Podlings are encouraged to report their first month. Their first month is
very simple - not a lot of progress, just getting started. You may want to

the source code in our repo, but as a public charity it's not
appropriate for us to do so given the cost and fact that a podling may
fail to graduate[1].

fact that github does anything with tags is just a side issue?
I think the whole github mirror is just a very handy convenience for
forks/pulls and public visibility

I think sadly both our policies and guidance are a bit outdated, and
for instance very SVN-centric - but I'm all for a split as that means
it's at least easier to update the guidance - updating policy (beyond
typos) is presumably something that needs to be agreed by IPMC before
publishing.
