The non-display of accented (>127, which includes eszett) characters is a known problem in Opengrok: https://defect.opensolaris.org/bz/show_bug.cgi?id=437 According to the notes on bug 437, substantial improvement has been made as recently as 2010-03-30. The problem should go away, some day.
