This is a bug report I sent to Tech Support. They were unable to
reproduce the problem and suggest I trash my prefs, which has no effect.
It happens in 2008b r.1 for Mac, and always happens, regardless.

I just followed your outline exactly, WinFin2008a, and the
problem isn't there for me. the violin part remains at full
size while the piano part is reduced. And in the score,
both piano and violin remain full size.
