YES, same problem. The schoolalerts.iowa.gov alerts worked as advertised,

benefit is that when alerts are triggered the server only

Do you use Iowa School Alerts? Free...currently no sms, though-if that's
what you are solely looking for. A few other places we notify put it on
the home page.
