You can top coat it. There is a specific procedure to follow. For specifics on the procedure see the POR web site www.por15.com . But as I recall, you coat it, let it cure for a while, then before it cures hard ( still slightly tacky) apply the top coat.

is it chalks out after a year or more but if you coat it afterwards
with a good hardened semi gloss paint it will hold up forever i did this

I took mine, and ran some heavy wire, in my case
brazing wire and ran throuth the top loops. Then kook
it in the middle with an engine houst and mask
everything else off.
