Part of the problem is that MAINT 123 is no longer being seen as a
full-pack minidisk. Thus you truly have overlaps with other write links -
and the killer is the stable links to minidisks (probably your parm disks)
contained within the same extent.
You said: MAINT has MDISK 0123 3390 000
prevents
logging onto the userid directly if the password's known. To have the
same affect as LBYONLY in the directroy (sans RACF), you'd also need to do
an ALTUSER userid NOPASSWORD.

I've already opened a couple of service link feedbacks, but beware using
the PSP bucket for zvm540/0901rsu. Two of the listed PTFs give the wrong
number. UM32638 (presently line item 4 in the bucket) should be UM32643
according to the APAR, while UM32648 (item 3) should be UM32649.

and Control Blocks for your version (any recent version, for that matter),
