Are these N-draft cards? If so, we had an issue with those dealing with fragmentation/RTS thresholds. We had some old b cards that did not like large Frag/RTS thresholds so we had them set low. The N-Draft cards do not like them that low and exhibit behavior similar to what you are describing.

I agree also with the problem with third party wireless management. It seems as though it waits until a user is logged on using cached credentials to enable the wireless connection. With Windows managing the connection, it seems like the connection is active immediately when the laptop is fired
