A few months ago I asked a similar question to yours, but mine was in
the context of python. Apple OS X version 10.4.x has python 2.3.
The latest one in fink (unstable) is the current stable python
release, 2.4, which is what I use in fink.
OS X 10.4 now ships with tcltk

The idea is that the user should never need to open /sw/Applications in
the Finder. Therefore for those app bundles that are meant to be used as
apps, there are symlinks in /Applications/
