I believe when you install apache2-devel, it works ok. But for apache2-devel you need apache2, and for apache2 you need apache2-conf :-) I built apache2 first, installed the rpms with --nodeps and then built apache2-conf. It seemed to work fine. Actually, apache2-devel does *not* require
