Your making it too hard, you don't need the dialer map but you do need a
dialer

I've seen the other replies to you post, and I'll give you a few other
pieces of input. By the way, you really didn't give us any indication of
what you saw as the output from the router - I'll just assume that you saw
nothing.

You have no dial string and you also need to tell the router what interface
you want backed up or use a floating static.

Where's the phone number to dial? I've always used a phone number after
the broadcast statement. Like the following:

What are the results of show int bri0 and show isdn status? That might
alert you to the problem. If you've posted the entire config then you
definitely are missing at least one very important thing.
Look at the results of that output and let us know if the router is
even talking to the ISDN swi

Try using the backup interface command under the serial interface.
If the serial 0 is the primary then use the following config
interface Serial0
description line to 2522_router
ip address 170.17.1.2 255.255.0.0
backup interface bri 0
backup delay 5 25 (it will wait 5 sec before activ
