By running the PI, you get checkboxes with a dash. That's because you've
different settings for the staves. First click makes the dash disappear,
leaving the boxes UNchecked. So you have to click a 2nd time to obtain a
checkmark.
Maybe that's why you doesn't get the expected result?

I am glad you finally got things to work as they should. What a strange
thing to have to do to get the repeat signs to work! Who would have
figured that out? I'm glad you discovered it and now have another
weapon in your arsenal of tools to get proper layout.

Wow, I hadn't noticed that option before -- I wonder if it's new in 2004.
In any event, I just did a simple test:
Started a new document, at end of measure 3 I entered a repeat sign and
at the beginning of measure 4 I entered the opening repeat sign, so they
were right next to each other as you
That won't put cautionary key and time signatures at the end of any
measure - will just force them to show at the start of a measure.
The only way I know to do what Andrew is asking is to insert the slim
empty measure just to hold the requisite time/key signatures.
