Actually, at least in FinWin2003, it DOES work as advertised.
I just entered 4 8th-notes, placed a chord over each one and selected
Flute for that staff.
The chords and melody were all played with the Flute patch.
Then I expanded the list by clicking the down triangle, and then
scrolling down
