I'm taking a stab in the dark, but I think CDP sends traffic about every 90
seconds... Do a SHOW CDP Interface and see how often it is sending packets.
If that is the case turn CDP off. If nothing else activate the improbability
drive.

Right, the problem is not that it won't come up. The problem is that it DOES
come up intermittently for no apparent reason (apparent to me at least)!
I removed the access list entries and shortened the idle-timeout
intentionally in an attempt to figure out why it's still dialing
intermittently.
You need to go with a extended access -list

The reason for inserting the Exam Note "Rotary groups are considered legacy
DDR" is that frequently during vendor certification exams you will find
that **Insert Your Favorite Vendor Here** will test you on the ability to
learn the subject as they define it. Your understanding of Rotary
"Legacy", in the networking field, is one of those words you'll never find
defined anywhere, yet most people seem to know what it means. It took me a
couple of months to get a straight answer!
Basically, legacy equipment or technology is the stuff that used to be
state-of-the-art a LONG time
Legacy means specific to a particular company it's really I guess its a
nice way of saying odd ball, off the wall, also . As in each "legacy" piece
of hardware/ software has to be dealt with seperately. As in DEC Vines etc

Legacy is a really stupid, over-used word. ;-) When I was writing my book,
my editor wouldn't let me use the word! We feel for you non-English speakers.
The term legacy comes from the work legate, which is a legal term for
bequeathing property or money. So no wonder people are confused!
Today
Legacy means it belongs to an older generation of equipment.
