decision without a formal proposal since this just effects us the devel
community and the change is not visible to user code. But that is my take on
it - we are still sorting out when a proposal is useful and when it is a

I added a gt-arcsde test dependency on the pure Java jai_imageio to fix
the build. This will be required to build with any JDK without the
native JAI imageio installed. Gabriel is probably using native JAI, and
so will not have seen the failure.
