If you are on a Mac, get iKey. You can program your own shortcuts for
any tool or menu item. Similar programs exist for Windows.

Also keep in mind that Finale looks in the Finale application folder
first for preferences. If you have a set of preferences in your
Finale 2006 folder, it doesn't matter if you trash the set in your
User/Library folder, Finale will ignore that and use the one loc
