S1 is not (should not be) at the leftmost end of the scale of an S-meter.
So when you listen at a signal of 0.2 uV the S-meter should move and indicate
S1.
If it does, then the S-meter is fully calibrated.

Have you tried to completely _uninstall_ the card before moving it to another
slot and before reinstalling the drivers ?
You can do it by choosing "Remove" in the Device
don't have a screen
capture, is still better. The only problem of the EMU device is the price...
