent tree. Mapples trees are grown for firewood, timber, and 
some farmers tap the sap for making mapple syrup  candies.
 
Wherever, there is dump ground, soil, the seeds germinate easily, sometimes in 
gutters on roofs. They generate forestry easily, that's why I was 
procastinating the concept of trying them in West Nile. I am not sure if the 
young trees  will survive our drought, but they tend to survive winter.  This 
is purely experimental. I have collected some notes  on these trees.
 
Farmers in Canada and USA preserve small strips of the forest between the 
cultivated land. Looks very beautiful from the air and  by road sides as one 
drives through the country sides. Unfortunately, I do not have pictures but 
thought, if these trees can grow in Africa, this could be one way of solving 
Africa's deforestation problems.
 
I saw the disaster of  the water hicynth, which is ornamental creeping plant, 
, which people grown inside homes in the West. I saw it on Lake Victoria on my 
way to Kamapala from the airport.

Congratulations on a very successful venture. You did us proud indeed. So sad I 
had to miss the trip courtesy of a bad flu (hopefully not H1N1) that 
started Thu 04/06 - just in time to spoil things. I have been down all weekend, 
and am back to work but still not that OK.
 
We now have to consolidate and work together to move the effort forward - 
spreading out wider to other schools in the region.

We again did it. We stormed Mvara Secondary School and it was unbelievable, we 
launched MOSA, (Mvara Old Students Association), the awards concept and a book 
drive in which we raised and pledged almost 20 Million Shillings. Good News, 
Mvara is one of the model schools Government has identified to renovate and put 
up a library, teachers quarters, a laboratory and some new class room blocks.

Kampala). You could pass by the Arua Municipal Council offices and get the 
proposed layout for the area. I am aware ndugu Findru was working on this 
around the end of last year.

I look at this proposal of Alaka with interest though I am not fully a 
political animal. For those in my category I suggest we begin a registration 
desk for the Barifa Forest plots and hand over the list to Arua Town Clerk and 
our good friend Mayor Charles Asiki so that we seriously take charge of the 
planned development of that particular part of West Nile that could serve as a 
module for other towns in the region. I saw some communication on West NileNet 
on this subject but it seems to have phased out.
 
I propose one of the engineers in our community of West NileNet takes the task 
of getting the proposed plan for the development of the area and inform members 
on details of the plans (Residential, School, Restaurant, recreation, health 
centre etc) and then cause folks to register as a group or individuals in 
particular project they wish to pick on and then we move as a group to secure 
the plots after the registration of interests.
 
I propose Eng. Patrick Okuni and Caleb Alaka for the task of leading us in this 
proposal.

Death has again strcuk and deprived us of Mr Lumago (former quater master of St

We had a very good get-together, though the turn-out was lower than 
anticipated. Hon. Jesca Eriyo launched the Oscars project at the colourful 
function attended also by Hon. Alex Onzima, and representatives from sister 
organisations from Mvara, Muni and Ediofe, among others. The reason for your 
missing is perfectly well undersood, and I passed on your and Mr. Etima's 
apology (suspected) at the function. Condolences indeed!
 
But the big 'do' is the Reunion at St. Joseph's Day on Sat 21/03 at Ombaci. We 
are now receiving the contributions towards the Oscars fund, due for the 
first presentation at this do. All are welcome to contribute towards this noble 
initiative, which was well received, and has broad agreement to spread 
gradually to cover the whole West Nile. And our dear James Nyakuni has offered 
a whole bus to transport 'Ombaci OBs' to Arua on Fri 20/03 and back Sun 22/03 - 
details on registering will be shared shortly by the competent authority.

I humbly wish to apologize for not attending the Oscars. I did send my 
apologies through an ob who unfortunately failed to turn up and I believe the 
same person did not convey my apologies in time. Otherwise I was deeply 
involved in funeral arrangements of my cousin the late Peter Edema Etima. I was 
in charge of transport, an MC, and so on. Otherwise congratulations. Nyakuni 
James briefed me and thought the arrangement was superb and the Idea should be 
borrowed by other sister organizations. I hope to see you when I am in Kampala 
by Tuesday.

The Idea of having a radio program is absolutely welcome. Congratulations 
Father Ruffino.  I suggest that the flow of ideas on this contentious matter of 
our very existence and survival as a region should continue despite the Task 
Force. I have opined that we need 7 members of the task force and our Head 
teachers should be ex-officios. Ezaga suggested that I, Alaka, and Andua be on 
the task force. We have to be gender sensitive. Probably the structure of this 
task force would be some thing like a Chairperson which position by consensus 
has been given to Father Ruffino, then a vice chairperson, and some 5 members. 
Gentlemen and ladies can we get a consensus on the membership of this task 
force such that they kick start there work.

Interesting responses to the Ambassador's utterances there... some probably a 
little too harsh and emotional? I think like Azabo argues, we need to look at 
the underlying concerns. If the people who should be talking are not doind so, 
it may be opportune that at least an interested foreigner is! Mr. Male raised 
interesting issues aboutour leaders - where are they in all this?
 
One fact is that in the short run we cannot do without aid! What we need to do 
is contribute our part (like many of the current 'elite' discussing did in 
their time of need) in getting the best out of it. And we should influence the 
targeting of the foreign aid for maximum impact.
