pax-web (PAXWEB-1123, PAXWEB-1124)... I didn't do anything yet for R7.

anything from pax-logging-log4j2... Extensions should be done via fragments
or pax-logging-api's org.ops4j.pax.logging.spi interfaces (like

JNDI is not a (big) problem - you have to ensure that all (aries-)jndi
bundles and JDBC driver bundles should start before pax-logging-log4j2.
Also data source should be ready.
The proper solution should be (IMO) to implement lazily initialized
log4j2's ConnectionSource.

Yes Luca - I mentioned this. standard features should have "compile" scope
(or no , which amounts to the same), to ensure eventadmin is
resolved at startup stage and gets into etc/startup.properties.

pax-url-aether is the bundle that provides mvn: URL handler. "Unknown
protocol: mvn" means (99%) that you used activemq feature at boot stage
without adding pax-url-aether bundle at startup stage. Can you share your
karaf-maven-plugin configuration?

Hmm, maybe JDK11 is an issue? Does it work with JDK8?
ALSO it could be because appenders may have to be declared before they
added to loggers? :) Just a blind guess.
