When moving to 2010, your rules (if they weren't already) got rewritten to unicode. They are probably too large to be processed on 2007, unless you've bumped the default rule size limit with Set-mailbox. SWAG. I could be 100% wrong, but based on your description - my #1 guess. Regards,
