Tammy, which version of Finale are you using? It can't work the same for so many of us and NOT work the same for you, unless you are on a very old version.

Click the down triangle, scroll down to Chords, select a different instrument from the list and don't change ANYTHING else. You should get two different instrument sounds, one for chords, one for the melody. If you don't, then perhaps you have a corrupt file or you have changed the channel in the wrong row. YOu really shouldn't have to change the channel at all. Make sure the instrument name you change is in the column labelled Instrument and NOT in the column labelled GM.

No, I already tried that, it doesn't work. It changes all the instruments to the same channel.

Probably not what they intended.
