I don't know what state she lives in, but some states or local towns
require an inspection and permits etc. So, it would be very wise to
have this inspected by the local officials as well. And hopefully if
permits were required, the contractor pulled them for the job.

Well it is too large for small claims court since she paid over $20,000. But
I'd tell her to stop the clean up and contact an attorney. If she damages
anything with a razor blade she may damage her case as well.
