Colorado is having a initiative on the ballet to make sure their
electoral votes get split from now on. If you get 50% of the vote you
get 50% of the Electoral Votes. It would be a way to get around the
clunky Electoral College without a constitutional amendment.

no constraint on who each electoral representative actually voted for. Basically once
