First change the time signture to 4/4.
Then:
Mass Mover -> Change -> Note Durations -> 200%

But international jurisdictions get sketchy at that point -- it might be
public domain in Australia, but if your ISP has business locations
within countries where the copyright term is longer and that work is
still protected by copyright, they can be forced to take your file down.

Horace Brock has already answered this, but I wanted to add that when I
am entering music into a transposing score in Finale from a concert
pitch original, I set the Options to Display in Concert Pitch (why this
isn't on the VIEW menu is beyond my comprehension!) and only after all
the note ent
Enter notes as they appear on the staff. If you want to see a
second-space A, press A on the keyboard. This is true whether you are
in concert pitch mode or transposed.

automatically transposed as they are entered, or are they entered in
concert pitch only?
