show frame-relay map should show you the CIR. I will paste the output of
one of my routers:

Tone Commander NT1U-220TC has two terminal connections. That *implies* that
you could use two devices simultaneously. I would suggest you dig up some
documentation to verify this before you run out and buy one though...

When an interface is configured as a backup, you can not use it for anything

AFAIK, the addresses can be anything from the same network. I traditionally
use .1 as the virtual address, and .2 and .3 as the addresses of the devices
running HSRP. Since you configure each device to run HSRP and tell both
the standby IP address I don't see why the addresses you have

Depending on your bandwidth needs you might want to consider ISDN. My
company uses BRI ISDN to back up each frame relay connection. Fairly
inexpensive and with a few lines in your router config, can automatically
come up when the frame relay goes down. I would recommend a 800 series
A Cisco TAC engineer told me that the SPID1 not valid, SPID2 not valid info
in the Show ISDN Stat is a "cosmetic bug". As long as you have the two
entries showing state=Multiple_Frame_Established, the SPIDs are valid. I
experienced this bug in versions 12.0.5T and 12.0.7T on a 2600 router. It

a sure way to annoy those who otherwise might help

In the live BCRAN test, there is an exhibit button on all the fill in the
