Pay for services rendered. If no service is
rendered, then don't sign that there was service
(and indicate at that time that there was no
serv
ement in the construction
report.

When I was hosting the FUS, I had a rule that inspection would not interrupt
or disrupt production. I insisted that the inspector identify

to oversee the inspections. Zero variances.
