Counter-Strike is a part of the base HL1 ded server install, you can't not
download it. This was done to simplify things for server ops (100x more people
run CS servers than others) and for the release process.

servers for multiple reasons (bad version number in the connect string, using
bad auth method, and more), so make sure your server is up to date and this
tool won't affect you.

We have a beta update available for Counter-Strike 1.6, to get this beta run
the hldsupdatetool with -beta cs0616 on the command line.
This beta include just a few tweaks since the last release, including:
- Added -sys_ticrate command line option to allowed forced override of ticrate

There is also a client piece to this beta now, so if you run your Steam client
with -beta hlds0319 on the command line you will get it. The client piece
fixes a couple exploits in the game engine.
