I guess I should've tried adding 1 to the filename ;) Looks like from that document it's still not so clear cut though. I haven't really kept up on this, but according to the article, 10 states still prohibit it, as does AMEX. Either way, it's something I would put some time into researching

There's some details on the page, but some entities are exempt (ISPs not being one of them.) You can charge a 'convenience fee' if all charges via that payment channel are assessed the same fee. So if you only took credit cards on your online customer portal, and you charged a convenience fee
