The Caching property seems to be the cause of a previous issue that I
reported about all of the images being re-read on the initial GetMap of a layer
after a Tomcat restart. By setting it to false, the re-reads don't occur.

Indeed that's likely what's going on. There is no support whatsoever for unit
interpretation in GeoServer distance filters.

layer unit is by the application. It seems odd

made a jira for it - http://jira.codehaus.org/browse/GEOS-4595 Hopefully
he'll add his patch there.
