This is a telco problem. Overutilization will not cause CRC's. Your interface resets are being caused by missing/corrupted LMI packets. I would be concerned about the high CRC errors for starters. You could also look at show frame lmi and see how quickly you seem to be loosing LMI packets.

Hi Jeff, I've worked for 2 telco's as a FR-troubleshooter. The experience I have is that the telco looks at the logs of their FR-switch (we used the Stratacom IPX/IGX) and if they see a utilisation of 70% or up, they declare the PVC is overutilised. If you could tell me which provider you have,

Jeff, Is this a port that you can set the clock rate? If so, you can try to limit the problem by doing so. In addition, ask your telco why overutilization is causing CRC's. This is not a direct result of overutilization (unless you are extremely over),
