This is not an unusual problem. I have had this problem and I'm told
that many horn players have similar problems with at least some of the
notes in the range to which you refer. In my case I do three exercises
as part of my daily warmup to overcome this and, as a result, most
people don't know

Mentally envision your sound projecting forward, and fill-the-room with
your sound. Of course, use loudness that is appropriate to your part - but
still even at pianissimo, fill the room with your pianissimo!
