There are 2 possibilities. 1. Bandwidth saturation on your adsl line. 2. Resource starvation on the server. What is your outbound bandwidth rating on the adsl line the server sits behind? What other applications are you running on the server? What speed and how many CPUs in the server?

There's your problem. 256kbit upload isn't enough for 10 players even. Still don't mention what cpu(s) are in this thing. For a bit of reference, my friend has adsl at 1500/384kbps and that line can barely take 10 players. ADSL and cable are probably the worst way you can go to host a server.

Yes, that's fine. But remember ADSL is Asynchronous. This means it cannot send and receive at the exact same time. It can only do one or another. This greatly reduces the performance of a game server utilizing an ADSL connection. Game servers uses UDP protocol which more relies on a synchronous
