Percentage is great. If 10% of the population your talking to speak X
language, that may well be a large enough group to cater to them. Unless the
group from the root of this conversation was made up of 10 people, I think
the Greek speaker is SOL.

Actually, I was at a meeting last week where someone claimed that
there's a new federal mandate that all federally funded program have
materials available in the native (minority) language of any group
that meets a certain population percentage. For our county that would
be Hmong and Spanish. Eesh!

Nope. Just a generic Connecticut small town business group, with a healthy mix of non-native English speakers. About the only common tie is an entrepreneurial spirit and the English language.
