Colorado is having a initiative on the ballet to make sure their
electoral votes get split from now on. If you get 50% of the vote you
get 50% of the Electoral Votes. It would be a way to get around the
clunky Electoral College without a constitutional amendment.

IIRC that is the way the electoral votes used to work back in the day. But there was
no constraint on who each electoral representative actually voted for. Basically once
the representatives where picked they could vote for any eligible candidate they
