Better for developer productivity - less RTEs and work arounds required.

4.10 is better now when trying to make application for multiple countries

I don't think the intention was to put the document out before we have an the
release on the mirrors etc etc, not a huge point in sending it out before

There hasn't been a release yet, we just passed the VOTE on which
candidate will be released. We wait for the release manager to tell us
