I just entered 4 8th-notes, placed a chord over each one and selected Flute for that staff.
The chords and melody were all played with the Flute patch.
Then I expanded the list by clicking the down triangle, and then scrolling down to the entry for Chords and I changed the instrument to Grand piano and the next time I played back I got a flute sound on the melody and piano sound for the chords.
So perhaps you aren't being careful about what or how you are changing things?

I tried that, and it makes all the instruments the SAME one, and sets ALL the channels to the same channel no matter what I do.
So it obviously does not work as advertised.
